How to Manage Generative AI Features on Android Enterprise Devices

Manage generative AI on an Android Enterprise fleet in layers: first identify the Android release and enrollment mode, then apply the device or profile policy exposed by your device-policy controller, and finally configure cloud services such as Google Workspace separately. Android documents administrator controls for Google Assistant, Circle to Search, and permissions used by Gemini Nano applications. The exact switches are not universal: availability depends on the device, Android version, ownership model, and what your enterprise mobility management (EMM) console implements.

This guide shows what each layer can do, how Work Profile boundaries affect privacy, which controls are specific to Android 15 or Android 17, and how to roll out a policy without assuming that a control on one device applies to every enrolled device.

What Android Enterprise can control

Android’s enterprise AI documentation describes three practical on-device controls. An administrator can turn Google Assistant or Circle to Search on or off, and can set permissions for applications that use Gemini Nano, the on-device generative-AI model. These controls govern supported device functions or applications; they are not a universal “disable all AI” switch.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Feature or policy What an administrator may control Important qualification
Google Assistant Allow or disable Assistant on an enrolled device or managed context when the device policy controller exposes the setting. Support and scope vary by Android release, device implementation, ownership mode, and EMM console.
Circle to Search Allow or disable the feature where Android Enterprise and the device policy support it. Android 15 specifically documents blocking it on fully managed devices and inside an Android Work Profile.
Gemini Nano applications Set permissions for applications that invoke the on-device Gemini Nano model. The setting applies to supported applications and permissions; it does not automatically govern cloud AI services.
AI automation On Android 17, disable the documented AI-automation behavior on fully managed devices and on the personal profile of corporate-owned, personally enabled (COPE) devices. The Android 17 framework prevents this automation inside Work Profiles. Do not project this release-specific policy onto older Android versions.

Android’s documentation does not provide one console path that works with every EMM. Treat the Android policy as the capability definition and your management provider’s console as the implementation layer. If a setting is absent, that can mean the device, release, enrollment mode, or provider does not support it—not that the policy was applied silently.

Identify the device, Android release, and enrollment mode first

Before changing an AI setting, make an inventory record for each device group. The same Android feature can have a different policy scope on a personally owned phone with a Work Profile, a corporate-owned fully managed phone, or a dedicated kiosk device.

  1. Record the Android release and API level. Mark Android 15 as API level 35 and Android 17 as API level 37. Do not infer a policy from a similarly named feature on another release.
  2. Record ownership. Distinguish employee-owned devices, corporate-owned devices, and corporate-owned devices that permit personal use (COPE). Ownership determines which profile an administrator can manage.
  3. Record the enrollment mode. Android Enterprise defines Work Profile, fully managed, and dedicated-device modes. A dedicated device is generally assigned to a specific business purpose, such as a kiosk or single-use terminal; its available controls still depend on the policy controller and device build.
  4. Record the management controller. Note the device-policy controller or EMM that enrolled each group. Android defines the platform policy, while the provider decides which supported policies appear in its console and how they are named.
  5. Group only comparable devices. Create separate policy groups when Android releases, manufacturers, ownership, or modes differ. A single global switch can create false confidence if some groups do not expose the same policy.

This inventory also gives you an audit trail. When an employee reports that Circle to Search is still available, you can determine whether the device is on the expected release, in the intended profile, and enrolled through a controller that supports the relevant restriction.

Map each AI feature to a separate organizational rule

Do not begin with a blanket prohibition. Decide what the organization wants for each function, because Assistant, Circle to Search, Gemini Nano applications, and cloud AI services have different data paths and policy surfaces.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Google Assistant

Choose whether Assistant is allowed for the managed device or profile. A prohibition may be appropriate for shared terminals, regulated workflows, or devices that handle sensitive conversations. An allowance may be appropriate when voice interaction is part of an accessibility or field-work requirement. Confirm how the EMM describes the setting and whether it applies to the work profile, the whole device, or a particular user context.

Circle to Search

Define whether users may invoke visual or selected-text search from the device interface. On Android 15, enterprise documentation specifically supports blocking Circle to Search on fully managed devices and within an Android Work Profile. That does not establish the same switch for every earlier release, personal profile, or manufacturer build; verify the target group before publishing the rule.

Applications using Gemini Nano

Review which managed applications can call Gemini Nano and set their permissions individually where the controller offers that capability. A permission decision should identify the application, the profile in which it runs, and the data it can receive. Blocking an application’s on-device model permission is not equivalent to disabling every other assistant, search feature, keyboard, or cloud endpoint.

Cloud AI services

Set separate rules for cloud services used through an organization’s productivity suite. Android Enterprise device policy and Google Workspace service controls are different administrative layers. A device restriction does not configure Workspace Gemini, and a Workspace setting does not turn off an on-device Assistant or Circle to Search feature.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand the three management modes

Mode What is managed How to reason about AI controls Privacy boundary
Work Profile on an employee-owned device The managed work profile, including work applications and data. Apply profile-scoped policies that the controller exposes. Android 15 documents a Circle to Search block for this context; other controls require device and provider verification. The personal profile remains outside normal work-profile management. Removing the Work Profile removes managed data without removing the owner’s personal data.
Fully managed device The entire device is provisioned for organizational use. Device-wide restrictions may be available, including the Android 15 Circle to Search block when supported. Android 17 adds the documented AI-automation policy for this mode. There is no employee-owned personal profile to preserve in the same way; explain the organization’s device ownership and wipe authority during enrollment.
Dedicated device A device assigned to a narrow business purpose, often with a locked-down user experience. Use only policies that the dedicated-device configuration and controller expose. The broad Android documentation does not provide a complete AI-control matrix for every dedicated-device build. Scope is determined by the dedicated configuration and ownership arrangement; do not assume Work Profile behavior.
COPE device with a personal profile The organization owns the device but permits a personal profile alongside managed use. Android 17 documents disabling AI automation on the personal profile of COPE devices. Other feature controls remain release- and controller-dependent. Personal and work contexts are separated, but ownership gives the organization broader device-management authority than on a personally owned Work Profile device.

Work Profile is a separation boundary, not a promise that every application or sharing path is harmless. Android states that the organization manages work applications and data in the work profile while personal-profile app use remains private. That scope should guide your policy, but it should not replace application-permission, keyboard, assistant, and cloud-service reviews.

Android 15: blocking Circle to Search

Android 15 (API level 35) enterprise release documentation explicitly allows an administrator to block Circle to Search on a fully managed device or within an Android Work Profile. Use this as a version-qualified control, not as evidence that all Android devices expose a universal switch.

  1. Place Android 15 devices into groups that reflect their enrollment mode: fully managed and Work Profile devices should not be mixed with unsupported releases or modes.
  2. In the EMM console, locate the Android Enterprise restriction for Circle to Search. The exact label and location are provider-specific; the console must expose the Android policy for the selected device group.
  3. Apply the restriction to a small pilot group. Check both the managed context and the user-facing gesture or search entry point, because a policy can be accepted by the controller while a device build presents a different interface.
  4. After confirming the result, expand the policy by release and mode. Record devices for which the setting is unavailable rather than treating them as compliant.

If Circle to Search remains available, check that the device is actually on Android 15 or later, that the enrollment is fully managed or Work Profile, that the policy synchronized, and that the controller reports successful application. A manufacturer build or provider implementation can still limit support.

Android 17: the AI-automation policy

Android 17 (API level 37) introduces a separate enterprise policy for AI automation. The documented mechanism uses setNearbyAppStreamingPolicy to disable AI automation on fully managed devices and on the personal profile of COPE devices. The framework prevents this automation inside Work Profiles.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

This is a release-specific rule. It should not be described as an Android 15, Android 14, or general Android Enterprise capability. If your fleet contains mixed releases, maintain an Android 17 policy group and a separate fallback posture for older devices.

  1. Identify Android 17 devices and confirm whether each is fully managed or COPE with a personal profile.
  2. Verify that the device-policy controller supports the relevant API and exposes a policy that maps to the AI-automation restriction.
  3. Apply the policy to a pilot and test the managed and personal contexts separately. The expected behavior differs by profile: the documented framework blocks the automation in Work Profiles, while the policy targets fully managed devices and COPE personal profiles.
  4. Document the unsupported cases explicitly. Do not claim that a Work Profile device receives the same Android 17 control simply because it runs the same release.

Because the policy name references nearby app streaming, administrators should validate the actual user experience and controller status rather than relying on a label alone. Keep the API and Android release in the change record so a future policy review does not accidentally broaden the rule.

Keep device policy separate from Google Workspace controls

There are two independent places where generative AI can process organizational information:

  • On-device Android Enterprise policy: controls supported device features, profile behavior, and permissions for applications using on-device models such as Gemini Nano.
  • Cloud-service administration: controls services in Google Workspace, including the organization’s settings for cloud-based Gemini features and data handling.

Use separate owners, change records, and tests for these layers. Disabling Assistant on a phone does not disable a Workspace feature in a browser or productivity application. Conversely, restricting a Workspace service does not remove an on-device search gesture or change an application’s Gemini Nano permission.

When a policy is intended to prevent a specific data flow, describe the flow precisely: which profile holds the data, which application receives it, whether processing is on-device or cloud-based, and which administrator controls the endpoint. This avoids the common error of treating “AI disabled” as a complete technical description.

How Work Profile protects personal data—and what it does not promise

Android Work Profile creates a separate work area on a device. The organization can manage work applications and data in that profile, while personal-profile use remains private under the Android management model. On a personal device, Android states that remotely wiping the Work Profile removes work data without removing personal data.

That boundary does not establish that every possible disclosure is prevented. A third-party application may have its own sharing behavior; a keyboard, assistant, browser, screenshot flow, or cloud service may process information under separate permissions and terms. Review those paths independently, especially when a work application can share text or images with another application.

  • Apply AI restrictions to the profile where the sensitive data resides.
  • Use managed application allow and block lists for work contexts where appropriate.
  • Review application permissions, keyboard choices, assistant access, screen capture, and copy-and-paste rules as separate controls.
  • Explain to employees which work data can be wiped and which personal data remains outside the Work Profile.

Do not tell employees that Work Profile makes all personal use invisible to every service, or that it prevents every AI-related disclosure. The supported claim is narrower: it separates managed work apps and data from the personal profile and limits organizational management to the defined scope.

A practical rollout procedure

Use a staged rollout because feature exposure depends on release, mode, device, and controller.

  1. Write the policy matrix. For each device group, record Android release, API level, ownership, enrollment mode, permitted Assistant state, Circle to Search state, Gemini Nano application permissions, and any Android 17 AI-automation rule.
  2. Confirm controller support. Compare every desired setting with the policy options actually exposed for that group. Mark “not exposed” as an implementation limitation requiring a compensating control, not as compliance.
  3. Choose representative pilots. Include at least one device from each release, ownership model, and enrollment mode. Include the applications that employees use for sensitive work.
  4. Apply one change at a time. Separate feature restrictions so a failed result identifies the responsible policy. Record synchronization time, controller status, and the observed device behavior.
  5. Test user-visible behavior. Check Assistant invocation, Circle to Search entry points, Gemini Nano application prompts or permissions, and any Android 17 automation behavior in each relevant profile.
  6. Test privacy operations. On a personal device with Work Profile, verify that removing or wiping the work profile does not remove personal data. Do not perform a destructive test on a production device without an approved backup and recovery plan.
  7. Expand by compatible group. Roll out only to devices that match the pilot’s documented release and mode. Create a separate change for unsupported or unknown groups.
  8. Publish employee guidance. State which feature is restricted, where the restriction applies, what personal use remains private, and whom to contact if the device behavior differs from the policy.
  9. Review after updates. Recheck policy exposure after Android upgrades, manufacturer updates, enrollment changes, or EMM releases. A previously available setting can change scope or naming.

Troubleshoot a restriction that does not appear to work

The policy is missing from the console

Check the Android release, enrollment mode, device model, and controller version. Android defines the capability, but a provider may not expose every policy for every mode. If the device is outside the documented scope—such as an older release for an Android 15 rule—record it as unsupported rather than forcing an unrelated setting.

The console reports success, but the feature is still visible

Confirm that the device synchronized, the user is in the intended profile, and the test used the same profile targeted by the policy. For Work Profile devices, a work-profile restriction may not change behavior in the personal profile, and a personal-profile test may therefore be measuring the wrong scope.

Only some devices behave differently

Compare Android build, manufacturer, ownership, mode, and application version. Split the group until the differing variable is known. Do not broaden a result from one model or release to the whole fleet.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Employees report that personal data disappeared

Stop further wipe actions and verify whether the device was enrolled as fully managed instead of employee-owned Work Profile. The documented Work Profile behavior protects personal data when the work profile is removed; that expectation does not automatically apply to every ownership mode.

A cloud AI feature remains available

Check the Workspace or other cloud-service administrator settings separately. A device policy change cannot be used as evidence that a cloud feature was disabled.

Limits of what the Android documentation establishes

The official material establishes selected controls and version-specific behavior, not a complete matrix for every manufacturer, country, device build, enrollment combination, or EMM. In particular, broad documentation does not state that every fully managed or dedicated device exposes every Assistant, Circle to Search, Gemini Nano, or automation control.

Before promising a particular outcome, verify four things in the target environment: the device release, the profile or ownership mode, the policy exposed by the controller, and the user-visible result after synchronization. Keep those qualifications in policy documentation so an Android update or a new device model does not turn a narrowly accurate rule into an unsupported fleet-wide claim.

Administrator checklist

  • Inventory Android version and API level.
  • Classify ownership as employee-owned, fully managed, dedicated, or COPE.
  • Identify the exact profile to which each restriction should apply.
  • Set separate decisions for Assistant, Circle to Search, Gemini Nano applications, and AI automation.
  • Use the Android 15 Circle to Search policy only for documented fully managed and Work Profile scenarios.
  • Use the Android 17 AI-automation policy only for the documented fully managed and COPE personal-profile scenarios, and preserve the Work Profile limitation.
  • Configure Workspace cloud controls independently from on-device policy.
  • Review application permissions, keyboards, assistants, sharing, and cloud endpoints instead of assuming profile separation blocks every disclosure.
  • Pilot by release and enrollment mode, test the user experience, and document unsupported groups.
  • Revalidate after Android, device, application, or EMM updates.
