For a covered goods movement in India, generate the e-way bill before the shipment moves, ensure the person in charge has the applicable invoice or delivery challan and the e-way bill number, and check that the transport details match the actual journey. The general threshold is a consignment value exceeding ₹50,000, but exemptions and special cases can change the requirement.
When does an interstate shipment need an e-way bill?
Under the general rule in the CBIC e-way bill rules, an e-way bill is required before movement when the consignment value exceeds ₹50,000 and the movement is related to a supply, for a reason other than supply, or an inward supply from an unregistered person. The threshold is a general rule, not a universal test for every shipment: exemptions, commodity-specific notifications, and other special cases may apply. Confirm the applicable rule for the goods and shipment date before dispatch.

The rules cover movements within a state as well as between states. The central rules state that an e-way bill generated under the central rules or a state’s GST rules is valid in the state, and amended text addresses validity across states and union territories. State-specific exemptions and notifications may still affect whether a particular movement is covered.
How to generate an e-way bill before dispatch
- Confirm the shipment facts. Establish the transaction and movement type, consignment value, origin, destination, and whether an exemption or special notification applies.
- Provide the required information through the common portal. For a covered movement, the registered consignor or consignee may generate the e-way bill. If goods are handed to a transporter, the registered person supplies shipment information and the transporter may generate it under the rules. The official GST E-Way Bill System FAQ identifies transporter ID and a transport document number or vehicle number among the details needed by the generator.
- Match transport details to the actual arrangement. Coordinate who will generate the bill and ensure the transporter identity and vehicle or transport-document details reflect the shipment. Update vehicle details as required if the conveyance changes.
- Complete generation before movement. The e-way bill is to be generated before the goods begin moving. Keep the resulting e-way bill number available to the person in charge.
The e-way bill number is not the invoice or delivery challan. These are distinct records and the shipment should carry the applicable transaction document as well as the e-way bill number or copy.

What should the vehicle carry for a GST check?
The person in charge of the conveyance should have the applicable invoice, bill of supply, or delivery challan and a copy of the e-way bill or its number. The number may be carried physically or electronically, according to the official portal FAQ. Make sure the documents and shipment details correspond to the goods being transported.
How long is an e-way bill valid?
For standard regular transport, the general validity is one day for every 200 km or part thereof. The amended 2022 CGST Rules and the official portal FAQ support this rule.

For road transport, validity starts when the first vehicle details are entered in Part B of the e-way bill. A later Part B update for a vehicle change does not restart or recalculate the validity, as the portal FAQ explains. This makes the timing of the first vehicle entry operationally important: coordinate it with the actual dispatch rather than treating a later vehicle update as a fresh validity period.
Special treatment may apply to unusual cargo categories or multimodal movements, and later notifications can change applicable details. Check the current rule and portal instructions for the shipment date rather than relying on an older distance table still displayed on the CBIC rules page.

Can a GST officer stop a vehicle carrying goods?
Yes. Under Rule 138B as presented on the CBIC rules page, the Commissioner or an officer empowered by the Commissioner may authorize a proper officer to intercept a conveyance to verify the e-way bill or its number for interstate and intrastate movement. The person in charge must be able to produce the prescribed document or number and allow inspection of the goods. This is an authorization-based GST verification process; it does not mean any officer may inspect any shipment without the required authority.
The rules set out reporting and repeat-check safeguards:

What if the e-way bill expires while goods are in transit?
If exceptional circumstances prevent delivery within the validity period, extension may be possible through the prescribed process. The portal FAQ identifies circumstances such as an accident, natural calamity, law-and-order issue, or trans-shipment delay. The transporter may extend validity in the applicable circumstances and update Part B if required. Do not assume that an ordinary delay or a vehicle-detail update automatically extends validity; follow the current portal process and applicable rule.

If the vehicle is detained
If a vehicle is intercepted and detained for more than 30 minutes, the transporter may upload the information in FORM GST INS-04 on the common portal, as stated in the CBIC rules. This is a reporting option under the rule, not a substitute for producing the shipment documents or following the prescribed e-way bill process.
Quick Recap
A practical dispatch and transit checklist
- Confirm that the movement is covered, its value exceeds the general threshold where applicable, and no exemption or special notification changes the result.
- Generate the e-way bill before movement and coordinate whether the registered consignor, consignee, or transporter will do it.
- Check that the transporter ID and transport-document or vehicle details match the actual arrangement.
- Give the person in charge the applicable invoice, bill of supply, or delivery challan, plus the e-way bill number or a copy.
- For road shipments, account for validity from the first Part B vehicle entry; do not expect a later vehicle update to reset the period.
- If an exceptional delay threatens delivery within validity, use the prescribed extension process and make any required Part B update.
- If an officer intercepts the conveyance, provide the prescribed document or number and allow the GST verification process to proceed.
