Use staged, role-based provisioning: give a new hire only the access needed for approved, low-risk work, and keep sensitive systems, records, facilities, and privileged functions restricted until the relevant checks and approvals are complete. Treat identity proofing and employment screening as separate processes, and make every access decision traceable to an approver, a defined business need, and a review point.
Start with role-based access tiers
Before a start date, map the job’s immediate tasks to the systems, data, physical spaces, and functions those tasks require. Set an access tier for each resource and identify who can approve it. This avoids treating “new hire” as a single access category: a role with no sensitive duties may need a different onboarding path from one involving restricted records or administrative control.

- Day-one essentials: the minimum tools and information needed for approved, low-risk work.
- Restricted access: sensitive records, critical systems, controlled facilities, or functions with significant consequences if misused.
- Privileged access: administrative accounts and other elevated capabilities, limited to specifically authorized people or roles.
NIST SP 800-171 Rev. 3 sets least privilege as a security requirement within its scope, including limiting privileged accounts to organization-defined personnel or roles. It also requires screening before system access under that publication’s requirements; that is not a universal rule for every employer or workplace. NIST SP 800-171 Rev. 3
Keep identity proofing and employment screening distinct
Identity proofing establishes confidence that an applicant is the person associated with a claimed identity. Employment screening evaluates information relevant to suitability for a role under the employer’s policy and applicable law. Passing one does not automatically satisfy the other, and neither alone determines which system permissions the person should receive.

| Control | Question it addresses | Typical relevance |
|---|---|---|
| Identity proofing | Is this person the individual associated with the claimed identity? | Identity records and credentials used to establish access to a digital service. |
| Employment screening | Does role-relevant information meet the employer’s suitability criteria? | Screening decisions made under a role-based policy and applicable law. |
| Access authorization | Which resources and functions does the job require this person to use? | Manager or resource-owner approval followed by controlled provisioning. |
NIST’s digital identity standards distinguish identity assurance, authentication assurance, and federation assurance; assurance should be selected for the service’s risk and mission. They do not decide employment suitability or grant job access. NIST SP 800-63-4 and NIST SP 800-63A-4
Coordinate HR, managers, and IT before provisioning
- HR records the person and role. Provide the job assignment and the identity information needed for the organization’s approved onboarding process.
- The manager or resource owner states and approves the need. Specify the systems, data, locations, and functions required, including any conditions or restrictions.
- IT or the identity and access management workflow provisions only approved rights. Use the role assignment to select the appropriate credentials and permissions rather than copying another employee’s access wholesale.
- Retain the decision record. Record the requested scope, approver, provisioning action, applicable conditions, and any review or expiration date.
NIST’s identity and access management example describes how HR job data can support credential and access provisioning, as well as access updates after role changes and removal after termination. It is an implementation example, not a guarantee that every organization will achieve a particular result. NIST NCCoE SP 1800-2, Volume B

- High-quality electric deadbolt lock: Made of high-quality, durable aluminum alloy, it's built to last. Features a fail-safe mode (locks when powered on, unlocks when powered off) and an adjustable delay of 0, 3, or 6 seconds. Ideal for wooden, metal, fire-rated, stainless steel, and security doors. (Note: The door and doorframe must be level. Top and side mounting are supported. Glass doors require a frame.)

Decide what is available while checks are pending
There is no universal starter-access bundle or required waiting period for all employers. If policy and applicable requirements allow a hire to begin limited work before all relevant checks are complete, define the permitted access precisely and keep higher-risk resources gated.

- State the business purpose and the approving manager or resource owner.
- Set an expiration date or a named review date; avoid leaving temporary access open-ended.
- Identify which pending check or authorization must be resolved before access expands.
- Keep privileged functions and sensitive resources restricted unless separately approved.
This limited-access approach is an operational application of least privilege and job-based provisioning, not a temporary-access scheme mandated universally by NIST. If the role cannot be performed safely without restricted access, do not treat a pending check as an automatic reason to grant it; use an approved alternative assignment or wait for authorization.

Complete checks consistently, lawfully, and with privacy safeguards
Choose screening steps according to the role, risk, work environment, organizational policy, and applicable law. CISA’s July 2024 guidance is specifically aimed at critical-infrastructure owners and operators filling sensitive roles. It discusses possible inputs such as identity documents, records, references, and work-history substantiation, but those examples are not a universal checklist. It also calls for case-by-case evaluation of findings. CISA insider-threat mitigation guidance
In the United States, employers must account for federal nondiscrimination law when using background information in employment decisions. When a consumer reporting company supplies a background report, FTC and EEOC guidance describes FCRA steps that include written notice and permission before obtaining the report. State and municipal rules may impose additional requirements, so check the rules that apply to the employer, role, and information involved. Collect only what the process requires, limit access to applicant and employee information, and follow organizational safeguards for storing and handling it. For digital identity proofing, NIST SP 800-63A-4 addresses privacy risk and redress, including mechanisms for applicants to resolve problems or complaints. Make the evidence requirements clear and provide a suitable route for someone who encounters an identity-proofing problem.
Reconcile access when checks finish or the role changes
When the relevant checks are complete, the manager or resource owner should approve any additional access needed for the job; IT should then provision that change and record it. A completed check is not itself authorization for every system. If a person transfers or takes on new duties, review existing permissions against the new role and remove rights that are no longer needed. NIST SP 800-171 Rev. 3 includes access review and modification after reassignment or transfer; an identity and access management workflow can also support removal when employment ends.

Build ownership and exceptions into the process
A staged process works only when pending decisions have owners. Assign responsibility for confirming check completion, approving access, monitoring temporary permissions, and resolving exceptions. Define an exception route that records the business reason, approver, precise scope, duration, and compensating restrictions. Do not rely on informal assurances or leave access in place simply because nobody owns the follow-up.
Quick Recap
- HR: maintain accurate job and identity data and track the status of required checks.
- Manager or resource owner: justify and approve access based on assigned duties.
- IT or IAM: implement only approved access, preserve logs, and remove or amend rights on instruction.
- Process owner: monitor deadlines, exceptions, and review dates so pending access is closed or renewed deliberately.
