How to Make a Small-Business Cash-Flow Forecast for an Economic Downturn

A useful downturn cash-flow forecast is a dated schedule of money expected to enter and leave your business—not a guess at the next recession. Start with your reconciled bank balance, map receipts and payments by their expected dates, build a baseline from your own recent records, and then model clearly labeled downside assumptions. Review the forecast against actual cash results on a rolling basis so you can act before a payment date creates a shortage.

This guide is written for U.S. small-business owners. It covers immediate 30-day visibility, a rolling three-month or 13-week liquidity view, and the separate five-year projection used in a formal business plan.

What a downturn cash-flow forecast actually tells you

The central question is not whether the income statement shows a profit. It is whether enough cash will be in the bank when payroll, rent, suppliers, taxes, debt service, and other obligations are due. A sale can be profitable on paper while the cash is still tied up in an unpaid invoice. Conversely, a large payment for inventory can reduce cash today even though the inventory will be sold later.

A cash-basis forecast records the expected date of each receipt and payment. It therefore exposes timing problems that accrual revenue and expense reports can hide. The U.S. Small Business Administration (SBA) describes a monthly cash-flow forecast as a way to check which accounts you expect to receive and which payments you expect to make in the next 30 days.

Use more than one horizon when the decision requires it. These views complement one another rather than compete:

View Best use Typical detail Update cadence
30-day alert Spot an imminent inability to pay an obligation Every expected receipt and payment by date At least weekly, and whenever a material payment changes
Rolling three-month forecast Plan purchasing, staffing, collections, and discretionary spending while sales weaken Weekly or monthly cash timing plus operating drivers Regular rolling updates
13-week weekly forecast Manage tight liquidity or unusually uncertain collections One column per week, with detailed due dates inside each week Weekly
Formal business-plan projection Present a longer-term financial outlook to lenders or other stakeholders SBA guidance calls for a five-year prospective outlook, with monthly or quarterly detail in year one According to the purpose of the plan

A five-year plan does not replace a short-term cash schedule. A business can meet its long-term sales targets and still miss next Friday’s payroll because a customer paid late.

Set up the forecast before entering numbers

Use the reconciled bank balance as day one

Reconcile the checking account and other cash accounts first. The opening figure should agree with the bank after outstanding transactions, transfers, and deposits in transit are considered. Starting with an unreconciled accounting balance can make every later conclusion unreliable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Record the date and source of the opening balance. If the company has restricted cash, a client trust account, or money that cannot be used for ordinary operations, keep it separate rather than treating it as available operating cash.

Choose a cash basis, not an invoice or bill basis

Enter a customer invoice on the date you reasonably expect the money to arrive, not the invoice date. Enter a supplier bill, tax payment, loan installment, or payroll on the date cash is expected to leave. If a payment date is uncertain, use the most defensible date and flag the item for review.

Match categories to your real records

Use categories that reconcile to your bank and bookkeeping reports: customer collections, other receipts, inventory and suppliers, payroll and benefits, rent, taxes, debt service, software or subscriptions, insurance, utilities, owner distributions, and other recurring or known outflows. The SBA advises aligning forecast categories with actual reports so that plan-versus-actual comparisons are meaningful.

Gather the minimum source data

  • Recent bank statements and a current bank reconciliation.
  • Open invoices, customer payment terms, collection history, and known disputes or credits.
  • Supplier invoices, purchase orders, inventory plans, and negotiated payment terms.
  • Payroll dates, wages, benefits, payroll taxes, and contractor payments.
  • Rent, utilities, insurance, subscriptions, tax installments, debt service, and leases.
  • Recent sales by week or month, units sold, average selling price, returns, and seasonality.
  • Any committed capital purchase, renewal, owner draw, or unusual receipt.

Build the forecast step by step

1. Select the horizon and time buckets

For a first warning system, create a daily or date-specific schedule for the next 30 days. For management during a downturn, add at least a rolling three-month view. If collections or cash are especially tight, use 13 weekly columns, as SCORE’s cash-flow guidance suggests for some businesses. Keep the underlying transaction list by date even when the summary is weekly; the detail lets you find the exact day of a projected gap.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Enter opening cash

Place the reconciled opening cash in the first row. If you operate several accounts, show each account and a total, then identify any balance that is unavailable for ordinary operating expenses. Do not quietly include an undrawn credit line as cash; it is a potential financing source, not money already in the bank.

3. List receipts by expected arrival date

Start with named customer collections. For each invoice, record the customer or invoice reference, amount, contractual due date, realistic expected receipt date, and confidence level. A history of paying 15 days late is more relevant to the forecast date than a nominal “net 30” term. Add cash sales, refunds from vendors, grants or tax refunds that are genuinely expected, and other receipts separately so one optimistic item cannot hide a collection problem.

For uncertain invoices, create a base expectation and a downside timing assumption rather than silently moving the date. Do not count a sale until there is a reasonable basis for when cash will arrive.

4. List payments by due date and likely settlement date

Enter supplier and inventory payments, payroll, payroll taxes, rent, utilities, insurance, debt service, taxes, subscriptions, lease payments, owner distributions, and planned capital purchases. Distinguish a contractual due date from a date you have agreed with the payee. A payment that is routinely made early should be scheduled early; a proposed delay should not be treated as certain until the other party agrees.

5. Calculate the running balance

For each period, use this simple relationship:

Ending cash = Opening cash + receipts received − payments made

  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

The next period’s opening cash equals the prior period’s ending cash. Add a separate line for the lowest projected cash balance and the date it occurs. That low point is often more useful than the month-end total because a business can end a month positive after passing through a mid-month shortfall.

6. Build a credible baseline from actuals

Use recent sales, expenses, collection timing, payment timing, and seasonality as the starting point. Explain each change from that baseline with an identifiable driver. Examples include a known contract ending, a confirmed price change, a scheduled annual insurance renewal, a planned inventory buy, or a documented shift in customer payment behavior.

SBA contributor Tim Berry describes the objective of forecasting this way: “The goal of business forecasting is not what you might think. It isn’t about accurately guessing the future. It’s about running your business right.” He also notes that forecasting takes “good educated guesses,” not pinpoint accuracy. A forecast is useful when its assumptions are visible and revisable.

7. Add a labeled downside case

Create at least one downside column or copy of the forecast in which you change the business’s own cash drivers. Common drivers include:

  • Lower units sold or customer visits.
  • A lower average selling price or more discounting.
  • Longer invoice-collection intervals.
  • Higher returns, cancellations, or bad-debt risk.
  • Slower inventory movement and a later replenishment date.
  • Supplier payment dates moving earlier or discounts being lost.
  • Known increases in payroll, taxes, rent, insurance, or debt service.

There is no evidence-based universal “recession haircut” or standard cash-reserve percentage that fits every small business. Choose assumptions you can explain from your sales pipeline, customer concentration, historical collection days, inventory turns, contracts, and fixed obligations. Label the date and owner of each assumption so another person can challenge it.

Berry’s 2017 SBA article recounts one company’s experience in which sales were 20 percent below what had been expected after the 2008 Great Recession. That is an illustrative anecdote from one company, not a measured average and not a recommended assumption for your forecast.

8. Separate committed, likely, and discretionary items

Mark each line as committed, likely, or discretionary. A signed payroll obligation or tax deadline is different from a proposed equipment purchase. This classification helps you see what can actually change if the downside case produces a gap without pretending that every payment is optional.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

9. Run sanity checks

  • Does the opening cash agree with the reconciled bank balance?
  • Do the forecast categories map to the bank and bookkeeping reports?
  • Are receipts dated when cash is expected, rather than when sales are booked?
  • Are all payroll, tax, rent, debt, and supplier obligations included?
  • Are large one-time items visible instead of buried in an average?
  • Does the ending balance roll correctly from one period to the next?
  • Does the downside case change only assumptions you can explain?

A practical spreadsheet layout

A spreadsheet is sufficient for many small businesses if it is maintained consistently. Keep a transaction-level sheet and a summary sheet. The following columns provide enough detail to investigate a variance:

Column What to enter
Date expected The date cash should arrive or leave
Type Receipt or payment
Category Customer collection, payroll, inventory, rent, tax, debt service, and so on
Counterparty or reference Customer, supplier, agency, lender, or internal reference
Base amount Expected cash amount in the baseline case
Downside amount or date Changed amount or timing in the labeled downside case
Confidence Committed, likely, or uncertain
Actual date and amount Completed result entered during the review
Notes and driver Payment terms, collection contact, seasonality, or reason for a change

Use a summary tab to show opening cash, total receipts, total payments, ending cash, and the lowest projected balance for each week or month. Keep formulas visible and protect them from accidental overwriting. A separate assumptions tab should list the date, value, source, and owner of each material assumption.

How to use a 13-week forecast when liquidity is tight

Set up 13 weekly columns, beginning with the current week. Put the exact expected dates in the transaction sheet and aggregate them into the appropriate week. At the start of each week, replace the prior week’s forecast with actual receipts and payments, then add a new week at the far end. This rolling process keeps the horizon at 13 weeks instead of allowing it to shrink.

Pay special attention to weeks containing payroll, tax deposits, rent, debt service, annual renewals, or a large inventory purchase. A positive total over 13 weeks does not solve a negative balance in week four. If a week goes negative, identify the exact amount and date, then test actions against that point.

Update the forecast and perform variance analysis

Enter actual cash results regularly—weekly for a 13-week schedule and at least monthly for a broader management forecast. Compare actual receipts and payments with the forecast rather than simply replacing the forecast with new numbers. The difference is the information that improves your next estimate.

Classify each material variance:

  • Timing: The amount was reasonable but arrived or left on a different date.
  • Volume: Fewer units, customers, invoices, or purchases than expected.
  • Price: The average selling price, discount, wage, or supplier price changed.
  • Omission: A bill, tax, renewal, or receipt was missing from the model.
  • Assumption failure: A customer paid later, inventory moved more slowly, or a planned action did not occur.

Update the assumption or the action that caused the variance. For example, if a major customer has paid 20 days late for two consecutive cycles, move future receipts to a more realistic date and flag the collection plan. Do not “fix” the forecast by forcing the actual result into a different category.

What to do when the forecast shows a gap

Act while the gap is still projected. A forecast is most valuable when it gives you time to change a date, cost, or collection outcome before the obligation is due.

  1. Verify the gap. Recheck the opening balance, duplicated transactions, transfers, tax dates, payroll totals, and the expected receipt dates. Separate a one-day timing issue from a genuinely insufficient amount.
  2. Contact customers about collections. Confirm invoice receipt, resolve disputes, request a firm payment date, and prioritize the largest or most time-sensitive accounts. Record the expected date only when there is a defensible basis.
  3. Review inventory and purchasing. Delay or reduce replenishment that is not needed for near-term demand, and identify slow-moving stock. Tim Berry’s SBA guidance specifically highlights slow-moving inventory, bills paid, and invoices awaiting collection as cash-flow drivers.
  4. Pause or sequence discretionary spending. Revisit advertising, travel, equipment, subscriptions, owner distributions, and other costs that are not contractually committed. Preserve spending that protects revenue, safety, compliance, or essential operations.
  5. Discuss terms before a due date. Ask suppliers, landlords, lenders, or other counterparties whether a different schedule is possible. Any change should be documented and should not be entered as certain until it is agreed.
  6. Evaluate financing only with the actual terms in hand. A loan, credit line, lease change, delayed payment, or staffing reduction can have fees, covenants, tax effects, service impacts, or legal constraints. Review the agreement and obtain qualified professional advice rather than assuming a generic remedy fits.
  7. Re-run the scenarios. Show the cash effect of each proposed action, its timing, and what happens if the action fails. Keep the original baseline so you can measure the result.

How much cash will you need if sales slow down?

Do not answer this with a universal percentage. Calculate the largest projected cash deficit in the downside schedule, identify the date it occurs, and distinguish the amount needed to keep essential obligations current from an optional cushion. The result depends on fixed costs, collection delays, inventory requirements, payment terms, seasonality, and the length of the slowdown.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use this worksheet:

  1. Set the reconciled opening cash balance.
  2. Enter the downside receipts on the dates you realistically expect to receive them.
  3. Enter every committed payment through the chosen horizon.
  4. Calculate the lowest ending balance and its date.
  5. Test collection, purchasing, cost, and negotiated-term actions one at a time.
  6. Identify the remaining deficit, if any, and take it to the relevant lender, accountant, attorney, tax professional, or business adviser with the underlying schedule.

The forecast does not promise that sales will fall by a particular amount or that a particular cash cushion will be adequate. It gives you a transparent amount and timing to discuss.

Common forecasting failures and fixes

Failure Why it misleads Fix
Using profit as available cash Booked sales may not have been collected, and noncash or earlier payments affect the bank balance Record receipts and payments by expected cash date
Starting from an unreconciled balance Missing deposits or duplicate transactions distort every period Reconcile bank accounts before building the schedule
Applying an arbitrary downturn percentage It hides the actual drivers and can be far too mild or severe for the business Change units, prices, collection timing, returns, inventory, and outflows with labeled assumptions
Forecasting only month-end totals A mid-month shortage can disappear inside a positive monthly total Use dated transactions or weekly buckets for near-term liquidity
Leaving out taxes, payroll, renewals, or debt service These obligations arrive even when sales are weak Maintain a calendar of committed due dates and review it before each update
Assuming a customer pays on contractual terms Actual behavior may be later, especially during a downturn Use observed collection timing and flag disputed or uncertain invoices
Treating a possible financing source as cash Approval, availability, fees, and covenants are not guaranteed Show financing separately and model only confirmed terms
Failing to roll the forecast The schedule becomes obsolete as soon as one week passes Replace completed periods with actuals and add a new period at the end

Support for owners who want a second set of eyes

A tailored spreadsheet can be enough to begin. For help designing categories, checking assumptions, or interpreting a projected gap, the SBA’s financial-literacy resource guide points owners to Small Business Development Centers and SCORE. SCORE offers customized mentoring, and an SBDC can help adapt the schedule to the business’s records and local circumstances.

The SBA also identifies receivables, payables, available cash, bank reconciliation, and payroll as finance functions that owners need to manage. Bring your transaction-level schedule, assumptions, bank reconciliation, and actual-versus-forecast variances to an adviser. For financing, tax, lease, employment, or contract decisions, use the governing agreement and qualified professional advice rather than a generic online rule.
