Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minuteMaintain the trail at invoice level. For every inward supply considered for input tax credit (ITC), link the source document to supplier and transaction data, business-use and taxable/exempt-use tests, the Section 17(5) classification and exception (if any), the amount allowed or blocked, the accounting entry, return treatment, electronic credit-ledger reference, and every reversal or correction. This creates a traceable path from document to books, return and ledger when an auditor tests the credit.
What a Section 17(5) audit trail must demonstrate
Section 17(5) is only one part of the eligibility analysis. Section 17(1) limits credit to goods or services used in the course or furtherance of business. Section 17(2) requires apportionment when inputs or input services are used for both taxable (including zero-rated) and exempt supplies. Section 17(5) then blocks credit for enumerated categories, subject to the exceptions in the current statutory text. Your register should show that all three questions were considered, not merely that an expense was screened for a blocked category.
As an Amazon Associate I earn from qualifying purchases.
The trail is a connected set of records rather than a prescribed spreadsheet. The Central Goods and Services Tax (CGST) Act and Rules specify the books, documents and checks; they do not mandate one software layout. A defensible design lets a reviewer start with a figure in a return or the electronic credit ledger and work backward to the accounting entry, ITC register, source document and classification decision.
Use the current consolidated wording and amendment history applicable to the transaction period when applying Section 17(5). The official text and exceptions are available from the CBIC Section 17 page. Do not assume that every cost resembling a broad category is automatically blocked, and do not carry an old interpretation into a later tax period without checking amendments.

The statutory records behind the trail
Books and registers under Section 35 and Rule 56
Section 35 and Rule 56 frame the accounts a registered person must keep. Rule 56 covers accounts of tax payable, tax collected and paid, input tax and ITC claimed, along with registers of tax invoices, credit notes, debit notes and delivery challans. It also requires a log of each entry edited or deleted when the records are electronic. The rule text is on the CBIC Rule 56 page.
Documents that support an ITC claim
Rule 36 identifies the documents on which ITC may be availed, including specified supplier invoices, debit notes, import bills of entry or similar import documents, and Input Service Distributor documents. Store the applicable document itself, or a stable, retrievable reference to it, with the corresponding register line. See the CBIC Rule 36 page.
Retention under Section 36
Section 36 generally requires accounts and records to be retained until 72 months from the due date of the annual return for the relevant year. If a record relates to an appeal, revision, other proceeding or an investigation for a Chapter XIX offence, retain it until one year after final disposal or for the ordinary period, whichever is later. Confirm the annual-return due date and whether a proceeding extends the period for each record set. The statutory wording is on the CBIC Section 36 page.

What an audit may verify
The official audit rules describe verification of the documents underlying books, returns and statements, including ITC availed and utilised. Organise evidence so an officer can see both why a credit was treated as eligible and why another amount was blocked, apportioned, reversed or corrected. The audit rules are published at CBIC’s assessment and audit rules page.
Design the invoice-level data model
Use a controlled register or system in which every credit decision has a unique key. A practical key combines the GSTIN, tax period, supplier document type and document number; add an internal line identifier where one document contains multiple tax treatments. The following fields give an auditor a complete route through the transaction.

| Record group | Fields to capture | Why it matters |
|---|---|---|
| Source and parties | Recipient GSTIN; supplier name and GSTIN; document type; document number; document date; source-file location | Identifies the Rule 36 document and lets the reviewer retrieve it |
| Amounts | Taxable value; CGST, SGST/UTGST and IGST amounts; total tax; currency where relevant | Reconciles the document to books, return figures and the credit ledger |
| Commercial reference | Purchase order or contract reference; receipt or delivery reference; concise description of goods or services | Connects the invoice to what was ordered and received |
| Use tests | Business or non-business use; taxable/zero-rated or exempt use; allocation percentage or method where mixed | Documents the Section 17(1) and 17(2) analysis |
| Section 17(5) review | Potential blocked category; clause considered; exception relied on; factual rationale; reviewer and review date | Shows that the current statutory text and any exception were applied to the facts |
| Disposition | Eligible, blocked, apportioned or exception-queue status; eligible amount; blocked amount; apportioned amount | Explains exactly what was claimed and what was withheld |
| Accounting and return | Journal or voucher number; purchase-register line; return period and table treatment; reconciliation reference | Links the tax decision to the books and the filed return |
| Ledger and corrections | Electronic credit-ledger reference; reversal, reclaim or correction amount; date; reason; supporting approval or document | Preserves the history of later changes and their tax effect |
| Change history | User; timestamp; old value; new value or deletion; reason; linked approval or correction evidence | Meets Rule 56’s electronic edit/delete-log requirement |
Keep the source file name or document identifier stable. If files are moved, update the location through a controlled change rather than replacing the old reference. A broken link can make a valid credit look unsupported during an audit.
A step-by-step workflow
1. Capture the Rule 36 document at receipt
- Collect the supplier invoice, debit note, import bill of entry or other applicable Rule 36 document when the inward supply is recorded. For an Input Service Distributor credit, retain the relevant ISD document.
- Check that the document type is appropriate for the transaction and that applicable particulars are present. Record document number, date, supplier GSTIN, tax values and the file location in the register.
- Match the document to the purchase order, contract, goods-receipt note, service-acceptance evidence or other receipt reference used by your business. Where evidence of receipt or use is not yet available, mark the line for follow-up instead of silently treating it as eligible.
2. Perform the business-use and exempt-use tests
- Determine whether the goods or services are used in the course or furtherance of business. Record the factual basis, such as the cost centre, project, asset or operational activity.
- Determine whether the use is wholly for taxable or zero-rated supplies, wholly for exempt supplies, or mixed. For mixed use, record the allocation method and the portion assigned to taxable use.
- Separate non-business and exempt-use amounts before the Section 17(5) screen. A cost can fail Section 17(1) or require Section 17(2) apportionment even when it is not in a Section 17(5) category.
3. Screen the current Section 17(5) text
- Compare the nature and use of the supply with the applicable clause in the consolidated Section 17 text for the transaction period.
- If a listed category appears relevant, record the clause, the facts that trigger it and the amount potentially blocked.
- Check every exception in that clause. Record the precise exception relied on and the evidence supporting it; do not enter a generic note such as “business expense.”
- Where facts, documents or legal interpretation are incomplete, assign an exception-queue status. Hold the amount out of the claim, or obtain the required review, until the missing evidence is resolved.
- Set the final disposition to eligible, blocked or apportioned, and record the reviewer and date. If an exception changes the result, preserve both the initial screening and the final decision in the change history.
4. Post the accounting entry and claim decision
Post the tax and expense or asset amounts with a reference back to the register line. The register should distinguish the total tax on the document from the amount eligible for ITC and the amount blocked or allocated. This prevents a later reviewer from mistaking the invoice tax total for the claimed credit.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches5. Reconcile the purchase register, return and credit ledger
- Compare the purchase or ITC register with the amount reported in the relevant return period and table treatment. Record the reconciliation date and the person who performed it.
- Compare the claimed amount with the electronic credit-ledger movement. Identify timing differences, supplier-document mismatches, duplicate entries, credits claimed in a different period, and amounts reversed or reclaimed later.
- For each difference, record the reason, amount, affected period and evidence. Link a reversal journal, amended return working, supplier document or approval rather than overwriting the original line.
- Document the cadence your control owners follow. The cited rules establish the record and audit context, but they do not prescribe a particular weekly or monthly reconciliation frequency.
6. Lock and preserve the history
Use permissions that separate data entry, review and approval where practical. Once a return is filed, restrict changes to an approved correction process. Every edit or deletion in an electronic register must remain visible with the user, time, previous value, new value or deletion, reason and linked evidence. This is the operational meaning of Rule 56’s edit-log requirement; a database’s ordinary “last updated” timestamp is not a substitute for a full history.
Classifying difficult Section 17(5) items
Broad expense labels are not a sufficient decision rule. “Travel,” “food,” “vehicle,” “construction” or another ledger description may contain supplies with different statutory outcomes. Review the underlying supply, its use and the current clause rather than blocking an entire account.
| Situation | Register treatment | Evidence to retain |
|---|---|---|
| Clearly outside the listed categories and used for taxable business activity | Mark eligible after the Section 17(1), 17(2) and document checks | Rule 36 document, receipt/use reference and reviewer approval |
| Potentially within a listed category | Record the clause, hold the amount for review and mark blocked unless a documented exception applies | Invoice, factual description, clause analysis and exception evidence if applicable |
| Mixed taxable and exempt use | Allocate under the applicable Section 17(2) method and retain the calculation | Use schedule, allocation workings and approval |
| Business-use facts or receipt evidence incomplete | Place in the exception queue; do not silently claim the full amount | Outstanding-evidence note, follow-up owner and final resolution |
| Later reversal, reclaim or correction | Keep the original decision and add a linked adjustment with date and amount | Journal, return working, approval and reason for change |
For a transaction near a boundary, preserve the facts that made the decision reasonable at the time: contract terms, recipient or user details, project records, receipt evidence and the text of the exception considered. The official Section 17 page should be checked again when an amendment affects the transaction period.

Reconciliation controls that make the trail usable
A register that cannot be tied to filed returns is only an invoice archive. Build three explicit links for each claimed line:
- Document to register: the source file or stable reference, supplier and document number match the register line.
- Register to books: the journal, voucher or purchase-register reference carries the same tax amounts and disposition.
- Books to return and ledger: the return period and table treatment, plus the electronic credit-ledger reference, explain when the amount entered, was reversed or was reclaimed.
Keep a reconciliation exception log. Useful exception types include duplicate document numbers, tax-head differences, supplier GSTIN mismatches, credits claimed in a later period, missing source files, blocked amounts posted as eligible, and reversals without a linked reason. Assign an owner and resolution date to each item; preserve the original exception after it is closed so the control history remains auditable.
Electronic records and change-history safeguards
Electronic storage is acceptable when it preserves the required records and allows them to be produced. At minimum, configure:
- Role-based access for entry, review, approval and administration.
- An append-only or otherwise protected event log for every edit and deletion.
- Old and new values, user identity, timestamp, reason and linked approval in each event.
- Document links that remain readable for the full retention period, with a controlled migration process if systems change.
- Periodic exports of the register, event log and reconciliation reports in a format that can be opened without the production application.
- Search by GSTIN, supplier document number, tax period, return reference, journal number and ledger reference.
Do not overwrite a classification because a later reviewer reaches a different conclusion. Add a new review event, record the effective date and explain whether the change affects a filed return, reversal or reclaim.
Retention planning and legal holds
Calculate the ordinary 72-month period from the due date of the annual return for the relevant accounts and records, not simply from the invoice date. Maintain a retention schedule by financial year and record type so invoices, registers, returns, ledgers and change logs remain together.

Apply a hold when an appeal, revision, other proceeding or Chapter XIX investigation concerns the records. Keep the affected material until one year after final disposal or the ordinary Section 36 period, whichever is later. Release or destroy records only through an approved process that checks for open matters and preserves the destruction log.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Preparing an audit evidence package
Before responding to an audit, create an index that lets an officer sample any credit and reach the underlying evidence quickly. Assemble:
- Invoice-level ITC register for the requested periods, with filters and totals preserved.
- Rule 36 source documents and a document-location index.
- Section 17(1) business-use and Section 17(2) taxable/exempt allocation workings.
- Section 17(5) clause assessments, exception evidence and reviewer approvals.
- Journal or voucher references tying the register to the books.
- Return-period reconciliations and explanations for timing differences or mismatches.
- Electronic edit and deletion logs covering the records supplied.
- Electronic credit-ledger references and evidence for reversals, reclaims and corrections.
- Retention schedule and any legal-hold notice affecting the period.
Include a short explanation for each sampled item that states the supply, use, clause considered, amount claimed or blocked and the location of supporting evidence. The audit rules describe verification of underlying documents and ITC availed and utilised; an indexed package addresses that verification scope without promising that every query will end with the same conclusion.
Manual register or accounting software?
Either approach can work if it produces the required records and controls. A spreadsheet may be practical for a small volume, but its edit history, document links, access controls and retention need deliberate configuration. Accounting software may automate purchase registers and reconciliations, yet a product is not compliant merely because it has a GST label. Test the actual workflow against the following decision axes.
| Control question | What to verify before adoption |
|---|---|
| Source linkage | Can every claimed line open the invoice or other Rule 36 document and preserve that link through system changes? |
| Section 17(5) logic | Can users record a distinct category, clause, exception, rationale and review date rather than one yes/no flag? |
| Edit and delete history | Does the system retain every electronic change with user, time, old value, new value or deletion and reason? |
| Reconciliation output | Can it export purchase-register, return and electronic credit-ledger reconciliations, including unresolved exceptions? |
| Retention and retrieval | Can records and logs be retrieved for the Section 36 period, including after migration or user departure? |
| Access and approvals | Can entry, review and correction permissions be separated and evidenced? |
The official sources permit electronic records subject to prescribed requirements, but they do not endorse a particular vendor or establish that any package satisfies these controls. Document your evaluation and retain the configuration and control-testing evidence.

Common failure modes and fixes
One “eligible ITC” total with no invoice detail
Why it fails: A total cannot show which document, supplier or clause produced the amount. Fix: Maintain one line per document or tax treatment and link it to the source file, books and return.
Blocking an entire expense account
Why it fails: Section 17(5) applies to enumerated categories and exceptions, while Section 17(1) and (2) address different tests. Fix: Classify the actual supply and use, cite the clause considered and record the exception analysis.
Overwriting a prior decision
Why it fails: The reviewer cannot tell what was claimed, reversed or corrected, and Rule 56 requires an electronic edit/delete log. Fix: Append a review or correction event with old and new values, reason and approval.
