For a commercial digital-game launch in mainland China, plan on a local publishing and operating partnership: a foreign developer generally cannot apply directly for the required Game Publishing ISBN approval. The approval process runs through qualified Chinese entities, requires a review-ready Chinese-language submission, and does not guarantee distribution or a launch date.
What the game approval covers
The National Press and Publication Administration (NPPA) is responsible for approving and licensing domestic and international games, according to a September 2026 guide from New Zealand’s Ministry of Foreign Affairs and Trade (MFAT). A game intended for official mainland publication or monetization generally needs a Game Publishing ISBN approval, often called a game license. It is a publication approval number—not a commercial license a foreign studio can simply buy or apply for by itself.

This guide concerns mainland China and digital games. MFAT says a Hong Kong or Macao partner cannot apply for the number on a game’s behalf, and that a foreign company with a China office or subsidiary still cannot apply directly. Those descriptions should be checked against the proposed corporate and publishing structure with qualified PRC counsel.
Which local partners you need
The publisher and operator have distinct roles and qualifications. MFAT says the eligible Chinese publisher is generally a state-owned organization; NPPA’s procedure for games authorized by overseas rights holders specifies that the publisher must be a network publishing service unit with the relevant game scope. The operating institution must hold an ICP license, according to that procedure.

NPPA’s imported-game procedure also requires registration of the copyright authorization contract. MFAT separately describes registration of the software copyright certificate by the foreign rights holder and Chinese operator with the National Copyright Administration. These are distinct records; have the proposed publisher confirm the forms, ownership evidence, and registration steps applicable to the title.
How the approval and launch process works
- Choose and qualify the local entities. Confirm the publisher’s relevant network-publishing scope and the operator’s ICP license before relying on either partner’s ability to file or operate the game.
- Register rights documentation. Prepare the software copyright certificate and the overseas-rights authorization contract as separate items, and confirm their applicable registration requirements with the partner.
- Prepare the submission build and evidence. Work from the current NPPA procedure for the application category and the publisher’s title-specific checklist. The materials described by MFAT and NPPA include a full game build, complete Chinese script and other content materials, a demonstration video, monetization details, and evidence concerning identity verification and player safeguards.
- Submit through the publisher. MFAT describes the Chinese publisher submitting to the provincial publishing authority where it is located, which then refers the application to NPPA for final approval. NPPA’s procedure is the primary reference for category-specific filing materials.
- Arrange distribution after approval. Once an ISBN is obtained, the Chinese partner can coordinate distribution. Approval is not the same as a store listing or a distribution agreement.
Localize and review the game before filing
MFAT says the game should comply with NPPA guidance and Chinese laws and regulations, and recommends full localization into simplified Chinese. Localization should include text embedded in the world—such as road signs, buildings, and other signage—not only menus and dialogue. The submission materials described by NPPA include extensive Chinese-language content, including the full script and a demonstration video.

MFAT flags gambling themes, including Mahjong and poker, drugs, organized crime, pornographic or sexual content, and politically sensitive material as review concerns. It also describes scrutiny of cultural messaging, character design, dialogue, artistic style, and sensitive symbols. This is a guide to potential review risks, not an exhaustive statutory list. Ask the local publisher to assess the actual build, narrative, imagery, and monetization design before submission.
MFAT says an age rating is requested during the ISBN application and assigned during review, and lists 8+, 12+, and 16+ categories. Confirm the current rating process and how it applies to the particular game with the publisher rather than treating those categories as a complete classification rule.

Build real-name verification and minor safeguards into the service
NPPA’s notice of August 30, 2021 (Guoxin Chufa [2021] No. 14), effective September 1, 2021, requires online games to connect to the national real-name anti-addiction verification system. Users must register and log in with valid identity information; the notice prohibits providing game services to users who have not completed real-name registration and login, including through guest mode.
The notice permits minors to play only from 20:00 to 21:00 on Fridays, Saturdays, Sundays, and statutory holidays: one hour on each permitted day. The MFAT guide also identifies real-name integration, time controls, payment controls, and guest-mode settings as preparation items. Design the account, login, play-time, and payment flows around the applicable requirements, and verify implementation with the operator.

Resolve data and policy obligations for the specific launch
MFAT also flags personal-information data localization, a healthy-gaming advice splash screen, and privacy policies and terms conforming to MIIT rules. These requirements can depend on the game’s data flows and launch structure. Have mainland counsel and the operator map what information the service collects, where it is handled, and which product policies and notices apply before launch; the market guide alone does not establish the answer for every product.
Plan for an uncertain approval schedule
MFAT says NPPA does not publish approval timeframes and describes review as taking from a few months to a year or longer. Its guide describes approval batches as monthly, but that is not a guaranteed service level or a promised date for any application. Build localization, review changes, and launch planning around an uncertain approval window.

MFAT identifies NPPA’s public approval list as a practical status check and says absence from a list usually means an application remains in the queue. NPPA’s imported online game approval index displayed a listing dated September 30, 2026, when checked for this article. Check the current index for approvals, changes, or withdrawals, and confirm the title’s status with the named publisher and operator.
Coordinate China-specific distribution
MFAT says Google Play is unavailable in mainland China, Apple’s App Store requires an ISBN for mainland availability, and Huawei AppGallery and Tencent Appstore are examples of other stores. Store availability, documentation, and listing conditions can change, so confirm current requirements with each platform and the operator. Agree in advance who handles submissions, updates, customer operations, and continuing compliance on each channel.

- What rights to the game and source-code access are required, and who retains them?
- How will revenue be reported and payments handled?
- Which distribution relationships and post-approval services does the partner actually provide?
- What schedule assumptions account for review uncertainty, and how will the partners communicate application status?
The cited government guidance does not establish standard partner pricing, revenue shares, approval probability, or the availability of a qualified partner for a particular title. Those points depend on the deal and game; verify them directly and take local legal advice.
