How to Measure a Fintech Sandbox Pilot: Safety, Reliability, and User Outcomes

Measure a fintech sandbox pilot against objectives set before testing—not by participant count or a single headline result. A useful plan defines a baseline, tracks safety and product reliability during the test, gathers direct evidence of user outcomes, and ends with a documented decision about remediation, further testing, or a route to market. Passing the test is not the same as receiving authorization to launch.

Start with the question the pilot must answer

Choose indicators only after stating what the sandbox is meant to learn. Is the question whether a service works reliably, whether safeguards contain a particular risk, whether intended users can access it, or whether existing rules create a specific barrier? A pilot can answer more than one question, but each needs evidence suited to it.

The World Bank’s Impact Measurement Framework recommends aligning initial indicators with sandbox objectives and considering business, regulatory, and market outcomes. Record the current baseline or a suitable comparison before the test starts. Without that reference, a change observed during the pilot may be hard to interpret.

Also define the observation period, eligible participants, data sources, reporting cadence, and who is responsible for collecting and reviewing each measure. Distinguish what the pilot can directly establish from wider effects—such as financial inclusion or country-level market change—that may be difficult to attribute to one sandbox.

Use a measurement plan from launch through exit

The following framework is a practical synthesis of World Bank guidance, not a universal regulator-issued scorecard. Adapt it to the jurisdiction, product, risk, and policy question. For each measure, specify a baseline, target or decision threshold where justified, data source, owner, and review interval.

Dimension Set before launch Track during the pilot Review at exit
Safety and consumer protection Risk inventory; eligible users; exposure and transaction limits; safeguards; complaint and incident handling; intervention and stop conditions. Incidents, complaints, safeguard exceptions, losses or other harms, changes in risk, and response times. Whether controls worked; who was harmed or excluded; residual risks; remediation; and whether further scale is supportable.
Reliability Product-specific service or model measures, baseline, thresholds, and observation window. Relevant measures such as availability, completion, processing time, error rates, model performance, or drift. Performance against thresholds, failure modes, data limitations, and operational readiness.
User outcomes Target users, intended benefit, baseline or comparison, and feedback method. Access, uptake, task completion, user feedback, complaints, and effects across relevant groups. Whether intended users benefited; whether harms or access gaps emerged; and what evidence is still needed.
Regulatory and market learning Explicit policy question and expected regulatory implication. Questions raised, supervisory observations, interaction with existing rules, and market responses. What regulatory or supervisory action the evidence supports and what remains uncertain.
Pilot operations Staffing, cost, timeline, reporting cadence, and exit arrangements. Milestones, resources used, reporting completeness, and operational efficiency. Whether the sandbox process itself was proportionate and useful.

Design safety measures and stop conditions

Safety is not a score to calculate only after a pilot. It is a set of controls, monitoring responsibilities, and decisions prepared in advance. The World Bank’s sandbox design guidance and practical guide address participant protection and risk management, including cybersecurity, as elements of test planning.

  • Bound exposure: Define who may participate and set appropriate limits on users, transaction values, duration, or other relevant exposure.
  • Identify harms and controls: Consider risks such as financial loss, data misuse, service disruption, unfair exclusion, and cyber incidents where relevant to the product. Link each material risk to a safeguard and a monitoring source.
  • Set intervention triggers: Decide what incident, pattern, or threshold requires investigation, a restriction, suspension, or termination. Assign decision authority and response responsibilities.
  • Record outcomes, not just counts: Track complaint severity, affected users, losses or other impacts, resolution, and whether the response was timely. A low complaint count alone does not establish that harm was absent.

At exit, assess whether safeguards worked under the conditions actually tested, whether any harm remains unresolved, and what additional controls a broader deployment would require.

Choose reliability measures that fit the product

There is no single reliability metric for every fintech service. A payment product, automated decision tool, and identity-verification workflow have different failure modes. Select measures that reveal whether the product performed its intended function under the pilot’s real operating conditions, and define in advance how failures and missing data will be handled.

  • EFFICIENT CABLE TRACING: Trace cables, wire pairs, and individual conductor wires using the multiple style tone generator (requires analog probe Cat. No. VDV500-123, sold separately), simplifying cable tracing tasks

The World Bank practical guide gives an alternative credit-scoring test as an example, with measures including application volume, time for customer due diligence, model accuracy, approvals, and default rate. These are illustrative measures, not universal standards. For a model, accuracy alone may conceal differences in performance across relevant groups or the consequences of incorrect decisions; pair it with measures that reflect the product’s risks and user impact.

  • Use service availability, successful completion, processing time, and error rates when they correspond to the service’s function.
  • For models, define the outcome being predicted, how accuracy is assessed, and whether performance changes over time or across relevant user groups.
  • Compare observed performance with the pre-test baseline and pre-agreed thresholds; document material failures, exceptions, and operational dependencies.

Measure user outcomes directly

Business activity is not proof that users benefited. Measure whether intended users could access the service, completed the task it was designed to support, and experienced the expected benefit. Combine operational records with user feedback, such as surveys or other suitable feedback methods identified in the World Bank’s Impact Measurement Framework.

Report complaints, adverse effects, and access gaps alongside positive outcomes. Where relevant and lawful, examine whether results differ for groups the pilot is intended to serve or protect. The FCA’s account of its first year of regulatory sandbox activity discussed access and the experiences of vulnerable consumers, underscoring that aggregate uptake can miss who did—or did not—benefit: FCA first-year account.

Judge evidence quality, not just scale

When comparing pilot designs or interpreting results, consider the level of risk exposure and safeguards, performance against product-specific baselines, outcomes for intended users, the strength of the evidence and its ability to support attribution, and the cost, duration, operational burden, and regulatory learning. A larger participant count does not necessarily mean a more informative or safer test.

Program figures illustrate why counts need context. The FCA reports that 28 organisations were accepted into its first Digital Sandbox pilot, held from October 2020 to February 2021; that digital testing environment should not be conflated with every jurisdiction’s live-market regulatory sandbox. In a separate account of its early regulatory sandbox program, the FCA reported 146 applications, 50 accepted, and 41 that progressed to testing. These describe that program, not success benchmarks. The World Bank also cautions that simple counts of admitted firms are not wholly useful for measuring achievement or testing policy implications.

Broader effects require similar care. A 2020 Bank for International Settlements working paper on UK firms estimated that, after sandbox entry, average capital raised was about 15% higher and the probability of raising capital was 50% higher. Those are study estimates associated with sandbox entry, not guaranteed results, proof of causation for an individual pilot, or measures of consumer safety, reliability, or user benefit. See BIS Working Paper 901.

Make the exit decision explicit

Before launch, agree what happens when the test ends: what evidence is needed for a decision, how unresolved issues will be handled, and what options are available under the regulator’s mandate. Possible outcomes include ending the test, requiring remediation, gathering more evidence, or considering an application or other route to market. A sandbox result is evidence for a decision, not a substitute for the applicable authorization process.

The World Bank’s Building A Regulatory Sandbox page states: “A successful test means that the test ran as planned, but it does not mean that the sandbox participant will be allowed to bring the innovation to market.” The distinction matters: success against a test plan establishes that the planned test occurred, while market entry depends on the participant’s intentions and the regulator’s mandate and assessment.
