How to Keep Secrets and Sensitive Files Out of GitHub Copilot Context

Use GitHub Copilot’s content exclusion setting to name files, directories, or filename patterns that Copilot should not access. GitHub says, “You can prevent Copilot from accessing certain files.” A repository administrator can set exclusions for one repository, while organization and enterprise owners can apply broader policies. This is a context-control feature, not a guarantee that a secret can never reach an AI-assisted workflow: Agent mode in Copilot Chat for IDEs and Copilot CLI do not support content exclusion, an IDE can expose semantic information indirectly, and symlinks and remote-filesystem repositories are exceptions.

The safest rollout is therefore: identify every location where sensitive material is stored, configure the narrowest patterns that cover those locations, confirm that the specific Copilot client and mode honors the policy, test with a harmless canary file, and continue using ordinary secret-management practices.

What Copilot content exclusion does

Content exclusion tells eligible Copilot integrations which repository content must be left out of their context. According to GitHub, an excluded file is affected in several ways:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Inline suggestions are disabled while you are editing the excluded file.
  • Excluded content is prevented from informing inline suggestions in other files or Copilot responses.
  • Files covered by the exclusion are left out of Copilot code review.

For repository-context Copilot Chat, GitHub describes an indexing process: repository data is indexed, filtered according to the content-exclusion policy, and then passed to Copilot Chat. That filtering applies to the repository context used by that workflow, but it does not turn the entire development environment into an isolation boundary.

Content exclusion is useful for files such as local environment settings, certificate material, deployment credentials, private customer fixtures, and internal configuration. It does not remove a secret from Git history, a build log, an issue, a pull request, a terminal transcript, or another tool that can read the same data. Treat it as one control in a broader secret-handling program.

Important boundaries

  • GitHub documents that Copilot CLI and Agent mode in Copilot Chat in IDEs do not support content exclusion. A policy configured for supported editor features should not be assumed to protect those workflows.
  • An IDE may provide semantic information from an excluded file indirectly, such as type information or hover definitions. The file can be excluded while related metadata still influences what the editor exposes.
  • Content exclusions do not apply to symlinks or repositories located on remote filesystems, according to GitHub’s documentation.
  • Support differs by client and feature surface and can change. Check the current support information for the exact editor, extension, chat mode, code-review path, or command-line flow used by your team.

These limitations are why a successful configuration should be described as reducing Copilot’s access to specified paths, not as proving that no sensitive value can ever appear in context.

Eligibility, permissions, and configuration scope

GitHub documents content exclusion for organizations using Copilot Business or Copilot Enterprise. Before designing a rollout, verify that the organization’s plan includes the feature and that the person making the change has the required administrative role.

Scope Who configures it What it is suited for Trade-off
Repository Repository administrator One project’s secrets, generated files, or private fixtures Precise ownership, but every repository needs its own policy
Organization Organization owner Rules shared by many repositories and organization-wide paths outside repositories Consistent administration, with a risk of excluding files that are safe and useful in some projects
Enterprise Enterprise owner Standards that should apply across organizations in an enterprise Broadest reach, so pattern testing and exception handling become especially important

Repository, organization, and enterprise settings are separate administrative scopes. A repository-level rule should not be treated as evidence that every repository in an organization is covered. Conversely, a broad policy can affect projects whose layouts differ from the one used when the pattern was written.

  1. Open the repository on GitHub.
  2. Choose Settings.
  3. Open Code, planning, and automation → Copilot → Content exclusion.
  4. In the repository exclusion field, enter one pattern per line using the documented YAML list form.
  5. Save the setting, then test the result in each Copilot workflow your developers use.

GitHub documents fnmatch-style patterns and says matching is case insensitive. Patterns are evaluated against repository paths, so write them to match the actual layout rather than relying on a generic filename that may occur in unrelated directories.

Documented pattern examples

- "secrets.json"
- "secret*"
- "*.cfg"
- "/scripts/**"

Those examples mean:

  • secrets.json ignores files called secrets.json anywhere in the repository.
  • secret* ignores names beginning with secret anywhere in the repository.
  • *.cfg ignores files whose names end in .cfg.
  • /scripts/** ignores everything in the repository’s /scripts directory and below it.

Adapt the examples to your naming conventions. If production credentials are stored under deploy/prod/, excluding only secrets.json will not cover a differently named key, certificate, or Terraform variable file. Conversely, excluding every file with a broad extension can remove useful source files from suggestions and review.

Choose patterns that cover the real sensitive-file layout

Start with an inventory, not a pattern. List the locations where secrets or sensitive data can appear, including files generated locally and files mounted by development tooling. Then select the smallest pattern that covers each location.

Need Pattern style Example Decision to make
One well-known filename used throughout the repository Exact filename secrets.json Confirm that every copy uses this exact name.
A family of files with a shared prefix Prefix wildcard secret* Check whether harmless fixtures also begin with the prefix.
A sensitive extension used consistently Extension wildcard *.cfg Ensure the extension is not also used for safe application configuration.
An entire directory tree Rooted directory pattern /scripts/** Verify that generated code or documentation in the tree can be excluded without disrupting developers.
Several repositories with different layouts Organization or enterprise rules plus repository-specific paths Repository references followed by path lists, as supported by GitHub’s administrative settings Test each repository layout; a single broad rule may not map cleanly to all projects.

Patterns are case insensitive, so a capitalization change does not create a separate safe copy. That helps with inconsistent naming, but it also means a pattern can match more files than a case-sensitive review might suggest.

Files that deserve an inventory entry

  • Environment files and local overrides, including variants with suffixes such as development, staging, or production.
  • Private keys, certificates, signing material, and credential bundles.
  • Cloud, deployment, and infrastructure configuration that contains tokens or account identifiers.
  • Customer exports, production-like fixtures, and regulated or contractually restricted data.
  • Generated directories that copy secrets from another system during a local build.
  • Scripts that embed credentials in command arguments or heredocs.

An inventory should record the repository, path pattern, owner, reason for exclusion, and the date it was last reviewed. This makes it possible to distinguish an intentional policy from an accidental omission.

Apply broader organization or enterprise policies carefully

Organization owners and enterprise owners can configure policies that cover multiple repositories. GitHub documents repository references followed by path lists, as well as organization-wide patterns for paths outside Git repositories. The exact controls and labels depend on the administrative level and current GitHub interface, so use the content-exclusion settings for the relevant organization or enterprise rather than copying a repository rule blindly.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A broad policy is appropriate when a naming convention is enforced across many projects—for example, a standard directory reserved for private deployment material. It is less appropriate when teams use the same extension for both sensitive and ordinary files. In that case, combine a shared baseline with repository-specific paths, or use exact names and directories instead of a catch-all wildcard.

Scope decisions

  • Prefer repository scope when the sensitive layout is unique to one project or when the project team needs to change the rule independently.
  • Prefer organization scope when multiple repositories share a controlled convention and one team is accountable for maintaining it.
  • Prefer enterprise scope when a security standard must be consistent across organizations and the enterprise can test the impact before enforcement.

Document which higher-level policy supplies each exclusion. Without that record, a repository administrator may remove a local rule believing it is redundant, or a security team may assume an enterprise pattern covers a path that only exists in one organization.

Check the Copilot client and mode before relying on the policy

Content exclusion is not universal across every Copilot surface. Confirm support for the exact workflow rather than only the product name.

Workflow or surface What to do
Inline suggestions in an eligible IDE integration Test an excluded file and a safe file that imports or references it. Confirm that suggestions do not use the excluded content.
Copilot Chat using repository context Confirm that the repository is indexed under the current policy and test questions that would otherwise require the excluded file.
Copilot code review Verify that a pull request change in an excluded path is not included in Copilot’s review output.
Agent mode in Copilot Chat in an IDE Do not rely on content exclusion; GitHub documents this mode as unsupported.
Copilot CLI Do not rely on content exclusion; GitHub documents the CLI as unsupported.
Any newly released or changed feature Check GitHub’s current support matrix and product documentation before treating the policy as effective.

The unsupported entries are a workflow decision, not a reason to weaken the repository rule. They mean that users must avoid sending sensitive paths to those modes, isolate the work, or use a workflow whose support has been confirmed.

Verify an exclusion with a harmless canary

Do not test with a real credential. Create a non-sensitive canary file whose contents are unique and unmistakable, then remove it after testing. For example, a temporary file can contain a fabricated marker such as COPILOT_EXCLUSION_CANARY_2026; it must not resemble a usable token.

  1. Place the canary at a path covered by the new pattern.
  2. Open the file in the supported IDE integration and check whether inline suggestions are disabled there.
  3. Open a separate, non-excluded file and ask for a task that would require the canary’s unique marker. The marker should not appear in a suggestion or response.
  4. Use repository-context Chat, where applicable, and ask a neutral question that would reveal whether the canary was indexed. Do not paste the canary into the prompt.
  5. Create a test pull request that changes the canary file and verify whether Copilot code review excludes the affected file.
  6. Repeat the checks after changing the pattern, moving the file, changing capitalization, or adding a nested directory. These are common points where an apparently correct rule stops matching.
  7. Delete the canary and record the date, repository, client version, mode, and observed result.

A test result is valid only for the client and mode tested. It should not be generalized to Agent mode, Copilot CLI, symlinked paths, or a repository stored on a remote filesystem.

Understand indexing, symlinks, and indirect information

Repository indexing

GitHub states that repository-context Copilot Chat uses indexing and that data is filtered according to the content-exclusion policy before being passed to Copilot Chat. This is useful when a repository contains large numbers of files, because the policy is applied to the indexed repository context rather than requiring a developer to remember every file manually.

Filtering indexed content does not prevent a user from deliberately copying sensitive text into a prompt. It also does not remove information that was exposed through another channel, such as a build log or an issue comment. Keep those channels out of the threat model only if they are separately controlled.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Semantic information from excluded files

An IDE can still derive semantic details from an excluded file, including type information or hover definitions, and expose those details to other editor features. That indirect path is why exclusion should be described as content filtering rather than complete isolation. If even metadata about a component is sensitive, keep the component outside the workspace or disable the relevant editor integration for that project.

Symlinks and remote filesystems

GitHub documents that content exclusions do not apply to symlinks or repositories located on remote filesystems. A path that appears excluded in the repository tree may therefore be readable through a link or a remote-mounted checkout. For high-sensitivity work, use a local, non-symlinked workspace whose path and files have been verified, and prevent sensitive material from being linked into a Copilot-enabled project.

Review changes and assign ownership

Content exclusion is an administrative control that needs maintenance as repositories change. Organization owners can review changes to content-exclusion settings; GitHub says the review page identifies who last changed the settings and when. Use that history to investigate unexpected additions, removals, or broadening of a wildcard.

  • Assign an owner for each repository or policy scope.
  • Review exclusions when directory layouts, build systems, or secret-storage conventions change.
  • Require a second reviewer for organization- or enterprise-wide wildcard changes.
  • Record why a path is sensitive and which Copilot workflows were tested.
  • Remove obsolete patterns only after confirming that the underlying files no longer contain sensitive material.
  • Alert developers when a supported client changes behavior or a new mode does not honor exclusion.

Reviewing a setting is different from auditing the files themselves. A clean policy can still miss a newly introduced filename, a copied credential, or a generated artifact outside the excluded directory.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep ordinary secret-management controls in place

Do not commit credentials merely because a path is excluded. Use a dedicated secret manager or deployment-injected credentials where appropriate, keep secrets out of logs and tickets, rotate values that may have been exposed, and scan repository history for accidental commits. Content exclusion reduces what supported Copilot workflows can use; it does not revoke a token, rewrite Git history, or protect data sent to unrelated tools.

For a repository that already contains a secret, first revoke or rotate the value according to the service’s procedure, then remove it from the working tree and history using your organization’s approved process. Add the path to content exclusion after the cleanup so future Copilot context is less likely to include a replacement file. The order matters: exclusion is not remediation for an already leaked credential.

Troubleshoot common failures

Inline suggestions still appear in the file

  • Check that the pattern is entered as a YAML list with one item per line.
  • Compare the pattern with the repository-relative path, including directory prefixes.
  • Confirm that the editor integration and feature support content exclusion.
  • Reload the repository or editor after saving the policy, then repeat the canary test.

A response appears to know something from an excluded file

  • Determine whether the information came from semantic metadata, another non-excluded copy, a prompt, a log, or an issue.
  • Check whether the question used repository-context Chat and whether indexing completed under the current policy.
  • Repeat the test with a unique fabricated marker rather than a real secret.

The rule works locally but not in another checkout

  • Check whether the second checkout is accessed through a symlink or remote filesystem, both of which GitHub lists as exceptions.
  • Confirm that the same repository, organization policy, client, and mode are in use.
  • Inspect the path casing and directory layout; case-insensitive matching does not compensate for a missing directory component.

Developers report that useful suggestions disappeared

  • Find the broadest matching pattern and replace it with a narrower filename or directory rule where possible.
  • Separate sensitive files from ordinary configuration so one pattern does not cover both.
  • Test the revised rule with a sensitive canary and a normal source file before deploying it broadly.

Deployment checklist

  1. Confirm the organization uses Copilot Business or Copilot Enterprise and identify the responsible administrator.
  2. Inventory sensitive filenames, directories, generated artifacts, links, and remote checkouts.
  3. Choose repository, organization, or enterprise scope for each class of material.
  4. Write the narrowest case-insensitive fnmatch-style patterns that cover the inventory.
  5. Configure the repository route: Settings → Code, planning, and automation → Copilot → Content exclusion, or the corresponding organization or enterprise setting.
  6. Test with a fabricated canary in every supported workflow that matters to the team.
  7. Mark Agent mode in IDE Copilot Chat and Copilot CLI as unsupported for this control and provide an alternative workflow.
  8. Record ownership, test results, and the date of the last review.
  9. Review setting changes and recheck patterns whenever the repository layout or Copilot feature set changes.
  10. Continue rotation, scanning, least-privilege access, and secure secret storage independently of Copilot configuration.

For the authoritative feature description, see GitHub’s content exclusion documentation. The configuration procedure is documented at Excluding content from GitHub Copilot; repository indexing details are at Indexing repositories for GitHub Copilot; and administrative history is covered in Reviewing changes to content exclusions for GitHub Copilot.
