The key is to make each Short a coherent piece with a meaningful viewer-facing contribution—not merely a cropped extract with captions or a new aspect ratio. YouTube’s reused-content policy applies to Shorts and is assessed across a channel, and no editing recipe guarantees YouTube Partner Program (YPP) acceptance.
What YouTube means by reused content
YouTube defines reused content as material already on YouTube or another online source republished “without adding significant original commentary, substantive modifications, or educational or entertainment value.” The policy applies to Shorts, long-form videos, and live streams. That means ownership of the original long video does not, by itself, settle how a channel will fare in a monetization review. A Short should make clear what you contribute to the selected material and why it stands as its own viewing experience.

Reviewers look at the channel, not only one clip
YouTube says reviewers may consider a channel’s main theme, most-viewed and newest videos, share of watch time, metadata, and About section. A single thoughtful Short does not necessarily outweigh a channel dominated by near-identical extracts or a repetitive template.

Examples are guidance, not safe harbors
YouTube gives examples that may be allowed under the reused-content policy: clips used for critical review, reactions that include commentary, edited footage with a storyline and commentary, and footage with substantive audio and visual effects that demonstrate meaningful editing. These are examples, not a checklist or guarantee. Copyright and other policies still apply.
A workflow for turning a long video into an original Short
- Choose a moment that works on its own. Pick a segment with a clear question, idea, or payoff. Avoid a cut that depends on missing setup or context viewers cannot infer.
- Decide what the Short adds. Before editing, write down the additional value for the viewer: for example, an explanation, takeaway, critique, correction, context, or a small story that gives the excerpt a new point.
- Add your contribution where it helps. Record fresh narration or add an on-camera introduction or response if it clarifies the point. A voiceover is one option, not a YouTube requirement; no particular microphone or other hardware is required by the policy.
- Edit for vertical viewing and clarity. Reframe the footage and trim pauses or detours so the idea reads in a Short. Use captions and graphics to make meaning easier to follow, not as a substitute for original commentary or substantive modification.
- Check the Short against the rest of your channel. Look for repeated near-identical extracts or a mass-produced template. Reviewers may evaluate channel-wide patterns as well as individual videos.
- Confirm rights separately. Make sure you have permission or other rights to use the footage, music, and any other included material. Reused-content monetization review and copyright clearance are separate questions.
This is a practical editorial workflow based on YouTube’s policy examples, not an official approved checklist. Following it cannot guarantee monetization approval.

Keep monetization review, copyright, and recommendations distinct

In its October 1, 2026 announcement, TeamYouTube advised creators using another creator’s clips to add value through “your own original commentary, unique edits, or storytelling.” The announcement’s focus is recommendation reach, while the reused-content policy governs monetization review; they are related signals about originality, not interchangeable rules. Check current YPP eligibility separately
Originality and eligibility thresholds are different issues. YouTube’s current eligibility page lists early access to selected features in eligible regions at 500 subscribers, 3 public uploads in 90 days, and either 3,000 qualified public long-form watch hours in 365 days or 3 million qualified Shorts views in 90 days. For Watch Page Ads, Shorts Feed Ads, and YouTube Premium, it lists 1,000 subscribers and either 4,000 qualified public long-form watch hours in 365 days or 10 million qualified Shorts views in 90 days. Region and feature availability vary, so check your current status in YouTube Studio and YouTube’s YPP eligibility information.

YouTube’s Shorts monetization page states that, starting February 1, 2027, creators will need 10 million qualified Shorts views in the last 90 days to earn a share of Shorts ad and YouTube Premium revenue for each month under the updated terms described there. As that date is in the future, confirm the page and terms before relying on them. The same page says monetizing creators keep 45% of their allocated Creator Pool revenue; this is the stated allocation share, not a promised amount per view. See YouTube’s Shorts monetization terms.
