Use manual audience targeting when a Demand Gen campaign must stay inside a defined audience. Treat selected audience segments as optimization signals only when optimized targeting is enabled: Google can expand delivery to people outside those selections if its systems predict conversions. Before launch, configure first-party-data exclusions, check whether the product or service falls under a sensitive-interest policy category, review account-level Content Suitability, and verify location, language and device settings in the live account.
Manual targeting and optimized targeting are different controls
Demand Gen gives you two fundamentally different ways to approach audience delivery:
As an Amazon Associate I earn from qualifying purchases.
- Manual targeting: ads are delivered to the audience you specify. This is the stronger choice when the audience definition is a hard business, legal or operational boundary.
- Optimized targeting: the audiences you select become signals for automated optimization. Google may serve ads to people outside those selections when it expects them to convert, and it may reduce or stop serving on the supplied signals if it finds better-performing traffic elsewhere.
That distinction matters because an audience selected in the setup screen does not automatically function as an eligibility fence. If delivery must not cross a defined audience boundary, do not rely on optimized targeting to enforce it. Choose manual targeting, then document the exact segments, exclusions and policy conditions that make up the boundary.

Choose the setup that matches the boundary you need
| Setup | Boundary strength | What happens | Best fit |
|---|---|---|---|
| Manual audience targeting | Strongest audience boundary available in the targeting choice | Delivery is directed to the specified audience. | Campaigns that must remain within a defined audience. |
| Optimized targeting with audience signals | Flexible; not a hard boundary | Selected segments guide the system, which can find additional people likely to convert. | Acquisition campaigns where incremental reach is acceptable. |
| Manual targeting plus first-party-data exclusions | Defined target with exclusions applied where eligible | The specified audience is used while eligible first-party segments are excluded. | Cases such as excluding known customers or another owned-data segment. |
Keep materially different strategies in separate ad groups. A manually constrained ad group and an optimized expansion test have different delivery logic, so combining them makes management and reporting harder.
Build a Demand Gen audience correctly
Google’s Audience builder can combine audience segments, demographic targeting and exclusions. Demand Gen allows one audience per ad group, but that audience can contain several segments. Use that structure to make each ad group’s intended eligibility easy to inspect.
Step 1: Define the audience before opening the builder
Write down the audience boundary in operational terms: the segments that may receive ads, the segments that must be excluded, the countries or regions, languages and devices, and whether the product is in a sensitive-interest category. This prevents a broad optimization goal from silently replacing a narrower business requirement.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteStep 2: Create or select the audience
- In the Google Ads account, open the Demand Gen campaign and the ad group where the audience will be applied.
- Open the audience controls and launch the Audience builder.
- Add the required audience segments and any demographic criteria that are part of the intended boundary.
- Add exclusions that are supported for the relevant first-party data.
- Save the audience with a descriptive name that identifies the strategy, geography and major exclusions.
Use a new named audience when a change should affect only one strategy. Editing a saved audience can affect every campaign or ad group that uses it; changing a shared audience is therefore a potentially account-wide delivery change.
Step 3: Check the optimization setting
Review the ad group or campaign for optimized targeting after saving the audience. If the audience is a hard limit, leave optimized targeting off and confirm that the interface shows manual targeting. If expansion is intentional, record that the selected segments are signals rather than an eligibility rule and monitor delivery for traffic outside them.

Step 4: Keep strategy variants separate
Place a manually targeted strategy and an optimized strategy in different ad groups, with clear names such as “Manual—existing segment” and “Optimized—prospecting.” Separate ad groups preserve interpretable reporting and make it possible to pause expansion without changing the constrained setup.
Add exclusions, and understand what they can and cannot exclude
Google’s exclusions guidance ties audience exclusions to first-party data. They are useful for owned segments such as existing customers when those segments are available in the account and eligible for use.
Recommended Free Tools
When to add an exclusion
- Exclude a first-party customer segment when the campaign is intended only for prospects.
- Exclude a first-party converted-user segment when a separate retention or upsell campaign owns that communication.
- Exclude an internal suppression segment when the advertiser has a documented reason to avoid serving to it.
Google recommends observing performance before adding exclusions in some campaign situations. That recommendation is about managing delivery and performance; it does not replace a required restriction. If an exclusion is mandatory for policy, privacy or business reasons, apply it before launch and verify that the intended segment is populated and eligible.
Important limitation: personalization opt-outs
Exclusions may not apply to people who have opted out of ads personalization. Consequently, an exclusion based on first-party data is not a universal mechanism for identifying and suppressing every person in a real-world category. Treat it as a control over eligible first-party data, not as a guarantee that no member of a broader population can see an ad.
Verify the exclusion after saving
- Open the audience details and confirm the exclusion is listed under the correct ad group or campaign.
- Check that the segment is a first-party data source and that it has sufficient, policy-compliant data for use.
- Confirm that the exclusion was not changed indirectly by editing a shared saved audience.
- Record the date, segment name and reason so later operators can distinguish an intentional restriction from a performance experiment.
Check sensitive-interest policy before building around a restricted audience
Sensitive-category rules can change both who is eligible to receive Demand Gen ads and which inventory is available. Google’s June 3, 2026 clarification specifically addressed Demand Gen and Discovery campaigns and potential serving implications for products and services in sensitive-interest categories.

Do not apply one blanket rule to every sensitive category. The permitted audience types, advertiser-curated audience options and eligible inventory depend on the exact product or service and the applicable policy category. A setup that is allowed for an ordinary product may be restricted for a sensitive one.
Policy review sequence
- Describe the promoted product or service precisely, including the market and location in which it will be advertised.
- Check Google’s current “Restricted targeting in Personalized advertising” policy and the category-specific policy that matches that product or service.
- Check the Demand Gen campaign guidance for restrictions on audience types, advertiser-curated audiences and inventory.
- Rebuild the audience plan around the options that are actually eligible. Do not assume that a custom or advertiser-curated audience remains available simply because the interface allows a similar segment in another campaign type.
- Review the campaign after policy checks in the live account, because eligibility and interface labels can change.
If the product is sensitive, treat inventory availability as part of the targeting decision. A narrower eligible audience or reduced inventory can change reach even when the audience configuration itself appears correct.
Set content suitability at the account level
Demand Gen’s core content-suitability controls are not available at campaign level, according to Google’s Demand Gen FAQ. Inventory type, content types and labels are managed through account-level Content Suitability. Excluded content keywords are also configured there.
Where to look
- Open the Google Ads account’s Content Suitability settings.
- Review the account-level inventory type, content-type and label controls.
- Review excluded content keywords and update them for the advertiser’s brand-safety requirements.
- Save the account-level settings, then return to the Demand Gen campaign to confirm that the resulting inventory is compatible with the campaign’s audience and policy plan.
Because these settings apply at account level, a change made for one Demand Gen campaign can affect other campaigns in the same account. Coordinate the change with the account owner and record its intended scope before saving it.
Configure location, language and device controls without assuming they are audience filters
Location and language settings also affect delivery. Google says they can be set at campaign level or ad-group level, but not both. Decide where the control belongs before building multiple ad groups, and avoid creating conflicting expectations between campaign and ad-group settings.

- Location: choose the countries, regions or other locations that match the campaign’s permitted market. Confirm the location option and presence/interest behavior shown in the live interface.
- Language: select the languages supported by the ads and landing experience. Apply the setting at either campaign or ad-group level, not both.
- Device: use the campaign-level device audience control when device eligibility is part of the plan.
These settings narrow delivery dimensions, but they do not turn optimized audience signals into a strict audience boundary. Keep the targeting mode decision separate from geography, language and device configuration.
Do not treat contextual signals as strict eligibility
For YouTube inventory, contextual targeting signals are hints. They can help the system understand the context in which an ad may be relevant, but they should not be described as a guarantee that only people meeting a particular contextual condition are eligible. If the requirement is a person-level audience boundary, use the manual audience controls and policy-eligible segments instead.

A saved audience is not proof that the final campaign is constrained as intended. Perform this review in the live account immediately before enabling delivery.
- Audience intent: compare the saved audience name and included segments with the written audience boundary.
- Targeting mode: confirm whether optimized targeting is on or off. For a hard boundary, confirm manual targeting.
- Ad-group structure: verify that each Demand Gen ad group has one audience and that materially different strategies are not mixed.
- First-party exclusions: confirm the correct owned-data segments are excluded and note the limitation for ads-personalization opt-outs.
- Sensitive-category eligibility: identify the exact product or service category and confirm the audience types and inventory permitted for it.
- Content suitability: open account-level Content Suitability and check inventory type, content types, labels and excluded content keywords.
- Location and language: verify the selected locations and languages and that each setting is placed at either campaign or ad-group level, not both.
- Devices: confirm the campaign-level device control if device restrictions are part of the plan.
- Change impact: check whether an edited saved audience or account-level setting is shared with other campaigns.
- Record keeping: save the final configuration, policy rationale and date so future changes can be compared with the approved setup.
Troubleshoot delivery that appears outside the intended audience
Ads are reaching people outside selected segments
First check whether optimized targeting is enabled. If it is, the behavior is consistent with Google’s description of audience selections as signals that can be expanded. Turn optimized targeting off and use manual targeting when expansion is not acceptable. Then recheck the ad group’s audience and any shared-audience edits.
An exclusion does not remove every person you expected
Confirm that the exclusion is based on eligible first-party data. The exclusion may not apply to people who opted out of ads personalization, and it is not a universal way to exclude every person who resembles a first-party segment. If the requirement is broader than the available first-party control, reassess the audience design and policy constraints rather than assuming the exclusion is comprehensive.
Best Value
A sensitive product has fewer audience or inventory choices
Review the exact sensitive-interest category and the current Demand Gen and personalized-advertising policies. Restrictions vary by category and can affect advertiser-curated audiences and eligible inventory. Do not infer permission from a standard, non-sensitive campaign.
A content exclusion seems to work in one campaign but not another
Check account-level Content Suitability. Core suitability settings and excluded content keywords are not campaign-level Demand Gen controls, so a change may apply across the account rather than to a single campaign. Confirm the resulting account configuration and assess its effect on every affected campaign.
Location or language settings conflict
Google allows location and language at campaign level or ad-group level, but not both. Move the control to the level required by the structure, remove the conflicting setting, and verify the final delivery scope in the live interface.

| Requirement | Primary control | Qualification |

| Ads must stay within selected audience segments | Manual audience targeting | Optimized targeting can expand beyond selected signals. |
| Additional reach is acceptable | Optimized targeting | Selected segments guide optimization and are not a hard boundary. |
| Exclude known customers or another owned segment | First-party-data audience exclusion | May not apply to people who opted out of ads personalization. |
| Promote a product in a sensitive-interest category | Category-specific policy review | Audience eligibility and inventory depend on the exact category, product and location. |
| Control inventory type, content types or labels | Account-level Content Suitability | These core controls are not available at Demand Gen campaign level. |
| Block unwanted contextual environments | Account-level excluded content keywords and suitability controls | YouTube contextual signals are hints, not strict person-level eligibility filters. |
| Restrict market, language or device | Location and language at campaign or ad-group level; device at campaign level | Location and language cannot be set at both levels simultaneously. |
Keep the configuration current
Google can change interface labels, exclusion behavior, inventory eligibility and sensitive-category rules. Before each launch or major edit, open the live account and check the applicable policy for the advertiser’s specific product, location and campaign configuration. Revalidate shared audiences and account-level suitability settings whenever another campaign manager changes them.
The safest operating principle is simple: use manual targeting for a defined audience boundary, use optimized targeting only when expansion is acceptable, apply first-party exclusions with their documented limits, and treat policy and account-level suitability checks as part of targeting rather than as an afterthought.
