Microsoft Copilot does not create a second permission system. It uses the signed-in employee’s existing Microsoft 365 permissions, so the most effective Copilot security work is to control who can use each Copilot experience, govern conversation sharing, and repair overshared SharePoint and OneDrive content at its source. In the Microsoft 365 admin center, administrators manage Copilot scenarios under Copilot > Settings; separate SharePoint and Microsoft Purview controls determine what content Copilot can retrieve, protect, audit, or retain.
How Copilot access works in a Microsoft 365 tenant
Copilot runs in the security context of the signed-in user. Microsoft documentation says it can surface organizational data that user has permission to view, including content governed through Microsoft 365 and SharePoint permissions. It does not give the user a new entitlement to a file, site, mailbox, chat, meeting, or other item that the user could not already open.

That model applies to permissions inherited through groups, shared links, site membership, and supported collaboration arrangements, including inter-tenant collaboration. A user who can open a broadly shared document may therefore receive information from it in a Copilot answer. Copilot’s permission check prevents unauthorized retrieval; it does not make an overly broad permission assignment safe.

Shared Copilot conversations are not file-sharing permissions
Sharing a Copilot session or response sends recipients a snapshot of the conversation that was shared. It does not grant them permission to the referenced Word document, spreadsheet, email, chat, meeting, or other Microsoft 365 source. If a recipient continues working from that shared session or response, Copilot creates a separate copy in that person’s own chat history.
This distinction matters during incident reviews. A shared answer can reveal text that was already visible to the person who created the answer, but the link itself is not a shortcut around SharePoint or Microsoft 365 authorization. If a recipient should not see the underlying information, remove that person’s source permission and address any information already included in the shared snapshot.
How do I control who can use Microsoft Copilot at work?
Use the Microsoft 365 admin center for tenant-level Copilot scenario settings. The current documented path is:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →- Sign in to the Microsoft 365 admin center with an administrator account.
- Expand Copilot in the navigation.
- Select Settings.
- Review the sections for User access, Data access, Copilot actions, and Other settings.
- Change only the scenario that matches your policy, then save and document the change.
The page displays services and options licensed in your tenant. Microsoft changes the available scenarios as products and licensing change, so two organizations can see different controls. Verify the labels and scope in your own admin center rather than relying on an older screenshot or assuming that every Copilot workload has the same switch.
Use the least-privileged administrator role
| Role | What Microsoft’s settings guidance describes | Practical use |
|---|---|---|
| Global Reader | Can view Copilot scenarios and their settings. | Use for assessment, change review, and evidence collection when no edit is required. |
| AI Administrator | Can view and make changes to Copilot scenarios. | Use for routine Copilot configuration when the role is available and assigned under your role-governance process. |
| Global Administrator | Broad tenant authority. | Reserve for emergencies or tasks that a lower-privileged role cannot complete. |
Have a second administrator review high-impact changes, record the previous value, and note the intended audience and workload. That change record is useful when a setting propagates slowly or a later investigation needs to distinguish a tenant policy from a source-permission change.

How do I stop employees from sharing Copilot chats?
Microsoft’s current sharing guidance says Copilot session and response sharing is enabled by default. To prevent users from creating new sharing links:
- Open the Microsoft 365 admin center.
- Go to Copilot > Settings.
- Open Copilot sharing.
- Clear Allow users to share Copilot responses.
- Select Save.
When the policy is off, users cannot create new Copilot session or response links and the Share option disappears from Copilot and supported Microsoft 365 apps. Microsoft says the change applies to new sharing attempts after saving and can take time to propagate across the organization. Test with a representative user after propagation rather than treating the administrator’s saved state as proof that every client has refreshed.

It does not revoke permissions on the files, sites, mailboxes, or chats that Copilot used, and it does not repair links that were already permissive. Keep source-content governance separate.
Choose a policy deliberately
- Disable sharing tenant-wide when your policy prohibits external or internal Copilot conversation links, or while you complete a readiness review.
- Keep sharing enabled with controls when users need collaboration and your organization can monitor links, train users, and maintain source permissions.
- Use a staged decision when you are deploying Copilot in waves: start with a restricted pilot, review incidents and sharing behavior, then expand the allowed population.
In every case, tell users what a shared snapshot contains and what it does not contain. A snapshot can include sensitive text copied into the answer even though it does not confer access to the original file.
Can Copilot see files I don’t have permission to access?
No. Copilot is designed to honor the current user’s Microsoft 365 permissions. If the user cannot view a file through the normal Microsoft 365 experience, Copilot should not retrieve that file for the user. The important qualification is that “permission to view” may come from a group, a site-wide grant, a sharing link, or another existing assignment that administrators have not recently reviewed.

Test the permission model directly when a user reports unexpected content. Ask whether the user can open the item outside Copilot, identify the group or link that grants access, and check whether the item is in a site with broad membership. Do not assume that an unexpected answer indicates a Copilot bypass before checking those ordinary access paths.
How do I find and fix overshared SharePoint sites before using Copilot?
Before broad deployment or an expansion of the licensed population, perform a permission and content-readiness review. Microsoft’s readiness guidance emphasizes finding high-risk sites and files, applying interim protections, and then remediating access at the source.
1. Inventory the highest-risk content
Prioritize sites and files that are:
- Shared with the entire organization or through links that allow more access than the owner intended.
- Ownerless, inactive, or no longer associated with a responsible business team.
- Likely to contain regulated, confidential, personal, financial, or strategic information.
- Used by large groups, guests, or cross-tenant collaborators whose membership has not been recently attested.
SharePoint Advanced Management reporting and Microsoft Purview capabilities can help identify risky sites, sharing links, and sensitive content. The exact reports and remediation actions depend on your tenant licensing and configuration.
2. Apply an interim control while owners investigate
Use a temporary restriction when a site presents immediate exposure but the owner needs time to review membership and links. Interim measures reduce what Copilot or organization-wide search can discover while you complete the source review. Record the owner, reason, start date, and planned removal date so a temporary restriction does not become invisible permanent policy.
3. Remediate membership, links, and ownership
- Confirm the business owner and a backup owner for each site.
- Remove users and groups that no longer need access.
- Replace organization-wide or anonymous-style sharing with named people or appropriately scoped groups where possible.
- Review guest and inter-tenant memberships, including expiration and sponsor information.
- Move sensitive material into a site with a narrower audience when changing individual file permissions would be unreliable.
- Archive or delete unneeded content under your retention and records policies.
- Re-run the report and ask the owner to attest that membership and links now match the business purpose.
Restricted access control and restricted content discovery are different
| Control or practice | Primary effect | What it does not do |
|---|---|---|
| Site access review and membership cleanup | Removes people, groups, or links that should not open the site or its content. | It does not automatically classify every document or prevent future oversharing. |
| Restricted access control | Limits which user group can access a site. | It is not merely a search filter; users outside the allowed group cannot use the site in the normal way. |
| Restricted content discovery | Can keep a site’s content from surfacing in Copilot or organization-wide search while leaving site access itself unchanged. | It does not remove a user’s underlying permission to open the site directly. |
| Sensitivity labels and encryption | Apply persistent classification and, where configured, usage rights to content. | They do not replace membership reviews or lifecycle management. |
| DLP policies | Detect and help prevent defined sensitive-data sharing or handling patterns. | They do not narrow every SharePoint permission or make an unowned site safe by themselves. |
| Audit, eDiscovery, and retention | Support investigation, legal or compliance response, and controlled retention or deletion. | They are not a substitute for correcting an active over-permission. |
Use discovery restrictions when you need to reduce Copilot or enterprise-search exposure during a review. Use access restrictions when the people who can open the site must be narrowed immediately. Then fix membership, links, ownership, classification, and lifecycle at the source.

How do sensitivity labels, encryption, and DLP protect Copilot data?
Microsoft says Copilot honors supported Microsoft Purview sensitivity labels and encryption. For Copilot to interact with encrypted content, the user needs the appropriate EXTRACT and VIEW usage rights. A label and its supported protection settings can also be inherited by generated content, subject to the workload and configuration.
Design labels around the action you need to control, not just the department that owns a file. For example, a confidential label may allow a defined internal group to view and extract content while preventing broader reuse. Verify the rights assigned to the label; simply applying a label without granting Copilot the required rights can make a legitimate workflow fail, while granting extraction too broadly can undermine the protection.
Evaluate Purview DLP for policies that should detect sensitive information in files or interactions and trigger notification, blocking, or user guidance. Evaluate oversharing notifications and file-level access protections where available. Microsoft also documents reports for sensitive or unprotected content referenced in Copilot interactions. These features vary by license tier and tenant configuration, so confirm the entitlement and workload coverage before promising a specific alert or block.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can my organization audit Copilot prompts and responses?
Microsoft Purview can support auditing, investigation, eDiscovery, and retention workflows for Copilot-related activity, but the exact events, search experience, retention behavior, and export options depend on licensing, configuration, and the workload involved. Treat the capabilities as a control set to validate in your tenant rather than as a single universal “Copilot transcript” switch.
Define an investigation procedure before you need it:
Best Value
- Identify which Copilot experiences and Microsoft 365 workloads are in scope.
- Confirm which administrative and compliance roles can search or review activity.
- Set retention and deletion policies that match legal, regulatory, and business requirements.
- Test an audit event, a shared response, and a source-file access event with a pilot account.
- Document what investigators can see, the time delay before events appear, and how evidence is preserved.
- Limit access to prompts and responses because they may contain personal, confidential, or regulated information.
Use eDiscovery when a matter requires preservation, review, or production under an investigation. Use audit for operational and security monitoring. Use retention or deletion policies to define how long records remain. These functions overlap in a governance program but have different purposes and should not be treated as interchangeable.
What Microsoft 365 licensing differences should administrators check?
As documented on October 13, 2026, Microsoft’s reviewed guidance distinguishes foundational controls associated with A3, E3, and G3 plans from optimized features associated with A5, E5, and G5 plans. The secure-foundation guidance specifically describes foundational Purview capabilities as included with Microsoft 365 E3. This does not mean every tenant with one of those plan names has identical settings: add-ons, regional availability, service configuration, and product changes can alter what appears.
Before publishing an internal standard or assigning a remediation task, check the current Microsoft licensing and role documentation for your tenant. Record the plan, add-on, workload, and administrative role required for each control. If an option is absent, do not infer that the feature is broken; first verify licensing, service activation, role assignment, and the product’s current interface.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsA repeatable Copilot governance cycle
Copilot governance is an operating process, not a one-time switch. A practical cycle is:
- Baseline: document licensed users, enabled Copilot scenarios, sharing policy, high-risk sites, labels, DLP rules, and audit coverage.
- Review: run recurring access-governance reports and ask site owners to attest to membership, links, sensitivity, ownership, and business need.
- Protect: apply labels, encryption, DLP, restricted access, or restricted discovery according to the risk and intended user group.
- Remediate: remove stale access, repair sharing links, assign owners, archive inactive sites, and delete unneeded content under policy.
- Monitor: review audit signals, oversharing notifications, investigation requests, and reports of sensitive content appearing in interactions.
- Reassess: repeat the review after major reorganizations, acquisitions, tenant changes, new Copilot workloads, or changes to licensing.
Keep evidence of owner decisions and exceptions. A documented exception should name the data owner, affected audience, reason, compensating control, expiry date, and approver. That makes a later Copilot incident traceable to a deliberate decision rather than an unknown inherited permission.
Troubleshooting common Copilot access and sharing problems
A user can see a document in Copilot that they expected to be restricted
- Have the user open the document directly and capture the permission path.
- Check SharePoint site membership, Microsoft 365 group membership, nested groups, and sharing links.
- Check whether a guest or cross-tenant relationship grants access.
- Review whether the document was copied into another broadly shared location.
- Remove or narrow the source permission, then verify access again outside Copilot.
Changing a Copilot setting alone will not correct a stale SharePoint permission.
The sharing checkbox was cleared, but a user still sees Share
- Confirm the change was saved under Copilot > Settings > Copilot sharing.
- Allow for propagation time across the organization.
- Test a newly initiated sharing attempt in a supported Copilot or Microsoft 365 client.
- Check that you changed the tenant setting, not a separate application or user preference.
- Investigate existing links separately; disabling new links does not turn source-content permissions into restricted access.
Copilot cannot use a labeled or encrypted document
- Confirm that the user has both EXTRACT and VIEW usage rights for the encryption policy.
- Check that the label and protection configuration are supported by the Copilot workload.
- Verify that the user is signed in with the account that has the intended rights.
- Check tenant licensing and service configuration before changing the label.
An audit or eDiscovery search returns less than expected
- Confirm the investigator’s role and the workload included in the search.
- Check the event availability window and any processing delay.
- Verify that retention or deletion policies did not remove the material before the case began.
- Confirm that the relevant Purview feature is licensed and enabled in the tenant.
Bottom line: secure the permissions Copilot already uses
Control Copilot in two layers. First, use the Microsoft 365 admin center to decide which users and scenarios are enabled and whether new Copilot conversation links may be created. Second, treat SharePoint permissions, sharing links, site ownership, sensitivity labels, encryption, DLP, audit, eDiscovery, and retention as the controls that determine what Copilot can retrieve and how the organization can respond.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Copilot will not let a user read a file that the user truly cannot access, but it can make an existing broad permission easier to discover. A disciplined program therefore starts with permission hygiene and owner accountability, uses discovery or access restrictions as interim safeguards, and maintains recurring reviews as people, content, products, and licenses change.
