You can reduce the personal information retailers receive for sale or sharing, especially if you are a California consumer, by using a retailer’s “Do Not Sell or Share My Personal Information” control and an accepted Global Privacy Control (GPC) signal. Those steps are worthwhile privacy measures, but they do not guarantee a lower price, an identical price for every shopper, or an end to every form of personalization. Check the item and transaction details independently, keep records of a failed opt-out, and treat claims about individualized pricing as fact-specific.
What personalized pricing means
Personalized pricing is the use of information about a particular consumer to estimate what that person may be willing to pay, then tailor a price, offer, discount, or other commercial term. In a January 2025 interim study, Federal Trade Commission (FTC) staff discussed data intermediaries and information that could feed such estimates. Examples included location, demographic information, browsing or shopping history, and online behavior such as mouse movements.
As an Amazon Associate I earn from qualifying purchases.
Those inputs describe possible sources of information, not a finding that every retailer uses every one of them. A retailer might receive information directly through an account, loyalty activity, or checkout, or it might obtain information through an intermediary. The FTC materials discuss those possibilities in general terms. They do not identify a particular retailer that charged a named person more for a particular item.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
That description is narrower than ordinary price variation. A price can change because of inventory, demand, timing, a different sales channel, shipping costs, taxes, a promotion, or an error. A different price on two devices, or a price that changes later in the day, is not by itself proof that a retailer used your personal data to set it. The FTC study materials describe hypothetical examples and say the information was aggregated or anonymized to protect confidential business information; they do not establish that a named retailer charged a particular individual more for a particular item.

Why the distinction matters
Privacy controls generally address how a business may sell or share information. A pricing decision may involve information the retailer already collected directly, information retained in your account, a loyalty record, or a commercial system not covered by the particular opt-out you used. Therefore, a successful privacy request can reduce data flows without changing the price displayed to you.
It is useful to ask two separate questions: “What information may this business sell or share?” and “Why did this offer appear for me at this moment?” The first may be answered by a privacy preference center. The second may require comparing the complete transaction and considering ordinary commercial explanations. An opt-out result cannot, by itself, reveal the algorithm, data source, or business rule behind a price.
What information may be involved
The FTC’s examples show why a shopper’s online experience can be more complicated than a single cookie or account field. Location can affect which inventory, delivery options, or offers are shown. Demographic information can be part of a profile held by a data intermediary. Browsing and shopping history can indicate interests or prior activity. Online behavior, including actions such as mouse movements, was also among the kinds of information discussed in the staff materials.
These examples are not a checklist proving that a particular price was individualized. They are categories that may appear in systems used for marketing, offers, or other commercial decisions. A retailer can also use nonpersonal factors such as inventory and demand. The presence of one of these data points in a privacy notice does not establish that it was used to set the price you saw.
What a privacy opt-out changes—and what it cannot promise
| Question | Retailer-specific request | Global Privacy Control signal |
|---|---|---|
| Coverage | One business and, depending on its process, its associated accounts or devices. | A browser or device preference signal sent to covered businesses that recognize it. |
| Effort | You locate the privacy link, read the choices, and submit the request. | After you enable a qualifying signal, transmission can be automatic for sites that honor it. |
| Typical scope | A request to opt out of sale or sharing, plus any separate account or advertising choices the business offers. | A communicated opt-out of sale or sharing; it is not automatically a request to delete an account or stop every use of data. |
| Confirmation | The retailer may show a confirmation or preference center; the exact response varies. | Your browser may show that the signal is enabled, while the business may provide its own acknowledgment. |
| Guaranteed price result | None established. | None established. |
The California Privacy Protection Agency (CPPA) describes both routes for California consumers. California businesses that sell or share covered personal information generally must provide a clear, conspicuous link, commonly labeled “Do Not Sell or Share My Personal Information” or “Your Privacy Choices.” The CPPA says a business cannot require you to create an account merely to process an opt-out.
An opt-out is therefore a control over a specified data practice, not a price-equality law. The available materials do not show that using the link or GPC must change a displayed price or block every possible personalization method.
Sale or sharing is not every privacy setting
A preference center may present several choices together. Sale or sharing, targeted advertising, analytics, communications, personalization, and account controls can be listed separately. Select the choice that actually addresses sale or sharing, then read any additional options the retailer provides. Declining promotional email, for example, is not necessarily the same request as opting out of sale or sharing.
The scope also matters over time. A signal or request may address a business’s covered activity, while information already held in an account or needed for an order can remain subject to other policies. The materials do not establish that an opt-out deletes an account, erases purchase records, or stops every internal use of information.
Steps California consumers can take
1. Find the retailer’s privacy choice
Look in the website footer, account privacy settings, or a checkout privacy notice for “Do Not Sell or Share My Personal Information” or “Your Privacy Choices.” Read the categories presented before submitting. Some preference centers separate sale or sharing from targeted advertising, analytics, communications, or account settings.

- Open the retailer’s privacy link.
- Select the option to opt out of sale or sharing of personal information.
- Complete the request without creating an account if you are not already a customer.
- Save the confirmation screen, email, or preference-center status.
Do not assume that declining marketing email is the same as opting out of sale or sharing. They can be separate controls.
If the page asks you to choose among several categories, note exactly what you selected. A record of the wording can help you distinguish a request about data sale or sharing from an advertising or communications preference. If the link sends you to a separate preference center, save that page’s status as well as the date you submitted the request.
2. Enable Global Privacy Control where it is available
GPC is a browser or device preference signal that can communicate an opt-out of sale or sharing to covered businesses that recognize a qualifying signal. Enable it in a browser or privacy tool that supports GPC, then verify that the setting is active. The signal can be useful when you visit many businesses because it avoids repeating the same form, but its practical effect depends on whether the business is covered and honors the signal.
Think of GPC as a preference sent from a particular browsing context. If you shop on several browsers, devices, apps, or household accounts, a signal enabled in one place may not represent every context in which information is collected. A retailer-specific request can provide a direct record with that business, while GPC can reduce the effort of submitting the same type of choice repeatedly.
GPC should not be described as a price-setting switch. The CPPA materials support its use as a privacy choice; they do not establish that a retailer must show you a lower price, the same price as another shopper, or a nonpersonalized offer after receiving it.
3. Review account and loyalty-program settings
Sign in only when necessary and inspect the account’s privacy, personalization, and communications panels. A loyalty program may associate purchases with an account in exchange for stated benefits. The available guidance does not establish that leaving every loyalty program is necessary or that leaving one will lower a price. Before changing enrollment, check which discounts, points, receipts, or services the retailer says are tied to the program and decide whether the privacy trade-off is worth it.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteLook for separate controls rather than assuming one switch governs the whole account. A loyalty setting, an advertising preference, and an opt-out of sale or sharing may have different descriptions. Save the status of each choice you change, especially if the account offers a preference center that can later be revised.
4. Reduce optional data sharing in the account
Turn off optional personalization, audience, or data-sharing choices when the retailer offers them. Keep required information separate from optional fields where the interface allows. Avoid entering demographic details that are not needed for the transaction. These steps may reduce the information available for future marketing or offers, but the sources do not establish a particular pricing result.
Do not remove information that is needed to complete delivery, prevent fraud, or perform another stated checkout function merely because it appears in a privacy panel. Instead, distinguish required fields from optional profile information and read the retailer’s explanation of each setting. The practical goal is to limit optional data flows without confusing a necessary transaction detail with an advertising preference.

5. Compare the same transaction carefully
If you are checking for a possible difference, compare the identical item, model, size, quantity, seller, shipping speed, delivery location, taxes, fees, membership status, coupon, and time of purchase. A marketplace listing, a mobile app, and a physical store can have different costs or inventory even when the product name looks identical. Comparison shopping can reveal a difference; it cannot, by itself, prove profiling caused it.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Write down the final checkout total rather than comparing only the headline price. A membership discount, a required shipping charge, a regional tax, or a different fulfillment option can change the amount you actually pay. If you compare after an opt-out, record the account status and the precise time; a later price movement still may have an unrelated explanation.
6. Keep evidence if a control fails
Record the date and time, the page address as displayed in your browser, the wording of the privacy choice, screenshots of the submission and any error, and the response you received. Do not include unnecessary account credentials in your notes. If a California business makes the opt-out difficult or nonfunctional, use the CPPA’s official complaint and guidance channels. Filing a complaint does not guarantee a refund or a particular enforcement result, but contemporaneous records make the problem easier to describe.
Preserve the evidence in a way that does not expose more personal information than necessary. You can redact unrelated order details while keeping the retailer name, the control you used, the error message, and the date. If the business provides a confirmation number or preference status, keep that record with the screenshot.
How to investigate a suspected price difference without jumping to conclusions
A disciplined check helps separate personalization from normal commercial pricing. Use the following sequence before making a legal allegation.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Define the item. Write down the exact product identifier, variant, quantity, seller, and condition.
- Capture the complete price. Include shipping, taxes, service charges, required membership, coupons, and the final checkout total.
- Fix the context. Use the same delivery ZIP code or address, currency, channel, and approximate time.
- Record account status. Note whether you were signed in, enrolled in a loyalty program, using a coupon, or browsing as a guest.
- Check ordinary explanations. Look for inventory changes, a timed promotion, regional fees, surge or demand notices, and different fulfillment options.
- Repeat without changing several variables at once. If you clear a cookie, switch devices, or sign out, record exactly what changed.
- Save the evidence. Keep screenshots and receipts with timestamps rather than relying on memory.
- Use the privacy process separately. Submit an opt-out, wait for the retailer’s stated processing period, and document the result. Do not treat a later price movement as proof that the opt-out caused it.
This process can show that two offers differed under controlled conditions. It still may not identify which data source, algorithm, or business rule produced the difference. Only the retailer’s records or an investigation with appropriate evidence could establish that.
For a useful comparison, change one condition at a time. Compare signed-in and guest views only after recording every other variable, and compare browser or device views without silently changing the delivery location or membership status. The more conditions that change together, the harder it is to identify the cause of a difference.
What current law and federal policy say
California privacy rights are specific
The CPPA’s guidance concerns rights to opt out of the sale or sharing of covered personal information and the use of qualifying preference signals such as GPC. Those rights depend on the consumer, the business, the information, and the activity falling within California’s law. They do not require every retailer to offer every person the same price, and they do not automatically cover every use of data in a pricing system.
California is the practical example addressed here, not a complete guide to all U.S. states. State privacy statutes and definitions are changing. A reader outside California should check the privacy agency or attorney general for the applicable state, and a business should verify its coverage and obligations before drawing a legal conclusion.

Even in California, the relevant question is whether the business and activity fall within the law’s coverage and whether the information involved fits the applicable definition. A privacy link can be a useful starting point, but it is not a determination that a retailer’s pricing practice is lawful or unlawful.
The FTC’s August 2026 action is a proposal
In an August 2026 announcement, the FTC described a proposed enforcement policy statement concerning personalized pricing. The agency said it does not have authority to ban personalized pricing in all circumstances. The proposal focuses on situations in which companies use personal data without adequate disclosure or otherwise violate laws the FTC enforces. It is not a final rule and is not a general prohibition on individualized prices.
FTC Chairman Andrew N. Ferguson stated: “The FTC does not have the legal authority to ban personalized pricing in all circumstances, but businesses that fail to tell consumers how their personal data is being used to set a price may be in violation of the FTC Act and other laws we enforce.” The statement identifies a possible disclosure and deception issue; it does not establish that any particular retailer violated the law or that an opt-out must produce a different price.
Because the policy status and state privacy requirements can change, check the FTC legal-library material and the relevant state privacy agency or attorney general for current information. Do not treat a proposed policy statement as if it were a final rule, and do not assume a federal statement supplies the same remedy as a state opt-out process.
Trade-offs when limiting data
Privacy versus convenience
Opting out can reduce data sharing while leaving ordinary checkout and account functions intact. A loyalty program may still offer a discount only to enrolled members, and a retailer may require information needed to deliver an order, prevent fraud, or comply with a legal obligation. Review the stated consequence of each toggle instead of assuming that every privacy choice has the same effect.
One signal versus many accounts
GPC is efficient across participating sites in the browser or device where it is enabled. A retailer-specific request gives you a direct record with that business and can expose additional settings. If you shop on several browsers, devices, apps, or household accounts, a signal enabled in one place may not represent every context in which information is collected.
Privacy control versus price evidence
A price can remain unchanged after an opt-out because the retailer uses a fixed public price, information it collected directly, or a pricing input outside the request’s scope. Conversely, a price can change after an opt-out for an unrelated reason. Keep the privacy objective and the price investigation as two separate questions.
Benefits versus information disclosure
A loyalty program or account can provide stated benefits while also associating activity with the account. The materials do not establish that enrollment is always required for a transaction or that leaving guarantees a lower price. Compare the concrete benefit you would lose with the privacy choice you want to make, and rely on the retailer’s own description rather than assuming the trade-off.

Frequently Asked Questions
Does Global Privacy Control guarantee a lower price?
No. GPC communicates an opt-out of sale or sharing to covered businesses that recognize the signal. The available guidance does not establish that it must change the price or stop every form of personalization.
Best Value
Can a retailer require me to create an account to opt out in California?
The CPPA says a covered business cannot require account creation merely to process a California consumer’s opt-out request.
Can GPC stop a retailer from using information it already has?
Not necessarily. GPC communicates an opt-out of sale or sharing; it is not automatically a request to delete an account or stop every use of data. The exact scope depends on the business and the applicable law.
Does a different price prove that my browsing history was used?
No. Inventory, timing, channel, location, shipping, taxes, promotions, and other ordinary factors can produce different prices. A difference alone does not identify its cause.
Should I compare the headline price or the checkout total?
Compare the complete transaction: the same item and quantity, seller, shipping, taxes, fees, membership status, coupons, delivery location, and timing. A headline price can omit costs that explain the difference.
Are these opt-out rights the same in every U.S. state?
No conclusion of that kind is supported here. The practical rights described are California guidance, and state laws and business coverage vary and change.
Should I leave a retailer’s loyalty program to avoid personalized pricing?
Not automatically. The available guidance does not establish that leaving is necessary or will lower a price. Review the program’s stated data practices and benefits before deciding.
What should I save if a privacy link does not work?
Keep the date and time, page address, wording of the opt-out, screenshots of errors or submission attempts, and any response. California consumers can use the CPPA’s official complaint and guidance channels for a difficult or nonfunctional opt-out.

The Bottom Line
Use California retailer privacy links and a qualifying GPC signal to limit sale or sharing of personal information, while remembering that neither control guarantees a lower price or ends every form of personalization. Compare identical transactions, document what happened, and check the privacy authority for the state whose rules apply.
