An internet exposure list is not an OT inventory. A defensible inventory identifies each renewable-energy asset, verifies its site and operational role, records how it can be reached, assigns ownership and criticality, and stays current when equipment or connections change. Build it by combining existing records with carefully authorized exposure discovery, then have people who understand each site validate the results before changing access.
This method covers wind, solar, storage, and the communications infrastructure that can expose or provide a path to their control systems. It is designed for geographically dispersed sites where devices, vendors, network designs, and maintenance practices vary.

What counts as an internet-facing OT asset?
Operational technology (OT) is the hardware and software that monitors or controls a physical process. In renewable generation, that can include wind turbines, solar arrays, plant controllers, inverters, protection equipment, meters, gateways, remote terminal units (RTUs), building-control systems, and supervisory control and data acquisition (SCADA). The U.S. Department of Energy identifies wind turbines, solar arrays, building-control systems, and SCADA as OT examples relevant to producing, storing, and managing energy.

“Internet-facing” should be interpreted broadly enough to include both a directly reachable service and a path that can reach OT through an intermediary. The inventory should therefore include:

- Internet-exposed systems that are not themselves controllers but could be used to reach controllers or sensitive operational data.
Do not treat a search result as proof that an asset belongs to a particular operator. A public address may be stale, reassigned, shared by a gateway, or associated with a service provider. Identity, ownership, function, and access path must be verified with the responsible site or network owner.
Why a maintained inventory matters
Renewable sites change frequently: equipment is replaced, cellular or satellite links are added, vendors receive temporary remote access, firmware is upgraded, and plant networks are reconfigured. A spreadsheet created after a single scan cannot show whether a newly visible service is authorized, whether an old address still maps to the same device, or what process could be affected by closing a connection.
A maintained baseline gives the operator a way to answer five questions for every externally reachable finding:

- What does it monitor or control, and how critical is that function?
- Who owns, supports, and can authorize a change to it?
- How is it reached, and what other systems or links does that route touch?
- Is internet reachability required for an operational purpose?
NIST SP 800-82 Rev. 3, published in September 2023, says organizations should consider the criticality of a complete and accurate OT asset inventory when managing risk. DOE guidance also calls for a regularly updated device inventory and current network configuration diagrams. The objective is not to collect the largest number of records; it is to maintain enough verified context to make safe decisions.
Set governance and safety boundaries first
Agree on scope and authority
Before collecting data, name the sites, networks, asset classes, and time window covered by the exercise. Include OT operations, engineering, cybersecurity, central network staff, and representatives who know the equipment at each site. Assign one person who can authorize collection and one who can stop it if a system behaves unexpectedly. Define how findings will be handled when ownership is uncertain.
Separate discovery authorization from access-removal authority. A security team may be allowed to identify a reachable service but not to disable it. Record the change-approval path, maintenance windows, emergency contacts, and the conditions under which an active collection method is prohibited.
Protect availability and safety
Energy OT has consequences that differ from ordinary office technology. A discovery action can consume device resources, trigger an alarm, interrupt a fragile protocol session, or interfere with a process that is operating normally. NIST advises considering collection impacts on OT and testing asset-management tools on offline systems or components before production deployment.

- Start with records and passive or low-impact observations.
- Test any active scanner, probe, agent, or protocol query against representative offline equipment.
- Have OT personnel review the test results and define exclusions for fragile or safety-critical components.
- Schedule approved production collection with the people responsible for the affected process.
- Keep a rollback and stop procedure available, and document any interruption or unexpected behavior.
Do not infer that a method is safe merely because it is commonly used in enterprise IT. Safety depends on the particular device, protocol, network path, and operating state.
Build the inventory in a repeatable sequence
1. Assemble what is already known
Collect the records that can establish a starting baseline:
- Site asset registers and equipment lists.
- Network diagrams, address-management records, firewall rules, and routing information.
- VPN, remote-desktop, jump-host, cellular, satellite, and vendor-maintenance configurations.
- Commissioning documents, maintenance contracts, vendor records, and support status.
- Incident, change, outage, and replacement records.
- Existing SCADA, historian, engineering-workstation, and plant-controller documentation.
Reconcile these sources rather than selecting one as authoritative by default. NIST’s energy-sector reference architecture describes combining existing organizational capabilities with new ones because data is often dispersed and static inventories become outdated. Preserve the provenance of each attribute so a reviewer can tell whether it came from a drawing, a configuration export, a technician, or an observation.
2. Identify candidate external exposure
Use an authorized exposure-discovery service or the organization’s own perimeter telemetry, then compare the results with owner-maintained records. CISA’s Internet Exposure Reduction Guidance, published June 4, 2025, points to web-based discovery resources such as Thingful, Censys, Shodan, and Shadowserver for assessing which organizational assets are accessible from the internet.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For each candidate, preserve the observed address, port or service, protocol indication, certificate or banner details when available, timestamp, and apparent access mechanism. Treat these as leads, not verified identities. Match using more than an IP address where possible: hostname, certificate, autonomous-system or provider information, device fingerprint, site records, and the route shown in firewall or remote-access logs can all help. Ask the responsible owner to confirm the asset, site, service purpose, and business need.
3. Trace the access path
Document whether reachability is direct or mediated. A public web interface on a plant gateway is different from a VPN that leads to a jump host, and both differ from a cloud service that exchanges telemetry with a controller. Record each intermediate component and the trust boundary it crosses.
NIST SP 1800-23 uses tracking of IP-based and serial connections and alerting on changes to a known baseline as examples of useful capabilities. Apply the same idea to remote links: identify the initiating party, authentication point, destination segment, protocol, and systems that would be affected if the route changed.
4. Validate identity and operational role
Have a site operator, controls engineer, or other qualified custodian verify what the asset actually does. Where necessary, perform a physical review of the cabinet, process area, or communications equipment. The joint CISA-led asset-inventory guidance notes that OT environments can contain legacy systems, specialized devices, sensors, and instrumentation using proprietary protocols; understanding their role may require physical inspection.

Validation should answer:
- Does the device exist at the stated site and location?
- Is it a controller, sensor, gateway, workstation, network device, service, or another class?
- Which process, unit, feeder, turbine, array, or storage system depends on it?
- Does the observed service belong to the device, a gateway in front of it, or a third-party provider?
- Is the connection active, temporary, abandoned, or misidentified?
5. Record criticality and dependencies
Criticality is not the same as internet visibility. A low-bandwidth gateway may be the only path to a high-consequence controller, while an exposed informational dashboard may not issue commands. Record the operational effect of loss, delay, manipulation, or isolation; dependencies such as power, communications, safety systems, and vendor support; and the people who must approve a change.
6. Decide whether reachability is necessary
For every verified exposure, ask the operational owner to state the purpose: remote maintenance, alarm delivery, regulatory reporting, fleet coordination, market participation, firmware distribution, or another function. Then check whether the same purpose can be met through a less exposed design.
CISA recommends assessing current exposure, determining which assets need internet access for operational reasons, reviewing dependencies before changing access, and removing or restricting access that is unnecessary. A finding without a documented business or operational need should remain a risk item until an owner resolves it; it should not be silently accepted as required.
7. Apply and verify the approved control
When access is unnecessary, remove it or restrict it at the appropriate boundary after the dependency review. When access must remain, apply controls that fit the equipment and operating process. CISA specifically recommends changing default passwords, applying supported patches, replacing unsupported devices or software where appropriate, using a secure monitored jump host, monitoring ingress and egress traffic, enabling multifactor authentication where possible (including at the jump host), and assessing exposed services.

Verify the result from both sides: confirm that the intended maintenance or telemetry function still works and that the former route is no longer reachable. Capture the change ticket, date, approver, test result, and any residual exposure in the inventory.
8. Establish the update cycle
Assign a named inventory owner and a local custodian for every site. Update records when equipment is installed, removed, swapped, readdressed, upgraded, placed out of support, or connected to a new remote-access service. Reconcile the central view with local records on a risk-informed schedule. Between formal reviews, monitor for additions, removals, unexpected communications, and changes to the known exposure baseline.
Use a record that supports decisions, not just identification
The following fields provide enough context to investigate an exposure and decide what to do. Separate observed values from values confirmed by an owner, and retain the date and source of each observation.

| Record area | Fields to capture | Why it matters |
|---|---|---|
| Identity | Unique asset ID; device or system class; manufacturer; model; serial number when available | Prevents duplicate records and distinguishes similar equipment at different sites |
| Software and support | Operating system, application, firmware, version, patch level, support status, update information | Shows exposure to known weaknesses and whether remediation or replacement is feasible |
| Physical location | Country or region, site, plant area, cabinet, rack, process unit, and physical coordinates or label | Lets local staff locate the asset and assess the effect of a change |
| Logical location | Network segment, VLAN or zone, hostname, IP address, MAC address, routing boundary | Connects the equipment to diagrams, firewall rules, and monitoring |
| Connections | Protocols, ports or services, connected systems, IP-based or serial links, data and control relationships | Reveals indirect paths and dependencies that an address-only list misses |
| Internet exposure | Public address or service, access mechanism, direct or gateway-mediated route, authentication point, observed date | Defines what is reachable and where a restriction can be applied |
| Operational role | Function, process or equipment controlled, safety relevance, criticality, consequence of loss or manipulation | Prioritizes review without assuming every exposed device has equal impact |
| Responsibility | Asset owner, operational contact, maintenance team, cybersecurity contact, vendor, support agreement | Creates a clear decision and escalation path |
| Evidence and lifecycle | Source, collection date, validator, confidence, change ticket, next review trigger, retirement date if applicable | Makes the record auditable and prevents stale findings from becoming permanent facts |
NIST SP 800-82 Rev. 3 lists unique identifiers, hardware and location details, software or firmware versions, vendor information, and documented responsibilities as inventory considerations. NIST SP 1800-23 gives examples including manufacturer, model, operating system, IP and MAC addresses, protocols, patch level, firmware, and physical and logical locations.

No single method sees every renewable-site asset. Compare methods using safety, coverage, identification quality, change visibility, risk context, and maintainability rather than counting features.
| Method | Strengths | Limitations and precautions | Best use |
|---|---|---|---|
| Existing records and diagrams | Low operational impact; supplies ownership, location, and intended design | May be stale, incomplete, or inconsistent between sites | Starting baseline and reconciliation |
| Passive network observation | Can reveal communicating devices and protocols without sending probes | Misses silent, isolated, serial, or rarely used equipment; visibility depends on sensor placement | Initial production discovery and change monitoring |
| Authorized external exposure discovery | Shows internet-reachable addresses and services outside the site perimeter | Does not prove ownership, role, or permission; results can be stale or shared | Finding public services and comparing them with approved records |
| Active network or protocol collection | Can obtain richer identity and configuration details | May affect fragile devices or timing-sensitive protocols; requires testing and OT approval | Targeted collection after offline validation and risk review |
| Endpoint or device agents | May provide detailed software and version data | Many controllers and embedded devices cannot run agents; installation can change the system | Supported servers and workstations, not a universal OT solution |
| Manual and physical inspection | Finds non-IP, serial, isolated, legacy, and mislabeled equipment; confirms process role | Slower and dependent on skilled local staff | Validation gaps and high-consequence assets |
NIST cautions that active scanning and in-line probes can affect OT and that topology discovery may capture only IP-connected devices. For isolated, serial, or non-IP components, manual documentation or physical inspection may be necessary. Where automation is unsafe or incomplete, a controlled manual process is a valid way to keep the inventory current.
How to compare an inventory platform or service
If you are selecting a capability, require demonstrable answers to the following questions before deployment:
- What collection does it perform? Is it passive, active, agent-based, external, manual, or a combination? What traffic, credentials, probes, or downtime does each mode require?
- What does it cover? Can it represent IP devices, serial links, isolated networks, non-IP equipment, remote sites, cellular paths, and third-party connections?
- How does it identify equipment? Can it capture vendor, model, firmware, protocol, role, physical location, logical location, owner, and confidence rather than only an address?
- How does it show change? Can it detect additions, removals, version changes, new services, and unexpected communications, then alert a responsible person?
- Can it carry risk context? Does the record include criticality, operational dependencies, internet necessity, support status, and the approval history for a change?
- Can sites maintain it? Does it reconcile existing records, preserve evidence and dates, support a consolidated view, and allow local custodians to correct errors?
Run a controlled pilot against representative offline systems or a nonproduction segment before connecting a new tool to live OT. A successful pilot should demonstrate useful identification without violating the site’s safety and availability constraints.

Operate one inventory across many sites
Use a common schema with local stewardship
Central operations need a comparable view of all sites, but local teams hold the knowledge required to validate device roles and process consequences. Use one required field set and controlled values for device class, exposure type, criticality, support state, and validation status. Let each site maintain its local details, while a central owner reconciles duplicates, conflicting values, and changes to the schema.
Track confidence explicitly
Mark each important attribute as observed, owner-confirmed, inferred, or unknown. A public address discovered by an external service should not carry the same confidence as a serial number read from the device and confirmed by the site engineer. Set a review trigger for low-confidence records, especially when the asset is high criticality or the exposure is still active.
Best Value
Monitor baseline deviations
Use the approved inventory as a baseline for additions, removals, firmware changes, new services, and unexpected communications. Route alerts to someone who can distinguish an authorized maintenance event from an unapproved connection. NIST SP 1800-23 demonstrates continuous identification and monitoring, criticality classification, and alerts when the known baseline changes.
Keep diagrams and inventory synchronized
A device record without a current network or process diagram leaves reviewers unable to see the route and dependencies. Update the relevant diagram when a gateway, firewall rule, remote-access service, segment, or controller connection changes. Link the diagram revision and change record to the affected inventory entries.
Common failure modes and how to correct them
“The scan found it, so it is ours.”
Correct the assumption by requiring owner, site, function, and route validation. Shared hosting, reassigned addresses, provider equipment, and stale observations can all produce false ownership.
“The IP list is the inventory.”
Add serial and non-IP assets, serial links, gateways, physical locations, firmware, responsibilities, criticality, and dependencies. An address alone cannot tell you what process would be affected by a change.
“We can scan the plant like an office network.”
Stop and test the method offline. Review protocol behavior, scan rate, timing, credentials, and failure handling with OT personnel. Use passive observation or manual inspection when an active method is not justified.
“Every external connection should be removed immediately.”
First determine why it exists and what depends on it. Removing a link without checking control, alarm, maintenance, safety, or regulatory functions can create an operational failure. Apply the restriction through an approved change and verify both the intended function and the blocked route.
“The inventory is finished after the project.”
Assign ongoing ownership and trigger updates from installation, removal, replacement, firmware, network, and remote-access changes. Monitor deviations between formal reconciliations so the next review does not begin from an obsolete baseline.
“A central team can validate every device remotely.”
Use local operators and engineers for process context and physical confirmation. Central staff can standardize fields and analyze exposure, but they may not know whether a device is connected to a turbine controller, a storage protection function, or a noncritical display.
