How to Manage TikTok Ads Alongside Meta and Other Social Platforms

Manage TikTok and Meta advertising as separate native operations, then connect them with shared governance, naming, budgets, creative versioning, conversion definitions and reporting. TikTok Business Center controls people, identities and assets while TikTok Ads Manager creates and reports campaigns. Meta uses its own business-access tools and Ads Manager. A central reporting layer can consolidate data, but there is no established evidence that one dashboard reproduces every network’s campaign controls, eligibility checks, placements or attribution.

What “managing them in one place” really means

Teams usually mean one of three different things when they ask whether TikTok and Meta ads can be managed in one place:

As an Amazon Associate I earn from qualifying purchases.

  • Central access: one business account stores assets and assigns staff or agency permissions.
  • Central execution: one interface creates, edits and publishes campaigns on multiple networks.
  • Central reporting: one view combines spend, delivery and conversion data.

TikTok documents central access through Business Center, while campaign creation and management occur in TikTok Ads Manager. Meta campaign setup and placement controls remain in Meta’s business tools and Ads Manager. Reporting integrations can bring records together, but the available documentation does not establish identical creation, optimization or measurement controls across all social networks. Treat a shared dashboard as an orchestration or reporting aid, not as a replacement for checking each native ad manager.

Know the account layers before granting access

Platform layer Primary job What the team should verify
TikTok Business Center Centralizes advertising accounts, TikTok identities, creator and commerce assets, people and permissions. Which ad accounts and identities are owned or shared, who is an administrator, and whether the requested account can be linked.
TikTok Ads Manager Creates and manages campaigns and provides campaign reporting. TikTok’s playbook groups the interface into Campaign, Assets and Reporting. Objective eligibility, available placements, conversion events, delivery status and account-specific features.
Meta business-access layer Assigns people or partners access to Pages, ad accounts and business tools. Whether the user has task access for ads and insights or unnecessary full control.
Meta Ads Manager Builds campaigns, ad sets and ads; controls audiences, placements, budgets and creative. Placement availability, account restrictions, attribution settings and review status.

TikTok recommends Business Center when an organization manages more than one TikTok ad account. The older TikTok Ads Manager Playbook is useful for the broad Campaign, Assets and Reporting model, but its screenshots should not be treated as current interface instructions.

Build ownership and permissions first

TikTok: separate ad delivery from account management

TikTok’s account-management documentation distinguishes Deliver ads from Manage account. Deliver ads permits use of a TikTok identity for advertising. Manage account is broader and supports organic account interactions and management as well. Give an employee or agency the narrower permission unless its work genuinely requires organic account administration. Keep at least one internal administrator with control of the Business Center and its linked assets.

TikTok’s current account-management page was updated in September 2026. Labels and eligibility can change, so confirm the permissions shown in the specific Business Center rather than relying on an old screenshot or a role name copied from another account.

Link identities deliberately for Spark Ads

Spark Ads use a TikTok account identity, not merely an uploaded video file. TikTok’s account-linking guidance, updated in February 2026, describes linking through an existing Business Center, authorization by account login or a QR-code flow. The linking feature is unavailable for some advertising objectives. Confirm that the chosen objective supports the identity-linking method before promising a creator or brand that its post will be used as an ad.

For an existing Business Center, the account owner may need to approve a request. TikTok also distinguishes the workflow for creating a new Business Center from linking a standalone account to an existing one. If the link option is missing, check ownership, administrator approval, objective eligibility and whether the identity is already attached to another business.

Meta: prefer task access over full control

Meta’s Page access documentation describes task access for tools including Ads Manager and Business Manager. Ad-related tasks can include creating, managing and deleting ads and viewing insights. Full-control users can also change access and settings, including removing other people. Assign only the tasks needed for campaign work, and retain internal ownership of the Page, ad account and billing arrangements.

Use a shared operating brief, not a shared campaign editor

Before anyone opens an ad manager, create one campaign register that records the decisions common to every network:

  • Business owner, channel owner and agency or partner contact.
  • Campaign purpose and the business outcome being optimized.
  • Launch and stop dates, time zone and currency.
  • Budget type, planned amount and approval limit.
  • Audience assumptions, exclusions and geographic scope.
  • Creative version, aspect ratio, language, landing page and tracking parameters.
  • Conversion event, attribution window and reporting source.
  • Test hypothesis, control version, success metric and decision date.

Use a naming convention that survives both systems, such as 2026Q4_Product_Geo_Objective_Audience_Creative_V01. Keep the platform campaign ID beside the shared name; never assume TikTok and Meta will generate comparable IDs or hierarchy levels. Record changes in the register so a later report can distinguish an audience edit from a creative replacement or a budget change.

Execute campaigns in each platform’s native manager

TikTok workflow

  1. Confirm that the ad account, Business Center and required TikTok identity are owned or shared with the correct administrator.
  2. In TikTok Ads Manager, select the campaign objective and check which identity, placement and optimization options that objective permits.
  3. Build the campaign and ad-group structure using the shared name, audience assumptions, budget and schedule from the operating brief.
  4. Attach the approved creative and landing page. If the ad is a Spark Ad, complete the identity-linking authorization before submission.
  5. Review the account’s validation, policy and delivery messages in Ads Manager. Do not treat a campaign as live until the platform shows delivery.
  6. Record the TikTok campaign, ad-group and ad identifiers in the campaign register, then capture the reporting and attribution settings used at launch.

TikTok’s Business Center description covers collaboration, permission assignment and campaign-performance analytics, while Ads Manager is the place to create and manage ads. The separation is operationally important: a person can have access to an asset without having permission to change every campaign that uses it.

Meta workflow, including Reels

  1. Verify that the operator has the appropriate Page and ad-account task access.
  2. In Meta Ads Manager, choose the campaign objective and configure the campaign-level settings.
  3. At the ad-set level, choose Advantage+ placements or manually select placements, including Reels where eligible.
  4. At the ad level, select existing Reels or upload the approved creative, then add the destination, tracking and conversion settings.
  5. Submit for review and monitor delivery, placement distribution, spend and conversion reporting in Ads Manager.
  6. Log the campaign, ad-set and ad IDs, placement choice and attribution settings in the shared register.

Meta’s Reels guidance places placement selection at the ad-set level and creative selection or production at the ad level. That hierarchy is different from how another network may represent placements, so do not copy a Meta campaign tree directly into a TikTok brief.

Make creative portable only where the platform allows it

A master concept can be shared; the delivered asset often cannot. Keep a source file and create platform-specific exports for dimensions, safe areas, text, sound, captions, identity and calls to action. Store the creative version in the campaign register and in each platform’s asset library.

For Meta Reels, the official page describes Advantage+ placements or manual placement selection, existing Reels and A/B testing. It also publishes test results that should be read as platform-reported, not as a guarantee: a global meta-analysis of 15 split tests reported 34.5% lower cost per result for 9:16 video with sound and key messages in the safe zone versus still-image creative, with 99.9% confidence. A separate meta-analysis of 15 A/B tests conducted from May 2022 through April 2023 in Germany, Spain, Indonesia, the United Kingdom and the United States reported 5% lower cost per result and an 11% higher conversion rate for partner-enabled native Reels creative versus a business-as-usual setup. The page also reports that 79% of surveyed people said they had purchased after watching Reels and that campaigns using 9:16 video with audio and safe-zone messaging received 2X higher delivery to the Reels placement; the passage does not display the survey publication year or full survey details.

Do not transfer those figures to TikTok or to an individual advertiser. They describe particular Meta tests and formats, not a universal short-video benchmark. On TikTok, identity permissions and Spark Ads eligibility can determine whether an existing post is usable at all.

Standardize measurement definitions, not the platforms’ outputs

Use one internal definition for each business outcome, then preserve the platform’s own reported values beside it. For every reporting period, capture:

Field Why it must be recorded per platform
Date range and time zone A “day” can close at different local or account time zones.
Currency and spend source Billing currency, converted reporting currency and exchange-rate method can differ.
Conversion event Purchase, lead, registration and other events are not interchangeable.
Attribution window Click-through and view-through periods affect reported conversions.
Delivery status Learning, review, limited delivery and active states have different meanings.
External analytics value Your analytics or commerce system may count sessions or orders differently from an ad manager.

TikTok provides native reporting and API integration resources. Its Channel Sales Partner Enablement Center, updated in March 2026, references Marketing API patterns for account management, creative production and performance operations. That supports building a consolidated reporting or workflow layer; it does not prove that a particular third-party product can make every native campaign change or reproduce each network’s attribution model.

Reconcile platform totals to the organization’s own reporting source on a fixed cadence. When comparing CPA or return on ad spend, place the date range, attribution window, conversion event, currency and data source in the same table cell as the value. If any one of those differs, label the comparison as directional rather than equivalent.

Choose the right kind of cross-platform dashboard

Native managers plus a campaign register

This is the safest option when campaign volume is moderate or when platform-specific controls matter most. Operators work in TikTok Ads Manager and Meta Ads Manager, while a shared register holds ownership, naming, budgets, creative versions, IDs and decisions. It offers the clearest validation and least risk of hiding an eligibility error.

API-fed reporting layer

A data warehouse, spreadsheet automation or business-intelligence layer can pull spend, delivery and conversion fields into one report. Define a field map first, preserve the original platform values, and add a separate normalized field for internal comparisons. Plan for token expiry, rate limits, delayed conversions, deleted ads and schema changes. A unified chart is useful only when its metric definitions remain visible.

Workflow or agency console

A partner interface may reduce repetitive work, but verify exactly which actions it supports on each network. Ask whether it can create campaigns, edit budgets, select placements, upload creative, manage identities, read breakdowns and handle rejected ads. If the answer differs by platform, keep native-manager access and a manual fallback. Never give a console more account control than its job requires.

Compare TikTok, Meta and an additional network on these axes

Comparison axis Questions to answer before launch
Campaign structure What are the hierarchy levels, and where do budget, audience, placement and creative settings live?
Objectives and optimization Is the desired objective available for this account, region and identity type?
Audience controls Which first-party, custom, lookalike or contextual controls are available, and what eligibility rules apply?
Placements and formats Which feeds, short-video surfaces, devices, aspect ratios, audio and safe areas are supported?
Identity and partner permissions Can an agency deliver ads from a brand or creator identity, and what is the narrowest permission that enables it?
Conversion and attribution Which event is optimized, what attribution windows are used, and can the setting be changed after launch?
Reporting and API access Which breakdowns, exports and API objects exist, how quickly do they update, and what actions can an integration perform?
Account eligibility Are the feature, objective, placement or identity available for this specific account and geography?

“Other social platforms” is too broad for TikTok or Meta instructions to be applied automatically. Check the additional network’s current official documentation for its own account hierarchy, permissions, placements, attribution and API behavior.

Troubleshoot common access and delivery failures

The TikTok account cannot be linked

  • Confirm that the requester is an administrator or has the required Business Center permission.
  • Check whether the account is already linked to another Business Center and whether owner approval is required.
  • Verify that the selected advertising objective supports account-identity linking.
  • Try the documented login-authorization or QR-code flow and record which step fails.

The agency can see an asset but cannot publish

  • On TikTok, distinguish Deliver ads from Manage account and assign the permission that matches the task.
  • On Meta, verify ad-creation and insights task access for the correct Page and ad account.
  • Check that the person is using the intended business identity rather than a personal profile with unrelated access.
  • Keep an internal administrator available to approve requests or correct ownership.

The creative is rejected or unavailable in a placement

  • Confirm aspect ratio, duration, sound, captions, safe-zone treatment and destination requirements for that placement.
  • Check whether the ad uses an identity or post type that the objective does not support.
  • Read the platform’s current validation message in the native manager instead of copying a previous campaign.
  • Upload a platform-specific export while retaining the shared concept and version number.

Reported CPA or ROAS does not match

  • Align date range, time zone, currency, conversion event and attribution window.
  • Determine whether one number is platform-reported and the other comes from an external analytics or order system.
  • Check delayed conversions, refunds, deduplication and offline-event timing.
  • Show both raw platform values and the normalized internal metric; do not silently overwrite either.

Governance checklist for every launch

  • An internal owner controls each Business Center, Page and ad account.
  • Agency and employee permissions are limited to the tasks they perform.
  • The campaign register contains objective, budget, dates, audience, creative, landing page and conversion event.
  • TikTok identity-linking eligibility is confirmed before a Spark Ads commitment is made.
  • Meta placement selection is documented at the ad-set level and creative at the ad level.
  • Each platform’s IDs, attribution settings and delivery status are recorded.
  • Reporting retains source values, normalized definitions and reconciliation notes.
  • A native-manager fallback exists if an integration fails or a platform changes its interface.

Following this model gives the team centralized accountability without pretending that TikTok, Meta and every other network expose the same controls. The native managers remain the authority for setup and delivery; the shared operating layer supplies consistency, permissions discipline and comparable reporting.
