How to Make a Bootable Windows 11 USB Drive from an ISO (Official Method Explained)

For a physical Windows 11 installer, Microsoft’s supported path is the Media Creation Tool. On a Windows PC with a reliable internet connection, open Microsoft’s Windows installation-media page, select Create Windows 11 Installation Media, choose Download Now, run MediaCreationTool.exe, and follow its guided USB-creation process.

Microsoft’s documentation treats an ISO as a separate download intended for a virtual machine or DVD media. It does not provide a screen-by-screen procedure for writing an already-downloaded ISO to a USB drive. That distinction matters: mounting or browsing an ISO is not the same as creating bootable installation media.

If your goal is to start Windows Setup on a physical PC, use the USB-creation workflow rather than assuming that an ISO file can be copied like an ordinary document. The tool prepares the removable drive as installation media, while the ISO download serves the other uses Microsoft identifies.

What you are actually creating

A Windows 11 ISO is a file containing installation media. A bootable USB drive is physical media prepared so a computer can start Windows Setup from it. Those are related but different outputs.

Microsoft documents two official paths:

Output Officially described use How Microsoft describes obtaining it
USB installation media Starting Windows Setup on a physical PC Use the guided Media Creation Tool workflow
ISO file Using Windows in a virtual machine or creating DVD media Download the ISO from the Windows 11 download page

The USB route is the practical answer when you need to reinstall Windows on a physical computer. If you already have an ISO and specifically want to write that file to USB, Microsoft’s cited instructions do not describe the required utility, settings, or verification steps. Do not assume that copying the ISO file onto a flash drive, or double-clicking it to inspect its contents, makes the drive bootable.

Opening or mounting an ISO only gives you access to the files inside it. It does not, by itself, prepare the USB’s boot structure or turn the drive into installation media. Keep that distinction in mind whenever a download page offers both an ISO and a guided USB option.

Choose the right route before you begin

Your intended destination determines which Microsoft workflow makes sense:

If you need to… Use… Why
Start Setup on a physical PC Media Creation Tool and its USB option It is Microsoft’s guided method for creating USB installation media.
Install Windows in a virtual machine An ISO file Microsoft identifies the ISO as suitable for virtual-machine use.
Create DVD media An ISO file and a DVD-creation method Microsoft identifies the ISO as suitable for creating DVD media.
Turn an existing ISO into USB media with another program The chosen utility’s own current documentation Microsoft’s cited page does not specify that third-party procedure or its settings.

This comparison also prevents a common mistake: downloading an ISO when what you really need is a ready-to-boot USB. If you have not downloaded anything yet, return to Microsoft’s Windows 11 download page and choose the installation-media tool for a physical-PC installation.

Requirements and safety checks

Prepare these items before starting:

  • A Windows PC with a reliable internet connection.
  • A blank USB flash drive with at least 8 GB of capacity. Microsoft warns that the creation process erases the drive, so copy anything important from it to another location first.
  • Access to the target PC’s manufacturer instructions for opening its boot menu.
  • A separate backup of files on the target PC if you plan to perform a clean installation.

The 8 GB figure is Microsoft’s minimum capacity for installation-media creation; the documentation does not require a particular USB brand, model, connector, or transfer speed. A larger drive may be useful for other storage, but capacity beyond the stated minimum is not presented as a Windows 11 requirement.

Use a drive you can identify confidently in the tool’s list. If more than one removable drive is connected, disconnect the ones you do not intend to erase or identify the correct one before confirming the operation. The central safety rule is simple: treat every existing file on the selected USB as disposable unless you have a verified copy elsewhere.

The reliable internet connection matters because the Media Creation Tool is a guided download-and-creation process. Do not plan on interrupting it casually or removing the drive while it is preparing the media. If you need files from the USB, move them to another location before beginning rather than relying on recovery afterward.

Create the bootable USB with Microsoft’s Media Creation Tool

  1. Open Microsoft’s Windows 11 download page. Go to the Create installation media for Windows support page and locate the section labeled Create Windows 11 Installation Media.
  2. Download the tool. Select Download Now. The downloaded program is named MediaCreationTool.exe. Use the Microsoft page rather than an unrelated download site so that you are following the documented route.
  3. Prepare the USB. Insert a blank flash drive with at least 8 GB of space. If it contains files, stop and copy them elsewhere. The official process is destructive to the selected drive’s existing contents.
  4. Run the program. Open MediaCreationTool.exe and proceed through its guided prompts. Microsoft describes this as a guided process for creating installation media, but its support page does not publish the current text of every screen, so labels can differ slightly as the tool is updated.
  5. Choose the USB installation-media option when prompted. Select the inserted flash drive rather than the ISO-download option if your goal is a physical, bootable installer. Confirm the correct drive carefully before accepting any erase or format prompt.
  6. Let the tool finish. Keep the PC connected to the internet and do not remove the USB while the tool is downloading Windows files and preparing the media. When the process reports completion, close the tool and remove the drive safely.

The important distinction is that the Media Creation Tool prepares the USB for you. You are not merely saving an ISO file to removable storage; the tool creates installation media intended to start Windows Setup.

Because Microsoft does not publish the current wording of every screen in the cited instructions, follow the purpose of each prompt rather than expecting a particular sequence of labels. Select the USB destination when the tool asks what media to create, and pause whenever a prompt identifies a drive that will be erased. If a prompt offers an ISO output instead, that is the alternative route for the file-based scenarios, not the direct USB result you are trying to create.

  • 31 labels included – pre-printed and blank: Each pack contains 19 pre-printed color-coded labels and 12 blank white labels for organizing drives by project, department, person, or event category. Labels attach directly to each drive for quick identification during multi-user distributions.

What happens to the USB during creation

Microsoft recommends a blank drive because its contents are erased during creation. That warning applies to the USB selected for installation media; it is separate from what later happens to the target PC.

Before pressing a confirmation button, check the drive’s identity and capacity. Do not use the USB as the only place where you keep a backup. A backup is useful only if it is stored somewhere other than the media that will be erased and can be opened or otherwise verified before you begin.

When the tool finishes, the drive’s purpose has changed from general storage to Windows installation media. You can then use it with the target PC’s boot menu. The creation step does not, by itself, clean-install Windows or remove files from the target computer’s internal storage.

If you already downloaded a Windows 11 ISO

Microsoft’s installation-media page identifies the ISO as an alternative output for a virtual machine or DVD media. It does not give a current, step-by-step method for turning an existing ISO into a bootable USB with a separate program.

That means there are two responsible choices:

  • Need a physical Windows 11 installer? Return to the download page and use the Media Creation Tool’s USB workflow. This follows the official instructions and avoids guessing at third-party utility settings.
  • Need the ISO for a virtual machine or DVD? Keep the ISO and use it for that stated purpose. An ISO can be opened or mounted for access to its files, but that action alone does not establish that a USB drive is bootable.

If you decide to use a separate ISO-writing utility, obtain that utility’s current instructions from its own official documentation before selecting partition, firmware, filesystem, or persistence settings. Those details are not specified in Microsoft’s cited guidance, so they should not be presented as Microsoft’s procedure.

In particular, do not infer that a setting is correct merely because a utility displays options for it. Partition layout, firmware mode, filesystem choices, and any persistence feature can affect whether a computer recognizes the result, but Microsoft’s page does not prescribe values for those options. The safe boundary is to follow the selected utility’s current official instructions and keep that procedure distinct from Microsoft’s Media Creation Tool workflow.

Start the target PC from the USB

Creating the USB and booting a computer from it are separate operations. After the media is complete:

  1. Shut down or restart the target PC and connect the installation USB.
  2. Open the computer’s boot menu during startup. The key and timing vary by manufacturer and model; there is no single universal key that Microsoft recommends. Use the manufacturer’s directions for that specific PC.
  3. Choose the USB installation media in the boot menu.
  4. Continue through Windows Setup. Follow the options shown for the installation type you need.

Read the manufacturer’s directions before restarting so you know when the boot-menu command must be pressed and what the menu calls the USB device. Avoid relying on a generic key list: a key that works on one model can be wrong on another.

If the USB does not appear in the boot menu, first confirm that you created the media with the tool rather than simply copying an ISO file. Then check the target manufacturer’s boot-menu and firmware instructions. Reconnect the drive, make sure it is the intended installer, and avoid changing firmware settings at random; the correct procedure depends on the model.

Seeing the USB in a file browser is not proof that the PC can boot from it. The relevant test is whether the target computer’s boot menu recognizes it as installation media and starts Windows Setup when selected.

Back up before choosing a clean installation

The installer USB is not what erases the target computer by itself. Data loss occurs when you choose an installation path that removes the existing Windows environment. Microsoft warns that a clean installation removes personal files, applications, manufacturer customizations, and settings. Read the installation choices carefully and make a separate backup before continuing.

Back up documents, photographs, browser data, license information, and any other files you cannot replace. Store the backup somewhere other than the USB being used for installation. The creation process can erase that removable drive, and a clean installation can erase data on the target PC.

When the USB is only being created and no installation has started, the target PC’s internal files are not changed by that creation step. The destructive effect documented for the media-creation process applies to the USB’s existing contents.

Keep the two risks separate while planning: creating the installer can erase the removable drive, while selecting a clean-installation path can remove data and configuration from the target PC. A careful backup plan addresses both, and it should be completed before you boot into Setup.

Check Windows 11 firmware compatibility

Windows 11’s minimum requirements include UEFI firmware and Secure Boot capability. Before attempting an installation, check the target PC’s specifications or manufacturer documentation for those capabilities. A bootable USB does not remove Windows 11’s hardware requirements; it only provides a way to start Windows Setup.

Firmware menus and terminology differ between systems. If the manufacturer’s documentation says the machine uses legacy firmware only, or lacks Secure Boot capability, resolve that compatibility question before relying on the USB as an installation solution. The cited Windows 11 requirements page is the appropriate reference for the requirement itself: Windows 11 System Requirements.

Do not treat successful USB creation as proof that the target hardware qualifies. The Media Creation Tool can prepare installation media, but compatibility is a property of the computer where Windows 11 will be installed. Check the target model’s documentation before making changes to firmware or starting a clean installation.

Common points of confusion

“I copied the ISO to the USB. Why will it not boot?”

Copying a file is not the same as creating bootable installation media. The official workflow described by Microsoft uses the Media Creation Tool. Recreate the drive with that tool instead of treating the ISO as an ordinary document.

“I mounted the ISO and copied the folders. Is that enough?”

No. Mounting or browsing exposes the ISO’s contents, but Microsoft’s documented USB path is the guided Media Creation Tool. The cited instructions do not establish that manually copying mounted files produces bootable media.

“The USB had files on it, and they disappeared.”

That is an expected consequence of the official creation process. Microsoft recommends a blank drive because existing contents are erased. Restore the files from your separate backup if you saved them before creating the installer.

“Which key opens the boot menu?”

The key is manufacturer- and model-dependent. Consult the target computer’s instructions rather than relying on a universal-key list that may be wrong for your machine.

“Can I install without backing up?”

You can start Setup, but Microsoft’s warning about clean installation is decisive: personal files, applications, manufacturer customizations, and settings are removed. Back up first and verify that the backup is readable.

“Does the USB have to be a certain brand or speed?”

Microsoft’s cited instructions establish a minimum capacity of 8 GB and a blank drive. They do not identify a required brand, model, connector type, or speed.

“Can the ISO be used for something else?”

Yes. Microsoft identifies the ISO as suitable for a virtual machine or for creating DVD media. Those uses are different from making a physical PC boot from USB.

“Is a bigger USB required?”

Microsoft specifies at least 8 GB. A larger drive is not identified as a Windows 11 requirement, although it may be used for other storage if you are willing to dedicate it to the creation process and accept that its contents will be erased.

“Will creating the USB erase my computer?”

The documented erase warning concerns the selected USB’s existing contents. A clean installation is the separate step that removes personal files, applications, manufacturer customizations, and settings from the target PC.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Why does the tool offer an ISO?”

The ISO is a separate output for the virtual-machine and DVD scenarios Microsoft describes. Choose the USB option when your objective is to boot a physical PC from removable installation media.

A practical decision path

  1. Your goal is to reinstall Windows on a physical PC: use the Media Creation Tool and its USB option.
  2. Your goal is a virtual machine: download or retain the ISO and use it as virtual installation media.
  3. Your goal is a DVD: retain the ISO for DVD creation, following the instructions for the DVD-burning method you choose.
  4. Your only input is an existing ISO and you insist on USB output: Microsoft’s page does not specify the writing procedure. Find current instructions from the chosen utility’s official documentation rather than guessing at settings.

This path also clarifies where Microsoft’s instructions end. The first three choices match the uses identified on the Windows download page. The last choice requires a separate utility and therefore a separate set of instructions; do not label those settings as Microsoft’s official method.

Final pre-install checklist

  • The USB is blank or its contents are backed up.
  • The drive has at least 8 GB of capacity.
  • The Media Creation Tool was downloaded from Microsoft’s Windows installation-media page.
  • MediaCreationTool.exe completed its guided USB-creation process.
  • The target PC’s boot-menu instructions are available.
  • Important target-PC files are backed up separately from the installer USB.
  • You understand that a clean installation removes personal files, apps, manufacturer customizations, and settings.
  • The target PC meets the stated UEFI and Secure Boot capability requirements for Windows 11.
  • You know whether your goal is physical USB installation, a virtual machine, or DVD media.
  • You will not remove the USB while the creation process is still downloading or preparing files.

For most physical-PC installations, the reliable answer to “How do I make a bootable Windows 11 USB?” is therefore to use Microsoft’s Media Creation Tool, not to copy an ISO file manually. The ISO remains useful for the virtual-machine and DVD scenarios Microsoft documents, while the USB workflow handles the preparation needed to start Windows Setup on compatible hardware.

Frequently Asked Questions

What is the official way to make a bootable Windows 11 USB?

On a Windows PC with a reliable internet connection, download MediaCreationTool.exe from Microsoft’s Windows installation-media page, run it, choose the USB installation-media option, and follow the guided prompts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Microsoft specifies a blank USB flash drive with at least 8 GB of capacity. The cited instructions do not require a particular brand, connector, model, or transfer speed.

Will creating the installer erase the USB?

Yes. Microsoft recommends a blank drive because the creation process erases its existing contents. Back up anything important elsewhere first.

Can I just copy the Windows 11 ISO to a flash drive?

No. Copying or mounting an ISO is not the same as creating bootable installation media. Use the Media Creation Tool for the documented USB workflow.

What is the ISO download used for?

Microsoft identifies the ISO for use with a virtual machine or for creating DVD media. It is a separate output from the guided USB-creation path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which key opens the target PC’s boot menu?

There is no single universal key. The timing and key vary by manufacturer and model, so follow that computer’s instructions.

Does making the USB erase files on the target PC?

Creating the USB affects the selected removable drive. A clean installation is the separate operation that removes personal files, applications, manufacturer customizations, and settings from the target PC.

What should I check before installing Windows 11?

Back up important target-PC files, read the manufacturer’s boot-menu instructions, and confirm that the computer meets Windows 11’s requirements, including UEFI firmware and Secure Boot capability.

The Bottom Line

For a physical Windows 11 installation, use Microsoft’s Media Creation Tool: prepare a blank USB with at least 8 GB, run MediaCreationTool.exe from Microsoft’s installation-media page, select the USB option, and follow the prompts. Do not confuse copying or mounting an ISO with making bootable media. Back up the USB and target-PC files separately, use the manufacturer’s boot-menu instructions, and confirm UEFI and Secure Boot capability before a clean installation.
