Check your edition and online availability first
Before planning a session, confirm that the exact game edition and platform you own include the multiplayer mode you intend to use. The instructions linked above are for the Steam version of BioShock 2 and use Steam friends. They should not be treated as universal directions for console releases, remasters or other BioShock titles.

Why BioShock 2 has multiplayer instructions
Multiplayer was part of BioShock 2’s development: a May 8, 2009 announcement from 2K’s parent company said the mode was being developed with Digital Extremes and described it as a substantial element of the game. That is historical context, not confirmation that online play remains available today—and it does not describe the mode as a cooperative story campaign.

In short, you can use the documented BioShock 2 Steam lobby to invite friends to a private multiplayer match. That is not the same as joining a co-op BioShock campaign.
