For an FMCG business in India, manage input tax credit (ITC) as a conditional tax credit—not as cash available to pay suppliers, wages or other operating costs. Build a registration-by-registration process that validates purchase documents, reconciles supplier-furnished invoice details, monitors the 180-day supplier-payment condition and forecasts electronic credit and cash ledger balances separately. The applicable law and filing procedures can change, so verify them for the relevant transaction and tax period before claiming or advising on credit.
Why ITC and cash flow need separate controls
ITC can reduce the tax payable when its statutory conditions are met, but the balance is not interchangeable with cash in a bank account. An FMCG business may have substantial purchases of goods and services, multiple GST registrations, and payment timing that does not line up neatly with tax liabilities. A credit balance therefore does not by itself show how much cash is available to fund operations or settle a liability.

The practical distinction is reflected in the GST payment mechanics: tax payment may involve the electronic credit ledger or the electronic cash ledger, subject to the Act and applicable utilization rules. A finance team should forecast both balances and the cash needed to cover liabilities that cannot be met from eligible credit. Do not assume a credit balance can be applied to every tax head or liability. Check the rules governing the specific utilization before relying on it in a cash plan. See the CBIC GST Payment Rules.
The governing principle is conditional eligibility. Section 16 of the CGST Act describes credit for input tax on supplies used or intended to be used in the course or furtherance of business, subject to prescribed conditions and restrictions and the manner specified in section 49. The amount, when eligible, is credited to the recipient’s electronic credit ledger. Read the CGST Act, section 16 alongside the applicable rules; a purchase entry in an accounting system is not, on its own, proof that every condition for claiming credit has been met.

This guide concerns central GST materials in India. It is a general operational framework, not advice on a particular claim. Confirm the current Act, rules, notifications, state-specific provisions where relevant, return instructions and GST portal procedures for the entity, transaction and tax period at issue.
How to organize the FMCG supply chain around GST registrations
Start with the registered persons that actually make purchases and hold the relevant records. In an FMCG group, procurement, manufacturing, warehousing, distribution and sales may involve more than one entity or GST registration. The operating map should show which registration is associated with each purchase document and which team owns the related reconciliation. This is a control design, not an FMCG-specific statutory workflow.
- List each relevant legal entity and GST registration, including the registration responsible for purchasing or importing goods and services.
- For each registration, name the owner for invoice intake, document review, supplier follow-up, reconciliation and payment-status tracking.
- Connect purchase records to supporting business records, such as the purchase order and goods-receipt record, where those records exist in the business process.
- Define who can resolve exceptions and who approves a claim or correction under the organization’s tax controls.
This map matters because an invoice, purchase record and payment record should be traceable to the registered person assessing the credit. Do not treat a group’s overall purchase ledger or cash position as a substitute for checking the records and eligibility of the relevant registration.
Build an invoice-to-credit workflow
Use a repeatable sequence from document receipt through reconciliation and review. The law and rules establish eligibility and documentary requirements; the particular software, matching method and internal approval path are choices for the business. The workflow below is a practical way to make gaps visible without suggesting that GST law mandates a particular FMCG system.

1. Capture the applicable purchase document
Collect the tax invoice or other document relevant to the transaction. The rules identify documentary bases that can include a supplier invoice, debit note, import bill of entry or Input Service Distributor document. Which document is appropriate depends on the transaction. Retain the original or reliable business record in the manner required by applicable law and company policy, and make it retrievable by registration, supplier, document identifier, date and purchase record.
For each document, check that it relates to the business purchase and review the particulars required under the rules for that document type. Do not infer eligibility solely from the document being present: section 16 also makes eligibility conditional on other statutory requirements, including supplier-furnished invoice details being communicated to the recipient. The relevant starting points are CGST Rules, rule 36 and CGST Act, section 16.
2. Match documents to the underlying purchase
Match the invoice or other document to the purchase order, goods-receipt record and relevant internal purchase entry where applicable. The purpose is to catch a document attached to the wrong purchase, an unrecorded receipt, a duplicate entry or a disagreement about what was supplied. A matching result is an internal control; it does not replace the legal eligibility checks.

- Duplicate: determine whether the same document has been entered more than once before it is treated as a candidate credit.
- Mismatch: record the field or transaction that does not agree, route it to the supplier or internal owner, and preserve the resolution.
- Dispute: keep the claim out of an unreviewed automatic approval path until the tax team determines the appropriate treatment under current requirements.
3. Reconcile supplier-furnished invoice details
Section 16 ties entitlement to the supplier furnishing invoice details and those details being communicated to the recipient, subject to the Act and prescribed conditions. Reconcile the supplier-related information available through the applicable GST process with the purchase records, and flag absent or inconsistent entries for investigation. Because portal procedures and return instructions can change, verify the current process and timing rather than hard-coding an assumed workflow into a policy.

Give each exception a status, responsible person, next action and resolution evidence. A useful control record distinguishes an invoice that has not yet been checked from one that was checked and found inconsistent, and from one that has been resolved. Keep any supplier communication and internal decision linked to the relevant document. This makes a later review more useful than a simple “matched” or “unmatched” label.
4. Review and approve the credit position
Before a credit amount is included in a return or forecast, the responsible reviewer should be able to trace it to its document, business purchase and supplier-reported detail, and see the status of any exception. The review should also consider transaction-specific rules or restrictions that could affect the claim. The supplied official materials do not establish one universal approval sequence for FMCG businesses; set the approval thresholds and segregation of duties to suit the registered entity’s controls and risk.
Track the 180-day supplier-payment condition
Supplier settlement can affect ITC as well as working capital. Section 16 contains a condition tied to payment of the value of the supply along with tax within 180 days. Where the stated condition is not met, the recipient is required to pay back the ITC availed with applicable interest, subject to the reverse-charge exception. The statutory language should be applied to the relevant facts; it is not accurate to reduce the rule to “every unpaid invoice automatically loses credit.” Review the current text of the CGST Act section 16 payment condition.

Operationally, link each relevant claimed document to its payment terms, due date, payment status and actual settlement record. Escalate an invoice as it approaches the statutory period, rather than waiting for a period-end review to reveal a potential issue. The clock is a statutory time condition; it should not be confused with a supplier’s contractual due date or a cash forecast period.

- If the condition may not be met, quantify the potentially affected credit and applicable interest exposure for review by the GST team.
- Document the facts, exception decision and any required accounting or tax action; apply the reverse-charge exception only where it is relevant under the law.
Do not use this tracker to assume an interest rate, calculate a liability from incomplete payment data, or override transaction-specific legal analysis. The exact consequence depends on the statutory text and facts, including what payment has been made and whether the exception applies.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Forecast electronic credit and cash separately
A supply-chain cash plan should not add the electronic credit ledger balance to bank cash and present the total as immediately spendable funds. Instead, maintain a distinct view of expected output liabilities, credit that is eligible and available for use, cash-ledger requirements and expected cash payments. This allows finance to see whether a timing gap may require cash even when the business has recorded purchases that could produce credit.
| Forecast view | What to track | Decision it supports |
|---|---|---|
| Credit position | Credit expected to be eligible, reconciled credit, unresolved exceptions and amounts requiring review. | How much credit may be available for a relevant liability, after confirming the applicable utilization rules. |
| Cash position | Expected cash available, supplier payment timing and cash required for GST liabilities not met from eligible credit. | Whether the business needs to preserve or arrange cash to meet payment and operating needs. |
| Payment-condition exposure | Claimed invoices approaching the 180-day condition, settlement status and potential repayment with applicable interest if the condition is not met. | Which supplier-payment cases need early escalation and tax review. |
These views should reconcile to the same underlying transaction records, but remain separate in reporting. A credit balance is conditional and subject to utilization rules; a cash balance is operating liquidity. Neither should be used as a proxy for the other.

For FMCG planning, review the forecast at the registration level and connect it to the purchase and supplier-payment schedules. If an expected credit item is missing a document or has an unresolved supplier-detail mismatch, show it as an exception rather than silently treating it as certain usable credit. The forecast should make uncertainty visible to the person deciding when to pay suppliers or reserve cash for tax.

Handle exceptions without turning them into automatic claims
Not every purchase can be assessed with a simple invoice match. Imports, ISD allocations, job-work movements, common-credit questions, blocked or disputed credit and supplier corrections can call for additional analysis. CBIC’s Input Tax Credit Rules cover a range of ITC-related subjects, but they do not establish the eligibility of a particular transaction merely because it appears in an FMCG process.
Maintain a separate exception queue for cases that need tax review. For each case, preserve the document and relevant transaction facts, state what is unresolved, assign an owner and record the decision and its basis. Do not let a generic process label such as “import,” “warehouse,” or “job work” stand in for applying the provisions to the facts.
Where a question is sector-specific, CBIC’s Sectoral FAQs may be a useful official reference. FAQs and general rule summaries should not be treated as a substitute for checking the operative law, notifications, current return instructions and the complete circumstances of a transaction.

If a business evaluates GST accounting software or invoice reconciliation software, compare capabilities against the process it needs rather than assuming a product feature establishes tax compliance. The following are selection criteria inferred from the control workflow, not verified claims about any named product.
- Registration coverage: can the team organize records and responsibilities by the relevant Indian GST registrations?
- Document capture and matching: can users connect invoices and other applicable documents to purchase records and identify duplicates or mismatches?
- Exception management: can the team assign a case, track its status, preserve supplier follow-up and retain the resolution trail?
- Operational integration: can the workflow connect with purchasing, inventory and finance records without losing the link to the source document?
- Access and audit controls: can permissions and activity records support the business’s review and evidence requirements?
- Current support: does the vendor document support for the current return and portal workflows the business relies on?
Before relying on a software workflow, confirm its current functionality and the team’s configuration against official GST requirements. No particular software product, vendor capability or affiliate program is established here.
Quick Recap

- Link claimed invoices to payment dates and status so the 180-day condition can be monitored.
- Forecast electronic credit and cash as separate positions, applying utilization rules only after checking them.
- Escalate transaction-specific questions rather than treating a generic FMCG workflow as a determination of eligibility.
- Recheck current legislation, rules, notifications, state provisions where relevant and portal instructions before filing.
