Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Integrating HMRC APIs is a server-side project: select the exact tax service, obtain OAuth 2.0 consent, map your ledger to HMRC’s data model, add fraud-prevention headers, test every claimed journey in the sandbox and complete production approval. If you do not want to own that work, use HMRC-compatible accounting software or a bridging product instead. The taxpayer remains responsible for the accuracy of submitted data, regardless of which route you choose.
What an HMRC integration actually has to do
“HMRC integration” is not one API. VAT, Income Tax Self Assessment under Making Tax Digital (MTD), Corporation Tax and agent services are separate API families with different endpoints, permissions and approval requirements. Start by listing the obligations your product must support, then design only the journeys that match those obligations.

HMRC’s Income Tax MTD rules require compatible software to let a user maintain digital records, send quarterly updates, make adjustments and submit a tax return. For VAT, a compliant product must support more than sending a return: users may need to retrieve obligations, inspect liabilities and payments, and handle penalties, interest or related account actions. A company-tax product may submit or amend a CT600 return through the Corporation Tax API, but its current version and production status should be checked in HMRC’s catalogue before you commit development resources.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
HMRC does not take responsibility for the figures your software sends. Your interface should make the source records, period, calculation and consent state visible enough for a user or adviser to review before submission.

API families and minimum journeys
| Service | Core capabilities | Important implementation points |
|---|---|---|
| VAT MTD | Digital-record support, obligations, VAT return submission, liabilities, payments, penalties and related journeys | VAT reporting can be annual, quarterly or monthly; MTD does not change the customer’s filing frequency. |
| Income Tax MTD | Business Details, Obligations, Self-Employment Business, Property Business and, when calculations are displayed, Individual Calculations | Provide digital records and quarterly updates for every mandated income source, plus a tax estimate or a clear signpost to one. |
| Corporation Tax | Submit or amend a CT600 return | Confirm the current API version and whether production access is available before planning a release. |
| Agent services | Request, check, cancel and end client relationships through Agent Authorisation | Income Tax journeys can distinguish main and supporting-agent permissions; model those states explicitly. |
Choose an implementation route before writing code
There are three defensible ways to connect a business to MTD. The right choice depends on who owns the ledger, how much workflow you need to control and whether you can maintain a regulated integration over time.
| Route | Best fit | Strengths | Trade-offs |
|---|---|---|---|
| Direct HMRC APIs | A product team that owns the ledger and tax workflow | Full control of user experience, data model and automation; can support a broad set of HMRC journeys | You must implement OAuth, delegated authority, fraud headers, digital-record rules, testing, production approval and future API changes. |
| HMRC-compatible accounting software | Small businesses and practices that want a supported filing workflow | Digital records, filing screens and vendor maintenance are already assembled | Subscription and vendor limits apply, and you have less control over the data model and release schedule. |
| Bridging software | An organisation that wants to keep an existing spreadsheet or ledger | Preserves current bookkeeping while adding a compliant submission connection | You still need reliable digital links, and the bridge may cover fewer tax workflows than a full accounting system. |
HMRC’s Software Choices directory is the verification point for compatible products. A VAT listing follows production approval and a live submission, so availability can change. Check the directory immediately before selecting a product or telling customers that a particular journey is supported.
Prepare the product and the data model
Define ownership and boundaries
Document which system is the system of record for transactions, invoices, adjustments, customer identity and tax periods. If a spreadsheet feeds a bridge, the spreadsheet remains part of the evidential chain; it cannot be treated as a disposable export. If two products are involved, preserve the digital link between them so a user can trace an HMRC value back to its source record.
Separate reusable platform services from tax-specific adapters. OAuth token storage, consent records, request logging, retry handling and alerting can be shared. VAT, Income Tax and Corporation Tax mappings, validation and period logic should remain isolated so an API change in one service does not silently alter another.
Use a durable mapping layer
Do not map a chart-of-accounts label directly to an HMRC field in scattered application code. Create versioned mappings that record the source category, destination field, sign convention, tax treatment and effective date. Preserve the original transaction and every amendment; never overwrite the value that was used in a submitted update.
For each submission or calculation, retain the tax year, business ID, obligation period, calculation ID when applicable, HMRC request and response identifiers, user or agent identity, consent timestamp and scope. These records make a support investigation possible without asking the customer to reconstruct what happened from memory.
Follow HMRC’s onboarding sequence
The Developer Hub process is staged. Treat each stage as a deliverable rather than requesting production access at the end of an informal prototype.

- Create a Developer Hub account. Use an organisational account with a clear owner and recovery process, not an employee’s personal mailbox that may disappear.
- Create a sandbox application. Record its client identifier, redirect URIs, environment and the tax APIs it is intended to call.
- Select APIs and obtain credentials. Request only the scopes the product genuinely needs. Narrow scopes reduce consent friction and limit the impact of a compromised token.
- Build and test the integration. Exercise successful, invalid, duplicate, authorisation, period, amendment, agent and throttling scenarios for every endpoint you claim to support.
- Create a production application. Keep production credentials separate from sandbox secrets and deployment configuration.
- Accept HMRC terms and submit evidence. Provide the sandbox application details, test results, logs and the completed Production Approvals Checklist.
- Receive production credentials. Release only the tested product configuration. A checklist that describes features you did not test can delay approval or create a compliance gap after launch.
HMRC’s onboarding guidance says a production application review can take up to 10 working days. Plan that time after your evidence is complete, not as a substitute for fixing failing scenarios.
Implement OAuth 2.0 and delegated authority correctly
HMRC uses the OAuth 2.0 standard. The customer or agent must sign in directly to HMRC and grant consent. HMRC then returns an access token associated with that business or agent; your service stores it and uses it for later API calls. Scopes are tied to the endpoints requested, so a VAT-only connection should not ask for unrelated Income Tax permissions.
The safe connection flow
- Your backend creates an authorisation request with the required client ID, redirect URI, state value and scopes.
- The browser is redirected to HMRC’s consent journey. Your application must not collect Government Gateway passwords.
- After consent, HMRC redirects to your validated callback. Check the state value, expected issuer and error response before exchanging the authorisation code.
- Your backend exchanges the code for tokens over a server-to-server connection. Keep client secrets and refresh tokens in encrypted secret storage, not in browser storage or application logs.
- Record who consented, when, for which scopes and on behalf of which business or client. Provide a controlled way to disconnect or re-authorise.
- Refresh access tokens before expiry, rotate credentials when required and revoke stored tokens when a relationship ends or a security event demands it.
HMRC does not support software that automatically drives the OAuth grant web interface. Automation that imitates the login page is therefore both fragile and outside the supported model.
Agent authorisation
An agent uses agent-services credentials and must establish a client relationship before acting. Use the Agent Authorisation API to request, check, cancel and end relationships. Store the relationship status and effective dates, not just a Boolean “authorised” flag. Income Tax workflows may require a main agent and allow supporting-agent permissions; reject or route a request when the required role is missing instead of submitting and hoping HMRC accepts it.
Build a backend, not browser-to-HMRC calls
HMRC states that its API platform does not support cross-origin resource sharing (CORS). Browser JavaScript cannot call HMRC endpoints directly. Put all HMRC traffic behind your server or a controlled integration service, then expose a narrow application API to your web or mobile client.
The backend should validate input, apply the correct tax-service mapping, attach authentication and fraud-prevention headers, send the request, persist the response identifiers and return a user-safe result. Do not pass raw HMRC error payloads or access tokens to the browser. The sandbox endpoint is https://test-api.service.hmrc.gov.uk; the production endpoint is https://api.service.hmrc.gov.uk. Make the base URL an environment setting so a test build cannot accidentally submit to production.
Meet Income Tax MTD requirements
Digital records and business identity
Income Tax MTD requires legally compliant digital records. Your product must either maintain those records or link to the system that does. Obtain and persist the HMRC business ID for each self-employment or property business; an individual can have more than one mandated income source, and each source has its own obligations.

Quarterly updates and calculations
Retrieve obligations before preparing a quarterly update so the software knows the expected period and status. Aggregate transactions according to the approved mapping, preserve the underlying entries, validate the period and submit the update for the specific business ID. If the interface displays an income-tax estimate, use the Individual Calculations journey; otherwise clearly signpost where the taxpayer can obtain the estimate.
Recommended Free Tools
Support adjustments and the final tax return as separate states. An amended period should reference the original submission and show the user what changed. Do not treat a successful HTTP response as proof that the figures are correct; display HMRC’s response identifiers and a review status.
Fraud-prevention headers
HMRC requires compliant fraud-prevention header information for all Making Tax Digital for Income Tax APIs. These headers provide transaction-monitoring data about the originating device, user and software path. Build them into a shared request component, validate required values before dispatch and log the header-generation result without storing unnecessary personal data.
The requirement is release-critical, not optional polish. HMRC checks header behaviour in testing, and a product that works functionally but omits valid headers is not ready for production approval.
Cover the complete VAT journey
For VAT, begin by retrieving obligations and presenting the periods that are open, submitted or overdue. The customer’s VAT frequency may be annual, quarterly or monthly; do not silently convert it to another cadence. The return screen should show the source totals, the period and the final values that will be sent.
Free tools Windows power users keep installed

After submission, retain the receipt and make the return status visible. Provide a way to retrieve liabilities and payments so a user can reconcile what HMRC expects with what has been paid. If your product claims broader VAT support, include penalties, interest, appeals and close-down activities where the relevant API journeys apply. A “submit only” connector is not equivalent to an end-to-end VAT account workflow.
Handle Corporation Tax as a separate roadmap item
HMRC’s catalogue identifies a Corporation Tax API for submitting or amending a CT600 return. Treat it as a separate adapter with its own schema, periods, validation and approval evidence. Confirm the live API version and production status immediately before development and again before launch; do not infer availability from a sandbox endpoint or from another tax service’s approval.

Design testing that reflects real failures
Sandbox scenarios
Test every endpoint and every branch your interface exposes. At minimum, include:
- Valid submissions with ordinary and boundary values.
- Malformed data, missing fields and invalid business or obligation identifiers.
- Expired, revoked or insufficient-scope authorisation.
- Duplicate submissions and safe replays after a network timeout.
- Wrong-period, amended-period and already-closed-period requests.
- Main-agent, supporting-agent and ended-relationship states.
- 429 throttling responses and temporary HMRC failures.
- Invalid or incomplete fraud-prevention headers.
Income Tax sandbox scenarios can be dynamic or stateful. HMRC retains submitted stateful test data for seven days before deletion, so schedule dependent tests within that window and recreate fixtures when the state disappears. Store test evidence with the scenario name, request time, application version, response identifiers and expected result.

After sandbox testing, provide HMRC with the sandbox application details and complete the Production Approvals Checklist. Ensure the evidence demonstrates the same endpoint set, headers and user journeys that the production application will expose. Keep a signed release record linking the approved build to its commit, configuration and deployment date.
Make retries safe and operations observable
HMRC can throttle clients with HTTP 429 responses. Use exponential backoff with a bounded retry count and jitter; never hammer the endpoint in a tight loop. Classify errors into user-correctable validation failures, expired consent, transient service failures and permanent configuration faults. Each class needs a different message and recovery action.
Use idempotency safeguards for submissions. Generate an internal operation ID, record the request fingerprint and prevent a user double-click or automatic retry from creating an unintended duplicate. If the network fails after HMRC may have accepted a request, query the relevant status or retrieve the resulting record before offering a retry.
HMRC advises that breaking changes receive six months’ notice before production where possible and recommends automated sandbox tests weekly. Pin the API version, monitor the HMRC API changelog and assign an owner for dependency upgrades. A version retirement alert should create a tracked engineering task, not remain an email in an unattended mailbox.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitchesSecure records and support audits
Encrypt tokens and client secrets at rest and in transit, restrict decryption to the integration service and rotate secrets on a documented schedule. Redact access tokens, refresh tokens and sensitive header values from logs. Apply least-privilege access to consent records and tax data, and retain an audit trail for connection, submission, amendment, cancellation and disconnection events.
Best Value
Give support staff a safe diagnostic view: business or agent identity, tax service, scope, token health, obligation period, operation ID, HMRC response ID and the next recovery step. Do not expose credentials or invite staff to ask customers for Government Gateway passwords.
Using a spreadsheet with bridging software
A spreadsheet can remain part of an MTD arrangement when a compliant bridge connects it to HMRC, but the arrangement must preserve digital records and digital links. Define the authoritative worksheet or ledger, lock down formulas and permissions, record who made amendments and keep the export or transfer process reproducible.
Before choosing a bridge, verify which tax service and endpoints it supports, whether it can retrieve obligations and post-submission information, how it handles amendments and duplicates, and whether it supports agent relationships. Test a complete period from source entry through HMRC acknowledgement. If a user manually retypes totals from one system into another, that step may break the digital-link chain and undermine the intended control.
Buying compatible software
For a small business or practice, a compatible accounting product is usually simpler than owning OAuth, fraud headers, schema changes and approval evidence. Ask the vendor for the exact HMRC services and journeys covered, not just a generic “MTD compatible” label. Confirm whether the product maintains digital records, supports multiple businesses, handles agent permissions, exposes liabilities and payments, and provides an export or audit trail when you leave.
For a bridge, ask what source formats are accepted, how digital links are preserved, how failed submissions are retried and whether the product has completed production approval for the service you need. Verify the current listing in HMRC’s Software Choices directory immediately before signing up because directory status and coverage can change.
Common integration failures and fixes
| Symptom | Likely cause | Fix |
|---|---|---|
| Browser receives a CORS error | JavaScript is calling HMRC directly | Move the call to a backend service and return only the required result to the client. |
| Consent succeeds but API calls fail | Wrong scope, expired token or callback state mismatch | Inspect the recorded scope and token status, re-run the supported consent flow and validate callback parameters. |
| Income Tax approval is rejected | Missing or invalid fraud-prevention headers, or evidence does not match the product | Test header generation in every scenario, retain logs and resubmit evidence for the exact release. |
| Agent cannot submit for a client | No active relationship or incorrect main/supporting role | Check Agent Authorisation status and request the required permission before submission. |
| Duplicate return or update appears | Unbounded retry or double-click after an uncertain network result | Use operation fingerprints, idempotency controls and status reconciliation before retrying. |
| Figures cannot be traced during review | Only the final payload was stored | Retain source transactions, mapping version, amendments, period, business ID and HMRC identifiers. |
| A sandbox test no longer finds its data | Stateful Income Tax data expired | Recreate the fixture; submitted stateful data is retained for seven days. |
A practical decision checklist
- Have you named the exact HMRC service, endpoints, periods and user roles?
- Does one system clearly own the digital records, with a documented link to any other product?
- Is OAuth handled server-side with validated callbacks, encrypted refresh tokens and recorded consent?
- Are agent relationships and main/supporting permissions represented as states?
- Are Income Tax fraud-prevention headers generated and tested for every request?
- Can a user see the source figures, obligation period, submission result and recovery path?
- Have you tested invalid, duplicate, amendment, authorisation, agent and throttling cases?
- Do sandbox evidence and the Production Approvals Checklist describe the same release?
- Are retries bounded, submissions idempotent and HMRC response IDs retained?
- Who owns weekly sandbox tests, changelog monitoring, version upgrades and customer communication?
If the answer to several of these questions is no, a compatible accounting product or a bridging arrangement may be safer than a direct build. If your team owns the ledger, needs a custom workflow and can maintain the compliance surface, a direct backend integration provides the greatest control.
