First inventory every credential and classify its owner, environment, privilege and consumers. Replace long-lived cloud keys with federated workload identity wherever your CI platform and cloud support it. Store unavoidable secrets in a controlled manager, grant each job the smallest possible scope, keep environments separate, prevent values from entering logs or artifacts, and attach an owner, rotation method and incident response to every remaining secret.
This approach reduces exposure from code change through build, deployment and runtime without assuming that encryption or log masking makes a compromised workflow safe.

What secrets management must cover
A secret is any value that grants access or proves identity: cloud credentials, database passwords, private keys, signing material, webhook tokens and third-party API keys. In a modern delivery system, those values can exist in more places than the application repository:
- Source files and their complete Git history
- CI/CD repository, organization and environment settings
- Deployment manifests, templates and container build inputs
- Runtime configuration and secret-manager records
- Command output, logs, caches and uploaded artifacts
- Operator scripts, local workstations and emergency runbooks
OWASP describes both secrets-management systems and CI/CD tooling as places where secrets may be held. Its least-privilege definition, quoting NIST, is: “The principle that a security architecture is designed so that each entity is granted the minimum system resources and authorizations that the entity needs to perform its function.” See the OWASP CI/CD Security Cheat Sheet for the full context.

Encryption at rest protects stored records, but a secret must eventually be usable. During that interval it can be exposed by a malicious workflow change, an overprivileged runner, shell tracing, process inspection, an artifact upload or a compromised dependency. The design goal is therefore to minimize both the number of secrets and the time, scope and locations in which each one is usable.
1. Inventory and classify every credential
Begin with an inventory that follows the value through the entire delivery path. A repository scan is useful, but it cannot prove that a credential is gone: a value may remain in old commits, copied build output, an external CI setting or an operator’s script.
Search all storage and execution locations
- Scan current files and Git history for keys, passwords, tokens, certificates and connection strings.
- Review CI settings at organization, repository and environment levels.
- Inspect deployment manifests, Helm or template values, container build arguments and generated configuration.
- Check logs, caches, test reports, downloadable artifacts and crash output for clear-text values.
- Map runtime secret reads, including workloads that fetch values directly from a cloud or vault manager.
- Document manual release procedures and break-glass accounts that may bypass the normal pipeline.
Classify what you find
For each item, record its owner, environment, consumers, privilege, provider, expiration or rotation capability and the consequence of exposure. Mark whether it can be replaced by a federated workload identity or a cloud-managed identity. Also record whether the credential is needed by CI, by the deployed workload, or by an operator; those are different trust relationships and should not automatically share a value.

Respond to a possible live exposure
If a working credential may have entered a public or broadly accessible location, revoke or replace it first, then determine where it was used and remove exposed copies where feasible. Do not wait for a scan to finish before disabling a credential that can still be abused. AWS’s Secrets Manager best practices and the OWASP Secrets Management Cheat Sheet both emphasize finding unprotected secrets, limiting access and maintaining a repeatable lifecycle.
2. Give CI an identity instead of a permanent cloud key
A CI job usually needs permission to perform a defined operation, not a reusable cloud password. When your CI platform and cloud provider support it, use OpenID Connect (OIDC) or another federation mechanism: the job presents a short-lived identity token, and the cloud exchanges it for temporary credentials tied to a narrowly scoped role.
Build the trust relationship narrowly
- Enable the CI platform’s OIDC or federation feature.
- Configure the cloud trust policy to accept tokens only from the intended CI issuer.
- Bind claims to the correct organization, repository, workflow, branch or environment, using the claims the platform actually supports.
- Map the federated identity to a role that permits only the required resources and operations.
- Test both an authorized run and a run from an unauthorized branch, repository or environment.
The OWASP CI/CD guidance illustrates exchanging a CI-issued OIDC token for scoped cloud credentials. Its example also recommends pinning workflow actions to commit SHAs, which helps prevent a moving third-party action reference from changing the code that receives the identity.

Understand what federation does not solve
Federation removes a stored, long-lived cloud credential from the pipeline; it does not remove every password, private key or third-party API token. It also does not make a compromised workflow harmless. A malicious change can still use the temporary identity during its validity period, so restrict which branches or environments may invoke privileged deployment and what the assumed role can change. Apply least privilege to the workflow, runner account and cloud role, as recommended by OWASP and the NSA/CISA guidance on defending CI/CD environments (June 28, 2023).

Use managed workload identity at runtime too
Where a cloud platform offers a managed identity for a running workload, prefer that identity over embedding a service-account key in an image or deployment file. The same rule applies: bind the identity to the smallest application, environment and operation that can perform the job.
3. Store secrets that cannot be eliminated
Some credentials remain necessary, such as a database password in a legacy system or an API key for a provider that has no federation. Store those values in a protected CI secret facility or a dedicated secret manager according to where they are consumed. Never hardcode them in source, container images, build arguments or checked-in configuration.
Match the store to the consumer
- CI-only value: use the CI platform’s protected secret facility when the value is needed only by a controlled job and the platform provides suitable access controls and auditability.
- Runtime value: use a cloud-native secret manager or dedicated vault so the workload can retrieve the value through its identity instead of receiving a copy in source or an image.
- Shared cross-cloud value: consider a dedicated vault when a real requirement exists for one policy and audit boundary across multiple clouds or hybrid infrastructure.
Examples cited in the guidance include AWS Secrets Manager, Google Cloud Secret Manager, Azure Key Vault, and the dedicated-vault category represented by HashiCorp Vault in OWASP’s guidance. These are categories and options, not a universal ranking; confirm current integration, availability, policy behavior and operational ownership for your environment.
Protect the bootstrap path
A secret manager is only as safe as the identity used to read it. Give the pipeline or workload a short-lived federated or managed identity where the platform supports one. If a bootstrap credential is unavoidable, scope it to the smallest set of secret reads, protect it with the same lifecycle controls as any other secret, and avoid giving it administrative access to the manager.
Define ownership before storing a value
Every secret record should have an owner, named consumers, environment, privilege description, expiration or rotation method, and an escalation path for suspected exposure. A value without an owner tends to become permanent, shared and impossible to retire safely.

4. Separate development, staging and production
Environment boundaries prevent a low-risk test job from becoming a route into production. Use distinct identities, secret records and policies for development, staging and production. Google recommends separating staging and production into different projects; OWASP advises separate credentials per environment and minimizing the resources each job can reach.
Design the permission boundary
- A development workflow should read development secrets only.
- A staging deployment identity should not automatically read production credentials.
- A production deployment should require the specific protected branch, environment approval or equivalent control supported by the CI platform.
- Use separate cloud accounts, projects or subscriptions when that boundary is part of your provider’s security model.
- Keep emergency access separate from routine deployment identities and monitor its use.
Account for CI secret precedence
In GitHub Actions, a workflow must explicitly reference a secret to access it. Environment secrets can require approval, and GitHub documents that an environment secret takes precedence over repository and organization secrets with the same name. Use distinct names where practical and validate the effective value and approval path rather than assuming that a familiar name resolves to the intended credential. See the GitHub secrets reference for the current precedence and availability rules.
Scope by job and operation
Do not expose the entire secret set to every job in a workflow. A build job that compiles code rarely needs deployment credentials; a migration job may need one database operation but not broad cloud administration. Issue access at the narrowest available level: job, resource, operation and environment.
5. Prevent disclosure while a job runs
Most pipeline leaks happen after a secret has been retrieved. Treat every command, process, file and output generated by a job as a possible disclosure path.
Pass the value only to the step that needs it
- Retrieve or inject the secret immediately before the dependent command.
- Keep unrelated steps in separate jobs or permissions scopes.
- Remove temporary files promptly and prevent them from entering caches or artifacts.
- Clear or invalidate the value when the step completes, subject to the runner and provider’s documented behavior.
Avoid shell and process exposure
Do not echo secrets, enable shell tracing around commands that use them, or put credentials in command-line arguments where shell history and process inspection may reveal them. AWS specifically warns about shell risks when secrets are entered through CLI commands. Prefer the platform’s supported secret input mechanism and verify how the target tool receives that input.
Treat masking as a safeguard, not a boundary
Masking can reduce accidental display, but it cannot protect against every representation of a value. GitHub warns that structured data can interfere with reliable redaction. A secret transformed, split, encoded, embedded in a larger object or printed by a malicious step may not be recognized. Do not upload secret-bearing files as artifacts, and ensure build logs, test reports and caches cannot retain them.

Choose a delivery mechanism from the platform’s current guidance
Google Cloud’s best-practices page advises against passing secrets to applications through the filesystem or environment variables. That is a platform-specific recommendation, not proof that one delivery mechanism is universally safe. Follow the current guidance for your runtime, understand who can inspect the process or filesystem, and choose the path that gives the smallest exposure surface for that workload. Review Google Cloud Secret Manager best practices and Microsoft’s application-secrets architecture guidance when designing provider-specific delivery.

Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →6. Rotate, monitor and respond
Rotation is a system behavior, not a calendar entry. Set a method and owner for every remaining secret, then test how consumers receive the replacement and how the old value is revoked. The right cadence depends on credential type, exposure risk, provider capability and the operational impact of a change; there is no universal interval that fits every secret.
Make rotation deployable
- Use provider-supported automatic rotation when the credential type and dependent system support it.
- Design an overlap period when a consumer cannot switch atomically, then revoke the old value after all consumers have moved.
- Test failed rotation, rollback and a consumer that is offline during the change.
- Update documentation and ownership when an application or team changes.
AWS documents automatic rotation options and recommends monitoring and limiting access. OWASP likewise recommends repeatable rotation and short-lived access for pipeline interactions. See the AWS Secrets Manager best-practices documentation and the OWASP Secrets Management Cheat Sheet.
Monitor use without logging values
Record reads, writes, policy changes, failed authentication and unusual pipeline runs, but never record the secret itself. Alert on access from an unexpected workload, a sudden privilege change, repeated failed reads or a deployment outside the normal branch and approval path. Keep audit logs in a system that the same pipeline identity cannot erase.
Use an exposure response sequence
- Stop further use by revoking or rotating the affected credential.
- Identify which jobs, workloads and external services could have received it.
- Review access logs and downstream changes for the exposure window.
- Remove leaked copies from logs, artifacts, caches and repositories where feasible.
- Issue a replacement through the approved store and verify every consumer.
- Correct the workflow, permission or storage path that allowed the disclosure.
The NSA/CISA CI/CD defense guidance describes compromise scenarios in which least privilege and a prepared response limit downstream impact.

Choose based on your actual boundaries and operating model, not on a generic feature list. A cloud-native manager is often the practical default when most workloads use one provider. A dedicated vault becomes more compelling when cross-cloud or hybrid control is a real requirement and your team can operate another critical service.
Best Value
| Decision axis | Cloud-native secret manager | Dedicated vault |
|---|---|---|
| Environment coverage | Strong fit when one cloud is the main boundary | Useful when one policy must span multiple clouds or hybrid infrastructure |
| Identity integration | Can align with that provider’s federation and managed identities | Must integrate with each CI platform, cloud and runtime identity source |
| Authorization granularity | Evaluate scoping by application, environment, job and individual secret | Evaluate whether one central policy can preserve those same boundaries |
| Rotation workflow | Check supported credential types, automation hooks, overlap and rollback | Check the same capabilities plus the handoff to every external consumer |
| Audit and monitoring | Verify visibility into reads, writes, policy changes and failures | Verify centralized visibility without creating an additional blind spot |
| Operational ownership | Provider maintains the service; your team still owns policy and response | Your team owns availability, policy, recovery and incident response for the vault service |
The cited guidance establishes the relevance of least privilege, environment separation, rotation, auditability and provider-specific managers. It does not establish a universal cost or feature winner, so validate current documentation and your team’s operational capacity before standardizing.
A practical end-to-end pipeline pattern
The following sequence keeps each trust transition explicit:
- Trigger: a permitted branch, tag or environment approval starts the workflow.
- Authenticate: the runner obtains a federated identity token rather than reading a stored cloud key.
- Assume: the cloud or vault maps that identity to a role limited to the required environment and operations.
- Build: compilation and tests run without deployment or production secrets.
- Fetch: only the deployment or runtime-preparation step reads the specific unavoidable secret.
- Use: the command receives the value through the platform-approved mechanism without echoing it or placing it in arguments.
- Publish: artifacts are checked to ensure they contain no secret-bearing files, logs or generated configuration.
- Audit: identity use, secret reads and policy decisions are recorded without values.
- Retire: temporary credentials expire, and long-lived values follow their documented rotation process.
This pattern also makes review easier: each step has a clear identity, input, permission and output, so a reviewer can ask whether a secret is needed at all.
Common failure modes and fixes
“The repository scan is clean, so we are safe.”
Historical commits, CI settings, artifacts and copied build output can still contain a live value. Expand the inventory to every storage and execution location, then revoke any credential that may have been broadly exposed.
“The token is short-lived, so the workflow can be broad.”
A compromised workflow can use a temporary identity during its validity period. Bind trust to the intended repository and workflow claims, restrict branches and environments, and reduce the role’s resource and operation permissions.
“Masking guarantees that logs are safe.”
Redaction depends on how the value is represented and cannot stop deliberate exfiltration through artifacts, transformations or a hostile runner. Restrict step access and inspect all pipeline outputs.
“One production credential is easier for every environment.”
Convenience creates a larger blast radius. Use separate environment identities and records, and require an explicit production approval path.
“We will rotate when someone remembers.”
Assign an owner, write down the replacement and revocation sequence, automate where supported, and test a failed rotation before relying on it during an incident.
“The vault solves security by itself.”
The vault does not fix an overprivileged reader, an exposed bootstrap credential or an untrusted runner. Review identity integration, policy scope, audit events, availability and recovery as part of the design.
Quick Recap
Implementation checklist
- Inventory repository history, CI settings, manifests, images, logs, artifacts, runtime configuration and operator workflows.
- Classify every credential by owner, environment, consumers, privilege, expiration and replacement option.
- Remove long-lived cloud keys from CI where federation or managed identity is supported.
- Bind federated trust to the intended organization, repository, workflow and environment claims.
- Store unavoidable values in a protected CI facility, cloud manager or dedicated vault chosen for the consumer.
- Use separate credentials and policy boundaries for development, staging and production.
- Expose a secret only to the job and step that require it.
- Prevent values from entering command arguments, shell output, files, caches, logs and artifacts.
- Verify CI secret precedence and environment approvals rather than relying on a shared name.
- Assign an owner and tested rotation method to every remaining value.
- Monitor reads, writes, policy changes and unusual runs without recording secret values.
- Maintain a response procedure that revokes first, investigates use, removes copies and fixes the original path.
