Check GitHub Status, including the Actions component and the applicable regional Enterprise Cloud status page, then use the run’s timing and logs to identify whether the job never obtained a runner or started and failed in a step. Keep caches optional, preserve artifacts independently, rerun only idempotent work, and treat self-hosted runners as a controlled contingency—not an outage-proof replacement.
What “GitHub Actions is down” can mean
Several different failures look similar from a pull request. A run can remain queued because GitHub cannot provision or assign a hosted runner. A runner can start while an external package registry, cloud API, or deployment target is unavailable. A workflow can also fail because of a changed permission, a broken dependency, or a defect in its own commands. The first useful decision is therefore whether the run started.

Queued or not started
If no job log exists beyond event acceptance and the run remains queued, investigate runner assignment, provisioning capacity, labels, concurrency, and a possible GitHub incident. A queue symptom does not prove an upstream outage: a self-hosted workflow with no online runner, an exhausted concurrency group, or a label mismatch produces a similar result.

Started, then failed
If the Set up job section and normal step logs exist, the platform assigned a runner. Inspect the first failing step rather than retrying immediately. The cause may be a dependency download, credentials, permissions, a test, a deployment target, or an external API. A status page can show an incident while an individual run still has a separate failure.

Why the distinction matters
GitHub’s 2026 incident reports show that hosted-runner disruption can arise from different infrastructure layers. One event involved a partial networking failure between an on-premises datacenter region and cloud-hosted regional database and storage services. Another involved a cloud-provider routing change that concentrated API traffic on one backend, producing rate-limit errors; incorrect retry behavior increased load, and reduced regional capacity then exposed a job-assignment concurrency limit. The remedy for a queueing problem is not necessarily a workflow edit, and the remedy for a failed deployment step is not necessarily a rerun.
Check scope before changing code
- Open GitHub Status. Check the Actions component and read the incident updates, not just the headline color. Updates may identify affected runner types, regions, trigger types, or whether jobs are delayed, failing, or recovering.
- Check the regional Enterprise Cloud status page when applicable. An organization can experience a regional problem that is not obvious from a global summary.
- Record the time and symptom. Note when the run was queued, whether any job started, the repository and branch, and the runner type. This gives you a useful comparison as the incident evolves.
- Compare an independent run. A harmless workflow in another repository or a separate event can show whether the behavior is broad. Do not create a storm of retries while testing; each new run can add load and duplicate side effects.
- If no matching incident is reported, continue with run-level diagnosis. Status is a signal, not proof that every individual run is healthy.
At one point during the October 5, 2026 hosted-runner incident, GitHub Status showed the systems operational again. That observation was time-sensitive; a green page does not establish historical availability or guarantee that a run already in the queue will start immediately.
What the 2026 incidents teach about symptoms
| Incident and scope | Published impact | Reported mechanism and mitigation |
|---|---|---|
| October 5, 2026, GitHub-hosted runners | Across the full incident, 14.3% of workflow runs using GitHub-hosted runners and 26.5% of individual GitHub-hosted jobs did not start within five minutes. During roughly 90 minutes of highest impact, 47.0% of those workflow runs failed and 71.9% of GitHub-hosted jobs did not start within five minutes. | GitHub attributed the disruption to a partial networking failure affecting connectivity between an on-premises datacenter region and some cloud-hosted regional database and storage services. It shifted traffic to healthy regions and endpoints and increased affected compute capacity. GitHub reported that self-hosted runners were not affected in this incident. |
| October 1, 2026, Actions disruption | Across the incident-response window, approximately 0.68% of workflow runs experienced start delays and 0.196% of jobs failed to start. | A cloud-provider routing change concentrated API traffic on one backend and caused rate-limit errors. Incorrect retry behavior added load; reduced regional capacity then exposed a job-assignment concurrency limit. GitHub increased assignment concurrency and runner capacity and coordinated with its cloud provider to reduce API load. |
These percentages are incident-specific figures published by GitHub, not a general GitHub Actions failure rate. They demonstrate why “the job is queued” is a useful symptom to classify, not a diagnosis.

Make dependency caches optional
A cache should make a successful job faster, never make success possible. GitHub describes dependency caching as a way to avoid repeatedly downloading or rebuilding content and states: “A job should always be able to re-download or regenerate the files if there’s a cache miss.” Build installation and generation steps so they run when the cache is absent, stale, unavailable, or rejected.

A resilient sequence is:
- Attempt to restore a cache keyed by the lockfile, operating system, architecture, and relevant toolchain version.
- Run the package-manager install or other generation command regardless of whether the cache was restored.
- Save a new cache only after the job has produced valid content.
- Allow a failed cache save to be non-fatal when the generated dependencies are already present.
Do not put credentials, signing keys, tokens, or other secrets in a cache. GitHub warns that cache contents are shared according to branch or tag rules and should be treated as untrusted input. Explicitly granting write access on a low-trust trigger can undermine the secure read-only default and enable cache-poisoning risks.
Use artifacts for outputs and hand-offs
Caches are reusable acceleration data or intermediate files. Artifacts are the durable outputs of a run and the mechanism for transferring files between jobs. Upload test reports, build packages, coverage data, and release bundles as artifacts when a later job or a human needs the exact output from this run. Never make a cache the only copy of a package required to finish a release.
Separate preparation from side effects
Keep compilation, testing, and packaging in jobs that can be repeated. Put publishing, deployment, migrations, and notifications in explicit jobs with clear dependencies and environment protection. This structure lets you rerun safe preparation work without automatically repeating an external side effect that may already have succeeded.
Make retries idempotent
Where a workflow calls an external service, use an idempotency key or a uniquely recorded release identifier when the service supports it. Before creating a resource, check whether the intended resource already exists. For database changes, use migration tracking rather than assuming a failed network response means the change did not happen. A timeout can hide a successful operation.

Preserve evidence before you retry
- Open the run summary and identify the first failed job. Later failures can be consequences of the first one.
- Inspect timestamps. A long gap before “Set up job” points toward queueing or provisioning; a failure after setup points toward a step or dependency.
- Review the “Set up job” log. GitHub points to runner-image details there for hosted runners, which can reveal an image or toolchain change relevant to the failure.
- Search and download logs. Preserve the original logs, annotations, generated artifacts, and the run URL in your incident record before retention or a rerun makes them harder to compare.
- Enable debug logging only when needed. Use runner or step debug logging on a controlled rerun, and use the relevant build tool’s verbose mode. Debug output can contain paths, environment details, or command arguments that should be handled as sensitive operational data.
- For self-hosted runners, check runner state. Confirm that the runner is Idle or Active rather than Offline, and inspect runner and worker diagnostics for service, network, disk, and permission errors.
Rerun with a safety check
GitHub permits rerunning all jobs, failed jobs, or a selected job within 30 days of the original run. A workflow run can be rerun at most 50 times. Reruns retain the original GITHUB_SHA and GITHUB_REF, and they use the privileges of the actor who originally triggered the run. A rerun is therefore not a new commit, a new review, or a way to obtain a different authorization context.
When a failed-job rerun is appropriate
- The failure is a transient network, runner assignment, or rate-limit symptom.
- The job produces a deterministic artifact and has no external side effect.
- You have captured the original evidence and can compare the new attempt.
- The run still refers to the intended commit and ref.
When to stop and verify first
- A deployment, publication, migration, infrastructure change, payment, or notification may already have completed.
- The log ends after a timeout or lost connection immediately following an external command.
- An approval or environment transition was involved.
- The rerun would use credentials with a destructive capability.
GitHub’s October 1, 2026 incident guidance specifically advised affected teams to check whether deployment steps had already completed before starting a new run. GitHub also reported that some lost execution state could not be restored simply by retrying an approval. Treat an ambiguous result as “unknown,” reconcile the target system, and only then decide whether to rerun.
Should you use self-hosted runners as a backup?
Self-hosted runners can reduce dependence on GitHub-hosted runner capacity, but they are an operational choice rather than a magic bypass. An organization can run them on physical machines, virtual machines, containers, on-premises systems, or cloud machines and control the operating system, installed tools, hardware, and network placement. The organization also owns patching, hardening, capacity, monitoring, and replacement.
Every self-hosted job still needs an online, idle runner whose labels and groups match the workflow, plus working communication with GitHub. GitHub states: “If the job remains queued for more than 24 hours, the job will fail.” A powered-off machine, an incorrect label, a saturated pool, a firewall change, or a GitHub connectivity problem can therefore leave a self-hosted job just as unable to run.

| Decision axis | GitHub-hosted runners | Self-hosted runners |
|---|---|---|
| Capacity dependency | Depends on GitHub-hosted provisioning and assignment capacity; an upstream hosted-runner incident can delay jobs before any step starts. | Uses capacity you operate, but still requires an online matching runner and GitHub communication. |
| Control | GitHub manages the runner image and underlying machine; you select supported image and size options. | You control hardware, operating system, tools, network placement, and maintenance schedule. |
| Maintenance | Less machine maintenance, with image and platform changes outside your direct control. | You handle updates, security patches, disks, credentials, monitoring, and lifecycle replacement. |
| Private or specialized access | Requires supported networking patterns and may not reach private systems directly. | Can sit near private networks or specialized hardware, subject to your security design. |
| Scaling and monitoring | Capacity is supplied by the platform within its service model. | You must monitor Idle, Active, and Offline states and add capacity; Actions Runner Controller is GitHub’s Kubernetes-based autoscaling option, with additional cluster and controller operations. |
| Broader outage exposure | Hosted-runner incidents directly affect this option. | A hosted-runner-only incident may spare it, but a broader GitHub service, identity, network, or API incident can affect both. |
During GitHub’s October 5, 2026 hosted-runner incident, GitHub reported, “Self-hosted runners were not affected.” That is evidence about that incident, not a promise that self-hosting prevents outages. A self-hosted fleet is useful when you need private-network access, specialized hardware, predictable local capacity, or a second execution pool. It is a poor emergency plan if no one maintains it, it shares the same failing network path, or its credentials and images are less controlled than the hosted alternative.
Build a self-hosted contingency deliberately
- Create a dedicated runner group for contingency workloads rather than sending every repository to the same pool.
- Use distinctive labels that describe capabilities, such as operating system, architecture, accelerator, or network zone; keep labels synchronized with the workflow.
- Maintain at least one tested Idle runner during the periods when the backup is needed, or operate an autoscaling design with a documented cold-start time.
- Monitor runner state, queue age, disk space, service health, and outbound connectivity to GitHub.
- Keep the runner image reproducible and regularly patched. A backup that has not executed a representative build recently is not a tested backup.
- Restrict which repositories and workflows can target the group, and isolate sensitive jobs from untrusted pull-request code.
Keep permissions and recovery paths secure
Resilience should not mean granting every workflow broad credentials. Set GITHUB_TOKEN permissions to the minimum needed and use per-job permissions when jobs have different responsibilities. A test job generally needs fewer rights than a release job; do not give all jobs the release job’s token.
Review cache access separately. GitHub’s workflow syntax supports read, write, write-only, and none modes for cache access. Keep untrusted triggers read-only or disabled unless there is a documented reason to permit writes, and understand which branches or tags can read each cache. A cache hit must never be trusted as proof that its contents are safe.
Protect deployment environments and require the appropriate approvals, but design the workflow so an approval retry cannot unknowingly repeat a completed deployment. Record the external release identifier in a durable system and make the deployment job check that identifier before acting.

A practical outage runbook
First 15 minutes
- Check global and regional status pages and capture the incident update.
- Classify each run as queued, started-and-failed, or completed-with-an-uncertain-side-effect.
- Pause automatic retries that could multiply deployments, publications, migrations, or notifications.
- Preserve logs, annotations, artifacts, commit SHA, ref, actor, and timestamps.
- Tell stakeholders whether the issue is platform-wide, repository-specific, or still undetermined.
While GitHub is recovering
- Use the smallest safe test run to confirm recovery; avoid launching the entire backlog at once.
- Rerun failed, idempotent jobs selectively and compare their logs with the original attempt.
- Reconcile deployment and package registries before repeating any side effect.
- Watch queue age, runner state, and external-service rate limits as capacity returns.
After recovery
- Identify which jobs relied on cache availability or implicit retry behavior.
- Convert important outputs to artifacts and document where they are retained.
- Record whether a self-hosted runner, if available, actually reduced impact and what dependency still remained.
- Update the runbook with the exact symptom, status message, safe rerun decision, and any duplicated or prevented side effect.
- Test the contingency path on a schedule, not only during the next outage.
Workflow patterns that reduce outage damage
Cache with a functional fallback
restore dependency cache
install from the lockfile
run tests or build
save cache after successful generation
The important property is not the cache action’s label; it is that installation and generation remain valid when restoration fails.
Artifact hand-off between jobs
build job: produce package and test report
build job: upload both as artifacts
release job: download the exact artifacts from this run
release job: verify identity, then publish once
This prevents a later job from rebuilding different inputs after a transient failure and gives operators a concrete object to verify before repeating publication.
Explicit side-effect gate
prepare job: compile, test, and create release metadata
verify job: check target system for an existing release identifier
deploy job: run only when the identifier is absent or an explicit operator decision allows reconciliation
Use the target system as the source of truth when a network response was ambiguous. A red job status alone does not prove that an external command was rolled back.

How to interpret common failure patterns
| Observed pattern | Likely investigation | Safe next action |
|---|---|---|
| Many repositories have no job log and queue at the same time | Check Actions status, regional status, runner provisioning, assignment, and concurrency symptoms. | Wait for incident updates; avoid mass retries. Use a tested alternate runner pool only if the job is safe and the pool is reachable. |
| Only one workflow is queued | Check labels, runner groups, concurrency groups, branch filters, and whether the required self-hosted runner is Offline. | Correct the workflow or restore the matching runner; do not assume GitHub is experiencing a platform outage. |
| Job starts and dependency download fails | Check package registry health, credentials, lockfile, network policy, and cache fallback behavior. | Regenerate or redownload dependencies; treat cache restoration as optional. |
| Deployment step times out after sending a request | Query the deployment target for the release identifier and inspect provider-side logs. | Reconcile state before rerunning; never infer “not deployed” solely from the timeout. |
| Self-hosted job remains queued | Check runner labels and groups, Idle/Active/Offline state, service logs, capacity, and GitHub connectivity. | Bring a matching runner online or revise labels; remember that a queue lasting more than 24 hours fails. |
Bottom line
Reliable GitHub Actions during an outage comes from classification and safe design, not from pressing Retry. Check the relevant status page, distinguish queueing from step failure, preserve evidence, make caches replaceable, keep artifacts durable, and verify every external side effect before repeating it. Self-hosted runners can provide an additional execution pool and more control, but they require maintained capacity and still depend on GitHub connectivity. Test that contingency before you need it.
