The most maintainable Claude Code setup uses a short, project-wide CLAUDE.md for durable facts, path-scoped files in .claude/rules/ for specialized guidance, and skills for task-specific procedures. Write every rule as a concrete action with an observable check, keep the main file under 200 lines as a working target, and review instruction files for contradictions and stale advice.
This arrangement matters because Claude Code reads instruction files as context rather than enforcing them as configuration. Concise, relevant guidance is easier for the model to apply consistently; a rule that must block an action needs a control such as a PreToolUse hook instead.

What “concise and specific” means in Claude Code
A useful instruction answers four questions without making Claude infer the missing details: what action to take, where it applies, when it applies, and how to verify it. “Use the project conventions” is vague because it names neither a convention nor a check. “Use 2-space indentation” states the convention. “Run npm test before committing” states an action that a teammate can perform and review.

Concise does not mean cryptic. A short rule can still include a path, command, format, or expected condition. The goal is to remove interpretation while avoiding background material that does not change the work Claude performs. The Claude Code documentation puts the principle plainly: “The more specific and concise your instructions, the more consistently Claude follows them.”

Decide where each instruction belongs
Start by classifying a piece of guidance by scope, frequency, and purpose. Put it in the narrowest location that still reaches every task that needs it.
| Location | Use it for | Typical content |
|---|---|---|
Project CLAUDE.md |
Facts and conventions needed across ordinary work in one repository | Project layout, common build and test commands, coding conventions, architectural decisions, and recurring workflow instructions |
Nested CLAUDE.md files |
Guidance that belongs to a particular project area | Instructions that should travel with a subdirectory and its work |
.claude/rules/ |
Modular rules for specialized files or paths | Path-scoped coding, testing, or formatting rules with matching path patterns |
| Skills | Procedures needed for a particular task rather than every session | Multi-step task workflows that would otherwise make the main instruction file longer |
| User-level instructions | Personal preferences that apply across projects | Individual working preferences kept separate from team conventions |
| Managed instructions | Organization-wide policies | Guidance controlled for an organization rather than one repository |
| Auto memory | Accumulated learnings and patterns Claude writes over time | Observed project knowledge that complements, rather than replaces, explicit rules |
Project instructions that represent team standards belong in source control. User preferences should not be mixed into that shared file, because they would look like requirements to every teammate. Organization-wide policies belong in managed instructions. Auto memory is complementary: it stores learnings and patterns, while people use CLAUDE.md to state the rules they want followed.
Build a small, durable root CLAUDE.md
The root file should contain the few facts a new contributor or a fresh Claude session needs repeatedly. A practical order is:
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →- Project map: name the important directories and what each contains.
- Build and test commands: give the exact command, such as
npm test, and say when to run it. - Coding conventions: state formatting and naming rules directly, for example, “Use 2-space indentation.”
- Architectural decisions: record decisions that constrain future changes and would otherwise be rediscovered.
- Common workflows: capture recurring steps that apply to normal work in the repository.
Use headings and bullets to keep related rules together. A teammate should be able to scan the file and find the command or convention they need without reading an essay. Explanatory history belongs in a design document or project documentation unless it changes the action Claude should take.
Turn recurring corrections into rules
Add a rule when the same correction comes up repeatedly, a review catches an avoidable mistake, or a new teammate would need the information to work effectively. This test keeps the file focused on durable value instead of recording every one-off conversation.

Keep the root file below the practical limit
Anthropic’s guidance sets a target of fewer than 200 lines per CLAUDE.md file. Treat that as a maintenance threshold, not a license to fill 199 lines. Once a rule is relevant only to a path or task, move it out of the root file. Longer instruction files consume more context and can reduce adherence.
Write rules that Claude can verify
Replace broad verbs such as “handle,” “organize,” or “test properly” with an operation and a check. The following pattern is reliable:
- Action: what Claude should do.
- Target: which files, directory, or artifact it affects.
- Condition: when the rule applies.
- Verification: the command, output, or review step that demonstrates compliance.
Examples of concrete wording
- “Use 2-space indentation in source files.”
- “Run
npm testbefore committing.” - “For files under the API directory, follow the API-specific rule set.”
- “When changing the build configuration, update the documented command in the project instructions.”
The first example specifies a formatting choice. The second names a command and a point in the workflow. The third defines scope rather than asking Claude to apply a convention “where appropriate.” The fourth ties a recurring maintenance action to a concrete file, reducing the chance that documentation silently drifts.
Specify output shape when the result matters
Anthropic’s prompting guidance recommends stating the desired output format and constraints directly. If a task needs a numbered plan, a table, a particular file layout, or a bounded response, say so. Numbered steps and bullets are especially useful when sequence or completeness matters. This guidance supplements, rather than replaces, repository rules: put a recurring project requirement in the appropriate instruction file and state a one-off response format in the task prompt.
Move specialized guidance into .claude/rules/
A rule that applies only to certain files should not compete for attention in every session. Store modular rules under .claude/rules/ and use path patterns in the file’s frontmatter so the guidance applies to matching paths. This keeps the project-wide file readable while preserving precise instructions where they matter.

When a path-scoped rule is the right choice
- A directory has a different formatting or naming convention.
- A file type needs a specialized test or validation step.
- A subsystem has constraints that would distract work elsewhere.
- The rule changes when Claude edits a particular path, not when it works on the repository generally.
Describe the boundary plainly in the rule itself. State which paths it covers, the required action, and how to check the result. Avoid copying the entire root file into every scoped rule; duplicate text creates two places to update and invites contradictions.

| Question | Root CLAUDE.md |

Skill |
|---|---|---|---|
| Scope | Project-wide | Path-specific | Task-specific |
| Frequency | Needed in ordinary sessions | Needed when matching files are involved | Needed only for a particular procedure |
| Purpose | Durable facts and shared behavior | Modular file rules | Multi-step execution guidance |
Use skills for procedures, not permanent policy
Multi-step procedures are often the worst content to keep in a root file. They make every session carry instructions that may be relevant only to one task. A skill is a better home for a procedure that Claude needs to perform on demand. Keep the root file focused on the standing facts and policies that shape normal work; invoke the skill when the specialized sequence is required.
This separation also clarifies maintenance. A project convention can change independently from a release procedure. Updating one does not require editing a large mixed document or risking unrelated changes.
Understand loading, imports, and context
Instruction files are loaded as context. They guide Claude’s decisions, but they are not hard enforcement. Imports can make a long file easier to navigate, yet imported material still loads at launch; importing a document does not save context by itself. Use imports for organization and discoverability, not as a way to avoid the cost of carrying the instructions.
Auto memory has its own loading limit
The documentation says auto memory loads its first 200 lines or 25KB. Keep durable, high-value learnings near the beginning so they are within that loading window. Do not rely on memory for a rule that the team must explicitly review and version; put that rule in the appropriate project, scoped, or managed instruction file.

Separate instructions from enforcement
Because Claude Code treats instruction files as context, a written rule cannot guarantee that an action is impossible. Documentation recommends a PreToolUse hook when an action must be blocked regardless of Claude’s judgment. Use the instruction file to explain the desired behavior and the hook to enforce a non-negotiable boundary.
Choose the right mechanism
- Use
CLAUDE.md: for conventions, commands, architectural context, and recurring workflow guidance. - Use
.claude/rules/: when the convention depends on a path. - Use a skill: when the guidance is a task procedure.
- Use a
PreToolUsehook: when a tool action must be prevented independently of Claude’s interpretation.
Maintain instruction files as a system
Maintenance is not merely deleting old sentences. Review the root file, nested instruction files, scoped rules, skills, and managed guidance together so you can see overlap and conflict.
Run a contradiction audit
- List every instruction source that can apply to the work you are reviewing.
- Check whether two files prescribe different commands, formatting, or ownership for the same path.
- Remove duplicated wording where one file can link conceptually to the narrower rule through clear scope.
- Move a rule to the narrowest valid location if it is appearing in sessions that do not need it.
- Delete instructions for commands, directories, or workflows that no longer exist.
Review after a code-review correction, a workflow change, or an architectural decision. These events are signals that a durable rule may be missing or stale. Keep personal preferences out of the shared audit unless the team has intentionally adopted them.
Check for signal-to-noise problems
- Can a new teammate find the build and test commands quickly?
- Does each “must” statement identify the files or situations it governs?
- Does each testing instruction name a command, such as
npm test, instead of saying “test your changes”? - Are path-specific rules absent from sessions that do not touch those paths?
- Is the root file still under the fewer-than-200-line target?
- Are imported documents organized without pretending that imports reduce loaded context?
Common failure modes and fixes
The file keeps growing
Symptom: every new exception is appended to the root file. Fix: classify the exception. If it is path-specific, move it to .claude/rules/; if it is a procedure, make it a skill; if it is a personal preference, keep it at user scope. Retain only the durable project-wide fact in the root file.

Claude follows a rule inconsistently
Symptom: the instruction uses broad language or lacks a check. Fix: name the exact path, convention, command, or expected format. Replace “format correctly” with the formatting convention. Replace “run tests” with the command and the point in the workflow.
Best Value
Rules conflict across files
Symptom: a root instruction and a scoped rule prescribe different behavior. Fix: decide which scope is correct, keep the general rule general, and rewrite the scoped rule so its path boundary is explicit. Remove stale duplicates and audit the surrounding files for the same conflict.
The instruction is treated as a security control
Symptom: a documentation rule is expected to stop a tool action every time. Fix: keep the explanation in the instruction file, but add a PreToolUse hook for the action that must be blocked. Context can guide; the hook enforces.
Imports are used to hide an oversized file
Symptom: the root document looks short, but many imported pages load at launch. Fix: use imports for navigation, then still remove irrelevant material and move path- or task-specific content to its proper scope. The context cost remains when imported content is loaded.
A repeatable workflow for editing Claude Code instructions
- Capture the correction: write down the recurring mistake, missing context, or review finding in plain language.
- Define its scope: decide whether it is personal, project-wide, organization-wide, path-specific, or task-specific.
- Write the observable rule: include the action, target, condition, and verification command or format.
- Place it narrowly: use the root
CLAUDE.md, a scoped rule, a skill, or managed instructions according to the classification. - Check for overlap: search the other instruction sources for an older or contradictory version.
- Test discoverability: ask whether a new teammate could find the rule and perform its check without additional explanation.
- Audit later: revisit the change after the workflow or architecture evolves and remove it if it is no longer true.
How prompting guidance fits with repository guidance
Claude Code instructions and task prompts solve different problems. The instruction files carry durable context from session to session. A prompt supplies the immediate objective and any temporary output constraints. For both, Anthropic recommends clear, direct language, explicit formats and constraints, and numbered steps or bullets when order or completeness matters. Consult model-specific guidance as well, because behavior recommendations can differ by model.
A concise project file therefore does not need to describe every possible response format. It should state the project’s stable requirements; the prompt can request the format for the current task. This division keeps the durable context small without sacrificing precision in a particular exchange.
Quick Recap
Final checklist
- The root
CLAUDE.mdcontains project layout, common commands, conventions, architectural decisions, and recurring workflows. - Each rule uses a concrete action and an observable check.
- The main file targets fewer than 200 lines.
- Path-specific guidance lives under
.claude/rules/with explicit path patterns. - Task procedures live in skills rather than permanent project instructions.
- Personal preferences, team standards, and organization policies remain in their respective scopes.
- Auto memory is treated as accumulated learning, not as the sole home for required policy.
- Imports improve navigation but are not counted as a context-saving mechanism.
- Contradictory and stale instructions are removed during periodic audits.
- A
PreToolUsehook protects actions that must be blocked regardless of Claude’s judgment.
