Tailor it to local hazards and each person’s medical, mobility, communication, and pet-care needs; keep a paper copy in case phones or internet service fail.
1. Learn your flood risk and how local alerts reach you
Check your address in FEMA’s Flood Map Service Center, then ask your local emergency management office which alerts, evacuation notices, and shelter information apply to your area. A map is a planning aid, not a substitute for current instructions: flooding can develop quickly, and flash floods may arrive with little warning.

Enable available local alerts. FEMA’s flood guidance also identifies the Emergency Alert System and NOAA Weather Radio as ways to receive warnings. The FEMA App can provide National Weather Service alerts for up to five selected locations and help locate shelters; see FEMA’s emergency supply kit guidance for related preparedness information.
2. Write a household communication and meeting plan
Choose a meeting place near home and a second location outside the neighborhood in case you cannot return. Name one out-of-area contact who can relay messages if local lines are congested. Keep a printed contact sheet with household members’ phone numbers and email addresses, the contact’s details, school and workplace contacts, meeting places, and local emergency numbers.

Agree on a backup communication method. FEMA recommends texting or messaging when calls may not go through. Keep the paper contact sheet accessible, and make sure household members know how to use it if a phone is lost, discharged, or out of service. Guidance on planning communications appears in FEMA’s power outage guidance.
Include children, older adults, people with disabilities, and anyone who may need help evacuating or receiving instructions. Identify neighbors who may need a check-in, but do not put anyone at risk to reach them. Add pets and service animals to the plan; check in advance whether intended destinations accept them.
3. Decide where to go—and when to leave
Choose more than one evacuation route and destination, and identify a safe place to shelter if travel is unsafe or officials tell you to stay put. Practice the routes and meeting plan. Keep essential supplies and documents easy to take, rather than relying on a route that may be blocked once flooding begins.

Follow local instructions when deciding whether to evacuate or shelter in place. If officials order an evacuation, leave promptly. If you are unsure whether a route is passable, do not attempt to cross floodwater or drive around a barricade. If trapped inside, move to the highest level of the building but not into a closed attic, where rising water could block escape. Do not touch electrical equipment if it is wet or you are standing in water. Return only when officials say it is safe.

FEMA’s 2025 flood information sheet warns that just one foot of moving water can sweep a vehicle away. Its instruction is direct: “Do not walk, swim, or drive through flood waters.” Water depth can be deceptive, and floodwater can conceal hazards, carry contamination, or become electrically charged by downed lines. Find FEMA’s flood guidance for more information.
4. Prepare for several days without electricity
Make an inventory of what stops working when power is lost: medical equipment, mobility or communication devices, refrigeration, heating or cooling, elevators, and phone charging. Ask the relevant clinician, pharmacist, or utility how to manage power-dependent medical equipment and refrigerated medication. Agree in advance on a backup power or relocation plan for life-sustaining equipment; do not assume a general-purpose power bank or generator can safely run medical equipment.
Keep supplies suited to your household’s needs and local advice, including:

- Water and nonperishable food.
- Prescription and essential over-the-counter medicines, plus a plan for any medication that needs refrigeration.
- First-aid and hygiene supplies, and any baby or pet supplies the household needs.
- Flashlights or lanterns with spare batteries, plus a battery-powered or hand-crank weather radio.
- Phone charging options, such as a charged power bank, and charging cables for household devices.
- Copies of key documents and a printed household contact sheet.
Match quantities to the number of people, medical requirements, and local recommendations. A portable phone power bank can help keep communications available, but it is not a substitute for a device-specific backup for medical equipment.

5. Protect documents and property before a warning
Store important papers in a waterproof container and keep password-protected digital copies. Move valuables and critical items above likely flood levels where feasible. FEMA also lists measures such as clearing drains, using check valves, and considering a battery-backed sump pump. Their usefulness depends on the property’s flood pathways and installation conditions; no one device suits every home.
Review insurance before a flood occurs. FEMA says standard insurance policies do not cover flooding and points consumers to the National Flood Insurance Program. Check policy terms and coverage directly; do not assume an ordinary homeowners or renters policy includes flood damage.

Food and refrigeration
Keep refrigerator and freezer doors closed, and use thermometers to monitor temperatures. FEMA’s 2024 outage sheet estimates that a refrigerator keeps food cold for about four hours and a full freezer for about 48 hours when doors remain closed. Discard refrigerated food exposed to 40°F or higher for more than four hours. Do not treat outdoor winter temperatures as a safe refrigerator. FEMA’s reminder is: “When in doubt, throw it out!”
Lighting, generators, and carbon monoxide
Use flashlights or battery-powered lanterns instead of candles. Unplug sensitive equipment or use surge protection as appropriate. Never run a generator, camp stove, or charcoal grill inside a home, garage, or other enclosed space. FEMA’s outage sheet says generators and other fuel-burning equipment should be outdoors and at least 20 feet from windows, doors, garages, and other building openings. Never use a gas stove, oven, grill, or dryer to heat the home.

Use battery-backup smoke and carbon monoxide alarms. The CDC also advises a battery-powered or backup carbon monoxide detector when using a generator; see its generator safety guidance.
Water, temperature, and medical needs
Follow local water advisories and use your planned safe drinking-water supply if officials advise against tap water. Have a plan for heating or cooling, charging phones, medication storage, and medical equipment. If indoor temperatures become unsafe, relocate to a pre-identified powered location when travel is safe. A household member who depends on powered medical equipment may need to relocate before conditions deteriorate.
7. Review and practice the plan
Put the plan where everyone can find it, share it with caregivers or other trusted helpers, and practice how to contact one another and leave for the meeting place. Revisit it when someone’s needs, contact details, school or workplace arrangements, or local risks change. Make sure each person knows where the paper copy and emergency supplies are kept.
