Steam can cap its own download rate without extra software or hardware. In the desktop client, open Steam > Settings > Downloads, enable Limit Download Speed, and select a rate. Start with a conservative limit, then play or stream while a download runs; lower the cap if the session still suffers, or raise it gradually if the connection remains stable. Steam displays bytes per second (KB/s or MB/s), while internet plans normally use bits per second (Kbps or Mbps), so compare them only after accounting for the 8:1 conversion.
What Steam’s bandwidth limit actually controls
The setting limits the rate used by Steam’s PC client for game downloads and updates. It does not reserve a guaranteed amount of capacity for your game, video call, or stream, and it cannot correct every cause of lag. Wi‑Fi interference, upload saturation, bufferbloat, a busy household connection, an overloaded game server, or an in-game problem can still affect performance after Steam is capped.

There is no Valve-published universal number that works for every connection. A cap that is comfortable on a 1 Gbps fiber line may be excessive on a 25 Mbps connection, while a very low cap can make a large update take unnecessarily long. Treat the limit as an adjustable control and tune it while using the activity you want to protect.

What you need before changing the setting
The central procedure requires only the current Steam desktop client and an active download or update. No Steam Link hardware, Ethernet cable, gaming router, monitoring appliance, subscription, or third-party optimizer is required. You need access to the Steam account’s client settings; the control is not a setting in your broadband provider’s account.
Decide which activity you are protecting first. An online game is sensitive to delay and packet loss, a live broadcast also needs dependable upload capacity, and Steam Link needs enough room for the video stream sent from the host PC. The same download cap can behave differently for each use case and at different times of day.
Set a Steam download cap
- Open the Steam desktop client.
- Select Steam > Settings.
- Choose Downloads in the Settings sidebar.
- Find Limit Download Speed and turn the option on.
- Select the maximum rate from the control Steam provides, then close Settings. The download manager will reflect the active limit.
Steam’s exact labels and layout can change between client releases, but the Downloads section is the relevant location. If the switch is enabled and a download appears faster than expected, check the units and verify that the download is actually being handled by Steam rather than another launcher or a browser.
The Downloads page is also where Steam exposes related management information. The download manager displays the active bandwidth limit along with queued work, so you can confirm that the setting was accepted rather than relying on a brief speed reading. If several games are waiting, queue controls can determine which title receives attention first, but reordering does not increase the connection’s total capacity.
Read the units correctly before choosing a number
Steam expresses its limit in bytes per second, normally kilobytes per second (KB/s) or megabytes per second (MB/s). Broadband plans are usually advertised in bits per second, such as Mbps. A byte contains eight bits, so the headline figures are not directly interchangeable.
| Advertised connection rate | Approximate equivalent download rate | How to interpret it in Steam |
|---|---|---|
| 100 Mbps | 12.5 MB/s | A cap near 12.5 MB/s would theoretically consume the whole line before protocol overhead and other traffic. |
| 50 Mbps | 6.25 MB/s | A lower Steam value leaves more room for play, streaming, and normal network overhead. |
| 10 Mbps | 1.25 MB/s | Even a modest-looking MB/s setting can use most of the available connection. |
These are unit conversions, not recommended caps. Real throughput varies with overhead, Wi‑Fi conditions, congestion, the download server, and simultaneous upload traffic. If Steam shows KB/s, convert using the same eight-to-one relationship: 8,000 Kbps is approximately 1,000 KB/s before overhead.
For another quick check, 80 Mbps is about 10 MB/s, and 20 Mbps is about 2.5 MB/s. Those figures describe the theoretical relationship only. A plan’s advertised rate is not a promise that Steam will sustain it, and a cap expressed in MB/s should not be compared directly with a speed-test result expressed in Mbps.

Choose a starting cap without guessing a “magic” rate
Because Valve does not specify a one-size-fits-all limit, use an observe-and-adjust method:
- Note the rate currently shown by Steam and the speed tier of your internet plan, keeping bits and bytes separate.
- Enable the limit at a conservative value that is clearly below the connection’s approximate maximum. The first value is a test point, not a permanent recommendation.
- Start the online game, gameplay stream, voice chat, or other activity that was being disrupted while the download continues.
- Check for the symptoms that matter to you: rising in-game latency, stream quality drops, buffering, voice distortion, or pages becoming unusably slow.
- If disruption remains, lower the cap and test again. If the session is stable and the download is taking longer than you can accept, raise the cap in small steps and retest.
Change one variable at a time. This makes it easier to tell whether the Steam rate, the stream quality, or another part of the network is responsible for a change.
Do not infer a suitable cap from download size alone. A 100 GB game may finish eventually at any enabled rate, but the useful setting depends on whether you need it finished immediately or need spare capacity for a session. A household with several simultaneous users may need a lower cap than a single-player household on the same plan, while a quiet wired connection may tolerate a higher one.
Match the Steam control to the problem
Steam has several download-management controls. They are not interchangeable; choose based on whether you need downloads to continue, to avoid a particular time window, or to stop activity during play.
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →| Control | Best use | What it changes | Important qualification |
|---|---|---|---|
| Limit Download Speed | Downloads should continue while leaving capacity for another activity. | Places a ceiling on Steam’s download rate. | No universal value or guaranteed latency improvement exists. |
| Update scheduling | An update starting at the wrong time is the main problem. | Controls when Steam is allowed or encouraged to fetch updates. | Labels and choices can vary by client version. |
| Queue ordering | You want a particular game updated first. | Reorders pending downloads in the download manager. | It changes priority, not the connection’s total capacity. |
| Per-game update behavior | You want to decide whether other updates run while a game is being played. | Controls update behavior associated with a game. | Review each game’s current setting in its Properties or update controls. |
| Pause downloads while playing or streaming | Any background downloading is unacceptable during a session. | Stops or defers downloads during the activity, where the current client offers that option. | Verify the wording and behavior in your installed client. |
Think of these as different answers to different questions. A cap answers “How fast may Steam download?” Scheduling answers “When may it begin?” Queue ordering answers “Which pending item goes first?” A pause option answers “Should it run during this session at all?” Selecting the right control avoids making a download unnecessarily slow when simply moving it to a quieter period would solve the problem.
Schedule or defer updates when timing matters more than speed
If the disruption occurs because an update begins during a match or broadcast, a speed cap may not be the best first move. Open Steam’s Downloads area and use the available scheduling, queue, or update-behavior controls. You can move a critical update ahead of others, postpone less important downloads, or configure a game so other updates do not run while you are playing, depending on the options exposed by your client.
Valve’s December 11, 2024 Steam News announcement described new update-timing choices in beta. It said Steam could make a decision using factors such as recent play and bandwidth availability, or wait until a game is launched, and it described existing controls for limiting speed and pausing downloads while playing or streaming. That announcement is dated and referred to beta-era behavior; do not assume every current client uses the same labels. Use the controls actually shown under your Steam Downloads settings.

When to prefer scheduling
- Only the start of an update causes trouble, while an already-running download at a modest rate is acceptable.
- You have a predictable play or broadcast schedule and can let updates run overnight.
- You want one game ready first and can defer the rest through the queue.
When to prefer a speed cap
- Downloads need to continue during an active session.
- Several devices share the connection and you need Steam to consume less continuously.
- The problem is sustained congestion rather than the moment an update begins.
Keep Steam Link’s bandwidth setting separate
Steam Link streaming has its own bandwidth control. It governs the stream sent to the Steam Link client; it is not the PC client’s download limiter. Changing one does not automatically change the other.
Recommended Free Tools
For Steam Link, open the streaming or network settings on the device and find Bandwidth Limit. Steam Support recommends starting at the lowest available streaming bandwidth, increasing it gradually until problems appear, and then returning to the last setting that worked. Select Automatic to restore Steam Link’s default behavior.
A practical example is to cap Steam downloads so an update does not crowd out the stream, then separately tune Steam Link’s bandwidth so the picture remains usable. If you are streaming through another service, its encoder and network controls are separate again; Steam Link’s instructions do not establish a universal setting for those services.
Test the result with a repeatable procedure
- Choose the activity you are protecting, such as an online match, a live gameplay broadcast, or a Steam Link session.
- Start a Steam download large enough to keep the client active.
- Record the cap, whether Steam shows KB/s or MB/s, and any visible symptoms in the activity.
- Run the same activity for several minutes at the initial cap.
- Change only the Steam cap, then repeat. Lower it until the symptom disappears or becomes acceptable; if no symptom occurs, raise it slowly to shorten the download.
- Write down the value that worked for this connection and activity. A different time of day, Wi‑Fi location, or household traffic pattern may require a different value.
Do not treat a single smooth session as proof that the cap guarantees performance. It only shows how that setting behaved under those conditions. Testing at the same location and with the same type of activity makes comparisons more useful. If possible, repeat once with the download paused; that comparison can show whether Steam is actually contributing to the symptom.
Troubleshoot when limiting Steam does not fix the problem
The game still lags
First confirm that Steam is the traffic source. Pause the Steam download briefly; if the symptom does not change, investigate Wi‑Fi signal quality, upload-heavy tasks such as cloud backup, other launchers, and the game server. A download cap cannot repair packet loss or a saturated upload path.
The stream still buffers or drops quality
Check whether the stream is local or remote. For Steam Link, tune its separate Bandwidth Limit and test from the lowest value upward. For an internet broadcast, check the streaming application’s bitrate and the upload capacity of the connection; Steam’s download setting only controls Steam’s own downloads.
The selected cap appears ineffective
- Confirm that Limit Download Speed remains enabled after leaving Settings.
- Check whether Steam is displaying KB/s or MB/s and whether the apparent excess is just a unit mistake.
- Look in the Downloads page to verify that Steam, rather than another application, is transferring the file.
- Remember that short bursts, measurement timing, and protocol overhead can make an instantaneous reading differ from the configured ceiling.
Downloads are too slow after capping
Raise the value in small increments while monitoring the protected activity. If the connection remains stable, keep the higher value; if symptoms return, step back to the last stable setting. There is no need to disable the limit entirely unless you deliberately want Steam to use all available capacity.

An update keeps starting during play
Use the Downloads page’s scheduling, queue, or per-game update options instead of relying only on a lower speed. Steam’s current wording may differ from descriptions in Valve’s December 2024 beta announcement, so follow the controls presented by your installed client.
Another device is still slow
A Steam cap affects Steam’s traffic, not traffic from phones, televisions, backups, or another computer. If the household remains congested after Steam is limited, identify the largest other transfer. A router-level quality-of-service policy can be considered for broader, shared-network management, but it is separate from Steam’s built-in control and is not required for this procedure.
Understand what a cap can and cannot protect
A Steam cap limits one application’s download demand. It does not reserve bandwidth for every other device, prioritize game packets across the entire household, or manage traffic generated by phones, televisions, backups, or another computer. If several devices are competing at once, a router-level quality-of-service policy may be a separate solution, but no such purchase is required for Steam’s built-in limiter and no particular router model is necessary for this procedure.
Likewise, a cap does not make an update complete faster. It intentionally trades download time for capacity left available to other traffic. Use scheduling when you can wait, and use the cap when you need the download to proceed during play or streaming.
There is also no guarantee that lowering download throughput will remove every latency spike. The sources of delay may include the upload direction, wireless contention, a remote server, or the game itself. The safest promise is narrower: the control reduces the maximum download demand made by Steam.
Restore unrestricted or default behavior
To stop limiting Steam downloads, return to Steam > Settings > Downloads and disable Limit Download Speed. To restore Steam Link’s automatic streaming behavior, set its Bandwidth Limit to Automatic. These are independent settings, so changing one does not reset the other.

A quick decision checklist
- Downloads must continue during a match: enable Steam’s speed limit and tune it with the match running.
- An update starts at the worst moment: use scheduling, queue ordering, or the game’s update behavior.
- Any background traffic ruins the session: use the client’s pause-while-playing or streaming option when available.
- Steam Link video quality is the issue: adjust Steam Link’s Bandwidth Limit separately, beginning low and stepping up.
- Nothing changes after pausing Steam: investigate other traffic, Wi‑Fi, upload saturation, packet loss, or the game/stream service itself.
Frequently Asked Questions
Is Steam’s download limiter still available?
Yes. Steam Support documents the control under Steam > Settings > Downloads. Enable Limit Download Speed and choose a rate. The exact layout or label can change between client releases.
Best Value
What download limit should I use for gaming?
There is no official universal number. Start conservatively below your connection’s approximate capacity, play while Steam downloads, and lower or raise the value gradually based on latency, voice quality, and other symptoms.
Why does Steam show MB/s when my internet plan says Mbps?
Steam uses bytes per second, while plans commonly use bits per second. Divide the advertised Mbps figure by eight for an approximate MB/s equivalent, then allow additional room for overhead and other traffic.
Does limiting Steam downloads limit Steam Link streaming too?
No. Steam Link has a separate Bandwidth Limit setting for the stream sent to the client device. Start that setting low, increase it until problems appear, then return to the last stable value; Automatic restores its default behavior.
Free tools Windows power users keep installed
One-click scans. No signup required.
Should I pause downloads instead of limiting them?
Pause or defer downloads when any background transfer disrupts a match or broadcast. Use a speed cap when the download should continue at a reduced rate. Scheduling and queue controls are better when the main problem is an update starting at an inconvenient time.
Will a Steam cap fix lag on every network?
No. It limits Steam’s download demand but does not fix Wi‑Fi interference, packet loss, upload saturation, bufferbloat, another application’s traffic, or an overloaded game server.
Do I need a special router, cable, or utility?
No purchase or third-party utility is needed for Steam’s built-in limiter. Router quality-of-service features may help with broader household congestion, but they are separate and not required to cap Steam.
How do I remove the limit later?
Return to Steam > Settings > Downloads and disable Limit Download Speed. Steam Link’s setting is independent; set its Bandwidth Limit to Automatic if you want its default behavior.
