How to Make Accessible Climate Risk Communications for People With Disabilities

Make climate risk communication accessible by including people with disabilities throughout the warning process—not by converting a finished message into another format at the end. Plan for accessible risk information, monitoring, alerts, communication channels, and response actions, then test the whole chain with the people expected to use it.

The guidance below applies to climate hazards such as heat, floods, storms, and wildfire smoke, but it does not set hazard thresholds or replace local forecasts. Use the relevant meteorological and emergency-management authorities for local timing, thresholds, and instructions.

Build accessibility into every stage of the warning system

UNDRR’s 2023 Inclusive Early Warning Early Action: Checklist and Implementation Guide treats disability inclusion as part of the full early-warning system. Its framework covers five connected areas. Use it to find access failures before an alert is issued, as well as during exercises and reviews.

Warning-system stage Questions for planners
Governance Do people with disabilities and their representative organizations help make decisions, set priorities, and review plans?
Disaster risk knowledge Does the risk picture reflect the people, locations, support needs, and barriers that matter to the communities at risk?
Detection, monitoring, analysis, and forecasting Are the information and alert decisions reaching those responsible for communicating risk in time to act?
Dissemination and communication Can intended recipients get and understand the warning through formats and channels they can use?
Preparedness to respond Can recipients realistically take the recommended action, given transport, shelter, power, assistive technology, and support arrangements?

The checklist was developed through the CREWS Pacific initiative to support Early Warnings for All implementation and can be adapted to local contexts. Treat the stages as a connected system: an accessible message cannot make an inaccessible shelter or evacuation route usable.

Develop warnings with people with disabilities

Involve people with disabilities and representative organizations when deciding what a warning says, which formats and channels it uses, and whether its recommended action is workable. Include them in exercises and post-event reviews, not only in a final accessibility check. People who use a system can identify practical barriers that planners may otherwise miss.

The CDC’s Emergency Preparedness and Disability Inclusion, reviewed May 2, 2025, recommends a whole-community approach: understand and meet community needs, engage and empower different parts of the community, and strengthen existing relationships. Apply that principle to climate communication by making participation an ongoing part of planning and improvement.

Provide equivalent information in usable formats

One channel or format will not serve everyone. The CDC lists American Sign Language (ASL), large print, infographics, and Braille as examples of alternatives that emergency communication may require, and notes that these are not consistently provided. The United Nations’ March 2022 Disability-Inclusive Communications Guidelines also identify sign-language interpretation, Braille, large print, easy-to-read formats, and CART transcription.

People who are blind or have low vision, Deaf or hard of hearing, have intellectual or cognitive disabilities, have speech or communication disabilities, or have mobility and other functional needs may encounter different barriers. No single format meets every person’s needs; ask, test, and revise.

Make the warning specific and action-oriented

A useful warning should tell the recipient what hazard is occurring, which area or people it affects, when the information applies, what action to take, and where to get updates or assistance. Keep the essential instruction easy to find and distinguish it from background explanation.

Use local authoritative sources for hazard-specific timing, thresholds, evacuation directions, shelter availability, and transport information. The guidance cited here does not establish a universal climate-warning template or threshold. Do not imply that a message alone makes the action accessible: a recipient may still face barriers to transport, a shelter, infrastructure, or support networks.

Check channels and response conditions—not just the message

Before relying on a channel, assess whether it can reach the intended audience reliably and quickly, whether people can understand and act on the information, and whether it remains useful during disruptions. Consider how the communication will be maintained and updated, and whether people with disabilities helped design and test it.

Also plan for the systems around the warning. CDC emergency-preparedness guidance identifies electricity, transportation, assistive technology, contacts, shelters, and support networks as relevant planning considerations. Ask what happens if a person cannot charge a device, travel to the named location, receive a message through their usual contact, or access their usual support. Coordinate the message with realistic assistance and response arrangements.

Offer individual planning resources as a supplement

Accessible public warnings and response services are public responsibilities; personal preparedness guidance should add support, not shift that responsibility onto disabled people. CDC’s Making an Emergency Plan (September 11, 2024) recommends tailoring an individual plan to local emergencies and personal needs. Communicators can point readers to planning prompts such as:

  • Arrange a way to receive emergency alerts and maintain backup communication plans and important contacts.
  • Identify multiple destinations and ways to reach them, and plan how to communicate support needs.
  • Account for assistive technology, service animals, care routines, medications, and charging needs.
  • List needed supplies for at least a week, practice the plan, share it with supporters, and review it annually.

A preassembled emergency preparedness kit can be a starting point, not a universal solution. Contents need to be adapted to the individual’s disability-related needs, medications and care routines, assistive technology, service animal, charging requirements, and local climate hazards.

CDC’s Communication Resources (September 12, 2024) provides examples of a layered resource package, including audio-described and ASL videos, audio recordings and transcripts, easy-read summaries, infographics, discussion guides, activity sheets, and printable kit decals. These examples can help organizations think beyond a single written handout.

Apply rights guidance in the right jurisdiction

For the United States, the CDC states that people with disabilities have the right to receive services, physical access, and equally effective communication under the Americans with Disabilities Act, even during an emergency. This is a US-specific legal statement, not a universal description of disability rights law. Organizations elsewhere should consult applicable local law and public authorities.
