Store the files and metadata under access controls, follow your approved retention schedule, and test that you can retrieve and reproduce them later. A screenshot alone does not establish who captured it, whether its timestamp is trustworthy, or whether it accurately represents the live site.
There is no universal retention period for website screenshots. Requirements depend on jurisdiction, industry, record type, contract, and organizational policy. Treat the workflow below as a recordkeeping framework to adapt with your records manager or legal counsel—not as a substitute for an applicable schedule.

How do I keep a record of website changes?
Start by deciding what the record needs to show. A screenshot can document visible appearance at a point in time, but a defensible record usually needs context and a repeatable, controlled capture process. NARA’s web-record guidance, directed to federal agencies, emphasizes documented controls over creation, transmission, receipt, and maintenance, including identifying authorized creators and protecting records from unauthorized changes. Those are useful concepts beyond federal agencies, but your own obligations and approved schedules govern.
1. Define what to capture and why
- List the pages, page states, and business activities that need recurring capture.
- Identify the business owner and the purpose of each record.
- Determine the applicable legal, contractual, policy, or approved schedule requirements, including final disposition.
- Decide whether a visual image is enough, or whether links, linked documents, interactions, or the surrounding site structure must also be preserved.
Not every item on a website is necessarily a record. GSA notes that web records can also document how a website is managed, not just what visitors see. See GSA’s overview of web records.

- Easily store and access 2TB to content on the go with the Seagate Portable Drive, a USB external hard drive
- Designed to work with Windows or Mac computers, this external hard drive makes backup a snap just drag and drop
- To get set up, connect the portable hard drive to a computer for automatic recognition no software required
- This USB drive provides plug and play simplicity with the included 18 inch USB 3.0 cable
- The available storage capacity may vary.
2. Standardize each capture event
Use a documented cadence and consistent capture method. For every event, keep the original capture and a manifest or equivalent record with enough information to identify and interpret it. A practical manifest can include:
- Page URL and, where relevant, a description of the page state or content being captured.
- Capture date and time, including the time zone.
- Capture system or method, such as the authorized service, script, or person.
- Responsible person or system and the process version or configuration used.
- File name, file format, and a unique record identifier.
- Any exceptions, such as a timeout, missing content, consent dialog, or unusual page state.
This is an operational recommendation, not a field list prescribed verbatim by the cited rules. Document who is authorized to create captures and who may change the process; that makes later review more meaningful.
3. Protect provenance and integrity
Keep the original capture and its identifying metadata together in a controlled repository. Limit access to authorized users and log material changes to the record or metadata. A checksum can help detect whether a particular file’s bytes have changed after the checksum was created. If you use one, retain its algorithm and value alongside the file and recompute it during integrity checks.

A matching checksum does not prove that the image was a truthful capture of the live site, that the clock was accurate, or that a court or regulator will accept it. Provenance, documented controls, and completeness matter too. The SHA-256 example in 36 CFR 1236.42 concerns a specified digitization context; it is not a general requirement to hash recurring website screenshots.
4. Preserve enough fidelity for the question
If the issue is simply what a visitor could see, an image may suffice. If the record needs to establish where links led, retain linked documents, or show interactive behavior, a static screenshot may be incomplete; consider preserving a richer web capture as well. NARA’s federal guidance favors methods such as harvesting that retain hypertext functionality for permanent federal web content. That is a fidelity consideration, not a universal rule for every organization.
5. Store, retrieve, and reproduce records
Use a repository with access limits, backup and recovery practices, retention controls, and an export process. Test that staff can locate a selected past capture using its identifier or metadata and provide both a human-readable and electronic copy without losing the record’s meaning. E-SIGN describes accurate reproduction and accessibility for covered records, while Part 11 includes retrieval protections for records within its scope.

How long should compliance screenshots be kept?
Keep them for the period required by the law, contract, policy, or approved records schedule that applies to the specific record. The sources cited here do not establish one retention duration for all website screenshots. Federal retention schedules are not automatically applicable to private organizations, and a screenshot’s subject matter alone does not determine its retention period.
For covered electronic records, E-SIGN provides a retention path when the record accurately reflects the information and remains accessible in a form capable of accurate later reproduction for the required period; the statute’s scope and exceptions matter. See the E-SIGN statute. For federal agencies, NARA recommends a retention schedule for web records: NARA Guidance on Managing Web Records.

Is a screenshot enough to prove what a website displayed?
Not by itself in every situation. A screenshot can show pixels, but does not inherently establish when or how it was created, who authorized the capture, whether the capture process was reliable, or whether content beyond the image—such as links or interactions—was present. A manifest, controlled process, protected originals, and retrieval history help supply context; they do not guarantee legal admissibility or prove every disputed fact.
A hash addresses a narrower question: whether file bytes match the version represented by that hash. It does not establish that the image accurately represented the live website at the claimed time. For a record where navigation or interactive content matters, preserve those elements in a suitable format in addition to an image.

- NARA: Its web-record guidance is directed to federal agencies. It offers recordkeeping concepts, but organizations outside the federal government should use their own applicable requirements and schedules.
- 21 CFR Part 11: The 2025 annual CFR edition describes controls for electronic records and signatures within the rule’s scope, including copies, retrieval, access limits, and audit trails. It does not make every website screenshot subject to Part 11.
- FDA guidance: FDA’s Part 11 Scope and Application guidance is nonbinding, dates to 2003, and describes FDA’s enforcement-discretion approach for certain Part 11 requirements. Applicable predicate-rule duties remain relevant; this is not a blanket waiver.
- E-SIGN: The 2000 statute applies to covered transactions and has scope and exceptions. Its electronic-record provisions concern accuracy, accessibility, and reproduction for the legally required period.

For recurring captures, ScreenshotNeo is a website screenshot API and MCP server. Its one-request API can return an image or PDF. The endpoint accepts options for such needs as full-page captures, selectors, device viewports, PDF output, custom CSS or JavaScript, waits, and caching; see the ScreenshotNeo documentation. Treat the resulting screenshot and available metadata as inputs to your own documented retention and review process.
curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://example.com -o shot.webp
ScreenshotNeo accepts cookie or consent banners before capture and removes more than 60 known consent platforms, newsletter popups, and chat widgets; each step can be turned off. Bot checks or CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and responses identify the page verdict and billing status in headers. Its MCP server provides tools for AI agents, including Claude, Cursor, and other MCP clients. The Free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000 screenshots.

Frequently Asked Questions
Does Part 11 apply to every screenshot of a regulated company’s website?
No. Applicability depends on whether the electronic record and activity fall within Part 11’s scope and on the underlying requirements; consult qualified counsel or your compliance team.
Does a checksum prove a screenshot is authentic?
No. It can help detect later changes to the file bytes, but does not prove the capture accurately represented the live page at a claimed time.
