How to issue a stablecoin on the XRP Ledger

By Freedom251 Team · · 13 min read

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Issuing a token on the XRP Ledger takes four ledger actions: choose a currency code, configure an issuing account, have each holder create a trust line, and send a Payment within that line’s limit. That sequence creates an XRPL fungible token; it does not by itself create a trustworthy stablecoin. A stablecoin also needs identifiable reserves, a workable redemption process, secure key governance, financial controls, and compliance appropriate to every jurisdiction in which it is offered.

Use the official Issue a Fungible Token tutorial on Testnet or Devnet while you settle these choices. Treat production issuance as the final step in an operating program, not as a single transaction.

What “stablecoin” means on the XRP Ledger

XRPL issued tokens are balances recorded against an issuer’s address and individual holder trust lines. The ledger can enforce those balances and the transfer rules selected by the issuer, but it cannot verify a bank account, Treasury bill, commodity reserve, insolvency procedure, or promise to redeem outside the ledger. The XRP Ledger documentation puts the boundary plainly: “In practice, the XRP Ledger is a computer system that cannot enforce any rules outside of itself, so stablecoins depend on their issuer’s integrity.” See Stablecoins.

  • Off-ledger institution: reserve custody, valuation and reconciliation, redemption at a stated rate, customer identification where required, sanctions and fraud controls, disclosures, accounting, and incident response.

A currency code is only an identifier. A three-character code or a 160-bit hexadecimal code does not prove that a token is official, backed, or redeemable. Publish the exact issuer address and explain how holders can distinguish your asset from another token using the same code.

Decide the issuer model before creating activity

Several account flags become difficult or impossible to change after an issuer has created trust lines, offers, or token balances. Write a configuration and governance decision record before funding the account or onboarding a holder.

Currency code and issuer identity

Choose a code that is unambiguous for your users and systems. A familiar fiat-style code can be easy to read but is not unique across the ledger; a hexadecimal code offers a larger namespace but requires better wallet and support tooling. In either case, identify the issuing address in your website documentation, APIs, statements, and redemption instructions. Keep an inventory of every address that can issue, hold, or move the asset.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reserves, redemption, and legal perimeter

Define what one token represents, where backing assets are held, who may redeem, minimum redemption amounts, cut-off times, fees, banking rails, and what happens during a bank outage or a reserve shortfall. Reconcile issued supply to eligible reserves on a schedule that your risk committee approves. Decide which entity is the legal issuer and which entities provide custody, payment, market-making, compliance, and technology services.

XRPL does not make a redemption promise enforceable. Your terms, operational procedures, accounting evidence, and regulated obligations do that work. Obtain jurisdiction-specific advice before soliciting customers or calling the token a deposit, e-money, fund unit, or other regulated product.

Account separation and signing

One issuing address gives every token from that address the same account-level policy. Separate addresses can isolate assets that need different authorization, freeze, clawback, or fee settings, but they add reserve reconciliation, monitoring, and customer-support work. Use a documented hierarchy for cold, operational, and distribution accounts.

Protect signing keys with access controls, transaction limits, dual review, backups, and rehearsed recovery. Configure the issuing account

The account settings below determine how holders can use the token and what intervention powers the issuer retains. Set them deliberately, record the rationale, and communicate material restrictions to customers.

Setting What it changes Decision and trade-off
Default Ripple Controls whether trust-line balances are allowed to ripple by default. Enable it for ordinary holder-to-holder transfers and trading. Without it, balances generally cannot move through the trust-line network as customers expect.
Require Auth Requires the issuer to authorize a holder’s trust line before that holder can use it. Useful for controlled onboarding, but it adds an approval workflow and signing exposure. It can be enabled only while the account has no trust lines and no offers, so decide before creating token activity.
Freeze and Deep Freeze Can stop an individual line, prevent receipt as well as sending, or support a broader freeze policy. Retaining these powers helps with sanctions, court orders, and incident response but affects user trust and liquidity. Document who can invoke them and under what evidence.
No Freeze Permanently gives up individual and deep-freeze abilities and prevents undoing a global freeze. It can signal that the issuer will not exercise those controls, but it does not guarantee redemption or reserve safety. Treat it as an irreversible product-policy choice.
Allow Clawback Permits the issuer to claw back trust-line tokens under the XRPL clawback rules. Can support legal or sanctions responses. It must be enabled before the account has issued tokens or created owner-directory objects, and it cannot coexist with No Freeze for trust-line tokens.
Transfer fee Applies an issuer-defined fee to token transfers. It is an account-level setting that can affect every trust-line token from that address. Model who pays, how wallets quote amounts, and how your books reconcile collected fees.
Tick size Controls the precision used for exchange-rate offers involving the token. Choose a precision that avoids noisy prices without hiding meaningful movements. Check how your market and accounting systems round it.
Deposit authorization Restricts which incoming payments the account accepts under the ledger’s deposit-authorization rules. Assess it alongside your onboarding, refund, and operational-wallet design; an overly narrow policy can strand legitimate operational payments.

Default Ripple is an operational prerequisite

The XRPL documentation defines the setting this way: “The Default Ripple flag controls whether the balances on a trust line are allowed to ripple by default.” For a broadly usable stablecoin, enable it before distributing tokens and verify the resulting account flags. This is not a cosmetic label: it determines whether customers can pass balances through the trust-line graph during ordinary transfers.

Require Auth and authorized trust lines

With Require Auth enabled, a holder first creates a trust line and then waits for an issuer authorization transaction. That supports allow-listing and customer due diligence, but every authorization consumes issuer signing capacity and creates a queue that must be monitored. XRPL documentation limits when the flag can be enabled: the issuer must have no existing trust lines and no offers. If you may need this model, enable it before any such objects exist.

Freeze policy and user expectations

An issuer can freeze one trust line, use Deep Freeze to block receipt as well as sending, or apply a global freeze to issued balances. Define trigger conditions, approval levels, notification, appeals, and release procedures. A freeze can protect the system during a compromised account or legal event, but it also makes the token less permissionless for holders. No Freeze removes those intervention powers permanently; it does not make an off-ledger redemption obligation enforceable.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Clawback timing

Trust-line clawback is disabled by default. To enable it, do so before the issuer has tokens or any other owner-directory objects, including trust lines, offers, escrows, payment channels, checks, or signer lists. The documentation states: “This flag cannot be enabled if the issuer has already issued trust line tokens.” For trust-line tokens, Allow Clawback and No Freeze are mutually exclusive. Decide whether the ability to respond to theft, sanctions, or legal orders outweighs the additional control held by the issuer, and disclose the policy before onboarding customers.

Transfer fees and payment amounts

A transfer fee is charged through the token’s transfer mechanics, not through your reserve account. It can affect every token issued by that address, so it is unsuitable for treating one series as fee-free and another as fee-bearing. Transfers directly to or from the issuing address do not apply the fee in the same way as secondary transfers. An operational or standby address may therefore need additional SendMax to deliver a target amount after the fee is accounted for. Publish whether your quoted amount is gross or net and reconcile the difference in your ledger.

The four-step XRPL issuance workflow

The ledger sequence is short. The controls around it are not. Use a test network first and have an operator verify every transaction result.

1. Choose and register the currency code

  1. Select a three-character code or a 160-bit hexadecimal code.
  2. Record the exact issuer address and code as a pair in your asset registry.
  3. Publish the pair and your redemption terms through an authenticated channel so customers can detect look-alike tokens.

Do not describe the code as proof of backing. The issuer address, reserve policy, and redemption process establish the product’s identity.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

2. Configure the issuing account before distribution

  1. Fund the issuer and operational accounts with enough XRP for ledger reserves and expected transaction activity.
  2. Set Default Ripple and the other account flags selected in your decision record.
  3. If using Require Auth or Allow Clawback, confirm the account is still eligible before creating trust lines, offers, or other owner objects.
  4. Set the transfer fee and tick size, then validate how your client libraries and exchange integrations represent them.
  5. Install signing controls, signer approvals, monitoring, and a tested recovery path.

Use the account’s on-ledger flags as the source of truth for deployment checks; a configuration file or dashboard alone is not evidence that the setting was applied.

3. Have each holder create a trust line

A trust line is the ledger object in which an issued-token balance is held. The holder submits a trust-line transaction naming your issuing address, the currency code, and a limit. The limit is the maximum balance that line will accept; you cannot make a recipient hold more than that configured limit.

In an authorized model, the holder’s line remains unusable until the issuer signs an authorization. In an open model, the line can be used once the ledger accepts it, subject to your other settings. Monitor reserve requirements and owner-object counts for both customer and operational accounts.

4. Send a Payment within the limit

  1. Submit a Payment from the issuer or approved distribution account to the holder’s address, specifying the issued currency and issuer.
  2. Set a destination amount and, where fees or path changes can alter delivery, an appropriate maximum send amount.
  3. Wait for a validated ledger result and record the transaction hash, delivered amount, issuer, currency, and destination in your issuance ledger.
  4. Reconcile the resulting holder balance and your total outstanding supply against your reserve and customer records.

A successful transaction result is not enough to prove that the requested amount arrived. With the partial-payment flag, a payment can be considered successful when any nonzero amount is delivered, even a tiny amount. Your application must inspect delivered_amount (or use the documented library balance-change functionality) and reject or investigate results below the intended amount. Payment finality answers whether the ledger accepted the transaction; it does not answer whether your application received the amount it intended.

Testing before production

Implement against the official Issue a Fungible Token tutorial and run the complete lifecycle on Testnet or Devnet:

  • Create issuer, operational, and test-holder accounts.
  • Apply the final flag combination and verify it from ledger data.
  • Exercise open and authorized trust-line onboarding if both models are possible in your product.
  • Send amounts at, below, and above the trust-line limit and confirm the expected rejection or delivery.
  • Test a transfer-fee path, including a transfer to and from the issuer and a holder-to-holder transfer.
  • Attempt ordinary, deep, and global freeze procedures in the configuration you selected; document exactly what holders can still do.
  • If using clawback, test the approval, execution, accounting, and customer-notification process before any production token exists.
  • Submit payments with and without partial-payment handling and ensure your software compares delivered_amount with the requested amount.
  • Rotate signers, recover a key, and operate during an unavailable signer or RPC endpoint.
  • Run reconciliation from transaction history into your supply, reserve, fee, and redemption ledgers.

Do not infer production capacity, reserve sufficiency, or legal compliance from a test-network success. Repeat deployment checks immediately before mainnet issuance because account flags and operational balances are production state.

Operating the stablecoin after issuance

Supply and reserve reconciliation

Maintain a single authoritative outstanding-supply figure derived from validated ledger balances, adjusted for any explicitly documented liabilities or burned amounts. Reconcile it to eligible reserve assets, pending redemptions, fees, and operational cash. Investigate mismatches before issuing more tokens. Keep timestamps, responsible approvers, and evidence for each reconciliation period.

Redemption processing

Publish a deterministic request path: identity checks where required, wallet and bank details, minimums, fees, cut-off times, expected settlement, and exception handling. Burn or otherwise retire tokens according to your accounting policy when redemption completes, and prevent duplicate processing during retries. A ledger transfer is not a bank settlement; your system must track both legs.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Key and transaction security

Separate issuance, redemption, treasury, and monitoring permissions. Apply transaction limits and out-of-band review to minting, clawback, freeze, signer-list changes, and transfer-fee changes. Alert on unexpected issuers, unusual trust-line growth, failed authorization, partial-payment deliveries, and movements that exceed policy. Keep offline backups and rehearse restoration without exposing production secrets.

Public identification and transparency

Publish an xrp-ledger.toml file on your website that identifies the currencies and addresses you control. This gives wallets and users a machine-readable way to distinguish your asset from impersonators. Complete the Token Issuer Self-Assessment Questionnaire recommended in the XRPL documentation and publish the resulting information that is appropriate for your legal and security posture.

Configuration choices compared

Choice Holder permissions Issuer capability Operational burden
Open holding Any holder can create a trust line, subject to limits and other ledger rules. Less individual onboarding control; monitoring and sanctions response must rely on the controls retained. Simple onboarding, but greater exposure to unwanted holders and support questions.
Explicit authorization A trust line is usable only after issuer approval. Strong allow-listing and customer-screening control. Approval queues, signer use, service-level targets, and recovery procedures are required.
Freeze and clawback retained Balances can be restricted or recovered under disclosed conditions. More tools for legal, sanctions, and incident response. Requires governance, evidence, customer communication, and privileged-key protection.
No Freeze and no clawback Fewer issuer interventions after distribution. Reduced ability to respond to compromised or legally restricted balances. Simpler policy but a narrower incident-response playbook; No Freeze is permanent.
Fee-free secondary transfers Quoted holder-to-holder amounts are easier to understand. No transfer-fee revenue from those movements. Simpler wallet, exchange, and reconciliation logic.
Fee-bearing secondary transfers Recipients and senders must understand gross versus net delivery. Can collect a protocol-level transfer fee from eligible movements. Requires SendMax handling, precise disclosures, and fee reconciliation.
One issuer account All tokens from that address share one policy. Centralized policy and key scope. Fewer accounts to monitor, but a single policy or compromise affects every series.
Separated issuer accounts Different assets can have distinct rules and identities. Limits the blast radius of a policy or key event. More reserves, trust-line inventories, signing workflows, and public documentation.
Single-signature operations No visible change to holders. Fast approvals with concentrated key risk. Simple to run; requires especially strong custody and recovery.
Multisignature operations No visible change when approvals are available. Distributes approval across people or systems. More resilient governance, but signer outages, rotation, and coordination must be managed.

Common failure modes and fixes

Customers cannot transfer tokens between themselves

Check that Default Ripple is enabled on the issuer and that each counterparty has a valid trust line with sufficient limit. Also inspect freezes, authorization state, and any path or fee assumptions in the sending wallet. Do not solve a policy mismatch by raising limits blindly.

The issuer cannot turn on Require Auth or clawback

Inspect existing trust lines, offers, issued balances, and owner-directory objects. Require Auth has a no-trust-lines/no-offers prerequisite. Allow Clawback must precede issued tokens and the listed owner objects. If the account has crossed the prerequisite, create a new issuer address only after reviewing how you will migrate identity, reserves, and customer balances.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A payment is validated but the recipient received too little

Look for the partial-payment flag and read delivered_amount from the validated metadata. Compare it with the intended amount before updating customer credit. Review SendMax, transfer fees, path selection, trust-line limits, and retry logic. A validated result with a tiny nonzero delivery is not a successful business transaction.

A holder cannot receive the issued token

Confirm the holder created a trust line to the exact issuer address and currency code, set a high enough limit, and completed authorization if Require Auth is enabled. Check that the destination account is not frozen or otherwise restricted and that the payment names the correct issuer rather than a look-alike token.

Users mistake another token for yours

Publish the issuer-address-and-code pair, maintain the xrp-ledger.toml identification file, and make wallets display both issuer and code. Explain that a familiar three-character code is not unique and that redemption instructions apply only to the identified issuer.

Launch checklist

  • Currency code, issuer address, legal entity, and redemption terms are approved.
  • Reserve custody, reconciliation frequency, attestations, and insolvency procedures are documented.
  • Default Ripple, authorization, freeze, clawback, transfer fee, tick size, and deposit-authorization choices are recorded and verified on-ledger.
  • Account separation, signer thresholds, backups, monitoring, and emergency contacts are in place.
  • Trust-line limits, holder onboarding, authorization queues, and customer disclosures are tested.
  • Payment software validates transaction finality and delivered amount separately.
  • Partial payments, fee-bearing transfers, freezes, clawback, redemptions, and key recovery have been rehearsed on Testnet or Devnet.
  • Public issuer identification and the Token Issuer Self-Assessment Questionnaire information are available.
  • Compliance, privacy, tax, accounting, sanctions, and consumer-protection reviews cover every launch jurisdiction.

Keeping the documentation current

XRPL amendments, reserve requirements, client-library behavior, and regulatory obligations can change. Before a production deployment or material policy change, check the live XRPL documentation for stablecoins, configuration, and clawback behavior, then obtain current advice from the relevant regulators and counsel. Treat every flag change, signer change, and redemption-policy change as a controlled release with a rollback or migration plan where the ledger permits one.
