How to Investigate and Contain a Suspected Ransomware Intrusion

Treat a suspected ransomware intrusion as an active breach, not merely a file-recovery problem. Activate your incident-response plan, isolate affected systems without destroying useful evidence, determine how far the attacker reached, report through the right channels, eradicate persistence, and restore only into a clean environment.

This guide follows U.S. federal guidance for organizational responders. Contact your national cyber authority and law enforcement if your organization operates elsewhere, and involve legal counsel before making notification or payment decisions.

What to do first: contain spread while preserving options

The first objective is to stop additional encryption, theft, or lateral movement. The CISA #StopRansomware Guide states the core action plainly: “Determine which systems were impacted, and immediately isolate them.” That does not mean shutting down every computer on the network without a plan. Isolation should be fast, coordinated, and designed to preserve evidence where conditions allow.

Activate the incident-response plan

Declare an incident under your organization’s approved response process and assign an incident lead. Bring in security, infrastructure, identity, legal, privacy, communications, business continuity, and executive decision-makers according to that plan. Record decisions, times, systems affected, and people consulted in a location that the suspected attacker cannot alter. If your normal collaboration tools may be monitored or compromised, move sensitive coordination to an out-of-band channel such as telephone calls or a known-clean messaging system.

Identify what is affected before choosing the isolation level

Use the ransom note, user reports, endpoint alerts, authentication records, network telemetry, and visible encryption activity to identify affected hosts and subnets. If only a small number of endpoints are involved, disconnect those hosts from wired and wireless networks, remove them from remote-access groups, or apply a quarantine policy through endpoint security tooling. If multiple systems or subnets are involved, isolating traffic at the switch or network-segmentation level may be faster and safer than touching hosts individually. Preserve a record of every port, VLAN, firewall rule, and account changed so it can be reversed deliberately.

Situation Preferred containment action Important trade-off
One or a few clearly identified hosts Quarantine or disconnect those hosts and block their network paths Leaves the rest of the environment available, but an unobserved compromised host may remain
Several hosts in one subnet or business segment Use switch, VLAN, firewall, or software-defined segmentation to isolate the segment Stops lateral movement more broadly, but can interrupt legitimate services
Widespread or rapidly expanding encryption Consider taking affected network sections offline while the response team maps dependencies May prevent greater damage, but creates an availability outage that must be documented
Host cannot be disconnected and spread is continuing Power down as a fallback after documenting the decision and, when feasible, collecting volatile evidence Can stop activity, but destroys memory-resident artifacts and may lose other transient evidence

Do not warn the intruder through ordinary channels

Assume an attacker may still have access to email, chat, ticketing, or administrative consoles. CISA advises coordinating isolation and communicating out of band when feasible because premature, visible actions can prompt an attacker to move laterally, deploy more ransomware, destroy logs, or accelerate data theft. Keep operational messages factual and need-to-know; do not speculate about attribution in broadly accessible channels.

Preserve evidence without making the incident worse

Ransomware deployment is often a late stage of an intrusion. Evidence that explains initial access, privilege escalation, and data theft may exist only briefly. At the same time, collecting evidence must not allow active encryption to continue. The incident lead should document the containment-versus-preservation decision for each system.

Capture volatile information when it is safe

Memory contents can contain running processes, injected code, encryption keys, network connections, command history, and attacker tools that will disappear on shutdown. CISA specifically identifies system memory, Windows Security logs, and firewall log buffers as evidence that may be volatile or retained only briefly. If a trained responder and suitable tooling are available, capture memory and relevant volatile data before powering down. If collection cannot be performed safely, prioritize stopping spread and record why the evidence was not collected.

Preserve host and network artifacts

For a representative sample of affected and nearby systems, preserve forensic images, memory captures, endpoint-protection records, authentication events, process execution data, scheduled-task and service information, and relevant file-system metadata. Export logs to write-protected or access-controlled storage. Include firewall, VPN, DNS, proxy, email, cloud audit, identity-provider, and network-device logs where they cover the suspected time window. Retain the original files, hash exported copies where your process supports it, and maintain a chain-of-custody record if litigation or law-enforcement use is possible.

Collect the ransomware binary and related scripts only through a controlled process; do not open or execute samples on production systems. Preserve observable indicators such as suspected command-and-control addresses, suspicious registry entries, unusual administrator accounts, persistence mechanisms, and filenames or extensions associated with the encryption event. The CISA guide recommends system images and memory captures from a sample of affected devices, relevant logs, precursor malware samples, and other observables when immediate mitigation is not possible.

Take snapshots of cloud resources

For cloud-hosted workloads, take volume snapshots and preserve cloud audit logs before deleting or rebuilding resources. Snapshot timing matters: a snapshot made after an attacker has altered or encrypted data may preserve the compromised state, but it can still be valuable for forensic review. Protect snapshots from the same credentials suspected of compromise and record the account, region, volume, and timestamp for each one.

Use qualified assistance when internal collection is unsafe

If your team lacks forensic experience, do not improvise on critical evidence. CISA’s data-breach guidance recommends considering a reputable incident-response or digital-forensics provider experienced in breaches. Select a provider through counsel, your insurer, or established procurement channels, define authority and evidence-handling requirements in writing, and verify that the provider can work within your jurisdiction and reporting obligations.

Determine the real scope of the intrusion

Do not equate the number of encrypted folders with the size of the compromise. The attacker may have accessed systems that were not encrypted, stolen data before deployment, or retained credentials for later use.

Build a timeline from independent sources

Start with the earliest reliable alert, then work backward through endpoint, identity, network, cloud, and email telemetry. Mark initial access, privilege changes, remote administration, security-tool tampering, data staging or transfer, and ransomware execution. Compare clocks and time zones across systems before drawing conclusions. Preserve both the raw records and the normalized timeline used for management decisions.

Search for precursor malware and unresolved access

Review antivirus and EDR detections, IDS/IPS alerts, firewall records, DNS requests, VPN sessions, proxy logs, and administrative-tool activity for additional affected systems. Look for credential dumping, remote desktop or remote-management use, exploitation of public-facing services, suspicious scheduled tasks, newly created accounts, and security controls that were disabled. CISA warns responders to investigate whether an earlier compromise remained unresolved; the ransomware event may be only the visible end of a longer intrusion.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Investigate identities and access paths

Inventory accounts used on affected systems, including domain administrators, local administrators, service accounts, email accounts, cloud identities, and third-party integrations. Disable or reset credentials only after coordinating with the evidence-collection plan so that you do not destroy useful session information. Revoke active sessions and tokens for accounts with evidence of misuse, enforce multifactor authentication where available, and review privileged-group membership. Based on findings, contain remote-access tools, VPN concentrators, single sign-on applications, email tenants, and public-facing services that may provide continued entry.

Do not assume that changing one administrator password ends access. Check API keys, certificates, stored browser credentials, automation secrets, service accounts, delegated permissions, and federation relationships. Treat any system that cannot be shown clean as a potential source of reinfection until rebuilt or independently validated.

Report the incident and coordinate decisions

Use the organization’s communications and escalation plan

Give leadership regular situation reports that distinguish confirmed facts, working hypotheses, business impact, and decisions needed. Coordinate with internal IT and security teams, affected business owners, managed-service providers, your cyber insurer, legal counsel, privacy officers, and communications staff. Preserve contracts and service-level requirements; they may define notice duties or require specific handling of evidence.

U.S. reporting and assistance channels

CISA lists several U.S. channels for reporting or assistance. The FBI’s public ransomware guidance also directs victims to a local field office or the Internet Crime Complaint Center.

FBI Internet Crime Complaint Center (IC3) Online submission of ransomware and cybercrime information FBI ransomware guidance
Local U.S. Secret Service field office Reporting and assistance for qualifying investigations CISA #StopRansomware Guide

Report even if you are still determining scope. Share indicators, timelines, ransom notes, wallet addresses, contact details used by the attacker, and known data theft when your legal and investigative process permits. The FBI asks victims to report whether or not they pay.

Assess notification duties with counsel

If personal information, protected health information, financial records, or contractual data may have been accessed or exfiltrated, ask counsel to map the facts to every applicable state, federal, sector, contractual, and international requirement. CISA’s ransomware data-breach fact sheet notes that requirements vary and includes special considerations for some health information. No single deadline applies to every organization; the clock, content, and recipients depend on jurisdiction and the confirmed facts.

Eradicate the attacker’s foothold

After containment and evidence preservation, remove the mechanisms that could restart the intrusion. Use trusted, ransomware-family-specific technical guidance where available. Do not rely on the absence of a ransom note as proof that a system is clean.

Remove malware and persistence

Identify and eliminate known ransomware binaries, loaders, scripts, scheduled tasks, services, registry persistence, unauthorized accounts, and remote-management tooling. Rebuild systems when integrity cannot be established rather than repeatedly cleaning a host with uncertain provenance. Apply security updates to the vulnerability or exposed service used for entry, but test changes in an isolated environment before broad deployment.

Close compromised access

Reset credentials in a planned order, beginning with privileged and service identities, and rotate secrets stored on affected systems. Revoke tokens, certificates, API keys, and active sessions that could permit re-entry. Review firewall rules, VPN access, external remote administration, email forwarding, OAuth grants, and cloud roles. Keep emergency access accounts protected and monitored; do not disable controls so broadly that responders lose the ability to operate safely.

Use decryptors cautiously

Law enforcement or trusted security authorities may know of a decryptor for a particular ransomware family, but availability and safety vary. A decryptor is not proof that the attacker has been removed, and it may damage files or fail on a modified strain. Preserve originals, test any tool on verified copies, and obtain expert validation before using it at scale.

Restore services into a clean environment

Choose recovery order by business dependency

List critical services, their dependencies, recovery objectives, required identities, and data sources. Restore foundational services such as clean identity, networking, DNS, and management platforms before dependent applications. Define an owner and acceptance test for each service so that pressure to resume operations does not bypass security checks.

Use offline, encrypted backups

CISA recommends restoring from offline, encrypted backups according to critical-service priorities. Verify backup integrity and provenance before connecting backup systems to the recovery network. A backup that contains the original compromise, or that can be modified by the same stolen credentials, is not a trustworthy recovery source.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Keep the recovery network clean

Build or designate a clean recovery segment with controlled administrative access, current security tooling, and comprehensive logging. Do not add compromised systems to that network merely because their files appear restored. Rebuild or validate each system, scan it, apply required updates, rotate relevant credentials, and monitor it before reconnecting production dependencies.

Validate before returning to service

For every restored workload, confirm that unauthorized accounts and persistence are absent, security controls are enabled, logs are reaching protected storage, and expected network connections are the only active ones. Run business-owner tests and security checks separately. Keep heightened monitoring in place after cutover; a quiet period immediately after restoration does not prove that the attacker has lost access.

Should you pay the ransom?

CISA, the FBI, and the NSA discourage ransom payment. Their stated concerns include encouraging further criminal activity and the fact that payment does not guarantee recovery of files or deletion of stolen data. The FBI says it does not support paying and asks victims to report the incident whether or not they pay; see the CISA/FBI/NSA advisory and the FBI ransomware page.

Payment is not a technical recovery plan. It does not remove persistence, reverse data theft, or establish that a supplied decryptor is safe. If leadership is considering it, involve legal counsel, the insurer, law enforcement, sanctions-compliance specialists, and the technical team that must validate any decryptor. Document the decision, alternatives considered, and evidence supporting the choice. Do not present payment as universally illegal or universally effective; the legal and operational consequences depend on the actors, jurisdiction, contracts, and facts.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common response mistakes and their corrections

  • Shutting down every device immediately: isolate first where possible and preserve volatile evidence on a representative sample; use power-off as a considered fallback when spread cannot otherwise be stopped.
  • Cleaning only encrypted computers: search for precursor malware, stolen credentials, persistence, and data theft across the environment.
  • Continuing to use compromised email or chat: move sensitive coordination out of band and assume the attacker can observe ordinary channels.
  • Resetting passwords without revoking sessions and tokens: invalidate active sessions, rotate service secrets, review delegated permissions, and check certificates and API keys.
  • Restoring directly into production: establish a clean recovery network, verify backups, rebuild or validate systems, and monitor before reconnection.
  • Waiting for complete certainty before reporting: provide an initial report with known facts and update it as scope develops.
  • Assuming a decryptor or payment solves the incident: treat decryption as, at most, one recovery input; containment, eradication, and evidence preservation remain necessary.

Document lessons and update the plan

After services stabilize, conduct a structured review while logs, decisions, and staff recollections are still available. Record the initial access path, control failures, time to detection, containment actions, evidence gaps, business impacts, vendor performance, and recovery dependencies. Convert findings into owners and dates: strengthen segmentation, protect backups from administrative compromise, improve identity monitoring, test out-of-band communications, and rehearse restoration.

NIST’s Incident Response Recommendations and Considerations for Cybersecurity Risk Management: A CSF 2.0 Community Profile is listed as final on April 3, 2025 in the NIST ransomware publications index. CISA’s #StopRansomware information page describes an update in May 2023, while the linked guide is identified as the September 2023 edition; use current agency notices for incident-specific changes.

Limits of this playbook

This is organizational response guidance, not a complete forensic procedure for every operating system, cloud platform, or ransomware family. Indicators, decryptor availability, attribution, evidence requirements, and legal duties change with the incident. Keep technical conclusions tied to current authoritative advisories and preserve enough context for investigators to reproduce how each conclusion was reached.
