How to Manage Cash Flow if GST Changes Affect Your Prices and Input Tax Credits

For Australian businesses, start by confirming what has actually changed. The GST rate remains 10% on most goods and services, and the Australian Taxation Office (ATO) says it has not changed since GST began in July 2000, although the goods and services covered have changed. The ATO overview published 31 October 2024 reported no rate change. This guide is therefore a planning method for a future rate or coverage change, or for a supplier or customer price change—not notice that a GST rate change is in force.

To protect cash flow, model the effect on customer prices, taxable sales, supplier costs, eligible input tax credits and the dates money actually moves. Then keep an appropriate cash reserve, reconcile your estimate to your transactions and use your own activity statement for payment deadlines. The result depends on the tax treatment of each transaction, your contract terms, accounting basis and transaction dates.

First establish whether the change is a tax change or a price change

A supplier raising a price, a customer renegotiating a contract and a law changing GST are different events. They can affect cash flow in different ways. Before changing a forecast, identify which event applies and which transactions it affects.

Check what changed and when

Record the official announcement or legislation, its effective date, the affected supplies or acquisitions, and any applicable transition treatment. A change to GST coverage can affect whether a supply is taxable, GST-free or input-taxed without changing the headline rate. A commercial price rise alone does not establish that GST treatment has changed. The ATO’s overview says coverage has changed over time while the rate has remained 10% since July 2000.

The sources cited here do not establish transition rules for a hypothetical future rate change. If one is announced, do not assume a single start-date rule covers every invoice, deposit, contract, credit or adjustment. Check the amending law and applicable official guidance before calculating GST for affected transactions.

Map the affected transactions

Make a list of material customer and supplier categories, then mark which transactions may change. For each, note the current GST treatment, the quoted or contracted price, whether that amount is GST-inclusive or GST-exclusive, and the relevant invoice, payment and expected receipt dates. This separates tax assumptions from commercial assumptions and makes gaps visible before they reach a BAS.

Build a before-and-after cash forecast

A GST scenario forecast should show both the amount expected and when it may be paid or received. A profit-and-loss view alone can miss a cash crunch: GST timing can differ from the timing of customer receipts or supplier payments, depending on the accounting basis.

Use a transaction-level planning table

For each significant sales or purchasing category, put the following fields in a spreadsheet or accounting-system report:

  • Customer or supplier category and transaction description.
  • Existing and scenario GST treatment, with the reason for any changed assumption.
  • Quoted or contracted price and whether it includes GST.
  • GST-exclusive amount where relevant, estimated GST and GST-inclusive amount.
  • Invoice date, expected customer receipt or supplier payment date, and the reporting period under your accounting basis.
  • Whether a purchase is expected to be creditable and what evidence will support the claim.
  • Any uncertainty, such as an unconfirmed price term or classification that needs professional review.

Do not treat every GST-inclusive purchase as generating a credit. Only eligible creditable acquisitions can support input tax credits, and the rules and required evidence matter.

Run low, base and high cash cases

For each scenario, change the assumptions that could realistically move cash, rather than changing the tax rate alone. A low-cash case might use later customer receipts, earlier supplier prepayments and slower resolution of uncertain credit claims. A base case can use expected dates and confirmed terms; a high-cash case can use faster receipts or later outflows only where those dates are plausible. These are planning cases, not ATO-prescribed forecasts.

Compare the projected bank balance and amount available for BAS payment in each case. If the low case leaves too little cash, consider what action is feasible—such as seeking clarification on a price term, following up overdue receivables or revising internal cash reserves—before the reporting period closes. Do not count an uncertain future credit as cash already available.

Separate margin effects from timing effects

A tax or price change may alter the net amount retained from a sale, the cost of a purchase, the net GST payable, the timing of a payment, or several of these at once. Track them separately. The sales margin question is what remains after the relevant GST treatment and costs; the cash-flow question is when the customer pays, when suppliers are paid, and when the net BAS amount must be paid or refunded.

Decide deliberately whether customer prices change

Whether a customer-facing total should change depends on the price quoted or agreed and the applicable tax and pricing rules. Check whether an amount is GST-inclusive or GST-exclusive, what the contract says about taxes and price changes, and whether a new total can be charged under the agreement. Consumer-facing price obligations and contract interpretation are outside the ATO tax sources cited here; seek appropriate legal or tax advice where those terms are unclear.

Distinguish the price from the GST calculation

Under current law, section 9-75 of the A New Tax System (Goods and Services Tax) Act 1999 calculates the value of a taxable supply as price multiplied by 10/11. The statutory example is a $20,000 price before GST: GST is $2,000 and the GST-inclusive total is $22,000. That is the current statutory formula for a taxable supply at the current rate, not a universal formula for repricing after a hypothetical rate change.

If a future law changes the rate or scope, first establish what the law says applies to the transaction. Then separately determine whether the business can alter a quoted or contracted customer amount. A business that holds a GST-inclusive total fixed may experience a different net amount retained than one whose contract permits a tax-exclusive price plus applicable GST; do not assume either outcome without checking the actual terms.

Record the decision behind each price assumption

For each material customer category, document whether the scenario assumes a fixed GST-inclusive total, a GST-exclusive amount with tax added, or a price renegotiation. Label that as an assumption until confirmed. This prevents a forecast from silently treating a commercial decision as a tax rule and gives staff a consistent basis for quotes, invoices and cash projections.

Estimate input tax credits without overstating them

Eligible input tax credits reduce the GST payable, but a purchase must meet the creditable-acquisition rules and the claim must be supported by the required evidence. The ATO’s GST-credit guidance says credits are claimed through a BAS or annual GST return and describes a general four-year time limit for claims. The applicable rules can depend on the transaction; the ATO ruling notes exceptions to the tax-invoice requirement, so do not assume every claim always requires an invoice or that any receipt is sufficient.

Update purchase assumptions by category

For each major supplier category, check whether the acquisition is creditable, whether its GST treatment or price may change, what GST amount the forecast assumes, and when the credit is attributable under your accounting basis. A supplier cost increase can affect cash outflow even when some or all of the associated GST may be creditable. Conversely, an expense that includes GST does not automatically create a credit.

Keep tax invoices and other required records available, and make sure your bookkeeping can connect the purchase, evidence, payment and BAS reporting period. If a supplier changes an invoice or later changes the consideration, retain the supporting documents so you can determine whether the BAS needs an adjustment.

Separate expected credits from confirmed credits

In a cash forecast, distinguish claims supported by complete records from estimates based on planned purchases or unresolved classifications. The distinction matters because an anticipated purchase may be cancelled, may not be creditable, or may not meet evidence requirements. Reconcile credit estimates to actual purchase records before lodging the BAS.

Choose the accounting basis with timing in mind

The accounting basis affects when GST is attributed, not simply when the business has cash in the bank. The ATO’s business accounting guidance describes cash and non-cash accounting as follows. The practical effect depends on your transactions and eligibility, so confirm current requirements before changing methods.

Basis General timing Cash-flow implication What to consider
Cash accounting GST and credits generally follow amounts received or paid. Attribution can align more closely with actual receipts and payments. Check eligibility, current operational requirements and whether the method suits your business and records.
Non-cash accounting GST is generally attributed at the earlier of invoice or payment/receipt. A sale can create GST payable before a customer pays; a credit may also be attributed before the supplier is paid. Compare invoice dates, expected receipts and payments, cash volatility, forecasting reliability and recordkeeping workload.

Neither basis is always financially better. Cash accounting may align attribution more closely with bank movements, while non-cash accounting can bring both liabilities and credits forward. A change in basis is not a substitute for checking transaction classifications, contract dates or BAS requirements.

Keep GST cash visible and reconcile it to the BAS

The ATO’s business accounting page, last updated 4 April 2019, suggests using accounting software for invoices and GST liability and credit reports, and setting collected GST aside in a separate bank account. The page says to “put the GST you collect in a separate bank account”. Treat the account as a cash-control aid, not as a calculation of the final BAS amount: eligible input tax credits and adjustments affect the net position.

Set a reserve policy that matches your forecast

Use your ledger or software report to estimate the net GST position, then retain funds for the expected BAS payment rather than assuming all cash collected is available to spend. Update the estimate as sales, purchases, credits and adjustments are recorded. A separate bank account can make the reserved cash easier to see, but the required reserve depends on the business’s actual transactions and reporting period.

Reconcile the estimate against actual transactions

  1. Review sales and purchase records for the period, including their GST treatment and supporting documents.
  2. Compare invoice dates with actual receipts and supplier payments, especially if you account on a non-cash basis.
  3. Check adjustments and credit claims against the evidence and the period in which they should be reported.
  4. Reconcile the resulting estimate to the BAS before lodgment, investigate differences, and keep enough cash available for the amount due.

Accounting software can help generate invoices and GST liability or credit reports, but a report is only as dependable as the classifications, dates and records entered. Review exceptions rather than treating a generated total as proof that every transaction is correctly classified.

Understand BAS dates and attribution timing

Reporting frequency and payment dates affect how long cash may need to remain available. Monthly, quarterly or annual reporting may be available depending on circumstances; do not apply a monthly deadline to every business. The ATO’s monthly reporting information gives the 21st of the following month as a general lodgment and payment date, subject to weekend or public-holiday handling and the taxpayer’s cycle or arrangement. Use the due date shown on your own activity statement.

For businesses accounting on a non-cash basis, invoice timing deserves particular attention: a customer may pay after the GST has already been attributed. That makes an aged-receivables report useful alongside the GST report. For cash accounting, expected payment and receipt dates still matter to the forecast, but confirm the applicable attribution rules for your circumstances rather than inferring them from bank timing alone.

Handle later changes, missed credits and reporting errors correctly

A later event that changes the GST or credit amount can require an adjustment. An amount that was wrong when originally reported is an error. The distinction matters because the corrective treatment may differ; do not automatically report every later price change as an original error.

If a purchase credit was missed

The ATO says an eligible credit missed from an earlier period may generally be claimed on a later BAS, subject to the applicable time limit. Its guidance describes four years as the general limit. Check that the acquisition was eligible, the evidence is adequate and the claim remains within the relevant limit before including it.

If the transaction changed after reporting

Review the later event and its effect on the original GST or credit amount. Determine whether it calls for an adjustment under the applicable rules, and keep the document trail showing what changed and when. If the original BAS amount was incorrect at the time it was lodged, treat the matter as an error and follow the relevant correction process instead of disguising it as a later adjustment.

If an amount does not reconcile

Trace the difference to transaction records rather than forcing the spreadsheet to match the BAS. Check for omitted sales, duplicate entries, incorrect GST classifications, timing differences, missing evidence or a later adjustment. Where the facts or treatment are uncertain, obtain advice from a registered tax professional or confirm the applicable official ATO guidance before lodging.

A practical sequence for planning a GST-related change

  1. Verify the event. Identify the law, official announcement or commercial price notice, its effective date, affected transactions and any transition details.
  2. Classify transactions. Separate taxable, GST-free and input-taxed supplies or acquisitions as applicable; flag anything uncertain rather than guessing.
  3. Confirm price terms. Record whether customer and supplier amounts are GST-inclusive or exclusive and check the relevant agreement before assuming a price can change.
  4. Model the scenarios. Forecast sales, costs, credits and invoice/payment dates under low, base and high receipt assumptions.
  5. Review attribution and evidence. Apply the business’s accounting basis and check credit eligibility and supporting records.
  6. Protect the cash reserve. Use ledger reports and a separate account if helpful, while recognizing the final net figure depends on credits and adjustments.
  7. Reconcile and pay. Compare the estimate with actual records and the BAS, then follow the due date on the business’s own activity statement.

This process is useful whether the trigger is a genuine future tax change, a change in the coverage of GST, or an ordinary customer or supplier price movement. The assumptions must still be confirmed against the transaction-specific law and agreements.
