How to Limit What an AI Agent Can Access on Windows

The reliable way to restrict an AI agent on Windows is to give it a separate identity or isolation boundary, then grant only the files, folders, devices and services required for its task. Do not assume that a permission prompt applies only to the component that displayed it. In Microsoft’s documented MCP preview, a user-file approval is granted to the host application and can therefore cover other MCP servers used by that host. Likewise, a folder mapped into Windows Sandbox remains visible to the sandboxed process, even when the mapping is read-only.

The correct setup depends on what you are running: experimental Windows 11 Copilot Actions, an MCP server registered with the Windows on-device agent system, an untrusted Win32 workload in Windows Sandbox, a packaged application using AppContainer, or an enterprise agent working with Microsoft 365 and Windows 365 for Agents.

Start with a boundary, not a permission prompt

An AI agent normally acts through a host application, account or service identity. If that identity is your everyday Windows account, the agent may inherit every file, credential, application and network permission already available to you. A narrowly worded prompt cannot undo that inheritance.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use this order of operations:

  1. Choose an isolation boundary. Use a separate agent account and session, an AppContainer, Windows Sandbox, or an enterprise identity and Cloud PC boundary that your workflow supports.
  2. List the smallest useful resource set. Name the exact folders, files, devices, network endpoints and cloud teams needed for the task.
  3. Grant access explicitly. Prefer a read-only grant when the agent only needs to inspect data.
  4. Test the task in a non-sensitive location. Check what works before exposing production files.
  5. Revoke or remove access after the task. A temporary grant should not become a permanent data path.

A separate Windows user account by itself is not equivalent to AppContainer isolation. The account boundary limits which user profile and ACLs are inherited; AppContainer adds a container identity and capability checks that can restrict files, registry, devices, processes, windows and network access.

Copilot Actions agent account and workspace Windows 11 users trying Microsoft’s experimental Actions experience A separate agent account, contained workspace and user-controlled grants to supported local resources Experimental and build-dependent; supported folders and settings can change
Contained MCP server Developers or users of MCP tools integrated with the Windows on-device agent registry A separate Windows session and agent account; user-file access requires a host-mediated approval A file grant applies to the host and can be available to other MCP servers used by that host; preview packaging limits apply
Windows Sandbox Testing an untrusted Win32 app or disposable agent workload A disposable desktop; only explicitly mapped host folders are exposed Mapped files are still exposed; writable mappings can carry changes back to the host

Limit Windows 11 Copilot Actions access

Microsoft describes Copilot Actions as an experimental experience, not a universal control for arbitrary third-party agents. Its documented design uses an agent account separate from the signed-in PC user, an agent workspace and user transparency controls. The workspace is intended to limit visibility into the user’s desktop activity while allowing the user to authorize, monitor and take over actions.

Check whether the preview is available

The documented enablement path is Settings > System > AI components > Agent tools > Experimental agentic features. This path is tied to a preview feature, so the label or availability can differ by Windows build, account, region or rollout status. If the setting is absent, do not treat that as a fault and do not substitute an unrelated “reduce protections” setting.

Enable only when you intend to test it

  1. Open Settings and follow the experimental agent-feature path above if it exists on your build.
  2. Read the feature description and enable it only for the account and machine where you plan to evaluate the workflow.
  3. When an action requests local data, inspect the named folders before approving.
  4. Grant only the known folders needed for the task. Microsoft’s preview documentation describes support for a limited set of local known folders, such as Documents, Downloads, Desktop and Pictures, plus resources accessible to all accounts.
  5. Use the workspace controls to monitor activity and take over when an action is unexpected.
  6. Revoke a folder or resource grant as soon as the task no longer needs it.

What this boundary does and does not mean

The agent account is separate from your interactive account, and the workspace is intended to contain the agent’s activity. That is a meaningful reduction in inherited access, but it is not a guarantee that every Windows agent is isolated this way. The documented experience is limited to supported resources and is still experimental. A third-party application that merely uses an AI model does not automatically run inside the Copilot Actions workspace.

Contain an MCP server in its own Windows session

Microsoft’s Windows on-device agent registry documentation says that a contained MCP server runs in an agent session by default. The server receives its own identity in a separate Windows session and agent account. Without an explicit grant, it does not directly access the user’s session, including the user’s files, settings, registry, credentials, applications, open windows or executables that modify the user session.

Default access in the contained session

The contained server can use resources belonging to its agent environment, including the internet, agent-owned files and registry entries, and executables available in that session. That separation is useful because a server can perform its task without inheriting the interactive user’s complete desktop context.

Approve user folders carefully

An MCP server can request access to known user folders through declared package capabilities. The host application mediates the request and presents the consent prompt. Before approving, identify:

  • which folder is requested;
  • whether the task needs read access, write access or both;
  • how long the access is needed; and
  • which other MCP servers use the same host.

The last point is the critical scope warning. Microsoft states that file permissions are granted to the host, not individually to the server that requested them. Once you approve access to user files, other MCP servers used by that host may also be able to access those files. Treat the host as the trust boundary, not the individual server name in the prompt.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Understand preview limitations and the protection-reduction setting

The containment documentation describes packaged applications with identity as contained in the preview. It also says unpackaged applications and MCP bundles cannot run in containment under that preview. Confirm that the component you intend to run is packaged and supported before depending on the boundary.

Microsoft documents a setting at Settings > System > Advanced > AI components > Reduce protections for agent connectors. This setting reduces protections and enables more access and privileges; it is not a way to make an agent safer. Do not turn it on as a troubleshooting shortcut unless your administrator has evaluated the consequences and you deliberately accept the weaker boundary. The source page reports a last update of November 18, 2025, so verify the wording and behavior against the Windows build you are managing.

Use Windows Sandbox for a disposable Win32 workload

Windows Sandbox provides a disposable desktop environment for untrusted Win32 applications. Changes made inside the sandbox are discarded when it closes. That disposable state does not make host files invisible: every folder you map from the host becomes available to the sandbox process.

Prepare a minimal working directory

  1. Create a dedicated host folder containing only the input files the agent needs. Do not map your entire profile, cloud-sync root, password store, browser data or credential directories.
  2. Prepare a separate output folder if the agent must produce files. Keep it isolated from your main documents until you have inspected the results.
  3. Configure the Sandbox workload with the mapped-folder option and set the mapping to ReadOnly when the agent only needs to inspect data.
  4. Launch the sandbox and verify inside it that the expected input is present and unrelated host folders are absent.
  5. Run the agent, then close the sandbox when finished. The sandbox’s own software, files and state are deleted at disposal.
  6. Inspect any output copied back to the host before opening it with a trusted application.

Read-only mapping is exposure control, not invisibility

A read-only mapping prevents writes through that mapping, but the files remain visible to applications running in the sandbox. If the sandboxed process is compromised, it can still read the mapped content. Read-only is therefore appropriate for an inspection task, not for confidential data that the process should never see.

Microsoft warns that files and folders mapped from the host can be compromised by applications in the sandbox. If a mapping is writable, changes made through it persist after the sandbox is disposed. Use a dedicated working directory for required writes and treat everything returned from it as untrusted until checked.

Consider Protected Client mode

Sandbox configuration also exposes a Protected Client option that runs Windows Sandbox inside an AppContainer isolation environment. Microsoft describes AppContainer as adding credential, device, file, network, process and window isolation. Protected Client can strengthen separation, but compatibility may suffer. Test the exact workload with non-sensitive data before making it part of a routine.

Use AppContainer when you control the application

AppContainer is a developer-facing boundary for isolating an application from resources it does not need. A packaged application receives a container identity, and declared capabilities participate in access checks. The effective access is bounded by both the Windows user or group permissions and the AppContainer permissions.

Declare only required capabilities

For an agent component you package or launch, define its needs separately:

  • Files and registry: allow only the directories and keys required for the task.
  • Network: distinguish whether the agent needs no network, outbound access to specific services, or broader connectivity.
  • Devices: begin with none; Microsoft’s described environment blocks device resources by default and allows them only when needed.
  • Processes and windows: avoid access to the interactive desktop unless the workflow genuinely requires it.
  • Credentials: keep secrets outside the agent’s accessible stores and avoid exposing the user’s credential material.

Test the capability set as a matrix

Do not validate AppContainer by checking only whether the main task starts. Test file reads, file writes, registry access, network calls, device access and process or window interaction independently. A capability that is harmless for one operation can expose substantially more data than the agent needs for another.

Windows 11’s application-isolation overview describes Win32 app isolation as a low-integrity AppContainer process combined with least-privilege access to securable objects declared through package capabilities. The exact API and packaging route depend on whether the component is a packaged app, a Win32 process or an MCP server. AppContainer and Windows Sandbox are related but not identical: Sandbox uses a disposable, virtualized environment, while AppContainer applies capability- and ACL-based restrictions to an application identity.

Control enterprise and cloud-hosted agents with identity

Agents that work with Microsoft 365 data need controls beyond a local Windows folder. Microsoft recommends distinct agent identities and least privilege for shared or cloud environments.

Scope Microsoft Entra access packages

Microsoft Entra access packages can standardize grants, include roles and permissions, and allow rights to expire or be revoked. Scope a package to the specific resources, teams and operations required by the agent. Use an expiration for temporary projects and review the grant when the task, team or data sensitivity changes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use Windows 365 for Agents as an execution boundary

Windows 365 for Agents is described as an agent-only Cloud PC environment combining Microsoft Entra identity, isolation and resource policies. It is a governed cloud execution option, not a consumer Windows toggle. Administrators still need to define the resource policies and downstream permissions; merely placing an agent in a Cloud PC does not make every connected file or service safe.

A practical least-privilege rollout

For a personal Windows test

  1. Use a non-sensitive Windows account or a supported agent account rather than your daily profile when the workflow allows it.
  2. Prepare a small test folder with synthetic or already-public data.
  3. Choose Copilot Actions, contained MCP, or Sandbox according to the workload and support status on your build.
  4. Start with read-only access and no device or credential access.
  5. Observe every requested folder and host-level consent prompt.
  6. Remove the grant and delete the test data when the experiment ends.

For a developer-owned agent

  1. Package the component in the form required by the supported containment route.
  2. Declare the minimum capabilities and create ACLs for only the required resources.
  3. Run isolated tests for files, registry, network, devices and process or window interaction.
  4. Test failure handling: the agent should stop or request a new grant when a resource is unavailable, rather than falling back to the interactive user’s broad access.
  5. Document every capability so another administrator can review and revoke it.

For an organization

  1. Give the agent a distinct identity and avoid sharing a human administrator’s credentials.
  2. Use access packages or equivalent role assignments for specific teams and resources.
  3. Set expiration and review dates for temporary grants.
  4. Run the agent in an approved Cloud PC or contained session when local desktop access is unnecessary.
  5. Keep a record of which host applications can receive user-file grants, especially where MCP servers share a host.

Common mistakes and fixes

  • Mapping an entire user profile into Sandbox: replace it with a dedicated input folder and a separate output folder.
  • Assuming read-only means private: remember that read-only files are still readable; do not map data the agent should not see.
  • Approving an MCP request for one server without checking the host: review every MCP server using that host before granting user-file access.
  • Turning on “Reduce protections for agent connectors” to make a connector work: recognize that this weakens protection and increases access; use only after an explicit security decision.
  • Assuming a separate user account is AppContainer isolation: use a supported container or sandbox when capability-level restrictions are required.
  • Relying on a preview setting indefinitely: verify the current Windows build, feature availability and supported package type before deployment.
  • Returning sandbox output directly to production: quarantine and inspect files created by the agent before opening or importing them.

How to verify that the restriction is working

Use a test plan that attempts both allowed and forbidden operations. The agent should be able to complete the intended task, receive a clear denial for an unlisted folder, fail to access the interactive user’s credentials and desktop state when the boundary promises that separation, and lose access after a grant is revoked.

For Sandbox, close the environment and confirm that only deliberately mapped writable content changed on the host. For MCP, review the host-level grant and test with another server that uses the same host so you understand the real sharing scope. For AppContainer, test each declared capability independently. For enterprise deployments, review identity assignments and expiration state rather than relying on the Cloud PC boundary alone.

What Windows cannot promise by itself

No single Windows switch restricts every AI agent. An application can choose its own hosting model, and a preview feature can change between builds. A model provider’s behavior, an MCP host’s permission design and an administrator’s cloud role assignments all affect the effective boundary.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The dependable pattern is therefore layered: isolate the process or identity, expose a deliberately small resource set, use read-only access where possible, monitor consent and activity, and remove grants when the work is finished.
