Close and shade sun-facing windows, reduce heat from lights and appliances, move to the coolest room, and use fans only within safe temperature limits. If your home stays dangerously hot, use air conditioning or spend time in an air-conditioned public place such as a cooling center, library, mall, or trusted friend’s home.
Protect people as carefully as the building: drink water regularly, cool skin with showers or damp cloths, check anyone at higher risk, and get emergency help for confusion, fainting, delirium, loss of consciousness, or worsening severe symptoms.

Start with a 30-minute heatwave check
Before the hottest part of the day, make a quick plan. Heat accumulates in walls, roofs, furniture, and bedding, so an overheated home can remain dangerous long after the outdoor peak has passed.
- Confirm your cooling equipment works. Test central air conditioning, a room unit, or a portable air conditioner before temperatures rise. Check that filters, vents, window seals, and drainage are clear according to the appliance instructions.
- Put an indoor room thermometer where people spend time. Place one in the main living area and another near the bedroom, away from direct sun, radiators, ovens, and air-conditioner outlets.
- Choose the coolest room. A room on the shaded side of the home, on a lower floor, or with fewer windows may be safer than the room you normally use. Move bedding, water, medicines, chargers, and necessary medical equipment there.
- Prepare window coverings. Have blackout or thermal shades, shutters, or blinds ready for windows receiving morning or afternoon sun.
- Name a backup cool location. Decide in advance where you will go if the home cannot stay cool: a cooling center, library, mall, public building, or trusted friend’s air-conditioned home.
- Make a check-in list. Include older adults, infants, people with heart, lung, kidney, or other chronic conditions, people with disabilities, neighbors who live alone, and pets.
Keep phones charged, and gather backup batteries, medicines, and power supplies for essential medical devices. A heatwave plan works best before an outage or dangerous indoor temperature forces a rushed decision.

Use temperature checkpoints and realistic targets
The World Health Organization’s 2024 guidance recommends checking indoor temperature at three daily checkpoints: 08:00–10:00, 13:00, and after 22:00. Record the readings so you can see whether the home is retaining heat overnight or becoming unsafe earlier each day.
| Checkpoint | What to assess | Action if the room is heating up |
|---|---|---|
| 08:00–10:00 | Whether overnight ventilation cooled the room | Close windows before outdoor air becomes warmer; keep sun-facing shades in place |
| 13:00 | The day’s heat load from sun, appliances, and people | Move to the coolest room, reduce indoor heat sources, and escalate cooling if the temperature continues rising |
| After 22:00 | Whether outdoor air is finally cooler than indoor air | Open windows only when the outdoor reading is lower and opening them is safe |
WHO’s indoor aims are below 32°C during the day and below 24°C at night. These are practical targets from WHO’s 2024 advice, not a guarantee that everyone is safe at every lower temperature. Infants, older adults, people with chronic disease or disabilities, and anyone who develops symptoms may need a cooler setting or an earlier move to air conditioning.
Block daytime heat before it enters
Close windows when outside is hotter
Compare the outdoor and indoor air rather than relying on the clock. Keep windows closed whenever outdoor air is hotter than the room. Opening a window during a hot afternoon can replace relatively cooler indoor air with heat and humidity.
Shade every sun-facing pane
Close blinds, shutters, or blackout and thermal shades on windows that receive direct sunlight. Exterior shutters or awnings generally stop solar gain before it reaches the glass; interior shades still help and are useful when exterior coverings are not available. Cover east-facing windows in the morning and west-facing windows in the afternoon, then keep shaded rooms closed to prevent warm air from spreading.
Stop making indoor heat
- Turn off lights, computers, televisions, game consoles, chargers, and other equipment that nobody is using.
- Use the stove and oven less. Choose no-cook meals or prepare food during the coolest part of the day.
- Do laundry, dishwashing, and other heat-producing tasks in the evening or overnight when possible.
- Keep refrigerator and freezer doors closed and avoid placing hot food in a small closed room.
Each device produces only a small amount of heat, but many devices operating for hours can raise the temperature of a closed room. Concentrate essential equipment in the coolest room and keep unnecessary electronics elsewhere switched off.

Concentrate activity in one cool room
Close doors to rooms that are hotter, sunnier, or unused. Spend the hottest hours in the coolest room, and consider sleeping there if the bedroom remains warm. Keep the room uncluttered around vents and windows so cooled air can circulate.
Ventilate overnight without bringing heat back in
After dark, open windows only when the outdoor air is cooler than the indoor air and the opening is secure. Cross-ventilation through windows on opposite sides of a home can release stored heat faster, but do not leave windows open if local air quality, smoke, storms, security, or building rules make that unsafe.
Check the thermometer rather than assuming that nighttime means cool. Close windows again before outdoor temperature rises above the indoor temperature, usually before the morning heat builds. If outdoor humidity is very high, ventilation may feel less effective even when the temperature is lower; air conditioning or a cooler public place may be needed sooner.
Use fans only within safe temperature limits
Fans move air across skin; they do not remove heat from a room. The Centers for Disease Control and Prevention’s current public guidance (2026) says to use indoor fans only when indoor temperatures are below 90°F. Above 90°F, a fan can increase body temperature instead of protecting against heat.
WHO’s 2024 guidance adds that electric fans may provide relief but may not prevent heat-related illness when the temperature is above 35°C. In sufficiently hot conditions, moving air can heat the body above 40°C. Do not use a fan as the only protection when a room is already very hot.

- Use a fan with a window or air conditioner when that combination is actually lowering room temperature.
- Point a fan toward a person only when the room is within the safe temperature range and the person is comfortable.
- Turn it off when nobody is in the room, and keep cords and plugs dry and undamaged.
- For a hot room above the stated limits, move the person to air conditioning or a cooler public place instead of adding more fan speed.
Run air conditioning efficiently and safely
If you have air conditioning, close doors and windows while it operates so cooled air is not lost. Follow the unit manufacturer’s electrical, drainage, ventilation, and installation instructions; do not overload outlets or use damaged extension cords.
WHO’s 2024 advice suggests setting air conditioning to 27°C (81°F) and turning on an electric fan. WHO says this combination can make the room feel about 4°C cooler. The fan guidance still applies: do not use a fan as a substitute for cooling when indoor temperature is above the CDC limit.
Central systems
- Set the thermostat to a temperature the system can maintain rather than repeatedly switching between extreme settings.
- Keep supply and return vents open and unobstructed.
- Use the coolest room as the main living and sleeping area if other rooms are difficult to cool.
Room and portable units
A room or portable air conditioner can cool one occupied space when central air is unavailable. Seal gaps around a window unit or exhaust hose according to the installation instructions, and drain condensate as directed. A portable unit that is undersized, poorly vented, or installed in a sunlit room may run continuously without achieving a safe temperature. Place it in the room where people will actually remain, not in an empty hallway.
When there is no air conditioning or the power fails
Do not rely only on electric fans during extreme heat; the American Red Cross specifically warns against that approach. If the home cannot remain cool, leave for a predesignated air-conditioned place such as a public cooling center, library, mall, or trusted friend’s home.
CDC directs people to call 2-1-1 and contact local health or emergency-management agencies to locate air-conditioned sites. Availability, hours, transport, and eligibility vary by location, so verify those details for your area and the current heat event.

- Leave before the indoor temperature becomes unbearable, especially if anyone in the household is high risk.
- If travel is unsafe, call local emergency-management or social-service agencies and ask about transport or welfare checks.
Never operate a fuel-burning generator, grill, camp stove, or vehicle inside a home, garage, or other enclosed area. Carbon monoxide can build up without warning; use such equipment only as specified by the manufacturer and local safety authorities.
Cool the body and replace fluids
Room temperature is only part of heat safety. Drink water regularly rather than waiting until you are very thirsty. Limit alcohol and excess caffeine, which can complicate hydration and sleep. People with heart, kidney, or other conditions that affect fluid balance should follow their clinician’s individual advice instead of adopting a generic drinking target.
- Take a cool shower or bath.
- Wet the skin with a damp cloth or spray bottle, especially the neck, face, arms, and legs.
- Wear light, loose clothing and use light bedding.
- Rest during the hottest hours and avoid strenuous exercise.
- Use urine color only as a rough hydration cue; medicines and medical conditions can change what it means.
Cooling the skin is useful while arranging a move to air conditioning, but it does not replace emergency care when serious symptoms appear.

Heat can worsen existing illness and may impair a person’s ability to recognize danger. Check in person or by phone at regular intervals with:
Recommended Free Tools
- Adults over 65
- Infants and young children
- People with heart, lung, kidney, or other chronic conditions
- People with disabilities or limited mobility
- Anyone living alone, especially without reliable air conditioning
Ask whether the person is drinking, staying cool, taking medicines as prescribed, and showing any change in behavior. Do not assume a person who is quiet or sleeping is comfortable; check the room temperature and responsiveness. Pets also need shade, water, ventilation, and a cooler surface. Never leave a person or animal in a parked vehicle, even briefly.

Recognize heatstroke and get emergency help
Heatstroke is a medical emergency. Call your local emergency number immediately for confusion, delirium, fainting, loss of consciousness, severe dizziness, or nausea that is worsening. Treat unusual behavior, inability to stay awake, or collapse as urgent rather than waiting for a thermometer reading.
- Move the person to a cooler place.
- Remove unnecessary outer clothing.
- Cool the skin with water, wet cloths, or another safe cooling method while help is coming.
- Stay with the person and follow the emergency dispatcher’s instructions.
Do not delay emergency care while trying home remedies, and do not give drinks to someone who is confused, unconscious, or unable to swallow safely.
Choose the right cooling method for the situation
| Option | Best use | What it controls | Main limitation or safety point |
|---|---|---|---|
| Closed, shaded windows | Hot daytime conditions when outdoor air exceeds indoor air | Solar gain and hot outdoor air | Rooms can still overheat if stored heat is not released overnight |
| Night ventilation | After dark when outdoor air is cooler | Stored heat in rooms and furnishings | Close windows before outdoor air becomes warmer; consider security, smoke, storms, and humidity |
| Electric fan | Indoor temperatures below 90°F and below the conditions where WHO warns of reduced protection | Perceived airflow and sweat evaporation | It does not cool the room and can increase body temperature in extreme heat |
| Air conditioning | When indoor temperature keeps rising or anyone is high risk | Room temperature and, depending on the system, humidity | Requires power, correct installation, and safe electrical use |
| Air-conditioned public place | Home cannot stay cool, especially during an outage | Continuous access to a cooler environment | Transport, opening hours, crowding, and local availability vary |
Use the thermometer, household risk, and continuity of cooling together. A readable temperature, effective shading, and a known backup location are more valuable than a fan or appliance that cannot keep the occupied room safe.

Troubleshoot common heatwave problems
The room is hot even with windows closed
Check for direct sunlight, unshaded glass, operating electronics, cooking, and warm rooms connected by open doors. Shade the glass, switch off unnecessary equipment, close doors to hotter areas, and move occupants to a cooler room. If the temperature continues to rise, use air conditioning or leave for a cooled public building.
The room is still hot after opening windows
Measure both sides of the comparison. If outdoor air is no longer cooler, close the windows. If humidity is high, moving air may feel ineffective even when the thermometer changes little. Use mechanical cooling or a backup location rather than leaving windows open all day.
The power is unreliable
Prioritize cooling for people over cooling empty rooms. Keep battery packs charged, protect medical-device power supplies, and leave for an air-conditioned location before batteries or indoor conditions become critical. Contact local agencies about transport, cooling centers, and emergency assistance.
Someone refuses to leave a hot home
Explain the measured temperature, the person’s health risk, and the specific destination and transport plan. Ask a trusted neighbor, clinician, caregiver, or local emergency-management service to help. Confusion, fainting, collapse, or worsening severe symptoms require emergency help, not negotiation.
