Increase a material recovery facility’s useful output, not merely its belt speed. The reliable method is to establish a baseline for throughput, product purity, capture and residuals; remove contamination and flow bottlenecks; tune sorting equipment to the actual incoming stream; then validate every change against quality and safety limits. A faster line that sends more saleable material to residue, or produces bales that fail market specifications, is not more efficient.
This U.S.-oriented guide uses findings from the U.S. Environmental Protection Agency (EPA) and the National Institute of Standards and Technology (NIST). Local contracts, accepted-material lists, equipment layouts and end-market specifications determine the correct settings for an individual facility.

Define efficiency as useful recovery
Track line efficiency as a set of connected outcomes. EPA describes MRF work as sorting recyclables, removing contaminants and preparing commodities for onward transport. Some materials require additional sorting or decontamination before they meet a buyer’s specification. That means a single tons-per-hour figure cannot show whether the line is performing well.

| Inbound throughput | How much material enters the process | tons processed ÷ operating hour; record the feed composition and hours included. |
| Saleable-product purity | Whether each commodity meets its buyer’s specification | target material mass ÷ bale or product sample mass × 100. |
| Capture rate | How much of a target material in the feed is recovered into the intended product | target recovered ÷ target present in sampled feed × 100. |
| Residual rate | How much potentially recoverable material leaves as residue | residual mass ÷ inbound mass × 100, with the material category identified where possible. |
| Inbound contamination | Material that is unacceptable, hazardous or difficult to sort | Measure by category, such as glass fines, film, food residue, non-accepted plastics or composite packaging. |

| Capacity utilization | How fully the installed process is being used | actual throughput ÷ rated or demonstrated capacity × 100; state which capacity basis is used. |
Keep the measurement method, sampling location, sample size, shift coverage and material mix consistent. EPA identifies inconsistent performance-measurement methods as a system challenge, so rates gathered under different rules should not be compared as though they were equivalent.

Build a defensible baseline before changing the line
Map the accepted stream and sales requirements
List every material the facility is contractually expected to accept and every grade it is expected to sell. The recycling process varies by commodity and locality, according to EPA. A national list cannot tell a particular plant whether a given plastic, carton, film or glass fraction has a buyer. Record the buyer’s contamination limits, bale requirements, moisture rules and prohibited items next to the facility’s acceptance policy.
Include the collection system in the map. A single-stream load, a dual-stream load and a commercial source can have very different particle sizes, moisture levels and packaging profiles. Do not change sort targets until the operations and sales teams agree which materials are genuinely saleable in the local market.
Measure composition and contamination at the front end
Take representative samples over different shifts, days and sources rather than relying on one hand-sort. Weigh the major material categories and document items that are rejected, hazardous, oversized, wet, tangled or otherwise likely to disrupt the equipment. Repeat the exercise after unusual events such as a holiday collection, a contract change or a major weather event.

Composition data gives engineers a way to distinguish a feed problem from a machine or operating problem.
Locate accumulation, misses and rework
Walk the entire process while the line is running. Note where objects bridge, roll, overlap, become buried, stick to belts, fall through screens, collect at chutes or require repeated manual handling. Photograph recurring conditions and time the delay from the first visible buildup to the intervention. Check transfer points, screen surfaces, optical-sorter ejection zones, magnets, eddy-current separators, quality-control stations and residue conveyors.

Use a simple loss tree: material present at the infeed, material correctly identified, material physically ejected or picked, material that reaches the correct bunker, and material that passes the final quality check. The first point at which the count drops is the most valuable place to investigate.
Use a repeatable baseline procedure
- Define the feed window, accepted materials, sampling method and quality limits in writing.
- Record inbound tons, operating hours, stoppages, staffing, product weights, purity samples and residual composition for the same period.
- Tag each stoppage or quality failure with a cause, location and duration instead of grouping everything as “downtime.”
- Calculate throughput, purity, capture and residual rates using the same formulas for every trial.
- Set a control period long enough to include normal variation in suppliers, shifts and weather; do not treat one unusually clean load as a new standard.
Control contamination and flow before increasing speed
Address the contamination types that damage both yield and quality
EPA’s national assessment links inbound contamination with operating efficiency, residual contamination and end-product quality. The assessment identifies several recurring causes:
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Glass breakage: broken glass can become fines, contaminate paper and other commodities, and create worker and equipment hazards.
- Complex packaging: multilayer or assembled items may need disassembly or label removal before their components can be identified.
- Black carbon plastic: conventional optical systems may not detect the material reliably because of the way the pigment interacts with near-infrared light.
- Plastics numbered 3, 6 and 7: these grades are not widely accepted in many programs, so sending them through a target stream can increase rejects rather than recovery.
- Food, liquid and other residues: wet or soiled items can lower fiber quality, foul equipment and make manual inspection slower.
Quantify each category at the point where it enters and at the point where it leaves. If a contaminant is created by the process—for example, glass shattering at a transfer point—fixing the process may deliver more benefit than asking residents to change behavior.
Improve presentation of material to the sorters
Sorting devices work best when objects are separated enough to be seen, measured and ejected. Review metering at the infeed, screen loading, belt fill, transfer heights, belt tracking and locations where flat items wrap around rotating equipment. Remove chronic pileups before raising belt speed. A line that runs fast only while operators constantly pull material from a pinch point is not operating at a sustainable rate.
Where practical, use controlled feed rates and housekeeping intervals that keep sensors, belts and chutes clear. Adjust one flow variable at a time and record the effect on both throughput and purity. Avoid copying another facility’s belt speed or staffing plan: the sources do not establish universal setpoints that preserve accuracy across different layouts and streams.

Consider glass separation as a local option, not a universal prescription
EPA interviewees suggested that separating glass could reduce contamination. The same assessment notes that a dual-stream collection system can be cost-prohibitive. Evaluate this option with local collection contracts, container volumes, truck routes, available floor space, capital cost, labor, glass-market revenue and the change in fiber and container quality. Present it to decision-makers as a scenario with measured assumptions, not as a guaranteed improvement.
Align public instructions and supplier feedback
EPA’s national recycling strategy identifies public confusion about accepted materials as a challenge. Publish one current acceptance list, use the same terminology on carts, websites and customer-service scripts, and send contamination feedback to commercial generators and haulers. A short photo-based guide can distinguish accepted containers from look-alikes that cause sorting losses. Track contamination by route or supplier so education and contract remedies target the largest sources.
Tune optical sorting around its real capability
Understand what the sensors measure
NIST explains that commercial spectrometers use infrared light and analyze reflected spectral signatures to identify plastics. Some facilities add visible-light spectroscopy to separate colored from clear plastics. These systems can make repeatable distinctions, but they are not universal material identifiers.
NIST notes that a commercially available system may distinguish PET from HDPE effectively yet struggle with HDPE versus LDPE because the polymers share identical monomer base units. As chemist Sara Orski put it, “Even though a bottle says ‘2,’ it’s not just HDPE.” Labels, additives, multilayer construction, dirt, moisture, shape and overlapping objects can all affect the signal. Black carbon plastic is a known example of a material that conventional optical detection may miss.
Match each sensor and ejection station to a defined job
For every optical unit, document the target fraction, detectable non-targets, belt location, expected object presentation and downstream destination. Verify that the air-ejection or mechanical-diverter timing matches belt travel and that the selected stream has enough bunker capacity. A sensor can identify an object correctly while the line still loses it because the ejection arrives late, the object is covered by another item or the receiving chute is full.

Use commissioning samples that represent the actual feed, including colored and clear plastics, labels, partially covered objects and common contaminants. Check false positives and false negatives separately. Raising sensitivity may recover more targets while also increasing contamination; lowering it may produce a cleaner bale while sending valuable material to residue. The acceptable balance comes from the buyer specification and the value of recovered material, not from a generic accuracy number.
Keep human quality control in the loop
Place trained quality-control checks after major automated separations and before baling. Give inspectors a written defect taxonomy, a sample schedule and authority to stop the line for a safety or quality issue. Record the material type, probable source, equipment state and shift whenever a defect is found. Use those observations to adjust feed presentation, sensor configuration or upstream education rather than simply asking pickers to work faster.
Use composition measurement to verify improvements
NIST identifies accurate, reproducible and economical composition measurement, along with improved sortation, as needs for a circular economy. That supports investing in dependable sampling and analysis, but it does not prove that buying a particular sensor will increase a facility’s yield. Validate measurement devices against a documented hand-sort or laboratory method, calculate repeatability, and keep the method stable when comparing trials.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Choose conveyance, automation and staffing changes by bottleneck
Separate a rate problem from an availability problem
If the line is idle because of frequent jams, maintenance or full bunkers, a faster conveyor will not increase daily output. If equipment runs continuously but material queues at a screen, optical sorter or manual station, the constraint may be capacity at that point. If the bottleneck is quality inspection, additional trained staff, better lighting or a revised sampling plan may outperform a large equipment purchase.
EPA’s infrastructure assessment names sorting and conveyance updates, including optical sorters and picker robots, as examples of technological upgrades. Treat them as responses to a documented constraint, not as automatic solutions. Compare the expected change in useful throughput, purity, residuals, maintenance, staffing, ergonomics and safety with measured baseline data.
Best Value
Compare options on the same decision axes
| Option | Potential benefit | Questions that must be answered locally | Typical failure mode |
|---|---|---|---|
| Conveyor or transfer redesign | Fewer pileups, gentler handling and more consistent presentation | Will it reduce a measured bottleneck? What happens to glass, fines, noise, guarding and maintenance access? | Moving the queue to the next machine without increasing useful recovery. |
| Additional optical sorting | More automated separation of defined plastic or color fractions | Can the sensor identify the target in this feed? What contamination level and bunker capacity will result? | False classifications caused by overlap, black pigment, labels or polymer similarities. |
| Picker robots | Automated removal of selected objects from a consistent presentation | What objects can the system recognize, at what feed rate, and how will staff maintain and monitor it? | Lower capture when objects are buried, damaged or outside the trained recognition set. |
| Manual-station redesign | Higher capture with less ergonomic strain and clearer assignments | Are lighting, reach distance, rotation, rest breaks and job hazards acceptable? | Short-term rate gains followed by fatigue, turnover or unsafe behavior. |
| Composition and quality monitoring | Earlier detection of drift and better evidence for process changes | Is the method reproducible, calibrated and linked to an operational decision? | Collecting data that is too sparse, inconsistent or disconnected from action. |
Include installation downtime, spare parts, software or calibration support, energy, cleaning, training, integration and end-of-life costs in the total-cost estimate. Compare the result with local commodity revenue and disposal costs rather than a national average.
Run controlled trials instead of chasing a headline rate
- Choose one constraint. For example, test a transfer-point change only if the baseline shows accumulation there.
- Define guardrails. Set minimum product purity, maximum residual contamination, safety requirements and acceptable downtime before the trial starts.
- Hold other variables stable. Keep the feed source, staffing, sampling method and downstream equipment as consistent as practical.
- Change one setting or component at a time. Record the exact configuration, date, shift, material mix and maintenance state.
- Measure the full outcome. Capture tons per hour, purity, target capture, residual composition, rejects, stoppages, labor hours and safety observations.
- Repeat across representative loads. A single clean load cannot establish performance for a variable stream.
- Review with operations and sales. Confirm that the resulting product meets the buyer’s actual specification and that any extra residual is economically and environmentally acceptable.
- Standardize only after acceptance. Update work instructions, preventive-maintenance checks, training and audit forms when the evidence supports the change.
Use a control chart or equivalent trend view to distinguish a sustained improvement from normal variation. If purity falls outside its limit, return to the last known configuration while preserving the trial records for diagnosis.
Interpret national capacity figures carefully
EPA’s 2024 assessment estimates average MRF throughput-capacity utilization at 56%, describing an average 44% of capacity as unused. The same assessment reports that MRFs process more than 37 million tons of recoverable material nationally. These are national-scale findings, not a target rate or a promise that any individual plant can safely raise throughput by 44%. Underutilization can reflect contamination, feed shortages, downtime, market restrictions, staffing, equipment design or other local causes.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsUse the figures to justify an investigation, not to set a universal belt speed or business case. A facility should first determine whether its unused capacity is caused by available feed, operating hours, bottlenecks, quality limits or a lack of buyers. The financial case for a change must use the plant’s measured tons, labor, maintenance, energy, residue disposal and commodity values.
Troubleshoot quality and throughput together
| Symptom | Likely areas to inspect | Evidence to collect | Corrective direction |
|---|---|---|---|
| Throughput rises but bale purity falls | Overloaded belt, missed ejections, inadequate quality inspection | Purity by shift, belt loading, ejection timing, bunker fill level | Reduce loading or speed to the validated point, improve presentation and retune the affected separation. |
| More material reaches residue | Objects buried or overlapping, low capture, sensor blind spots | Residual composition and images, target material in feed versus residue | Correct upstream flow, verify sensor capability and inspect ejection timing before adding speed. |
| Frequent glass contamination in fiber | Glass breakage at screens or transfers, unsuitable glass routing | Where glass fragments first appear, size distribution and transfer conditions | Reduce breakage, evaluate a separate glass route and confirm the market and cost case. |
| Optical sorter accuracy changes by load | Color, moisture, labels, black pigment, overlap or changing composition | Feed composition and environmental or housekeeping conditions for each shift | Improve presentation and cleaning, segment the feed if practical, and set expectations around detectable materials. |
| Operators report fatigue or unsafe reaches | Manual station layout, excessive belt speed, poor lighting or staffing mismatch | Ergonomic observations, near misses, reach frequency and defect volume | Redesign the station, rebalance assignments and treat safety limits as non-negotiable guardrails. |
| Reported rates disagree between teams | Different scales, time windows, sample methods or definitions | Measurement protocol and raw records for each reported figure | Adopt one controlled definition and publish the basis with every KPI. |
Use a phased implementation plan
Phase 1: Stabilize and observe
- Publish the accepted-material and product-grade requirements.
- Standardize scales, sampling, downtime codes and quality calculations.
- Remove obvious safety hazards, repair recurring jams and restore sensor, belt and chute housekeeping.
- Establish the baseline across representative feed sources and shifts.
Phase 2: Correct low-capital constraints
- Adjust metering, transfer conditions, housekeeping intervals and bunker management.
- Revise work instructions and acceptance feedback for the largest contamination sources.
- Train operators to recognize optical-sorter blind spots and report false classifications.
- Run controlled trials with purity and residual guardrails.
Phase 3: Evaluate capital projects
- Write a bottleneck statement supported by baseline data.
- Compare conveyance, optical, robotic, measurement and manual-station alternatives on the same criteria.
- Include installation, maintenance, labor, safety, calibration, downtime and market effects in the business case.
- Pilot or acceptance-test the chosen change with representative material before full deployment.
Phase 4: Govern the new process
- Review throughput, purity, capture, residuals, downtime and safety on a fixed schedule.
- Trigger an investigation when a KPI drifts beyond its control limit, not only when a customer rejects a bale.
- Revalidate settings after a major feed, contract, sensor, software or mechanical change.
- Keep a change log so later teams can distinguish a proven setting from an untested assumption.
Know the evidence boundaries
The EPA and NIST findings establish why contamination, measurement discipline and technology limits matter, but they do not provide universal belt speeds, staffing ratios, sorter setpoints, yields or investment returns. The evidence is U.S.-oriented, and local regulations, contracts, labor rules, equipment designs and markets may differ. Facility decisions should therefore be based on measured performance under the actual stream, with product purity and residuals treated as equal partners to throughput.
