Limit AI access to IT systems at the MCP server or an enforcement gateway, not in a tool list or client interface. Require authorization for every request when all tools are sensitive; use per-tool authorization when only selected tools need protection. Apply least privilege to the identities and downstream credentials each tool can use, then create an independent, structured audit record for every decision and result.
What MCP access control must accomplish
The Model Context Protocol (MCP) connects an AI client to tools that can read data, change records, run commands, or call other services. A model may decide to request a tool, but the MCP server or a gateway must decide whether that request is allowed. The client’s visible tool list is not an authorization boundary.

A useful control design answers five questions for every call:
The Tool Desk
Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →- Which authenticated principal is making the request?
- Which MCP server and tool are being targeted?
- Is the tool allowed for that principal, environment, and purpose?
- Which downstream identity or credential will the tool use?
- Can investigators later prove what was requested, what decision was made, and what happened downstream?
The July 28, 2026 MCP specification release describes a stateless request/response core and HTTP headers carrying method and tool names. Those headers allow a gateway, rate limiter, or web application firewall to route and meter requests, but they do not replace authorization logic. Your server or gateway still has to enforce the policy.

Choose the authorization boundary
The official MCP Apps authorization guidance describes two practical patterns: authorization for an entire server and authorization for selected tools. Pick one based on the sensitivity and intended exposure of the tool catalog.
Per-server authorization
Require a valid bearer token for every request handled by the server. This is the safer default when every exposed tool can access confidential systems, change production state, or trigger consequential actions.
- Best fit: an administration server, production operations server, or server whose discovery and use have no legitimate unauthenticated purpose.
- Advantages: one clear enforcement point, simpler testing, and less risk that a newly added tool is accidentally exposed.
- Trade-off: even harmless read-only or public tools require authentication, which can add integration work for clients that only need those tools.
Per-tool authorization
Allow genuinely public tools without a token and require authorization for protected tools. The server must inspect each tool call and enforce the decision itself.
- Best fit: a mixed server that offers public metadata or documentation alongside tools that read internal data or modify systems.
- Advantages: public functions remain easy to use while sensitive functions receive stronger controls.
- Trade-off: every tool needs an explicit classification, and policy errors can expose a sensitive function. Gateway and server behavior must stay consistent.
| Decision factor | Per-server authorization | Per-tool authorization |
|---|---|---|
| Tool catalog | All or nearly all tools are sensitive. | Public and protected tools intentionally coexist. |
| Unauthenticated use | No legitimate unauthenticated discovery or invocation. | Some tools have a documented public purpose. |
| Policy complexity | Lower; one rule covers the server. | Higher; each tool needs classification and tests. |
| Primary risk | Overly broad access after a valid login. | Misclassified or inconsistently enforced tools. |
| Operational priority | Protect the server and its complete catalog. | Protect selected capabilities while preserving public ones. |
Do not treat a tool list, a client-side prompt, or a self-reported client name as proof of authorization. A request must be denied at the server or gateway when its principal, scope, tool, environment, or downstream action is not permitted.
Build a least-privilege MCP policy
Least privilege is a deployment decision, not an automatic guarantee of the protocol. Start with a tool inventory and record the exact systems and actions each tool can reach.
Classify every tool
For each tool, document whether it can:
- Read public, internal, confidential, or regulated data.
- Create, update, delete, approve, deploy, or otherwise change state.
- Execute code, issue commands, or access a network service.
- Act on production, staging, development, or test resources.
- Trigger an external side effect such as sending a message, changing a payment setting, or rotating a credential.
Give each tool an owner, a business purpose, an allowed environment, and a review date. If a tool has both read and write behavior, split it into separate read and change tools where practical. Narrow input schemas so an allowed invocation cannot silently expand into an unrelated operation.
Map principals to tools and scopes
Define policy in terms of authenticated identities, groups, scopes, and resource constraints. A useful rule is more specific than “employees may use the server.” It states which identity may invoke which tool, against which resource class, with which operation, under which conditions.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesallow principal=incident-responders
tool=read_alert
environment=production
action=read
allow principal=release-engineers
tool=deploy_service
environment=staging
action=write
approval=change-ticket
deny principal=*
tool=rotate_credentials
The example is policy notation, not an MCP command or a claim that a particular SDK accepts this syntax. Implement the equivalent controls in your gateway and server, and verify that a denied request cannot reach the downstream system.

Constrain downstream credentials
An authenticated AI user should not automatically inherit a broad service account. Give each tool the smallest downstream permission it needs. Separate read-only credentials from write credentials, use different identities for production and non-production, and prevent a tool from selecting an arbitrary credential or endpoint through user-supplied input.
Keep secrets outside prompts, tool arguments, and ordinary audit fields. Prefer a server-side secret store or workload identity mechanism, with short-lived credentials where your infrastructure supports them. Rotate and revoke credentials independently of MCP client sessions.
Implement authorization step by step
- Draw the request path. Identify the AI client, gateway, MCP server, identity provider, downstream systems, and logging or security platform. Mark where authentication occurs and where the final allow or deny decision is enforced.
- Choose the boundary. Select per-server authorization when the catalog is uniformly sensitive. Select per-tool authorization only when public tools have a real, documented purpose.
- Register the policy. For each tool, define permitted principals, scopes, resources, actions, environments, approval requirements, and rate limits. Default to deny when a rule is missing.
- Validate the token. Check signature, issuer, audience, expiry, and required scopes before dispatching the tool. Reject malformed, expired, or incorrectly targeted credentials.
- Authorize the exact call. Evaluate the authenticated principal against the requested tool and its arguments. Do not authorize only the server name while ignoring the tool and resource.
- Bind the downstream identity. Select a server-controlled credential or workload identity for the approved action. Do not let the model choose an unrestricted credential.
- Enforce again at the server. A gateway can provide a useful perimeter, but the MCP server should reject unauthorized calls if traffic reaches it through another route or a configuration mistake.
- Record the decision. Emit a structured allow or deny event before the call is dispatched, then record the outcome and downstream correlation identifier.
- Test both paths. Prove that an allowed request succeeds and that requests with missing scopes, wrong issuers, wrong environments, altered arguments, and revoked credentials fail.
- Review continuously. Remove unused tools and scopes, review owners and approvals, and retest after SDK, server, gateway, or protocol changes.
Apply the current MCP authorization safeguards
The 2026-07-28 MCP release highlights authorization-server issuer validation and binding credentials to the issuer that minted them. These checks reduce the risk that a credential issued by one authorization server is accepted in the wrong trust context.
Validate the issuer
Configure the server or SDK to validate the expected authorization-server issuer in authorization responses and tokens. Do not rely on a client-provided issuer string without checking it against your configured trust relationship. Confirm the exact behavior of the SDK version you deploy; the TypeScript SDK migration notes state that several 2026 authorization requirements are SDK-level opt-ins rather than automatic protocol-era gates.
Keep issuer credentials isolated
Do not reuse a token or credential across authorization-server issuers. Store issuer metadata with the session or credential record, and reject a token when its issuer does not match the server or gateway configuration for that request.
Do not use self-reported names for security
Client and server names supplied during protocol interaction are intended for display, logging, and debugging. They are not reliable security identities. Make authorization decisions from validated credentials and server-side policy instead.
Plan for client-registration changes
The July 2026 release deprecates Dynamic Client Registration in favor of Client ID Metadata Documents, while backward compatibility continues for now. New deployments should understand the replacement mechanism and document how existing clients will migrate. Do not assume that compatibility behavior will remain unchanged after the deprecation window.

MCP’s July 2026 release marks the built-in Logging utility as deprecated. Its stated direction is stderr for stdio transports and OpenTelemetry for structured observability. Treat those as transport and telemetry guidance, not as a complete organizational audit policy.

Capture the minimum useful event
Emit a structured record from the server or gateway for each authorization decision and tool execution. Include:
- Event time in a consistent format.
- A stable request or correlation identifier.
- Authenticated principal and authorization-server issuer.
- MCP server identifier and requested tool.
- Relevant method, resource, environment, and policy version.
- Allow, deny, error, timeout, or cancellation outcome.
- Downstream system and correlation identifier, when available.
- Latency, retry count, and response status where operationally useful.
Do not place access tokens, passwords, private keys, or unnecessary sensitive tool arguments in the record. If investigators need to correlate an input, store a controlled hash or an approved reference rather than the secret itself.
Keep the authoritative record outside the client
Send structured telemetry to the organization’s observability or security stack. The client’s interface can be useful for user feedback, but it must not be the authoritative audit store because a client-controlled display can be filtered, altered, or unavailable during an incident.
Protect integrity and access
Define who may read, export, or alter audit records. Restrict write access to the emitting service, separate investigation access from administrative access, monitor changes to retention settings, and alert on gaps in event delivery. The sources do not establish a universal retention period or mandatory schema, so choose a period and format that meet your organization’s legal, contractual, incident-response, and privacy requirements.
Correlate with downstream activity
An MCP event should lead investigators to the corresponding database, cloud, ticketing, or operating-system record. Propagate a correlation identifier where the downstream system supports it. Without this link, an audit entry can show that a tool was called but not whether the intended change actually occurred.
Use OpenTelemetry and stderr appropriately
For stdio transport, the release guidance points to stderr for diagnostic output. Keep protocol data on the expected transport channel and send diagnostics to stderr so logs do not corrupt the message stream.
For structured observability, instrument the gateway and server with OpenTelemetry-compatible traces, metrics, and logs. Useful measurements include authorization-denied rate by tool, token-validation failures by issuer, tool latency, downstream error rate, and missing-correlation events. Export them to a security or observability system controlled by your organization.

Test the denied path and failure modes
Security testing must include requests that should fail, not only successful demonstrations.
Authentication and issuer failures
- Missing bearer token.
- Expired token or invalid signature.
- Wrong audience or untrusted issuer.
- Credential issued by a different authorization server.
- Revoked session or insufficient scope.
Expected result: the request is rejected before the tool reaches a downstream system, and the event records the reason without exposing the credential.
Tool and resource failures
- A principal allowed to read attempts a write operation.
- A staging-only identity targets production.
- A permitted tool receives an argument outside its approved resource range.
- A newly added tool has no policy entry.
- A public tool is accidentally routed through a protected path, or a protected tool is exposed as public.
Expected result: deny by default for missing or conflicting policy, with a correlation identifier that allows the denial to be investigated.
Recommended Free Tools
Infrastructure failures
- The policy service is unavailable.
- The audit exporter is down.
- The downstream system times out after an allowed request.
- A gateway is bypassed and traffic reaches the server directly.
- Retries create duplicate side effects.
Choose fail-closed behavior for sensitive actions unless your documented business continuity plan explicitly requires another mode. Make write tools idempotent where possible, and record whether an operation was retried or its final downstream state is unknown.
Migration considerations for existing deployments
If a deployment uses MCP Logging today, inventory how those records are consumed before changing the implementation. Map each use to stderr diagnostics, OpenTelemetry telemetry, or a durable security audit stream. Preserve event fields needed for incident investigations, and run both paths temporarily if your change-control process requires a comparison.
Check the SDK’s migration notes for your exact language and version. The protocol release does not mean every SDK automatically enforces every authorization requirement. Explicitly configure issuer validation, issuer-bound credential handling, and any other safeguards identified as opt-ins.
Do not describe SEP-3004, “Tamper-Evident Audit Record Contract,” as a completed MCP feature. The MCP tracker lists it as a proposal. If you need tamper evidence now, implement an organizational control such as append-only storage, restricted writers, integrity checks, and monitored administrative access, and document that it is your deployment’s design rather than a finalized protocol capability.

Operational governance after launch
Review policy changes
Require an owner and approval for new tools, new downstream systems, production access, write permissions, and changes to issuer trust. A tool addition should not inherit broad access merely because it is hosted on an already authorized server.
Best Value
Monitor for abuse and drift
Alert on unusual denial spikes, a principal invoking a new tool for the first time, production writes outside approved windows, repeated token failures, and sudden increases in tool volume. Compare the declared tool inventory with what the server actually exposes.
Protect privacy
Audit records can contain identity, resource, and operational data. Minimize sensitive fields, restrict investigator access, document the purpose of collection, and apply deletion or retention rules required by your organization and applicable jurisdictions.
Exercise incident response
Practice revoking a principal, disabling a tool, rotating a downstream credential, isolating a server, and reconstructing an incident from MCP and downstream records. A policy that cannot be rapidly disabled is difficult to trust during an active compromise.
A practical rollout checklist
- Inventory every MCP server, tool, downstream system, environment, and owner.
- Choose per-server or per-tool authorization and document why.
- Set a default-deny rule for unknown tools, principals, scopes, and resources.
- Validate token signature, issuer, audience, expiry, and scope.
- Configure issuer-bound credentials and verify the SDK’s opt-in settings.
- Keep public tools separate from sensitive tools and test both routes.
- Use narrowly scoped, server-controlled downstream identities.
- Emit structured allow, deny, error, and outcome records.
- Keep secrets and unnecessary sensitive arguments out of logs.
- Send structured telemetry through OpenTelemetry where appropriate and use stderr for stdio diagnostics.
- Define retention, access, integrity, and investigation procedures.
- Correlate MCP calls with downstream activity.
- Test denied requests, gateway bypasses, outages, retries, and duplicate-side-effect scenarios.
- Track protocol, proposal, and SDK changes before each upgrade.
How to choose between a gateway and server-only enforcement
A gateway is valuable when many servers need consistent token validation, rate limiting, routing, and centralized telemetry. It can inspect HTTP headers that identify methods and tools, making it useful for metering and perimeter controls. It should not be the only enforcement point when a server can be reached through another route.
Server-only enforcement may be simpler for a small, isolated deployment, but every server then needs reliable policy, credential handling, and audit instrumentation. In either design, the server or gateway that makes the final decision must use validated identity and tool-specific policy rather than a client-provided name.
What the current protocol does—and does not—guarantee
MCP provides mechanisms and guidance for authorization interactions, but it does not choose your organization’s least-privilege rules, audit retention period, investigator permissions, or compliance obligations. The July 2026 release’s deprecations and authorization hardening are important implementation inputs, not proof that a particular deployment is secure.
The maintainers report close to half a billion SDK downloads per month and more than one billion total downloads each for the TypeScript and Python SDKs. Those figures indicate broad ecosystem adoption; they do not demonstrate that any individual server, gateway, identity configuration, or audit system is secure.

The Bottom Line
Enforce MCP permissions at the server or gateway, select per-server or per-tool authorization deliberately, isolate downstream credentials, and maintain an independent structured audit trail. In the 2026-07-28 release, treat Logging as deprecated, use stderr for stdio diagnostics and OpenTelemetry for structured observability, and verify SDK opt-ins for issuer validation and issuer-bound credentials.
