To create an album in Windows 11, open Photos Legacy, then select Albums > +New album, check the photos or videos you want, and select Create. The album maker is a Photos Legacy feature; the newer Photos app organizes items in folders instead.

Why Albums may be missing
You may have opened the newer Photos app, which organizes photos in folders rather than albums. Microsoft identifies albums and legacy collections as Photos Legacy features. Its overview of changes in the new Photos app explains the distinction.

To check which app you are using, open its About section: Microsoft’s Photos guidance says the newer app shows Updated there, while Photos Legacy does not. In the newer app, go to Settings and select Open Photos Legacy under Photos Legacy to access the album maker.
Make a missing photo or video available
Photos Legacy shows the Pictures folder by default. If an item you want is not available to select, choose Folders at the top, select Add a folder, and choose the folder that contains the photo or video. Microsoft describes this folder-source step in its Photos Legacy instructions.

Use folders in the newer Photos app
If you prefer to stay in the newer app, organize the items with folders rather than trying to create an album: Microsoft’s guidance describes creating a folder from an already-added folder and dragging media into it. The newer app can also use legacy albums copied into its Folders section. See Microsoft’s instructions for managing photos and videos with Photos and its description of legacy album migration.
