Give a deployed OCI agent a workload identity, not a developer’s API key. For OCI Generative AI deployed applications, the documented pattern is an OCI resource principal: the platform injects a short-lived Resource Principal Session Token (RPST) into the container, and the OCI SDK retrieves and refreshes it. Then use IAM policies, dynamic-group rules, compartments, and (when required) private endpoints to limit exactly what that workload can do.
Keep this separate from inbound authentication. OAuth 2.0 determines who is allowed to call your hosted agent; the resource principal determines which OCI resources the agent may call after it is running. This guide focuses on OCI’s deployed Generative AI Agents flow. A self-hosted agent, a third-party framework, or an agent running on Compute may need a different identity integration.

What “safe access” means in OCI
An agent can take actions at machine speed, often in response to untrusted text or tool output. A safe design therefore has two independent authorization boundaries:
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors- Inbound authorization: which users or applications may invoke the agent endpoint.
- Outbound authorization: which OCI APIs and resources the running agent may use.
OAuth 2.0 is used for the first boundary in Oracle’s hosted-application and agentic-task documentation. It does not grant the agent permission to read an Object Storage bucket or a Vault secret. IAM policies attached to the agent’s workload identity govern the second boundary.

The practical objective is least privilege: permit each tool’s required action on the smallest useful set of resources, and nothing more. Oracle’s IAM guidance states: “Oracle recommends that you assign least privilege access to IAM groups for accessing resources.” The same principle applies when the subject is a dynamic group representing an agent workload.
Use a resource principal for a deployed OCI agent
For an OCI Generative AI deployed application, OCI can represent the application as a resource principal. The platform provisions an RPST in the container runtime. The OCI SDK uses that token for signed service calls and refreshes it, so you do not place a durable user secret, API key, or copied session token in prompts, source code, tool configuration, or environment variables.
This is a workload identity. It is not the identity of the person who created the agent, and it is not automatically an administrator identity. The principal receives only the permissions granted by IAM policies that match it.
What the token flow looks like
- A caller authenticates to the hosted agent using the configured inbound method, such as OAuth 2.0.
- The agent decides to invoke a tool, for example reading an approved object.
- The OCI runtime exposes the platform-provisioned RPST to the application.
- The OCI SDK obtains credentials from that runtime and signs the outbound request.
- OCI IAM evaluates the dynamic-group membership, policy verb, resource scope, and any conditions before allowing or denying the request.
The RPST removes the need to distribute a long-lived user credential through the agent stack. It does not make an unsafe policy safe: a resource principal with manage access across a tenancy is still a high-impact identity.
Decide exactly what the agent must do
Start with an action inventory before creating policies. List every tool, the OCI service it calls, the verb it needs, and the compartments or individual resources it must reach.
| Tool behavior | Resource information to record | Questions to answer |
|---|---|---|
| Read a document for retrieval | Object Storage object or bucket, target compartment | Does the agent need object reads only, or bucket listing as well? |
| Write an output file | Destination bucket and compartment | Can it write to a dedicated output bucket instead of the source bucket? |
| Use a secret | Vault secret and compartment | Does the tool need to read the secret value, or only inspect metadata? |
| Run agent data ingestion | genai-agent-data-ingestion-job, source objects and compartment |
Which source compartment and bucket are in scope? |
| Manage an agent definition | genai-agent and its compartment |
Is this an administrative deployment tool or a runtime tool? |
Separate read, write, and administrative operations into different tools where possible. A tool that only retrieves context should not be able to delete objects, rotate secrets, update an agent, or create new resources.
Choose the identity mechanism for your deployment
The right mechanism depends on where the agent runs. These choices are not interchangeable.

| Mechanism | Identity type | Secret handling | Typical use | Important qualification |
|---|---|---|---|---|
| Agent resource principal (RPST) | OCI resource principal representing a deployed agent application | OCI provisions and refreshes the session token in the runtime | Outbound calls from an OCI Generative AI deployed application | Follow the current service-specific setup and confirm that the target service supports this flow |
| Compute instance principal | Dynamic group representing OCI Compute instances | No user key embedded in the instance; OCI describes signing keys rotating multiple times a day | An agent hosted on OCI Compute that calls OCI services | Use the current Compute and IAM guidance for the selected runtime |
| API key | OCI user or application credential | Secret must be stored, rotated, and protected by you | Documented OCI Generative AI API access where an API key is required | Do not assume it provides the same workload identity as a deployed-agent resource principal |
| OAuth 2.0 | Caller authentication for a hosted application or agentic task | Client credentials and token lifecycle belong to the caller and identity provider | Controlling who can invoke the agent endpoint | It authenticates the caller; it does not authorize the agent to read Object Storage or Vault |
For the OCI-deployed-agent case, prefer the resource-principal path. If you run the agent elsewhere, do not copy the OCI Generative AI example unchanged; map that runtime to the identity type it actually supports and review how its credentials are stored and rotated.
Build a narrow dynamic group
IAM dynamic groups let policies address OCI resources, rather than a human user’s group membership. The matching rule is therefore a critical security boundary. Make it narrow enough that an unrelated agent, instance, or future resource cannot join accidentally.
Match the intended resource type
OCI’s Generative AI Agents IAM reference identifies service resource types including genai-agent and genai-agent-data-ingestion-job. Use the resource type that represents the workload making the call. Do not use a broad rule that matches every resource in the tenancy merely because it is convenient.
Constrain the compartment
Where supported, include the compartment that contains the agent resources in the matching rule. Validate the rule against the actual OCID and compartment returned by your deployment; a typo or an unexpected compartment move can leave the agent without access or, worse, match more resources than intended.

Keep identities separated
Use separate dynamic groups for production agents, test agents, ingestion jobs, and Compute workloads when their permissions differ. This lets you grant a temporary test capability without changing the production principal’s policy and makes audit records easier to interpret.
Write IAM policies with the smallest useful verb and scope
OCI policy statements authorize a subject to perform a verb on a resource type in a scope, optionally with conditions. The baseline forms are:
Allow group <group_name> to <verb> <resource-type> in compartment <compartment_name>
Allow group <group_name> to <verb> <resource-type> in tenancy
A dynamic group is used as the subject in the statement when the workload is represented by a dynamic group. Replace the placeholders with the exact names in your tenancy and use the policy grammar accepted by the target service.

Understand the four verbs
inspectpermits limited discovery or metadata inspection.readadds access to read resource contents or details where the service defines it.usepermits operational use of an existing resource, such as using a secret or invoking an endpoint, subject to that service’s semantics.manageis the broadest verb and can include creation, modification, and deletion.
The verbs are cumulative in privilege. Start at inspect, move to read or use only when the tool fails without the additional action, and reserve manage for a genuinely administrative function.

Scope to a compartment, then add conditions
A compartment-scoped statement is safer than a tenancy-scoped statement when the workload does not need cross-compartment access. OCI also supports conditions for finer control. Depending on the service, conditions can constrain the target compartment, bucket name, or resource tags.
For Generative AI data-ingestion examples, Oracle documents a policy that grants read access to objects in a selected compartment and notes that further constraints can be applied to the target compartment, bucket name, or tags. The same documentation warns that object-name or prefix conditions are unsupported for that documented ingestion scenario and can cause ingestion to fail. Do not add a condition merely because it appears precise; confirm that the service supports it for the operation you are authorizing.
Keep administrative policies away from the runtime
An aggregate statement such as manage genai-agent-family is an administrator-level setup example, not a safe default for an agent’s runtime identity. Likewise, the separate generative-ai-family user-group policy is described as appropriate for administrators or sandbox groups. A production agent that only reads approved documents should not inherit either broad family permission.
Illustrative least-privilege patterns
The following are patterns to adapt after checking the current resource names and supported actions in your tenancy:
- Retrieval agent: grant the dynamic group
readaccess to objects in a dedicated source compartment. Omit write and delete permissions. - Report-producing agent: keep the source permission read-only and grant
useor the service-specific write action only on a separate output bucket. - Vault-backed tool: grant access to read the required secret in the designated Vault compartment, not to manage the Vault or every secret in the tenancy.
- Ingestion job: use the documented
genai-agent-data-ingestion-jobresource type and source compartment, then test ingestion with the exact bucket and condition syntax supported by OCI.
Configure inbound authentication independently
Protect the agent endpoint even when its outbound IAM policy is perfect. The hosted application should validate the caller’s OAuth 2.0 token according to the identity provider and audience configuration required by the OCI service.

- Can this caller invoke the agent endpoint?
- If the agent invokes a tool, is its resource principal allowed to perform that specific OCI action?
A caller may be authorized to ask for a summary while the agent remains restricted to a read-only document compartment. Conversely, a correctly configured resource principal does not let an unauthenticated internet user invoke the endpoint.
Oracle’s permissions documentation says OAuth is the only supported authentication type for agentic tasks in the documented context. Treat that statement as service- and feature-specific, and verify the current endpoint documentation before selecting a different inbound method.

IAM controls what the workload may do; network controls limit where traffic can go. OCI governance documentation identifies private endpoints as a way to keep model access within a secure network boundary, and IAM guidance references Zero Trust Packet Routing (ZPR) for private-endpoint scenarios.
Use a private endpoint when your data-classification, regulatory, or segmentation requirements call for private connectivity. Confirm regional availability, supported services, DNS and routing prerequisites, and whether the specific agent and model endpoint can use the private path. A private endpoint does not replace IAM: a reachable endpoint still needs a narrowly scoped policy.
Test both allowed and denied paths
Do not validate only the happy path. Create a test matrix that proves the policy boundary:
| Test | Expected result | What a failure means |
|---|---|---|
| Read an approved object in the source compartment | Allowed | Confirms the intended resource type, compartment, and verb |
| Read an object in an unapproved compartment | Denied | If allowed, the policy or dynamic-group rule is too broad |
| Write to the source bucket | Denied for a retrieval-only agent | If allowed, the identity has unnecessary write capability |
| Use the designated output bucket | Allowed only for an agent that produces files | Checks that write access is isolated to the required target |
| Read an unrelated Vault secret | Denied | Detects overbroad Vault permissions |
| Invoke the endpoint without a valid caller token | Denied | Checks inbound authentication independently of outbound IAM |
| Run ingestion with an unsupported object-name or prefix condition | Rejected or fails according to the service behavior | Shows that the condition must be removed or replaced with a supported scope |
Record the exact principal, policy version, compartment, resource OCID, and timestamp for each test. OCI audit records are customer-available for instance access according to Oracle’s IAM security documentation; do not generalize that statement to every agent flow without checking the logging behavior of the specific service. Review the relevant OCI audit events for your deployment and retain them according to your security policy.
Common failure modes and fixes
The SDK cannot find credentials
Check that the application is running in the OCI deployment mode that provisions the RPST, that the SDK version supports the resource-principal configuration, and that the code is not forcing an unrelated user-profile or API-key provider. A self-hosted test outside the OCI runtime will not automatically have the platform token.
Best Value
The request is denied even though the policy looks correct
Verify the dynamic-group matching rule, the resource’s actual compartment, the exact service resource type, and the verb required by that API operation. Wait for IAM policy propagation where applicable, then inspect the denied request details. Also check whether a condition uses an attribute unsupported by that service operation.
Data ingestion fails after adding a precise condition
Remove object-name and prefix conditions for the documented Generative AI ingestion scenario; Oracle identifies those conditions as unsupported there. Restrict by the supported compartment, bucket, or tag dimensions instead, and retest with a small approved source set.
The agent can administer itself
Search for tenancy-scoped manage statements, family-level permissions, and policies inherited through a broad group. Replace them with service-specific, compartment-scoped statements and separate deployment administration from runtime execution.
Users can reach the endpoint unexpectedly
Review the OAuth audience, issuer, scopes, and route-level enforcement. Test an expired token, a token for the wrong audience, and a caller that lacks the required scope. Outbound IAM cannot correct an inbound authentication mistake.
Operational checklist
- Document each agent tool, target service, action, compartment, and resource.
- Use the OCI resource-principal/RPST flow for a supported deployed OCI Generative AI application instead of embedding durable user credentials.
- Create a dynamic group whose rule matches only the intended resource type and compartment.
- Start with
inspectorread; adduseormanageonly for a demonstrated requirement. - Keep source, output, test, and production compartments separate where practical.
- Use supported IAM conditions, and verify feature-specific restrictions before deploying them.
- Keep inbound OAuth authorization separate from outbound resource-principal permissions.
- Evaluate private endpoints and ZPR when network isolation is part of the threat model.
- Test permitted and forbidden actions after every policy or compartment change.
- Review policy statements and audit activity periodically, removing permissions that tools no longer need.
When this pattern does not directly apply
The RPST description above is for OCI’s deployed Generative AI agent application flow. A self-hosted agent on a laptop, another cloud, or an external orchestrator may not receive an OCI resource-principal token. An agent on OCI Compute may instead use an instance principal and a dynamic group. An integration that calls a Generative AI API directly may use an API key subject to the service’s conditions and scope.
Before implementation, confirm the current OCI service documentation for your region, endpoint type, SDK, resource type, supported policy grammar, and session requirements. Oracle’s Agent tool guidance specifies that the endpoint must have session enabled; an otherwise correct identity policy cannot compensate for a disabled required feature.
