GST compliance is a repeating control process, not a once-a-year formality. Confirm when registration is required, keep registration details truthful, issue invoices with every prescribed field, reconcile sales before filing, submit every required return (including nil returns where applicable), and pay the reported tax by the relevant deadline. Then check whether e-invoicing, QRMP/IFF, GSTR-9 or GSTR-9C rules apply to your taxpayer category and turnover.
Thresholds, exemptions, due dates and late-fee relief can change through notifications. Use the latest GST Portal, Invoice Registration Portal (IRP), CBIC and statutory guidance for the specific tax period, state, supply type and taxpayer class.

1. Establish whether registration is required
Do not treat one turnover number as a universal answer. CBIC’s sectoral FAQ describes a general aggregate-turnover threshold of ₹20 lakh, but exceptions, special-category-State provisions and compulsory-registration rules can change the result. Use ₹20 lakh only as a screening point.
Calculate the right turnover
Aggregate turnover is assessed on a PAN basis and covers relevant supplies across locations, subject to the statutory exclusions. Build a monthly schedule that brings together taxable supplies, exempt supplies, exports and inter-State supplies as applicable. Review branches, additional places of business and registrations linked to the same PAN instead of checking one bank account or one state in isolation.

Check compulsory-registration triggers
Some activities can require registration even when the general threshold has not been reached. Review the compulsory-registration provisions for your supply category, inter-State activity, reverse-charge situations, e-commerce arrangements and other notified cases. If the facts are unclear, obtain advice that considers the actual transaction rather than relying on a turnover shortcut.
Apply within the liability window
Registration rules generally allow 30 days from the date the person becomes liable. An application filed within that period can take effect from the liability date; a later application generally takes effect from the grant date. Keep evidence of the date liability arose, such as the turnover calculation and the invoice that crossed the threshold.
Keep the registration profile accurate
Match the GST registration with the business actually conducted. Review the legal name, trade name, constitution, principal and additional places of business, bank details, authorised signatories and nature of business after every material change. Registration rules identify not conducting business from the declared place and issuing an invoice without a supply as cancellation grounds.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems- Reconcile the registered address with lease, ownership, utility and operating records.
- Amend changed particulars through the prescribed GST Portal process instead of continuing with stale data.
- Maintain access to the registered email address and mobile number so notices and authentication requests are not missed.
- Monitor cancellation or suspension notices and respond within the stated period.
If cancellation follows return default
Do not ignore a cancellation notice based on non-filing. Revocation generally requires filing the overdue returns and paying the tax, interest, penalties and late fees due under the applicable rules. Preserve payment challans, filed acknowledgements and the revocation application as one recovery file.
2. Use an invoice checklist before issuing any document
A GST invoice should identify the supplier, the transaction and the tax calculation clearly enough for the recipient and the tax authority to trace it. The current invoice rules, including exceptions, control the exact particulars.

Core fields for every applicable tax invoice
- Supplier’s legal name, address and GSTIN.
- A unique serial number for the financial year, using a consistent numbering series.
- Date of issue.
- Recipient name, address and GSTIN or other required identification, where applicable.
- HSN for goods or the applicable Service Accounting Code (SAC) for services.
- Description of the goods or services.
- Quantity and unit details for goods, where required.
- Taxable value, rate and amount of CGST, SGST/UTGST or IGST, as applicable.
- Place-of-supply and other particulars required for the transaction type.
Do not reuse a number, create gaps without an explanation, or run overlapping series that make an invoice impossible to trace. Keep cancelled invoices and the reason for cancellation in the same sequence record. Check the exact rule text for special documents, exports, reverse charge, credit notes, debit notes and exempt supplies.
Issue goods invoices at the correct event
For goods, section 31 links invoice timing to removal or delivery, depending on the transaction. Coordinate dispatch, delivery and invoice timestamps so the accounting record, transport documentation and GST return describe the same supply.

The general period for a service invoice is 30 days from the date of supply. Specified insurers, banks and financial institutions have a 45-day period. Set separate service-invoice rules in your billing system rather than applying the 45-day period to every service business.
Store the evidence, not only the PDF
Retain the invoice, purchase order or contract, delivery or completion evidence, tax calculation, payment trail, amendments and credit or debit notes. A readable PDF without the underlying transaction evidence is a weak audit trail. Restrict edits after issue and log who changed a draft, cancelled an invoice or approved a credit note.
3. Check whether e-invoicing applies
The GSTN and IRP mandate guidance describes e-invoice applicability for taxpayers with aggregate annual turnover (AATO) of ₹5 crore and above, effective 1 August 2023, subject to notified exemptions and applicability rules. Determine AATO under the relevant rules and verify whether an exemption applies before assuming that a locally generated invoice is sufficient.

What the e-invoice workflow changes
- Prepare invoice data with the fields required by the IRP schema.
- Report the document to an authorised Invoice Registration Portal.
- Receive the IRN and signed QR-code data when the portal authenticates it.
- Issue the authenticated document to the recipient and retain the IRP response with the accounting record.
- Ensure the outward-supply return and books use the same invoice number, value, tax and recipient data.
A printer-generated invoice does not complete this workflow where e-invoicing is mandatory. Design a fallback procedure for portal downtime or API failure that follows the current IRP instructions; never invent an IRN or silently issue unregistered documents.

30-day reporting restriction for larger taxpayers
IRP prerequisite guidance states that from 1 April 2025, taxpayers with AATO of ₹10 crore and above must report invoices, credit notes and debit notes within 30 days of the document date. The system can restrict IRN generation after that window. Put an ageing alert on every eligible document and verify the current IRP advisory before acting, because operational instructions can be updated.
4. Reconcile outward supplies before filing
GSTR-1 reports outward supplies. Reconciliation should happen before submission, not after a recipient reports a mismatch.
Build a monthly or quarterly control file
- Export the sales register for the period from the accounting or billing system.
- Compare invoice numbers, dates, GSTINs, place of supply, HSN/SAC, taxable value and tax amounts with issued invoices.
- Match credit notes, debit notes, amendments, advances and cancellations to their original documents.
- Separate supplies reported through e-invoicing and confirm that IRP data agrees with the books.
- Investigate missing, duplicate or out-of-period documents and document the correction before filing.
- Compare the final upload or preview with the signed-off sales register and retain the acknowledgement.
GSTR-1 ordinary due dates
| Filing pattern | Ordinary GSTR-1 deadline | Important qualification |
|---|---|---|
| Monthly filer | 11th of the succeeding month | Government extensions can change the date. |
| Quarterly filer | 13th after the quarter | Check the applicable quarter and any extension. |
These are ordinary dates from GST Portal guidance, not a substitute for the due date displayed for your tax period. Check the portal calendar before scheduling payment and approval.
QRMP and the optional IFF
Eligible quarterly filers can use the Invoice Furnishing Facility (IFF) for the first two months of a quarter. The GST Portal FAQ gives the 13th of the succeeding month as the IFF cut-off. If data is not furnished through IFF, it can be included in the quarterly GSTR-1, but the recipient may see the credit information later. Decide whether faster recipient visibility matters for your customers and set an internal cut-off earlier than the statutory date.

5. File every required return and pay on time
Return type and due date depend on taxpayer class, registration status, filing frequency and the relevant notification. Maintain a compliance calendar that lists each obligation, preparer, reviewer, payment approver and portal acknowledgement.
Nil periods still need attention
Section 39(8) of the CGST Act states: “Every registered person who is required to furnish a return under sub-section (1) or sub-section (2) shall furnish a return for every tax period whether or not any supplies of goods or services or both have been made during such tax period.” A month with no sales is not automatically a month with no filing duty. Confirm whether the applicable return can be filed as nil and submit it by the required date.
Pay the reported tax by the return deadline
Calculate output tax, eligible input tax credit, reversals, interest and other amounts using the records for that period. Ensure the electronic liability, cash ledger and credit ledger support the amount reported. A return filed without arranging the required payment can leave the account in default even when the form itself was submitted.
Keep an annual-return workstream
Annual obligations are separate from monthly or quarterly compliance. Check whether GSTR-9 applies and whether a reconciliation statement in GSTR-9C is required for the financial year. The GST Portal’s FY 2024-25 FAQ explains that, where GSTR-9C is required, late-fee treatment concerns the complete annual return and can involve the separate filing dates of GSTR-9 and GSTR-9C. Do not assume that submitting one component completes the annual obligation; verify the rule and relief for the relevant year.

Section 47 of the CGST Act provides late fees for specified delayed statements and returns, with different statutory caps for regular and annual returns. The amount can depend on the return type, period, notifications, amendments and relief in force. There is no single universal “GST late fee” that can be applied to every missed filing.

Common control failures
- Using the ₹20 lakh figure without checking compulsory-registration rules or special-category-State provisions.
- Applying for registration after the 30-day window and losing the intended effective date.
- Issuing invoices with missing GSTIN, HSN/SAC, place-of-supply or tax details.
- Breaking the financial-year invoice sequence without a documented reason.
- Submitting GSTR-1 from an unreviewed sales export, leaving duplicates or omissions.
- Assuming a nil month needs no return.
- Missing an e-invoice reporting deadline or treating a local invoice as an IRP-authenticated invoice.
- Filing one annual-return component while leaving the required reconciliation statement outstanding.
- Ignoring a notice, suspension or cancellation communication.
When a return is blocked
The Act allows notices to return defaulters and restricts filing a period’s return when earlier required returns remain unfiled. Restore the filing sequence: identify the oldest outstanding period, reconstruct the records, file the returns in the permitted order, pay tax and applicable interest or fees, and retain every acknowledgement. If figures are uncertain, document the source data and obtain professional advice rather than creating a number solely to unlock a later period.
7. A practical monthly compliance routine
- Day 1–3: lock the prior period’s sales register, purchase and expense records, credit notes, debit notes and bank receipts.
- Day 4–6: validate invoice numbering, GSTINs, HSN/SAC, place of supply, tax rates and e-invoice status; resolve exceptions.
- Day 7–8: reconcile books to IRP data and the draft outward-supply statement; review amendments and cancellations.
- Day 9: have a second person approve the return data and tax-payment calculation.
- Day 10 or earlier: arrange the cash or credit ledger balance and submit the return ahead of the ordinary deadline.
- After filing: download the acknowledgement, challan and filed data; update the compliance register and notify the person responsible for the next period.
Quarterly filers should add IFF decisions for the first two months and a quarter-end reconciliation. Businesses near the ₹5 crore or ₹10 crore AATO thresholds should review e-invoice applicability and reporting-age controls whenever turnover changes.
8. Choose controls or software against the actual GST tasks
A paper invoice book can help a small business prepare or retain physical records, but the rules do not require purchasing one and it does not file GST returns or report documents to the IRP. If you evaluate accounting or GST software, test the workflow rather than accepting a feature list.
| Evaluation question | What to verify |
|---|---|
| Taxpayer coverage | Does it support your registration, return category, state and filing frequency? |
| Invoice controls | Does it enforce financial-year numbering and validate required fields, tax rates and GSTIN format? |
| Reconciliation | Can you compare the sales register with outward-supply data, IRP responses and filed returns? |
| E-invoicing | Where applicable, does it support IRP reporting, IRN retrieval, QR data and failure handling? |
| Calendar | Can it assign preparer and reviewer tasks and reflect notification-driven due-date changes? |
| Audit trail | Can you export source data, amendments, approvals, acknowledgements and payment records? |
Automation reduces transcription risk; it does not decide whether your business is required to register, whether a transaction is exempt, or whether an exemption from e-invoicing applies. Keep a human review for those legal classifications.
9. What to do immediately after discovering an error
- Freeze the affected period’s records so a correction does not overwrite the original evidence.
- Classify the issue: registration particulars, invoice content, tax value, recipient GSTIN, return omission, late filing or e-invoice timing.
- Determine whether the correction belongs in an amendment, credit note, debit note, subsequent return or other statutory process.
- Calculate additional tax, interest and applicable fee before submitting the correction.
- Inform the recipient when their invoice or input-tax-credit visibility may change.
- File, pay and retain the acknowledgement, revised document and explanation of the cause.
For a notice, cancellation proposal, disputed classification or material tax amount, respond within the notice period and obtain advice based on the transaction documents.
The Bottom Line
Preventable GST penalties usually come from missed deadlines, incomplete invoices, unreconciled sales or ignored portal notices. A documented registration review, invoice checklist, pre-filing reconciliation, e-invoice checkpoint and calendar with payment ownership provides the practical control system; verify every threshold, exemption, due date and relief against the latest official guidance for the relevant period.
