You can recreate the Nintendo 3DS dual-screen experience and the Wii U GamePad interface on a Steam Deck by installing EmuDeck, using Azahar for 3DS software and Cemu for Wii U software, then assigning Steam Input profiles and per-game screen or controller layouts. The emulators run in Desktop Mode during setup, while Steam ROM Manager or EmulationStation-DE can put your games into a library you launch from Game Mode.
This is a configuration guide for software and game files you legally own. It does not make every title compatible, and menu names can change as EmuDeck and the emulators are updated.

What the setup actually installs
A Steam Deck does not install a native 3DS or Wii U interface. Instead, EmuDeck configures two separate emulators:
- Azahar emulates Nintendo 3DS hardware, including its two-screen display and touch input. EmuDeck’s current 3DS instructions are in its Azahar Tips and Tricks guide.
- Cemu emulates Wii U hardware. Its native SteamOS instructions are documented in the Cemu native guide.
EmuDeck is the installer and configuration layer; Azahar and Cemu are the emulators; Steam ROM Manager creates individual Steam shortcuts; and EmulationStation-DE is an optional frontend that groups systems in one library. Keeping those roles separate makes troubleshooting much easier.

Before you begin
Use legally obtained game files
Prepare dumps from games and hardware that you own. EmuDeck documents decrypted Wii U formats such as Loadiine and WUA because they avoid extra key configuration. For encrypted Wii U games, the required keys must be dumped from your own Wii U console; obtaining keys elsewhere is not a legitimate setup method. The legacy Citra on SteamOS page also contains older 3DS context, but it should not replace the current Azahar instructions.
Use Desktop Mode for installation
Switch to Desktop Mode before installing EmuDeck, copying files, configuring emulators, or running Steam ROM Manager. Return to Game Mode after shortcuts and controller profiles have been created. Keep enough free storage for the emulator software, shader caches and your own game files; the documentation does not establish a required capacity or accessory.
Install EmuDeck, Azahar and Cemu
EmuDeck’s installer and emulator-management screens evolve, so follow the current labels shown on your Deck rather than an old screenshot. The broad sequence is:
PC Slower Than It Used to Be?
A free scan shows the junk files, broken settings and background clutter dragging Windows down - then fixes them in one click.Free scan · Windows 10 & 11Crashes, No Sound, or Screen Glitches?
Random freezes, missing sound and display glitches usually trace back to one bad driver. Find and replace yours safely.Free scan · under a minute- In Desktop Mode, download and run the current EmuDeck installer from its official distribution channel.
- Choose the SteamOS installation location and complete the initial EmuDeck setup. Let it create the standard
Emulationdirectory unless you have a specific reason to change it. - Open EmuDeck’s emulator-management tool and select Azahar for 3DS. The current documentation uses Azahar; do not follow a Citra-only guide for a new installation.
- Select Cemu native if you want the recommended native Linux build for Wii U. EmuDeck generally recommends native Cemu over Proton, while still allowing Proton when a particular title or build requires it.
- Apply the configuration and allow EmuDeck to create its folders, controller templates and emulator shortcuts.
Emulator packaging can change between EmuDeck releases. If a menu does not match the wording above, use the current emulator-management screen and the linked documentation rather than forcing an old path.
Set up 3DS games with Azahar
Copy files to the correct folder
In Desktop Mode, place your 3DS game files in either Emulation/roms/3ds or Emulation/roms/n3ds. Use one of those locations consistently so a parser or frontend can find the files. Do not scatter copies across unrelated folders: Steam ROM Manager and EmulationStation-DE scan the locations configured by EmuDeck.
Make the games visible from Game Mode
Open Steam ROM Manager from EmuDeck and preview the available parsers. The Azahar documentation lists these relevant choices:
- EmulationStation-DE, which creates or updates a frontend library entry.
- Nintendo 3DS – Azahar, which can create individual Steam entries for the games it detects.
- Emulators, for an emulator-oriented entry rather than a game-by-game list.
Select the parser that matches how you want to browse, generate the app list, save it to Steam, then return to Game Mode and check your Library. If a title is missing, return to Desktop Mode, confirm the folder and file name, and run the parser again.

Choose an Azahar screen layout
Open Azahar’s graphics or layout settings and test the custom screen-layout choices documented in its guide. The practical choices are:
| Layout priority | When it helps | Trade-off |
|---|---|---|
| Large main screen | Games that spend most of their time on the upper display | The lower display is smaller or less continuously visible |
| Both screens visible | Titles that require frequent visual reference to both displays | Each screen occupies less of the Deck’s panel |
| Bottom-screen picture-in-picture (PiP) | Games where the lower screen is mainly for occasional touch actions | The PiP window can cover part of the main view and may need repositioning |
There is no universal best arrangement. Start with a large main screen for a mostly top-screen game, switch to a dual-screen view when information is split between displays, and use bottom-screen PiP when touch controls are occasional. Save or apply the layout in Azahar before launching the game through Steam so the same configuration is used by the shortcut.
Handle touch input
The Deck touchscreen can provide direct touch interaction, but some games are easier with a controller shortcut. EmuDeck documents an optional Steam Deck radial-menu profile that exposes touch-oriented controls. In Game Mode, open the game’s controller settings, select the relevant Azahar or touch-menu profile, and test the radial menu before starting a long session. The exact button assignments can vary with the active profile and launch route.
Set up Wii U games with Cemu
Use the native Cemu folder structure
For the native Cemu setup, place decrypted Wii U game files under Emulation/roms/wiiu/roms. EmuDeck’s guide specifically supports formats such as Loadiine and WUA; these formats simplify setup because they do not require additional key entry. Keep each title in the structure expected by its format so Cemu can identify it.
Choose a parser or frontend
Run Steam ROM Manager and select the Cemu parser listed for your installation, or choose EmulationStation-DE if you prefer a single frontend. Generate and save the app list, then check Game Mode. A Cemu parser creates direct game shortcuts; EmulationStation-DE groups Wii U titles with other systems. If Cemu finds the game in Desktop Mode but Steam does not, the problem is usually the parser selection, folder location or an app-list refresh rather than the game itself.
Configure Cemu for EmulationStation-DE
If you use the frontend, follow the current Cemu instructions for configuring its executable and game paths. The wording of the guide section “How to Configure Cemu Native to Work With EmulationStation-DE” may change with updates, so verify the path shown by your installed EmuDeck version. Launch one title from the frontend after saving the configuration; only then add more games or artwork.
Choose the Wii U controller experience per game
Cemu supports separate GamePad and Pro Controller layouts. Set the choice on a per-game basis rather than assuming one profile suits the whole library.

- Operating System: SteamOS 3.0
| Cemu mode | Use it when | Important limitation |
|---|---|---|
| Wii U GamePad | The title expects a second-screen GamePad, GamePad-only menus, or motion input tied to that device | Requires the GamePad-oriented control mapping; gyro setup is associated with this mode |
| Pro Controller | The game supports a conventional single-screen controller experience | EmuDeck’s documented gyro procedure does not work in Pro Controller layout |
To select the mode, open the game’s Cemu input settings, choose the corresponding controller profile, apply it, and launch the title again. If a GamePad-dependent game shows only a television view or ignores expected buttons, switch from Pro Controller to GamePad before changing other settings.

Enable gyro for GamePad titles
EmuDeck’s gyro procedure requires SteamDeckGyroDSU and the Cemu GamePad layout. Install or enable SteamDeckGyroDSU through the current EmuDeck controls setup, select GamePad for the affected title, then test motion input in a game that uses it. Gyro will not work through the documented procedure when that title is configured as Pro Controller, so changing only the gyro option cannot fix a Pro Controller mapping.
Motion support is a per-game decision. Leave it disabled for games that do not use it, and keep a conventional button mapping available so a title does not become difficult to control if motion input is unavailable.
Use Steam Input profiles and hotkeys in Game Mode
After a shortcut is created, switch to Game Mode and open the title’s controller settings. Select the associated Steam Input profile for Azahar or Cemu. EmuDeck’s SteamOS FAQ describes choosing the relevant profile from the game’s controller settings, while its SteamOS hotkeys documentation explains that combinations can differ between ROM shortcuts launched directly from Steam and games started through a frontend.
That distinction matters when a hotkey works in one launch path but not another. Test the profile from the exact shortcut you intend to use:

- Choose the EmuDeck or emulator-specific layout offered for that title.
- Launch the game and test movement, confirm/select, back, pause and any emulator-menu shortcut.
- If the title was launched through EmulationStation-DE, test again from that frontend; its active controller layer may differ from a direct Steam ROM Manager shortcut.
- Save the working layout as the game’s default rather than changing the global Deck layout for every title.
Do not assume that a hotkey printed in an old guide is universal. The emulator version, Steam Input profile and launch route all affect which combination is active.
Make the two-screen interfaces comfortable
For 3DS: prioritize information or touch access
Use the upper-screen layout when reading, aiming or navigating is concentrated there. Keep both screens visible when the lower display carries maps, status information or controls you must monitor continuously. Choose bottom-screen PiP when touch interaction is important but the lower display does not need to stay large. Revisit the setting per game; Azahar’s custom layout system is intended for that kind of adjustment.

- Valve is entering the gaming console marketplace with the new Steam Deck, a console geared towards PC gamers. The Steam Deck can be docked to a monitor, and used as a PC, or docked to a TV.
- Players can play a huge variety of games at any time with the comfort of a console and the freedom of a PC. Not anti-glare screen.
- Like the name suggests, the Steam Deck will include upgraded 1TB storage, and will include a carrying case. A micro SD slot will also enable expanded storage.
- Valve partnered with AMD to create a specialized APU optimized for handheld gaming, and Valve says the chip will deliver performance to run AAA gaming titles.
- The Steam Deck is outfitted with a 7-inch touchscreen, and two trackpads under the control sticks that allow gamers to operate games never designed outside of mouse and keyboard capabilities.
For Wii U: reproduce the GamePad role
The Wii U experience is not simply a second copy of the television picture. A GamePad configuration is appropriate when a game places inventory, maps, menus or touch actions on the controller display. A Pro Controller configuration is more suitable when the title supports a conventional controller and does not depend on those GamePad functions. If the game requires a GamePad but you select Pro Controller, no screen-layout tweak can restore the missing device features.

| Method | Best for | How it behaves |
|---|---|---|
| Steam ROM Manager | Owners who want each game in the normal Steam Library | Creates individual shortcuts using the selected Azahar or Cemu parser; each shortcut can have its own controller profile |
| EmulationStation-DE | Owners who want one system-organized interface | Opens a frontend library where 3DS and Wii U titles are grouped by platform; hotkeys and controller behavior follow the frontend launch route |
| Emulator entry | Testing settings or managing titles from the emulator | Opens Azahar or Cemu directly rather than presenting every game as an individual Steam item |
You can use both a frontend and direct Steam entries, but duplicate shortcuts can make the library confusing and can expose different hotkey behavior. Pick one primary launch method while you are configuring a title, then add a second route only if it solves a specific browsing problem.

Troubleshoot common problems
Azahar reports a shader-cache problem
The Azahar help documentation’s recovery for the described shader-cache issue is to open the Azahar folder and delete its shaders directory, then start the game again so the cache can be rebuilt. Delete only the documented Azahar folder, not a similarly named directory from another emulator.
An older Citra guide lists a Citra-specific cache location. Do not apply that Citra path to Azahar; the current emulator and its folders are different.
A 3DS or Wii U game is missing from Game Mode
- Return to Desktop Mode and verify the 3DS file is in
Emulation/roms/3dsorEmulation/roms/n3ds, or that the Wii U file is underEmulation/roms/wiiu/roms. - Confirm that the file uses a format supported by the selected emulator and parser. For Wii U, the documented decrypted formats are the simplest route.
- Run Steam ROM Manager again with the correct Azahar or Cemu parser selected.
- Remove an obsolete duplicate shortcut if two parsers created conflicting entries, then restart Steam or Game Mode if the library has not refreshed.
The controls work in one launch method but not another
Open the controller settings on the exact shortcut that fails and select its Steam Input profile again. Compare a direct Steam shortcut with an EmulationStation-DE launch: the hotkey documentation notes that ROM shortcuts and frontend-launched titles can use different shortcut behavior. Check the active per-game layout before altering emulator mappings.
A Wii U game has no expected second-screen or motion behavior
- Change the title’s Cemu profile to GamePad if it depends on the Wii U GamePad.
- For gyro, verify that SteamDeckGyroDSU is enabled and that the game is still using GamePad mode.
- If the title supports only a conventional controller, use Pro Controller mode instead of trying to force GamePad-specific features.
A title performs or behaves differently from documentation
Do not infer a guaranteed frame rate or universal compatibility from the emulator’s successful installation. Cemu’s current guide includes title-specific troubleshooting and compatibility advice; consult those sections for the exact game and emulator version you are using. Settings that fix one title can create problems in another, so record per-game changes and undo them when testing a different release.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesKeep the setup maintainable
- Back up your EmuDeck configuration and game saves before changing emulator versions or moving the
Emulationdirectory. - After an EmuDeck update, check the current Azahar and Cemu documentation for renamed parsers, folders or controller profiles.
- Keep one known-good test title for each system. Use it to verify that a new Steam Input profile, parser refresh or emulator update works before troubleshooting a more demanding game.
- Document which titles use Azahar PiP, Cemu GamePad, Pro Controller or gyro so an update does not force you to rediscover each game’s settings.
- When a shortcut stops launching, test the emulator directly in Desktop Mode. A direct launch separates an emulator problem from a Steam ROM Manager or frontend problem.
A practical first-session checklist
- Install EmuDeck in Desktop Mode.
- Install or enable Azahar for 3DS and native Cemu for Wii U, using the current EmuDeck management screen.
- Copy legally owned 3DS files to
Emulation/roms/3dsorEmulation/roms/n3ds. - Copy legally owned, preferably decrypted Wii U files to
Emulation/roms/wiiu/roms. - Choose either direct Steam ROM Manager shortcuts, EmulationStation-DE, or both deliberately.
- Generate the app list and return to Game Mode.
- Assign the title’s Steam Input profile from its controller settings.
- Set an Azahar screen layout suited to the game’s touch and information needs.
- Set Cemu to GamePad or Pro Controller per title; enable SteamDeckGyroDSU only for GamePad-based gyro use.
- Launch one game from the chosen route and test controls, touch, screens and hotkeys before importing the rest of the library.
With those choices made per system and per game, the Deck can present a usable 3DS dual-screen view and a Wii U-style GamePad workflow without pretending that either console’s software is a native Steam application. The current emulator guides remain the authority for changed menu labels, supported formats and title-specific fixes.
