How to Make a Monthly Budget That Accounts for Rising Living Costs

Build your monthly budget from take-home income and what you have actually spent—not from last year’s estimates or a national inflation rate. Review several months of transactions, update categories where your own bills have risen, make room for annual and seasonal costs, and compare the plan with what remains in your accounts.

The figures below are U.S. national data; the budgeting steps are useful for shaping a household plan, not a prescribed allocation.

1. Set the income your budget can actually use

Start with the money expected to be available during the month: take-home pay plus other reliable income. Use the amount that reaches your accounts after deductions, rather than gross salary. If your pay varies, make an initial plan using a cautious estimate and adjust it as actual income arrives; that is a practical approach, not a formula mandated by the agencies cited here.

2. Find out what you really spend

Review several months of checking-account and card statements. Add cash purchases, receipts, and spending from any other accounts so the budget reflects the whole household rather than only transactions on one card. The CFPB advises drawing up an “as-is” budget that accurately reflects current spending and checking bank statements to see whether the budget is realistic (CFPB spending guidance).

  • Recurring commitments: housing, utilities, insurance, transportation costs, debt payments, and subscriptions.
  • Variable essentials: groceries, fuel, and medical costs.
  • Savings: regular contributions and savings goals.
  • Flexible spending: wants and discretionary purchases.
  • Irregular expenses: costs that arrive annually, seasonally, or unpredictably.
  • Miscellaneous: a small category for expenses that do not fit neatly elsewhere.

This is an organizing option, not an official required category scheme. The CFPB recommends accounting for savings, miscellaneous costs, and expenses that do not arrive every month (CFPB spending guidance).

4. Adjust for rising costs using your own records

Compare recent bills and purchase totals with earlier months, category by category. If your grocery receipts, utility bills, rent, or fuel spending show a sustained change, update the amount assigned to that category. A national inflation rate can provide context, but it cannot tell you how much your own budget should change.

The Bureau of Labor Statistics (BLS) says the Consumer Price Index measures changes in prices paid by consumers. In the U.S. CPI-U, prices overall were up 3.4% over the 12 months ending August 2026; food was up 2.7% and shelter 3.0% over the same period. These are national averages, not a forecast for an individual household or a percentage to add to every budget line. Actual costs depend on what and where a household buys (BLS August 2026 CPI release; BLS CPI information).

5. Budget for costs that do not arrive every month

Look across several months—and, if useful, a full year—to find bills and purchases that can disappear from a month-by-month view. CFPB examples include insurance, medical expenses, tuition, school clothes, support for family members, seasonal recreation, gifts, charity, and vacations (CFPB spending guidance).

For a known annual cost, estimate the total and set aside one-twelfth each month. For example, if an expense is likely to total $600 over a year, reserving $50 per month builds toward it; revise the monthly amount if the estimate changes. This reserve is a practical budgeting method, not an amount prescribed by the CFPB.

6. Balance the plan, then check it against reality

Add planned expenses and savings, then compare the total with take-home income. The remaining amount should make sense alongside the account balance and transaction history. If the budget predicts more money left than you actually have, look for omitted cash spending, irregular bills, or categories that were set too low before assuming flexible spending is the whole explanation. The CFPB recommends checking statements carefully to test whether the plan is realistic (CFPB spending guidance).

Revisit the budget when income, employment, spending habits, or costs change. A budget is a working record of current circumstances, not a fixed promise about what each category must cost (CFPB budgeting guidance).

What national spending figures can—and cannot—tell you

National averages can show which categories are substantial across households, but they are not recommended targets for an individual budget. BLS reported average annual U.S. household expenditures of $78,535 in 2024, or $6,545 per month. Average housing spending was $26,266 a year and transportation was $13,318; together these categories represented over half of average spending. Food averaged $10,169 annually, including $6,224 for food at home and $3,945 for food away from home (BLS 2024 Consumer Expenditure Survey analysis).

Those figures describe national averages, not what a particular household should spend. Use your own income, bills, location, household needs, and purchase history to set the amounts in your budget.
