The safest street-food choice is usually food cooked thoroughly and served steaming hot, with raw ingredients kept away from ready-to-eat food. Avoid dishes that have sat at room temperature for hours, and be especially careful with unsafe water, ice, raw seafood, undercooked meat, egg sauces and unwashed produce.
These checks reduce risk; they cannot prove that a meal is free of bacteria, viruses, parasites, toxins or chemicals. A clean-looking stall, a long queue or good smell is not a guarantee.

Why street-food safety deserves attention
Unsafe food can cause more than a short-lived stomach upset. The World Health Organization (WHO) says unsafe food causes more than 200 diseases. Its latest global estimates, published on 4 June 2026, attribute 866 million illnesses and 1.52 million deaths to foodborne disease in 2021. Children under five carried 29% of the health burden, including 143,000 deaths.
Those figures cover all food systems, not street vendors specifically. WHO also cautions that foodborne illness is often underestimated because many cases are not reported and linking an illness to a particular exposure is difficult. Local water quality, foods, enforcement and public-health conditions vary, so use destination-specific advice from local authorities or a trusted travel-health service for current warnings.

Street food is not automatically unsafe. The useful question is whether the particular food you are about to eat has been cooked, protected and handled in ways that limit contamination.
The five checks behind a safer choice
WHO’s named framework is the “Five keys to safer food”: “keep clean; separate raw and cooked; cook thoroughly; keep food at safe temperatures; and use safe water and raw materials.” The current framework is explained on the WHO Five Keys to Safer Food page.
| WHO key | What it means at a street stall | What you can observe |
|---|---|---|
| Keep clean | Hands, utensils, preparation surfaces and containers should be cleaned appropriately. | Covered equipment, visibly clean tools, and handwashing with soap and clean water rather than wiping hands on clothing. |
| Separate raw and cooked | Raw meat, poultry, seafood and eggs should not contaminate food that will be eaten without further cooking. | Different utensils or surfaces, or cleaning between raw preparation and ready-to-eat service. |
| Cook thoroughly | Heat should reach every part of the food. WHO traveller guidance uses 70°C as the target for all parts. | Food cooked to order and served steaming hot throughout, rather than merely browned outside. |
| Keep food at safe temperatures | Cooked food should not remain for hours in the temperature range where microorganisms can multiply. | Hot food kept genuinely hot or cold food refrigerated/on ice, not trays left at ambient temperature. |
| Use safe water and raw materials | Drinking, cooking, washing and ice-making water must be safe; ingredients should be suitable for eating. | Sealed drinks, a reliable water source and produce that can be peeled when washing conditions are uncertain. |
At a stall you are making a risk judgment, not conducting a laboratory inspection. You generally cannot confirm an internal temperature by looking at food, and you cannot certify that a vendor’s water or ingredients are pathogen-free.

Prefer food cooked thoroughly and served steaming hot
Choose meals cooked until every part is thoroughly heated and served steaming hot. WHO’s traveller guidance says all parts should reach 70°C. That is a cooking-safety target, not a temperature a customer can reliably verify by sight or touch. Do not treat a browned surface, sizzling sound or warm plate as proof that the center is safe.
Food cooked to order is often easier to assess than food that has been sitting in a display tray, because you can watch it receive a fresh heating step. Even then, the vendor’s handling before cooking and after cooking still matters.

Do not eat cooked food left out for hours
WHO warns that cooked food held at room temperature for several hours is risky. Avoid it when it is neither kept hot nor refrigerated or held on ice. The general Five Keys poster gives above 60°C for hot holding and below 5°C for cold holding. Those thresholds describe safe control ranges; a diner cannot accurately infer them from appearance.
A covered pot that is actively kept hot is a different situation from a shallow tray that has cooled on a counter. Likewise, a dish sitting in a visibly cold, properly maintained container is preferable to one that is merely described as “fresh.” If you cannot tell whether a dish is being held hot or cold, choose something cooked after you order.
Watch for raw-to-cooked cross-contact
Raw foods can recontaminate food that was already cooked. Observe whether the same cutting board, knife, tongs or serving surface handles raw meat or seafood and then touches cooked food without cleaning or a change of utensil.
Common warning patterns include raw chicken being cut beside cooked portions, raw seafood placed on a surface used for garnishes, or a vendor handling money and then touching ready-to-eat food with bare hands. One observation does not prove that contamination occurred, but visible cross-contact is a reason to select another dish or stall.
Ready-to-eat items deserve extra protection because you will not apply another cooking step. Look for separate serving tools, covered containers and a clean barrier between raw preparation and foods such as cooked meat, bread, fruit or garnishes.

Foods that need extra caution
Raw or undercooked seafood
Raw seafood can carry biological hazards, and cooking does not remove the risk that occurs before service. Be cautious with raw shellfish, uncooked fish, lightly cooked seafood and seafood displayed without reliable cold holding.

Poultry that remains pink or has pink juices
WHO’s traveller guidance specifically warns about poultry that remains red or releases pink juices. Choose poultry cooked all the way through and served hot. A browned exterior alone is not enough evidence.
Rare minced meat and burgers
Minced meat can distribute contamination through the interior, so rare burgers, kebabs or other minced-meat portions deserve particular caution. Select portions cooked thoroughly rather than rare or visibly undercooked.
Raw egg sauces and desserts
Raw or undercooked egg may be used in sauces, creamy dressings, custards and desserts. When you cannot establish that the egg mixture was thoroughly cooked or safely controlled, choose a different option.
Leafy salads and raw garnishes
WHO notes that microorganisms on green-leaf vegetables can be difficult to remove. Avoid leafy salads when you are uncertain that safe water and hygienic washing are available. The same caution applies to raw garnishes added after cooking if their washing and storage cannot be assessed.

Raw produce you cannot peel
When water safety is uncertain, choose fruit that you can peel or shell yourself. Peeling creates a barrier between the outside of the produce and the part you eat. Unpeeled raw fruit, cut fruit washed in unknown water and vegetables eaten raw carry more uncertainty.
Water, ice and drinks
Water can contaminate food, drinks, utensils and hands. If you do not know that the local supply is safe, WHO describes sealed bottled water as the safer choice and advises checking that the seal is intact.
Ice can have the same problem as drinking water if it was made from contaminated water. Avoid ice when its source is uncertain, especially in drinks prepared from an unknown supply. Sealed or packaged drinks are generally simpler choices when you cannot establish the water source.
Water used to rinse vegetables, dilute sauces, wash utensils or make ice matters as much as water poured into a glass. A vendor may have clean-looking equipment while still relying on an unsafe supply, which is why appearance alone cannot settle the question.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWhat vendor cleanliness can—and cannot—tell you
WHO’s street-food-vending guidance advises vendors to keep equipment and utensils clean and covered, wash hands with soap and clean water, use potable water for drinking, cooking and ice, and avoid reusing water that has already washed utensils, food or hands. You can treat these as useful practices to look for, not as a guarantee from one quick glance.
Best Value
- Positive signs: food protected by covers, utensils stored cleanly, raw and cooked work areas separated, and a handwashing setup with soap and clean water.
- Warning signs: flies or dust landing on uncovered food, visibly dirty utensils, repeated use of murky wash water, raw juices near cooked portions, or bare-hand contact with ready-to-eat food after handling raw ingredients or cash.
- Limits: you cannot see every contaminant, chemical residue or virus, and a stall can look tidy while food has been held too long or water is unsafe.
Do not rank vendors by queue length, popularity, smell or visual polish. Busy service may mean rapid turnover, but it does not establish safe cooking, water or separation practices.
A practical decision process at the stall
- Scan the holding setup before ordering. Identify whether the food is cooked to order, kept visibly hot, or kept properly cold. If it has been sitting at room temperature for several hours, choose something else.
- Watch one preparation cycle. Look for a thorough cooking step and whether the vendor uses clean or separate utensils for raw and cooked ingredients.
- Choose the lowest-uncertainty dish. Prefer a fully cooked meal served steaming hot over raw seafood, rare minced meat, undercooked poultry, raw egg sauces or a cold dish of uncertain history.
- Check ready-to-eat handling. Cooked portions, bread, fruit and garnishes should not be placed on surfaces or handled with tools contaminated by raw food.
- Assess water and ice separately. If the source is unclear, skip ice and select a sealed drink with an intact seal. Do not assume water used for washing or dilution is safe because it looks clear.
- Choose produce you can protect yourself. Peelable fruit is a more controllable choice than leafy salad or unpeeled cut produce when washing conditions are unknown.
- Leave if several warning signs combine. One uncertain detail may be impossible to interpret, but room-temperature holding plus raw-to-cooked contact and questionable water create avoidable risk.
Comparing two dishes or stalls without false precision
There is no WHO consumer scoring system that assigns a reliable numerical grade to an individual street vendor. Compare options using observable conditions instead of pretending to calculate an exact safety percentage.
| Lower-risk signal | Higher-risk signal | Why it matters |
|---|---|---|
| Cooked after you order and served steaming hot | Cooked food sitting at room temperature | Thorough cooking and controlled holding reduce opportunities for microbial growth. |
| Hot holding above 60°C or cold holding below 5°C as general guidance | Neither hot nor cold holding can be established | Time in uncontrolled temperatures increases uncertainty. |
| Separate tools or cleaned surfaces for raw and cooked food | Raw meat or seafood shares tools and surfaces with ready-to-eat food | Raw ingredients can recontaminate cooked food. |
| Sealed drink with an intact seal | Unknown water or ice source | Contaminated water can affect drinks, ice and food preparation. |
| Peelable fruit | Leafy salad or unpeeled raw produce washed in uncertain water | Some microorganisms are difficult to remove from leaves and raw produce. |
Use the comparison to choose between the options in front of you, not to declare a vendor universally safe. Conditions can change from one batch, shift or day to the next.

WHO’s Prevention of Foodborne Diseases: Five Keys to Safer Food / A guide on safe food for travellers, dated 16 June 2007, remains useful for the practical advice on thorough cooking, risky raw foods, holding temperatures, water and ice. You can read the PDF at WHO’s traveller food-safety guide.
Because that document is older, do not treat its wording as a current destination-specific alert. For a particular country or city, check current local authority or travel-health information in addition to applying the general principles.
Why appearance cannot certify a meal
Foodborne hazards include organisms and chemicals that are invisible and may not change smell, taste or appearance. A vendor can wash a surface after contamination, or a food can look fresh while it has been held at an unsafe temperature. Conversely, an informal-looking stall may prepare a particular dish safely. Visual cues are therefore useful for reducing risk, not for proving safety.
WHO describes food safety as a shared responsibility involving producers, vendors, regulators and consumers. As a customer, you control the dish, timing, drink and level of uncertainty you accept; you do not control the entire supply chain.

Essential takeaways
- Make freshly cooked, thoroughly cooked and steaming-hot food your default.
- Avoid cooked food left at room temperature for hours when it is not held hot or refrigerated/on ice.
- Look for separation between raw ingredients and food that is ready to eat.
- Be cautious with raw seafood, pink poultry, rare minced meat, raw egg sauces, leafy salads and unpeeled produce washed in uncertain water.
- When water safety is unclear, choose a sealed drink, check the seal and skip ice of unknown origin.
- Use cleanliness as one clue among several; it cannot establish that food is pathogen-free.
