How to Manage Cash Flow During a Manufacturing Downturn

Manage a manufacturing downturn as a timing problem before treating it as a cost problem. Build a dated cash forecast, compare it with actual receipts and payments, identify the largest controllable gaps, and protect the production capabilities that will generate the next cash inflows. Consider borrowing only after you can state the amount needed, when it is needed, how long it will be outstanding, and the credible source of repayment.

A profitable plant can still run short of cash because it pays for materials, labor, freight and overhead before a customer pays for the finished order. The sequence below is designed for U.S. manufacturing owners, CFOs and operations leaders dealing with slower orders, longer collections or excess working capital.

Why a downturn can create a cash crisis even when the income statement shows profit

Profit records revenue and expenses under accounting rules; cash flow records when money actually enters or leaves the bank account. A manufacturer may recognize a sale when it ships or reaches a contract milestone, while the cash arrives weeks or months later. During that interval, the company may already have paid for raw material, production labor, utilities, freight, maintenance and debt service.

The U.S. Small Business Administration (SBA) explains that working capital can be tied up in inventory and accounts receivable. A manufacturing-specific explanation from Commerce Bank likewise describes cash committed to material, labor and equipment before revenue from completed orders is collected. In a downturn, the cycle becomes more dangerous: finished goods may sit longer, customers may stretch payment, and purchasing decisions made for an earlier demand forecast can consume cash today.

The SBA said in a September 3, 2025 release that 98% of U.S. manufacturers are small businesses. That statistic is dated to the SBA release; it is not a current-year estimate. Smaller manufacturers often have fewer financing sources and less room for a forecasting error, so a repeatable operating process matters more than a single end-of-year budget.

Federal Acquisition Regulation guidance illustrates the discipline required in federal contract-financing contexts. DFARS 232.072-3 states: “A contractor must be able to sustain a sufficient cash flow to perform the contract.” The rule is specific to its federal contracting context, not a universal legal requirement for every manufacturer, but its emphasis on period-by-period sources, uses and forecast accuracy is useful operating practice.

1. Build an operational cash forecast that shows the timing gap

Start with the cash balance you can use today, then list expected receipts and disbursements by date or by a short, consistent forecast period. A forecast is useful only when someone owns each assumption and can explain where it came from.

Use a sources-and-uses layout

At minimum, structure each period as follows:

Forecast line What to include Evidence or owner
Opening cash Bank balances, restricted cash and any minimum balance that cannot be spent Bank statement; controller or treasurer
Customer receipts Expected collections by invoice, milestone or contract; use realistic dates rather than contractual due dates alone Accounts-receivable ledger and collections owner
Material and supplier payments Purchase orders, scheduled invoices, freight and critical-vendor commitments Purchasing and accounts payable
Payroll and labor-related cash Regular payroll, overtime, payroll taxes, benefits and temporary labor Payroll register and operations plan
Fixed and facility costs Rent, utilities, insurance, taxes, maintenance contracts and other fixed charges Contracts, invoices and facilities owner
Production and tooling spending Equipment, tooling, repairs, outside processing and planned capital expenditures Approved purchase orders and operations
Debt and financing Scheduled principal and interest, lender fees, expected draws and repayments Loan agreements and lender statements
Closing cash Opening cash plus receipts, less disbursements, plus or minus financing activity Controller review and bank reconciliation

DFARS 232.072-3 identifies inputs such as material purchases, labor, fixed charges, production schedules, billings, customer receipts and borrowing. Use those categories even when your business is not a federal contractor. Keep an audit trail: retain the invoice, order book, payroll report, contract milestone, bank statement or other record supporting every material assumption.

Assign dates instead of using optimistic averages

For receivables, distinguish the invoice date, contractual due date, customer’s observed payment behavior and the date you now expect to collect. If a customer has paid 20 days late for the last three invoices, a forecast that uses the contractual due date is not conservative; it is merely a restatement of the contract.

For disbursements, include the date cash is actually withdrawn. A supplier invoice due on the last day of the month may be paid through an automated debit earlier, while payroll taxes and debt service may leave the account on fixed dates. Include one-time events such as an unplanned machine repair, annual insurance premium or tooling payment rather than hiding them in a monthly average.

Choose a repeatable period and update trigger

Use weekly periods when a downturn makes the next several weeks material to payroll or supplier continuity; use a longer period for visibility beyond that near-term window. The precise horizon should fit your payment cycle and financing commitments. Refresh the forecast at a fixed cadence and immediately after a material change in orders, collections, production timing, supplier terms or financing.

A one-time forecast has limited predictive value. DFARS says reliability comes from comparing prior forecasts with actual results across a series of periods. The SBA similarly recommends breaking a forecast into trackable factors and comparing actual results with expectations.

2. Compare forecast with actual cash and explain every material variance

At each update, copy the prior forecast into an “original” column, enter actual receipts and payments, and calculate the variance. Do not overwrite the old forecast; the history shows whether the problem was a late customer, lower volume, a purchasing decision, a production delay or an assumption that was never realistic.

Classify the variance by cause

  • Collection timing: an invoice was disputed, documentation was incomplete, a milestone moved or a customer paid later than expected.
  • Volume or mix: orders were cancelled, deferred or replaced by lower-margin work.
  • Inventory and purchasing: material arrived earlier than needed, quantities exceeded revised demand or a minimum-order requirement forced a purchase.
  • Production timing: a shipment slipped, work-in-process took longer, overtime changed or an equipment failure interrupted output.
  • Unplanned spending: repair, quality containment, freight, tax, insurance or another exceptional payment.
  • Financing: a draw, repayment, covenant restriction or lender timing differed from the assumption.

Record the operational owner and the corrective action beside each significant variance. If a customer payment is late because a purchase-order number was missing, the fix is an invoice-control step, not an across-the-board spending cut. If material was bought for an order that no longer exists, the fix belongs in demand review and purchasing approval.

3. Work the largest controllable timing gaps first

Rank gaps by cash amount, date and reversibility. A small administrative delay that releases a large receivable this week may matter more than a permanent cost reduction that takes three months to implement.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Receivables: turn completed work into collectible invoices

  1. Invoice as soon as the contract or customer milestone permits.
  2. Check quantities, prices, purchase-order numbers, shipping records, tax treatment and required customer documentation before submission.
  3. Review the aging by customer and invoice, not just the total accounts-receivable balance.
  4. Contact the customer before the due date when a dispute or missing document could delay payment.
  5. Set a collection cadence with a named owner, next action and expected cash date for every material overdue item.
  6. Discuss deposits, progress billing or revised terms only where the contract and customer relationship allow; document any agreed change.

Do not treat an invoice as cash merely because it is issued. A forecast should reflect the customer’s demonstrated payment pattern and the probability that a disputed or cancelled order will be collected.

Inventory: release cash without creating a production stoppage

Separate raw material, work-in-process and finished goods. For each category, compare on-hand quantity and value with the current production schedule, confirmed orders, realistic demand and supplier lead time.

  • Flag material tied to cancelled, delayed or low-probability orders.
  • Stop or reduce purchase orders that are no longer supported by the demand plan, subject to cancellation terms.
  • Reschedule production so finished goods are made when demand and collection prospects justify the cash commitment.
  • Preserve safety stock when a shortage would stop a line, expose the plant to a long replacement lead time or create a significant quality or supplier risk.
  • Use engineering-approved substitutions, returns or supplier consignment only when quality, warranty and contract requirements are protected.

“Excess” is not synonymous with “anything above zero.” A low-value component with a 20-week lead time may be more operationally important than a high-value item that can be replenished tomorrow. Have operations, engineering, purchasing and finance review the same inventory list before disposing of or discounting stock.

Payables: coordinate timing instead of surprising critical suppliers

List suppliers by operational criticality, substitute availability, contractual rights and cash amount. Ask vendors whether a revised schedule, partial payment, milestone payment or shipment rescheduling is workable. Put the arrangement in writing and update the forecast to the agreed dates.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Unilaterally delaying a critical supplier can convert a temporary cash problem into a production stoppage. A supplier that is forced to finance your business may tighten terms, require cash in advance or stop deliveries. Coordinate changes with the vendors whose parts, materials or outside processing are essential to the plant.

Production, labor and discretionary spending: match capacity to demand carefully

Align shifts, overtime, purchasing, subcontracting, travel and discretionary projects with the revised order and shipment plan. Before reducing a shift or skilled role, model the cash saved, the cost of idle capacity, the time to rehire or retrain, and the effect on quality and delivery. Before deferring maintenance, model the probability and cost of a breakdown.

Maintenance, calibration, quality control, safety, regulatory work and cybersecurity are not automatically discretionary because they do not create an immediate invoice. A cut that increases scrap, warranty claims or downtime can worsen cash flow.

4. Turn the forecast into scenarios and decision triggers

A single number conceals uncertainty. Build at least a base case and a downside case using explicit assumptions about order volume, customer payment timing, material purchases, production yield, repair events and financing availability. An upside case can help determine when to restore overtime or release a paused purchase order, but it should not drive spending until the underlying orders and collections are visible.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Define the downside in cash terms

For each scenario, state:

  • the lowest projected cash balance and its date;
  • the amount of any deficit;
  • how many weeks or months the deficit lasts;
  • the operational cause, such as delayed collections, excess inventory or a shipment slip;
  • the actions already included in the model;
  • the source and timing of repayment if borrowing is contemplated.

Set triggers that cause a specific action: for example, an overdue receivable exceeding an internal age threshold prompts an executive collection review; a projected cash balance below the minimum operating level prompts a lender conversation; or a confirmed order cancellation freezes related purchasing. Choose thresholds based on payroll, supplier and debt obligations rather than an arbitrary percentage of revenue. There is no universal cash-reserve target established by the cited sources.

5. Protect the operating system that will produce future cash

Cash release is successful only if the plant can continue to make and ship acceptable product. Use a short approval review for every proposed action that asks four questions:

  1. How much cash does this action release, and on what date?
  2. What production, quality, safety, customer or supplier risk does it create?
  3. What leading indicator will show that the risk is increasing?
  4. Who can reverse the decision, and how quickly?
Action under consideration Possible cash benefit Control before approval
Cancel or defer material orders Avoids near-term supplier payments Check confirmed demand, cancellation fees, lead times and line-stoppage exposure
Reduce finished-goods production Reduces labor, material and storage cash use Check customer commitments, service levels and the cost of a later rush build
Reduce overtime or shifts Lowers payroll and related variable costs Model throughput, delivery dates, skilled-labor retention and restart time
Defer maintenance or calibration Avoids an immediate payment Assess failure probability, safety, warranty and regulatory consequences
Delay supplier payments Moves cash outflow to a later date Agree the schedule with the supplier and protect critical deliveries
Discount or liquidate inventory Converts stock to cash Confirm that the stock is genuinely excess and that quality, warranty and future demand are covered

6. Escalate early when the forecast still shows a deficit

Contact lenders before a missed payment or emergency payroll date. A lender can evaluate a problem more constructively when the company can show what happened, what management changed and how the requested financing will be repaid.

Prepare a lender-ready cash package

  • Recent income statements, balance sheets and cash-flow information.
  • Accounts-receivable aging with customer concentrations and disputed invoices identified.
  • Accounts-payable aging and a list of agreed or requested supplier extensions.
  • Inventory reports separated into raw material, work-in-process and finished goods, with excess or slow-moving items explained.
  • Current order book, backlog, shipment schedule and customer payment assumptions.
  • Existing debt agreements, maturities, covenant calculations and borrowing-base or collateral information where applicable.
  • Base and downside cash forecasts showing the requested amount, draw dates, duration and repayment source.
  • A written explanation of the downturn and the operating actions already taken.

The SBA’s 7(a) Working Capital Pilot (WCP) description specifically identifies timely financial statements, accounts-receivable and accounts-payable agings, and inventory reports as information potential borrowers should be able to provide. SBA material on the Manufacturing Assistance Resource Cooperative (MARC) likewise describes lender underwriting and financial review. Requirements can change, so confirm the current list with a participating lender.

7. Compare financing choices by fit, not by maximum amount

Financing moves cash across time; it does not remove the underlying obligation. A lender will evaluate repayment capacity, collateral, reporting and business risk. SBA participation does not make a loan a grant or an automatic entitlement.

Option Structure and use Borrower and information considerations Amount, pricing and monitoring
Conventional bank revolving line Generally revolving working-capital liquidity; proceeds and collateral depend on the bank’s underwriting Often suited to an established borrower with receivables, inventory or other supportable collateral Lender-quoted pricing, borrowing-base rules, covenants and reporting; terms vary by bank
SBA 7(a) Working Capital Pilot Monitored 7(a) line intended for qualifying working-capital needs; SBA describes asset-based advances against receivables and inventory and transaction-based support for project costs SBA’s current page says potential borrowers should generally have at least one year of operating history and provide timely financial statements, AR/AP agings and inventory reports; lender eligibility and underwriting still apply Up to $5 million is described by SBA; lender-set pricing, collateral, monitoring and fees must be confirmed in a written offer
SBA Manufacturing Assistance Resource Cooperative (MARC) For eligible small businesses in manufacturing NAICS sectors 31–33; may be structured as a term loan or revolving loan The participating lender underwrites the borrower and reviews financial condition, repayment ability and collateral SBA lender guidance describes a maximum of $5 million and rates negotiated subject to SBA maximums; verify current limits, fees, maturity and reporting before applying
Term loan or equipment financing Usually better matched to a defined asset, project or one-time need than to recurring collection gaps Repayment normally comes from operating cash flow; collateral and equipment terms matter Fixed schedule rather than a reusable revolver; lender quote determines price, fees and amortization

The $5 million figures and other SBA program terms above are program descriptions, not promises of approval or current lender offers. Confirm eligibility, program status, collateral rules, fees, rate ceilings, maturity and reporting obligations on the official SBA pages and with a participating lender at the time of application.

Match the structure to the cash problem

  • Short, recurring timing mismatch: a revolving structure may fit when receivables and inventory convert to cash predictably and the line can be repaid from those conversions.
  • Defined equipment or tooling purchase: a term structure may better match a single asset and its useful life.
  • Project or contract need: transaction-based support may fit if eligible costs, milestones and repayment are documented.
  • Persistent operating loss: additional debt may only postpone the problem. First determine whether demand, pricing, capacity or fixed costs can produce a credible repayment path.

Ask for written offers and compare total fees, interest calculation, unused-line fees, collateral, personal guarantees where applicable, financial covenants, reporting frequency, borrowing-base formulas, notice periods and the lender’s rights if performance worsens. Compare speed as well: a facility that arrives after payroll or a supplier cutoff does not solve that week’s gap.

8. Test whether borrowing is actually affordable

Before accepting a facility, add the proposed draws, interest, fees, principal repayments and collateral restrictions to the downside forecast. Then test whether the company can still fund payroll, critical suppliers, taxes and required maintenance if collections are later than expected.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Document the repayment source

A credible source might be collection of identified invoices, conversion of a specific inventory build, payment at a contract milestone or recurring operating cash flow after a documented restructuring. “Sales will improve” is an assumption, not a repayment source, unless supported by orders, delivery dates, margins and collection terms.

Understand what monitoring changes

An asset-based or monitored facility can require frequent borrowing-base certificates, aging reports, inventory reporting, field audits or lender approval of collateral eligibility. Build the staff time and data quality needed to comply. A lower headline rate is not necessarily cheaper if reporting failures block draws or trigger a default.

9. A practical first-30-days sequence

  1. Days 1–3: reconcile bank balances, list all obligations and receipts, freeze unsupported cash assumptions, and appoint a forecast owner.
  2. Days 4–7: issue or correct collectible invoices, review the largest overdue accounts, map critical suppliers, and segment inventory.
  3. Week 2: compare the first forecast with actual cash, quantify variances, update the production and purchasing plan, and agree any supplier timing changes.
  4. Week 3: build base and downside cases, identify the minimum cash date, and decide which operational actions require executive approval.
  5. Week 4: if a deficit remains, assemble the lender package, speak with qualified SBA-participating lenders or banks, and compare written financing offers against the downside repayment test.

Continue the forecast-and-actual cycle after the immediate crisis. The historical variance record shows which customers, products, suppliers and assumptions create recurring cash volatility and improves the next decision.

Common mistakes that make a downturn worse

  • Confusing backlog with cash: an order is not cash until it is produced, accepted, invoiced and collected.
  • Using accounting profit as the liquidity test: include inventory investment, receivable timing, debt service and one-time payments.
  • Forecasting from contractual due dates only: use observed customer behavior and known disputes.
  • Making a one-time spreadsheet: preserve prior versions and compare forecast with actual results.
  • Calling all inventory excess: check lead time, safety stock, quality and confirmed demand before disposing of material.
  • Surprising critical suppliers: negotiate and document revised timing instead of imposing it.
  • Cutting maintenance, quality or skilled capacity first: model the downstream cost of downtime, scrap, warranty claims and delayed shipments.
  • Borrowing without a repayment path: quantify amount, timing, duration, cause and source of repayment before applying.
  • Assuming SBA terms are permanent: program limits, eligibility, fees, collateral and reporting requirements are subject to change and lender underwriting.

Cash management during a manufacturing downturn is a controlled operating loop: forecast the dates, test the assumptions against actual bank activity, release cash where the risk is acceptable, protect the capabilities that produce and ship, and use debt only when the repayment mechanics are visible.
