Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problemsThe supported PC installation is now Grand Theft Auto IV: Complete Edition through Steam or Rockstar Games Launcher. Steam owners update their existing GTA IV or Episodes from Liberty City listing; launcher buyers install the game from their library; physical-disc owners redeem the code printed in the manual in Rockstar Games Launcher. Plan for Windows 10 64-bit and at least 22 GB of free storage. If the game will not start, update the launcher, verify files, remove unintended compatibility mode, confirm activation, and only then consider a launcher clean reinstall while preserving game data.
Choose the installation route that matches your ownership
GTA IV Complete Edition is not installed through the old Games for Windows Live workflow. Your correct path depends on where your license came from:

Do not purchase a second copy simply because an old Steam name still appears in your library. The entitlement is carried forward when Steam updates GTA IV or EFLC to Complete Edition. The GTA IV route is the lighter quoted update at about 6 GB, while the EFLC replacement route can require about 22 GB. A Rockstar Games Launcher purchase starts with the launcher library rather than a Steam conversion. A disc owner must first attach the product code to the correct Rockstar account; after that, the current launcher installation is the supported route.

- Will take full advantage of the power of new generation systems and PC to deliver across-the-board enhancements including increased resolution and graphical detail, denser traffic, greater draw distances, upgraded AI, new wildlife, and advanced weather and damage effects for the ultimate open world experience.
- The biggest, most dynamic and most diverse open world ever created and now packed with layers of new detail.
- Grand Theft Auto V blends storytelling and gameplay in new ways as players repeatedly jump in and out of the lives of the game’s three lead characters, playing all sides of the game’s interwoven story.
- Includes Grand Theft Auto Online, the ever-evolving Grand Theft Auto universe.
- All new content and gameplay created and released since the launch of Grand Theft Auto Online including new Jobs, an arsenal of new weapons, scores of new vehicles, new properties and player customizations
Steam remains the starting point for Steam owners, even though Rockstar Games Launcher may open during the first launch. Starting the game from the platform that owns it helps the entitlement handoff complete and prevents confusion about which account is being authenticated.
Check Windows and hardware before downloading
Rockstar’s published PC information lists these baseline requirements and advises checking with your hardware manufacturer and Rockstar support for current compatibility information.
| Item | Published figure | Qualification |
|---|---|---|
| Operating system | Windows 10, 64-bit | Rockstar’s 2024 store and support information. |
| Free storage | 22 GB | Minimum installation space quoted by Rockstar in 2024; updates may need additional temporary room. |
| Memory | 2 GB RAM | Rockstar’s listed minimum. |
| Processor | Intel Core 2 Quad Q6600 at 2.40 GHz or AMD Phenom 9850 at 2.5 GHz | Rockstar’s listed minimum. |
| Graphics | 512 MB NVIDIA 8600 or ATI 3870-class video card | Rockstar’s listed minimum. |
Prepare the PC
- Sign in to the Windows account that will run the game and make sure it can install desktop applications.
- Free at least 22 GB on the target drive; leave extra room for a Steam or launcher update and temporary files.
- Use a stable internet connection for the game files, launcher updates, and account activation.
- If you are using a disc, locate the manual and the activation code before starting. Do not discard the product key or unlock request code.
- Update Windows and your graphics driver through the manufacturer’s normal channel, but do not install unofficial “fixers” before testing the clean supported installation.
- Confirm that you know which Steam or Rockstar account owns the game. Signing into a different account can make a legitimate license appear to be missing.
The 22 GB figure is a minimum storage requirement, not a promise that every update will fit with only a few megabytes left. Keep additional working space so the platform can unpack and replace files without stopping midway.

GTA IV ownership
- Open Steam and sign in to the account that owns GTA IV.
- Open Library and select the existing GTA IV entry.
- Allow Steam to update the title to Grand Theft Auto IV: Complete Edition. Rockstar’s quoted content update for this ownership path is approximately 6 GB.
- Wait for the download and installation to finish before pressing Play. The first launch can hand off to Rockstar Games Launcher, so allow that launcher to install or update and sign in when prompted.
- Start the game from Steam so the Steam-to-Rockstar entitlement handoff can complete.
Episodes from Liberty City ownership
- Open the Steam account that owns Episodes from Liberty City.
- In Library, select the existing EFLC listing and start its update.
- Steam replaces the EFLC product with Complete Edition. Rockstar quotes approximately 22 GB for this replacement/update path.
- Wait until Steam reports that the content is fully installed, then launch from Steam and complete the Rockstar Games Launcher sign-in or update.
If Steam reports missing or stale files
- Right-click the game in Steam Library and choose Properties.
- Open Installed Files and select Verify integrity of game files.
- Wait for Steam to finish replacing damaged or missing files, then launch again from Steam.
Rockstar specifically recommends Steam file verification for the “No Disc Inserted” variant caused by obsolete disc-access instructions. That repair path does not require revoking or activating the product again.
Install from Rockstar Games Launcher
- Download and install Rockstar Games Launcher from Rockstar’s current official distribution channel.
- Open the launcher and sign in to the Rockstar account that owns GTA IV Complete Edition.
- Open your game library and select Grand Theft Auto IV: Complete Edition.
- Choose Install if the game is not present, or Update if an existing installation is detected.
- Select the installation location, confirm that the drive has at least 22 GB available, and let the launcher complete all content and launcher updates.
- When installation finishes, use the launcher’s Play button for the first start. Avoid adding compatibility settings until you have tested a normal launch.
If the game was previously installed through another route, do not delete its files immediately. The launcher may be able to locate or update existing content; deleting it first can turn a repair into a full download.
Install an old physical-disc copy
Rockstar’s disc instructions dated April 3, 2026 use Rockstar Games Launcher and a product-code redemption rather than the legacy Games for Windows Live setup.

- Sign in to the Rockstar account that should own the game.
- Click your avatar in the top-right corner of the launcher.
- Choose Redeem Code.
- Enter the activation code printed on the back of the game manual and submit it.
- After redemption, open the library, select GTA IV Complete Edition, and install or update it.
Keep the physical disc available during setup if the installer requests it, and test that the optical drive can read the disc. Retain the PC product key, unlock request code, and any exact error text; Rockstar asks for these details if support is needed.
Enter the code carefully and redeem it only on the account you intend to keep. A code attached to another account generally cannot be treated as new on a second account, so checking the avatar and account identity before submission avoids a difficult support case.
Use this troubleshooting order when the game will not launch
Start with the least disruptive repair. Verification is low risk because it checks and replaces installation files without removing your game data. Changing compatibility settings is reversible. A launcher clean reinstall is the last resort because it requires careful choices during uninstall.
- Install pending Steam, Rockstar Games Launcher, and game updates.
- Verify the game files in the platform that owns the installation.
- Remove compatibility mode from both the launcher and the GTA executable.
- Check that a disc activation has been redeemed to the intended Rockstar account.
- Only if the preceding steps fail, clean-reinstall Rockstar Games Launcher while leaving game data in place.
Match the symptom to the first repair
| Symptom | Most useful first action | Why |
|---|---|---|
| Game does nothing after an update | Install all pending launcher/game updates, then verify files. | Incomplete or stale supporting files are common and verification is reversible. |
| “Only Windows 10 and later are supported” | Clear compatibility mode on the launcher and GTA executable. | An old Windows compatibility flag can make a current Windows installation report the wrong operating system. |
| Error Code 16 | Update, verify, and confirm activation before reinstalling the launcher. | Rockstar lists pending updates, unredeemed activation, and incomplete launcher installation as causes. |
| “No Disc Inserted” on Steam | Verify Steam files. | Legacy disc-access instructions can leave stale files; reactivation is not required for this repair. |
Verify installation files
Rockstar Games Launcher
- Open Rockstar Games Launcher and sign in.
- Open Settings.
- Under My installed games, select GTA IV Complete Edition.
- Choose Verify Integrity.
- Wait for the completion notice. Do not interrupt the process or launch the game while it is running.
- Restart the launcher if requested, then try Play again.
Rockstar says integrity verification can resolve several types of issues and confirms that the game and supporting files are up to date.
Steam
- Open Steam Library, right-click GTA IV Complete Edition, and choose Properties.
- Select Installed Files.
- Click Verify integrity of game files and wait for Steam to complete.
- Launch from Steam so the Rockstar Games Launcher handoff uses the repaired files.
Fix the “Only Windows 10 and later are supported” message
On a Windows 10-or-later computer, Rockstar identifies an old compatibility-mode flag as a likely cause. Windows can then make the launcher or game report that it is running under an unsupported earlier version.
- Close Rockstar Games Launcher and the game completely. If a launcher window remains open, exit it from the notification area.
- Find the Rockstar Games Launcher shortcut or executable, right-click it, and choose Properties.
- Open the Compatibility tab.
- Clear Run this program in compatibility mode for: and select Apply.
- Repeat the same check for the GTA IV executable.
- Reopen the launcher normally and try the game again.
Do not enable compatibility mode merely because the game is older. The supported path is to run the current launcher and Complete Edition files without a forced legacy Windows setting.

Resolve Error Code 16 or an incomplete installation
Rockstar attributes Code 16 to one or more of these conditions: a pending game or launcher update, an activation that still needs to be redeemed, or an incomplete Rockstar Games Launcher installation.
- Update Rockstar Games Launcher and allow any game update to finish.
- Run the appropriate file-verification procedure for Steam or Rockstar Games Launcher.
- For a disc copy, confirm that the activation code is redeemed on the Rockstar account you intend to use. Redeeming it on a different account can make the library appear empty on the account currently signed in.
- Try launching again.
- If Code 16 remains, prepare for a clean launcher reinstall.
Clean-reinstall the launcher without deleting game data
- Close the launcher and any running GTA IV process.
- Use Windows’ installed-apps or programs list to uninstall Rockstar Games Launcher.
- During the uninstall prompts, leave the option to remove game data unchecked. The objective is to repair the launcher, not erase the large game installation or saves.
- Remove only the Rockstar launcher and Social Club folders specifically named in Rockstar’s Code 16 instructions. Do not improvise by deleting unrelated GTA folders.
- Restart Windows.
- Install the current Rockstar Games Launcher, sign in to the account that owns the game, and let it rediscover or update the existing installation.
- Run Verify Integrity before launching if the launcher offers that option.
If the launcher no longer sees the existing game after reinstalling, use its install or locate-game workflow rather than deleting the files and starting over. Keep screenshots of the error and the exact account and activation details for support.
Fix “No Disc Inserted”
Disc installation
- Confirm that the optical drive can see the game disc and that the disc is readable in Windows.
- Reinsert the disc and retry the launcher or installer.
- If the drive cannot read it, test the drive with another disc before treating the problem as an activation failure.
Steam installation
On Steam, Rockstar says this message can come from legacy disc-access instructions that no longer apply. Right-click the game in Steam, open Properties > Installed Files, and run Verify integrity of game files. Rockstar says reactivation is not necessary for this repair path.

What to send Rockstar Support if nothing works
Support can work faster when the report identifies the exact ownership path and error. Include:
- The precise error message or code, copied exactly.
- Whether the game is owned through Steam, Rockstar Games Launcher, or a physical disc.
- The Rockstar account being used and whether a disc activation code has been redeemed.
- The PC product key and unlock request code, if you have them.
- Which updates, file verification, compatibility-mode checks, and launcher reinstall steps you already completed.
- Relevant launcher information or diagnostic files requested by Rockstar.
Do not remove save folders or game-data folders simply to collect diagnostics. During a launcher repair, preserve those folders unless Rockstar’s instructions specifically identify a folder for removal.

Can I still install GTA IV with Games for Windows Live?
No. The supported current paths are updating the existing Steam listing, installing through Rockstar Games Launcher, or redeeming a physical copy’s activation code in Rockstar Games Launcher. Instructions that require the old Games for Windows Live service are obsolete.
Rank #4
- The original Grand Theft Auto IV 4 game
- The Lost and Damned
- The Balled of Gay Tony
How much space does the installation need?
Rockstar lists 22 GB of free space for the PC installation. Steam GTA IV owners are quoted an approximately 6 GB content update, while the EFLC replacement path is approximately 22 GB. Keep additional working space for unpacking and temporary update files.
Why does Steam still show GTA IV or EFLC instead of Complete Edition?
Use the existing listing and start its update. GTA IV ownership converts with the quoted 6 GB update; EFLC ownership is replaced by Complete Edition and can require about 22 GB. Do not remove the old entry or buy another license first.
Do I need Rockstar Games Launcher if I own the Steam version?
Yes, the first launch can hand off to Rockstar Games Launcher. Start the game from Steam, allow the launcher to install or update, and sign in to the Rockstar account requested by the handoff.
What should I do if the disc code is rejected?
Check that you are signed into the intended Rockstar account, enter the code exactly as printed, and retain the product key, unlock request code, and exact error. If the code was already redeemed, provide those details to Rockstar Support rather than repeatedly trying to activate it on another account.
Will verifying files delete my saves?
Verification checks and replaces installation files. It is the low-risk first repair recommended for stale or damaged files. Do not delete save or game-data folders manually, especially before a launcher reinstall.

One-click scans. No signup required.
Should I turn on Windows compatibility mode because GTA IV is old?
No. Rockstar identifies an unintended compatibility-mode setting as a likely cause of the Windows 10 support message. Clear the setting on both Rockstar Games Launcher and the GTA executable, then launch normally.

- Drive through the largest GTA environment ever -- The game has three cities players can explore, for a gaming area 5 times larger than Vice City
- Recruit new characters into a street gang and take over by leading drive-by shootings against rivals
- Steal all-new vehicles, including bicycles
- Improved fighting elements -- smoother hand-to-hand combat, plus the ability to hold a weapon in each hand
- New graphics elements as cars get dirty and even rust, the longer you drive them
What is the safest fix for Error Code 16?
Finish launcher and game updates, verify files, and confirm that any disc activation belongs to the signed-in account. Only then clean-reinstall Rockstar Games Launcher, leave game data unchecked, remove only folders named in Rockstar’s instructions, restart Windows, and reinstall the launcher.
Installation and repair checklist
- Use Steam or Rockstar Games Launcher; do not follow obsolete Games for Windows Live instructions.
- Confirm Windows 10 64-bit compatibility and at least 22 GB of free storage.
- For Steam, update the existing GTA IV or EFLC listing and allow the Rockstar launcher handoff.
- For a launcher purchase, sign in to the owning account and install from the library.
- For a disc, redeem the manual’s activation code through the launcher’s avatar menu and Redeem Code.
- When launch fails, update first, then verify files.
- Clear compatibility mode on both the launcher and GTA executable if Windows reports an unsupported version.
- For Code 16, confirm updates and activation before reinstalling the launcher.
- During a launcher clean reinstall, leave game data unchecked and remove only folders named in Rockstar’s instructions.
- Keep product keys, unlock codes, and exact error text ready for support.
Frequently Asked Questions
What is the current way to install GTA IV Complete Edition on PC?
Use the existing Steam GTA IV or EFLC listing, install it from Rockstar Games Launcher if you bought it there, or redeem a physical copy’s manual code through Rockstar Games Launcher. The old Games for Windows Live setup is not the current path.
Why will GTA IV not launch after installation?
Install pending Steam and Rockstar updates, verify the game files, clear compatibility mode on the launcher and GTA executable, and confirm that the license is attached to the account you are using. Reinstall only the launcher, while preserving game data, if those steps fail.
How do I fix the Windows 10 compatibility error?
Close the launcher, open its Properties > Compatibility tab, clear “Run this program in compatibility mode for,” and apply the change. Repeat for the GTA executable, then relaunch normally.
Can an old disc copy still be activated?
Yes. Install Rockstar Games Launcher, sign in, open the avatar menu, select Redeem Code, and enter the activation code printed on the back of the manual. Keep the product key and unlock request code for support.
What does Error Code 16 mean?
Rockstar associates it with pending updates, an activation that still needs redemption, or an incomplete launcher installation. Update, verify, confirm activation, and clean-reinstall only the launcher if necessary.
Does the “No Disc Inserted” message require buying or activating again?
Not for the Steam repair path. Rockstar recommends Steam’s Verify integrity of game files for stale legacy disc-access files and says reactivation is unnecessary.

The Bottom Line
Install GTA IV Complete Edition through the ownership route you already have: update GTA IV or EFLC in Steam, install from Rockstar Games Launcher, or redeem a disc code in the launcher. Use Windows 10 64-bit, reserve at least 22 GB plus working space, and launch without compatibility mode. For failures, update first, verify files second, confirm activation, and reserve a launcher clean reinstall for last—leaving game data intact.
