How to improve internet reliability when your connection depends on an undersea cable

You cannot prevent a fault on an offshore cable from home, and replacing a router will not repair one. You can, however, reduce the disruption by choosing a backup connection that does not share the same route, confirming how your provider reroutes traffic, and keeping essential work and information available offline.

Start with network independence rather than a particular gadget. A second service is useful only when it has a sufficiently different access network, upstream path, landing point or international route. Two brands can still depend on the same cable, carrier or exchange.

Why undersea cables matter to your connection

Submarine cables are the backbone of international connectivity. The International Telecommunication Union (ITU) estimates that they carry approximately 99% of the world’s Internet traffic. That is a global infrastructure estimate, not the probability that your household will lose service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The ITU’s 2026 backgrounder lists more than 500 active and planned telecommunication submarine cable systems as of 2024. It also reports over 170 cable repairs worldwide in 2025, citing International Cable Protection Committee data presented at the ITU’s April 2026 annual plenary. A repair count does not show how many households were affected, how long any one outage lasted, or how likely a particular route is to fail.

What can damage a cable?

  • Accidental human activity: Fishing gear and ship anchors are major causes of faults.
  • Natural hazards: Earthquakes, underwater landslides and tsunamis can damage cables or landing facilities.
  • Aging infrastructure: Older systems may be more difficult to maintain or replace.
  • Recovery constraints: Repair vessels, specialist crews, permits, scheduling and the distance to the fault can delay restoration.

Most cables are buried near shore but lie on the seabed across long ocean routes. A break therefore requires specialist survey and repair work; a household device cannot bypass or fix the physical damage.

What happens if an undersea cable is cut?

A cut does not automatically disconnect an entire country. The effect depends on how many landing points and international routes serve the area, how much spare capacity remains on surviving links, the quality of terrestrial connections, local interconnection and the provider’s traffic engineering.

An operator may reroute traffic automatically or manually through another cable, a neighboring country or a terrestrial backbone. If surviving paths are congested, you may still experience slower speeds, higher latency, packet loss or failure to reach particular services even while basic browsing works. A region with one exposed landing point has fewer alternatives than a region with several geographically separated landings.

No general source establishes an individual household’s outage probability or a universal restoration time. Global repair totals cannot be converted into a personal risk estimate. Ask your provider what redundancy exists for your specific access network and what service level applies during a major international fault.

Build a backup that can survive the same failure

Resilience means preparing for failure rather than assuming failure can be avoided. Before buying a second connection, map the dependencies of your primary service and test whether the alternative is genuinely different.

Questions for your fixed-broadband provider

  1. Ask whether the provider has alternate international routes and landing points serving your region.
  2. Ask whether traffic is rerouted automatically when a cable or landing station fails.
  3. Ask whether your access line, upstream carrier and proposed backup use shared ducts, exchanges, backhaul, landing stations or cables.
  4. Ask what degradation, data limits and restoration expectations apply during a regional or international incident.
  5. Record the provider’s status-page address, outage-alert channels and support number while the connection is working.

Providers may not disclose sensitive topology or security information. Even a limited answer can reveal whether the service has meaningful route diversity or only a single practical path.

Do not infer independence from branding

Two subscriptions sold under different names can use the same wholesale access network, mobile carrier, upstream transit provider or submarine cable. Likewise, two technologies can converge at the same backhaul or landing point. Treat independence as something to verify locally, not something a logo proves.

Option What it can add Dependencies to verify Typical limitations
Second fixed broadband line Potentially high capacity and stable latency Different access network, upstream, backhaul, landing point and international route May share infrastructure despite a different retail brand; installation can take time
Unlocked 5G mobile hotspot router Portable cellular access when the fixed line fails Active compatible cellular plan, local coverage and a sufficiently different upstream path Carrier may rely on the same cable; congestion, data caps and indoor signal can reduce performance
Phone hotspot Fastest way to test a cellular backup you already have Phone battery, plan allowance, coverage and carrier routing Less convenient for many devices; heat, battery drain and plan limits
Satellite connection A path that may avoid a damaged terrestrial or submarine route Local availability, clear installation conditions, power, terminal equipment and provider gateway diversity Cost, capacity, latency, weather effects and coverage vary; not a universal consumer guarantee
Offline continuity Access to essential files, contacts, maps and entertainment without a network Regular downloads, local storage and a way to charge devices Does not restore live services or real-time communication

Cellular backup

An unlocked 5G mobile hotspot router is a device, not an Internet service by itself. It needs an active, compatible cellular plan and usable signal. A phone hotspot can be a low-cost trial if your plan permits tethering and you can connect the devices you need.

Cellular is not automatically independent of fixed broadband. The mobile carrier may use the same international cable route, domestic backhaul or exchange. Ask the carrier, where it is willing to answer, whether its core and international paths are diverse from your fixed provider. During a widespread regional failure, cellular towers can also become congested or lose power.

Satellite backup

Satellite can provide another redundancy layer where service is available and practical. The ITU’s disaster-communications report describes geostationary (GEO) and medium-Earth-orbit (MEO) systems as redundancy for disrupted terrestrial networks. It reports that an MEO-powered network restored voice, SMS and data in Tonga six hours after the country’s only subsea cable was severed in 2024.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

That Tonga example concerns a national disaster-response network, not household speed, price or availability. For a home installation, check coverage, terminal requirements, view of the sky, power consumption, weather tolerance, capacity policies, latency and local regulatory conditions. A satellite provider’s ground gateways and backhaul can still introduce shared dependencies, so ask what route diversity it actually provides.

A second fixed line

A second fiber, cable or fixed-wireless service can be excellent for day-to-day load sharing, but it is useful for cable-fault resilience only if the physical and upstream paths differ. Request the access-network owner, backhaul route, landing-point information and failover behavior before signing up. If both lines enter through the same street duct or terminate at the same vulnerable exchange, a local incident can remove both at once.

Offline preparation

Download the records and information you cannot afford to lose: identity and travel documents, emergency contacts, work files, password-recovery details, maps, language resources and entertainment for children. Keep copies on more than one device, protect sensitive files with encryption and refresh them on a schedule. Offline preparation does not replace a live connection, but it prevents a short outage from becoming a business or safety emergency.

How to compare backup services before an outage

Use the following checklist for every candidate service. Write down the answers rather than relying on sales language.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Route and provider independence: Identify the access network, upstream carrier, international route, cable systems and landing points. Mark any shared element with the primary service.
  2. Local availability: Check coverage at the exact address, indoor signal, installation lead time and any address-specific line-of-sight requirement.
  3. Capacity and latency: Match the service to your actual tasks. Email and messaging need little capacity; video meetings, cloud work, gaming and large uploads need more consistent throughput and lower latency.
  4. Recurring and equipment costs: Include the monthly plan, activation, terminal or router, installation, taxes, replacement hardware, roaming charges and data overage. Current prices and plan limits vary by country and must be checked locally.
  5. Power and installation: Determine whether the modem, hotspot, antenna or router needs mains power, an outdoor mount, a clear sky view or battery backup.
  6. Activation and congestion: Confirm how quickly the line can be activated and what happens at busy times. A backup that takes days to provision is not an immediate failover.
  7. Testing and cancellation terms: Find out whether you can test the connection at your address and cancel if its route or performance does not meet the stated need.

Give route independence the highest weight. A cheap, fast backup that fails with the same cable is not a cable-outage backup.

Configure practical failover at home

Once you have an independent service, make it usable before the primary line fails.

Basic two-router arrangement

  1. Place the primary modem or router and the backup modem, hotspot or satellite terminal where both receive reliable power and ventilation.
  2. Connect the backup to a separate router’s WAN port, or use a dual-WAN router that supports automatic failover. Follow the equipment manufacturer’s exact mode and cabling instructions.
  3. Set the primary connection as the preferred WAN and the backup as secondary. Configure health checks against more than one reliable destination so a local DNS failure does not trigger a false switch.
  4. Choose failover behavior for existing sessions. Many connections will reset when the public IP changes; this is normal, and applications should reconnect.
  5. Secure both management interfaces with unique administrator passwords, current firmware and encrypted Wi-Fi settings.
  6. Test by disconnecting the primary WAN cable or disabling its modem. Confirm that a new web session works over the backup, then restore the primary and confirm that traffic returns without creating a loop.
  7. Repeat the test periodically and after changing plans, equipment or providers. Record the steps so another household member or colleague can perform them.

Automatic failover cannot make a backup independent. It only switches traffic after the alternate path has been selected and configured.

Keep critical services reachable

  • Use applications that reconnect cleanly after an IP change.
  • Keep emergency contact methods that work over the backup network, such as cellular voice or messaging where available.
  • Store the ISP status page and support details offline or in your phone’s contacts.
  • Maintain a charged power bank or uninterruptible power supply if the backup itself needs mains electricity.

Diagnose an outage before changing hardware

A cable incident and a household Wi-Fi problem can look similar. Check the scope first.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Test several devices over Ethernet and Wi-Fi. If only one device fails, investigate that device.
  2. Check whether the router’s Internet or WAN indicator is down while local Wi-Fi remains visible.
  3. Open the provider’s status page using mobile data, and check official service alerts or local outage notices.
  4. Test a known external service and your provider’s DNS separately. A single unreachable website is not proof of a cable fault.
  5. Run the backup connection. If it works, keep it active for essential tasks while the provider investigates.
  6. Contact support with the time the problem began, affected services, router indicators and whether Ethernet and multiple devices fail.

Restarting a router can clear a local lockup or address problem. It cannot repair an offshore cable. Avoid repeated factory resets that erase working configuration while an upstream outage is being investigated.

What network operators and governments can do

Household choices help at the edge, but durable resilience depends on infrastructure decisions. The ITU’s International Advisory Body on Submarine Cable Resilience groups priorities into timely deployment and repair, risk identification and monitoring, mitigation, and geographic diversity of connectivity.

  • Geographic diversity: Add routes and landing points in separated locations rather than concentrating capacity at one coast or station.
  • Infrastructure redundancy: Maintain spare capacity, diverse terrestrial backhaul, resilient landing facilities and alternate power.
  • Monitoring and risk reduction: Track cable corridors, vessel activity and natural hazards, and coordinate protective measures with maritime authorities.
  • Repair readiness: Ensure repair vessels, equipment, trained personnel, permits and spare cable are available, with clear priority procedures.
  • Coordination: Streamline government-industry communication and permitting, especially for vulnerable regions.
  • Local resilience: Use domestic interconnection and locally cached content so essential services can continue when international capacity is constrained.

Bangladesh’s response to a 2023 submarine-cable outage, described by the Internet Society, maintained service by rerouting traffic through terrestrial connections with India and using locally cached content. It demonstrates the value of alternate paths and local infrastructure; it is not a template that every country can reproduce.

As ITU Secretary-General Doreen Bogdan-Martin put it in a 10 July 2026 release: “The world relies on connectivity, and thanks to the International Advisory Body on Submarine Cable Resilience, we now have a practical roadmap to keep undersea networks reliable.” The Internet Society summarizes the same approach more simply: “The key concept of this policy brief is resilience, which is not about avoiding failure but about preparing for it.”

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A simple resilience plan

  1. Today: Save provider support details, download essential files and list the tasks that must continue during an outage.
  2. This week: Ask your fixed provider about alternate routes, automatic rerouting and shared infrastructure.
  3. Before buying: Compare a cellular, second fixed or satellite option using route independence, availability, capacity, cost, power and activation time.
  4. Before relying on it: Install and test failover while the primary line is healthy.
  5. After every incident: Note what failed, how long the backup lasted, what was congested and which configuration needs improvement.
