How to Manage Workplace Fatigue and Stress During Prolonged Uncertainty

When an organization is restructuring, changing priorities or operating through a long disruption, fatigue and stress are not just individual problems to manage after work. Start by identifying the work conditions creating the strain, then change what can be changed: workload, hours, staffing, role clarity, communication, control and support. Protect breaks and recovery, train managers, make reasonable accommodations and connect people with professional help when symptoms persist or impair functioning.

Personal habits such as sleep routines or brief relaxation exercises may help someone cope, but they cannot compensate for chronically excessive demands, unsafe schedules, bullying or constant ambiguity. The practical sequence below helps workers, managers and employers respond without diagnosing colleagues or promising a universal recovery timetable.

Why prolonged uncertainty causes fatigue and stress

Uncertainty becomes a workplace health issue when it changes how work is designed or managed. The International Labour Organization (ILO) identifies excessive workload and pace, low control, poor communication, weak support, unclear roles and job insecurity as psychosocial risk factors. These are features of the job and its management, not evidence of a personal weakness. See the ILO’s overview of psychosocial risks and stress at work.

A period of uncertainty can combine several hazards at once: priorities change before old work is stopped; people work longer to cover vacancies; decisions are delayed while accountability remains; and employees do not know which information is final. Fatigue then reduces concentration and recovery, which can increase mistakes, conflict and the temptation to work even longer.

The scale is substantial but population-level figures must not be treated as an individual prognosis. The ILO’s 2026 report associates psychosocial risk factors globally with more than 840,000 deaths, nearly 45 million disability-adjusted life years (DALYs) lost each year and estimated economic losses equal to 1.37% of global GDP. The figures and methods are described in The psychosocial working environment: Global developments and pathways for action. The World Health Organization (WHO) reports that 15% of working-age adults have a mental disorder at any point in time and estimates an annual global economic cost of US$1 trillion from depression and anxiety, predominantly through lost productivity; those estimates appear on its 2022 Guidelines on mental health at work publication page. Neither source tells you how long one person will need to recover.

Start by separating symptoms from workplace hazards

Fatigue may feel like sleepiness, slowed thinking, irritability, headaches, low motivation or a growing reliance on caffeine. Stress may show up as persistent worry, muscle tension, difficulty switching off, avoidance, conflict or reduced confidence. Notice these signals, but do not use them to diagnose a colleague. Ask what in the work system is producing or worsening them.

Questions for a worker or team

  • Which priorities have changed, and what work was formally stopped when new work was added?
  • Have hours, on-call periods, shift lengths or work intensity increased?
  • Are responsibilities, decision rights and escalation routes clear?
  • Can workers influence task order, methods, schedules or staffing decisions?
  • What information is known, what remains undecided and when is the next update expected?
  • Are managers and colleagues available for practical help, or are people working in isolation?
  • Are bullying, harassment, discrimination or threats to safety contributing to the strain?

These questions identify patterns and hazards. They are not a test of whether someone is resilient enough.

Run a collective assessment before choosing a remedy

Employers should include psychosocial risks in ordinary workplace health and safety practice, involve workers and make the next steps visible. The ILO and WHO both emphasize prevention and participation rather than relying only on individual coping. A useful assessment does not need to wait for perfect information; it can document the current situation, assign owners and set a review date.

A practical assessment sequence

  1. Map the uncertainty. List the operational changes affecting teams: restructuring, postponed decisions, demand spikes, system failures, funding changes or altered customer requirements.
  2. Identify exposures. Gather confidential feedback and operational data about workload, working time, staffing, breaks, role clarity, communication, control and support. Look for differences between teams, shifts and locations.
  3. Prioritize preventable harm. Address hazards that are severe, widespread or controllable now, such as conflicting deadlines, unfilled shifts, routine work outside contracted hours or missing escalation routes.
  4. Publish the next decision point. State what is known, what is undecided, who owns each decision and the date of the next update. If no decision can be made, say why and what interim rule applies.
  5. Review after the change. Agree on indicators, collect worker feedback and adjust the intervention rather than declaring success because a policy was issued.

Worker participation should be genuine: invite representatives or affected employees to help define the problem, select feasible changes and interpret results. Participation also exposes unintended effects, such as moving excessive workload from one team to another.

Reduce avoidable demands and protect recovery

Fatigue prevention is an operational responsibility. Review deadlines, staffing, work pace, shift design, long or unsocial hours, break coverage and schedule flexibility. WHO occupational guidance lists workload reduction, schedule changes, safe staffing, regular breaks and flexible schedules among prevention measures. Its examples are written for the health sector, so translate them cautiously rather than treating one staffing ratio or shift rule as universal. The relevant guidance is available through WHO’s occupational health tool on psychosocial risks and mental health.

Workload and priority controls

  • Stop, defer or simplify lower-value work when a new urgent priority arrives.
  • Set a visible limit on simultaneous projects and name who can approve exceptions.
  • Replace “everything is urgent” with an ordered list and a definition of done.
  • Estimate capacity using real working time, including meetings, handovers, training and recovery from demanding tasks.
  • Provide temporary cover for vacancies and peak periods instead of normalizing permanent overtime.

Working-time and break controls

  • Track actual hours, night work, split shifts, on-call time and work performed during nominal breaks.
  • Schedule protected breaks with coverage so taking one does not create a backlog or safety risk.
  • Use flexible start and finish times where the job permits, while preserving predictable handovers and rest.
  • For safety-sensitive or shift-based work, obtain occupational-health and sector-specific advice before changing schedules.

Do not treat a reminder to “take better care of yourself” as a substitute for these controls. A person cannot reliably recover from a work design that repeatedly removes time for sleep, food, rest or medical appointments.

Increase control, role clarity and support

Uncertainty is less damaging when people know what they can decide and where to get help. Managers should clarify responsibilities, decision rights, deadlines and escalation routes in writing. When priorities shift, explain which previous commitment is being paused or renegotiated.

Give workers meaningful control

  • Invite input on task order, methods, rota design and feasible deadlines.
  • Let teams flag unsafe pace, inadequate staffing or conflicting instructions without retaliation.
  • Delegate decisions to the lowest competent level and define when escalation is required.
  • Offer options where possible, such as alternative meeting times or task sequencing, instead of presenting a single rigid process.

Strengthen social and supervisory support

  • Hold short, regular one-to-one check-ins focused on workload, barriers and support, not just status reporting.
  • Make peer assistance and handovers part of the schedule rather than relying on invisible extra labor.
  • Address bullying, harassment, discrimination and isolation through the organization’s formal processes. Do not ask the affected person to solve a harmful relationship through resilience training.
  • Ensure remote and distributed workers receive the same information, access to managers and opportunities to raise concerns.

Make communication predictable during uncertainty

Silence invites rumor, while overconfident promises destroy trust when conditions change. Use a repeatable update format:

  1. What has changed: describe the operational fact and its effective date.
  2. What has not changed: state current priorities, protections and decision rights.
  3. What remains undecided: name the question without implying a decision is settled.
  4. Who owns it: identify the accountable role or team.
  5. When the next update arrives: give a date, even if the update will only report that work continues.
  6. How to raise an impact: provide a manager, worker representative, safety channel or confidential route.

This is practical advice derived from ILO recommendations on organizational communication and participation, not a quoted formal protocol. Keep a decision log so employees do not have to reconstruct changing instructions from chat messages.

Option Primary problem addressed What changes Who can implement Participation and review
Work redesign and organizational controls Excessive workload, pace, hours, low control or unsafe staffing Priorities, staffing, schedules, deadlines, breaks and decision rights Employers, senior leaders, operations and health-and-safety teams Workers help identify hazards; review hours, workload, incidents and feedback
Manager and worker training Weak support, poor recognition of distress or inconsistent supervision Skills for supportive conversations, referral and psychologically safer management Employers with qualified trainers or occupational-health support Workers should shape examples; review access, completion and reported support
Reasonable accommodations Individual health-related limitations affecting work Flexible hours, modified duties, extra time, health-appointment time or regular supportive meetings Employer with the worker and relevant workplace professionals Agree privately with the worker; review whether the arrangement is workable and respectful
Individual or clinical support Persistent symptoms, impaired functioning or a mental-health condition Appropriate professional assessment, treatment, recovery support or referral Health-care and occupational-health professionals, with the worker’s consent and local processes Protect privacy; review work adjustments without requiring disclosure of unnecessary clinical details

WHO’s 2022 guideline describes universal organizational interventions as a conditional recommendation with very low certainty of evidence. That means these are evidence-informed approaches, not guaranteed cures. Prevention and care should run together rather than being traded off.

Train managers to respond without diagnosing

Managers do not need to determine whether someone has a disorder. They do need to notice work-related changes, listen and act on hazards.

A supportive manager conversation

  1. Choose a private setting and describe an observable work impact: missed breaks, repeated late finishes or a sudden change in capacity.
  2. Ask open questions such as, “Which part of the current workload is most difficult to sustain?”
  3. Listen without demanding a diagnosis or personal history.
  4. Offer practical options: reprioritization, temporary coverage, schedule changes, modified duties or time for an appointment.
  5. Explain confidentiality limits and any safety escalation required by local policy.
  6. Agree on one or two actions, an owner and a follow-up date.

Managers should receive training and a clear referral route. A manager who is also overloaded needs access to the same support; otherwise the organization simply transfers the hazard downward.

Use reasonable accommodations for individual needs

WHO gives examples of accommodations that may help workers with mental-health conditions: flexible hours, extra time for tasks, modified assignments, time off for health appointments and regular supportive meetings. See the WHO Mental health at work fact sheet, accessed 13 October 2026.

What workers can do while conditions are being fixed

Individual actions can support recovery, but they are supplements to prevention. Within your control, keep a record of hours, missed breaks, changing priorities and symptoms; use available breaks; set a clear end to work where safe; and tell a manager or worker representative which demand is unsustainable. Bring specific requests, such as pausing a lower-priority task, clarifying ownership or arranging temporary coverage.

If a workplace offers an employee assistance or occupational-health service, ask what confidentiality and referral rules apply before sharing sensitive information. A health-care professional can assess symptoms and recommend care; an article cannot diagnose you. Do not stop prescribed treatment or make safety-critical decisions based on general advice.

Know when to seek professional or urgent help

Seek support when fatigue or stress persists, worsens, affects concentration or functioning, disrupts sleep, or makes ordinary work and home tasks difficult. Possible routes include an appropriate manager, worker representative, occupational-health professional or health-care provider. The UK Health and Safety Executive gives examples such as a line manager, union representative, general practitioner or occupational-health team in its guidance on work-related stress and how to manage it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

If someone may be at immediate risk of harm, follow local emergency and clinical services rather than waiting for a workplace review. Keep the response focused on safety and professional care, not blame or disclosure of private details to colleagues.

Legal and sector boundaries matter

The UK Health and Safety Executive describes a UK employer duty to assess and act on work-related stress risks. That guidance is UK-specific and is not a statement of law elsewhere. Workers and employers in other countries should consult their local labor, safety, disability and privacy regulators or qualified advisers.

Likewise, WHO’s occupational fatigue examples were developed in health-sector guidance. Long hours, shift work, time pressure, low control and lack of support are relevant risk categories more broadly, but the exact staffing, break and scheduling solution depends on the occupation, hazards and applicable rules.

Measure whether the response helped

Review changes with workers instead of assuming a policy worked. Select a small set of measures that can be compared over time and across teams:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Actual hours, overtime, night work and missed or interrupted breaks.
  • Open vacancies, temporary coverage and workload per role.
  • Clarity of priorities, decision rights and escalation routes in short anonymous surveys.
  • Use of supportive check-ins, accommodations and referral routes, reported in aggregate.
  • Errors, near misses, incidents, absence and turnover where those measures are appropriate and lawfully handled.
  • Worker comments on whether they can influence work and obtain help.

Set a review date when the intervention starts. If hours remain excessive, breaks are still missed or workers report no improvement, change the control rather than asking people to tolerate it longer. There is no universally established recovery duration, so use trends, functioning and worker feedback to guide the next decision.

A 30-day action plan for an uncertain workplace

Days 1–5: make the hazards visible

  • Ask teams what has changed in workload, hours, roles, control, communication and support.
  • Check for immediate safety issues, harassment, discrimination and unstaffed critical work.
  • Publish what is known, what is undecided and the date of the next update.

Days 6–14: apply immediate controls

  • Remove or defer lower-priority work, rebalance staffing and protect breaks.
  • Clarify ownership, decision rights and escalation routes.
  • Offer confidential routes to occupational-health or clinical support.

Days 15–30: support and review

  • Train managers in supportive conversations and referral.
  • Agree accommodations with workers who need them.
  • Review hours, workload, incidents and worker feedback; keep, adjust or replace controls based on the results.

This sequence keeps responsibility where it belongs: on the organization to reduce preventable hazards, on managers to provide practical support, and on appropriate professionals to provide assessment and care when health needs exceed workplace expertise.
