How to Make a Website Work Without External Network Requests

A practical guide to eliminating third-party runtime requests and making a website work offline after its resources have been cached.

To stop a website from contacting third-party services while it runs, move every required script, style, font, image, and data source onto the site’s own origin or package it with the app. For offline use, add a service worker that precaches the resources and routes users need, and make cache misses return a local fallback rather than silently reaching the network. A Content Security Policy (CSP) can restrict which origins each resource type is allowed to contact. These measures support an offline experience after the site has been loaded and cached; they cannot make a first visit work with no connection.

Decide what “no external requests” means

There are two different goals. A site can avoid third-party origins while still requesting pages or data from its own server. A stricter goal is to make no network requests at all during use, including same-origin requests. For that, the resources and data needed for supported tasks must already be available locally or in browser storage.

A disconnected device cannot retrieve a site it has never loaded. A service worker also needs to be delivered to the browser before it can cache resources or control pages. HTTPS is required for service workers in production; localhost is treated as a secure context for development. See MDN’s Service Worker API and Using Service Workers.

Find every source of runtime requests

Requests are not limited to JavaScript calls such as fetch(). The browser also retrieves HTML, scripts, stylesheets, images, fonts, and other resources referenced by a page or its CSS. Application features may request data from APIs as well. MDN’s guide to caching progressive web apps describes these resource requests and the Cache API.

Review every template, route, and interactive feature, including:

  • Third-party scripts, tag managers, analytics, and monitoring.
  • Remote fonts, image hosts, video players, maps, and embedded content.
  • Chat widgets, API calls, dynamically imported modules, and data refreshes.
  • Background or queued work designed to run when connectivity returns.

Build-time downloads are a separate matter: a build system may fetch packages while producing the site even if the deployed pages make no such runtime requests. Audit the shipped files and browser behavior, not only the source repository.

Remove or replace remote dependencies

For each dependency, choose a local replacement, remove the feature, or redesign it to work without a remote service. Store fonts, images, scripts, and styles on your own origin or bundle them with the application. Replace an external embed with locally available content or a static link, if that still serves the user’s purpose.

Features that depend on live APIs need special treatment. If they must work offline, cache the data required for the supported task or provide a useful saved-data view. If they cannot operate without a server, explain that limitation in the interface and avoid automatic retries when the goal is zero network use.

Choose a cache strategy for each resource

A service worker is associated with an origin and path. It can intercept navigation and resource requests made by pages within its scope, then return a cached response or another response you define. The Cache API stores request/response pairs. MDN describes service workers as “proxy servers that sit between web applications, the browser, and the network (when available)” in its Service Worker API documentation.

Decide what should happen on a cache hit and a cache miss. The right choice can differ between stable application files and frequently changing information.

Strategy Network behavior Trade-off
Cache-first Returns a cached response when available. A common implementation tries the network on a miss; strict no-network behavior requires replacing that fallback with a local response or error. Cached content can be quick and available offline, but may be stale.
Network-first Requests the network first and needs a cached fallback to work offline. Favors freshness when connected, but makes network requests and cannot provide uncached content offline.

These are design patterns, not guarantees: the fetch handler determines the actual behavior. A strict no-network policy must also account for features that intentionally fetch later, such as background synchronization. Precache the routes and resources users need

Register a service worker from the same origin and use its installation stage to prepare the resources required for the intended offline paths. MDN’s service worker setup guide explains installation, while its caching guide explains precaching and the Cache API.

Include more than the home page if users can navigate elsewhere: account for route documents or a route fallback, scripts, styles, fonts, images, and any data required by offline features. Define what happens when a requested item was not cached. For a strict policy, return an intentional offline page, placeholder, or clear error; do not call fetch() as an automatic fallback.

Service workers control only pages within their scope, not every request made by a browser or other sites. They may also add performance cost because the browser can need to start the worker to decide whether a response comes from cache or network. See MDN’s Service Worker API.

Restrict allowed sources with Content Security Policy

A CSP response header limits the resource locations a page may load. MDN explains that the Content-Security-Policy header lets administrators control resources the browser is allowed to load. Directives can be set for connections, scripts, styles, images, fonts, frames, and workers; default-src can provide a fallback for fetch directives.

Build the policy from the resource inventory and allow only sources the site needs. A restrictive policy can block legitimate code or assets if it does not account for the actual implementation, so test it across all routes and features. CSP is a guardrail against unwanted sources, not a substitute for removing dependencies or defining service-worker cache behavior.

Verify the site under disconnected conditions

Use browser developer tools to inspect the Network panel and identify requests by origin. Then test after the service worker has installed and the necessary resources have been cached:

  1. Load the site over HTTPS (or use localhost during development) and allow the service worker to install.
  2. Visit every supported route and use each feature that should work offline so required resources are available in the cache.
  3. Disable network connectivity in the browser’s developer tools, reload, and repeat the route and feature checks.
  4. Check the Network panel for unexpected third-party hosts and same-origin requests if the requirement is literally zero network activity.
  5. Request a resource that is not cached and confirm the defined local fallback or error appears without an attempted network request.
  6. Test cache updates and cleanup when deploying new versions so old cached files do not leave users with a broken mix of assets.

This procedure follows the documented request, cache, and CSP mechanics; its outcome depends on the site’s implementation and must be verified on that site.
