How to Improve FPS Performance Without Sacrificing Visual Quality

The safest way to gain FPS without making a game look markedly worse is to identify whether the CPU or GPU is limiting the demanding scene, keep your monitor’s output resolution, and then adjust one expensive setting or the game’s built-in upscaler at a time. Start with the integrated super-resolution option, compare its quality presets in motion, and target shadows, reflections, global illumination, foliage, or ray tracing only when testing shows that they are responsible for the load. A repeatable before-and-after test is more reliable than a universal “best settings” preset because the cost of every option changes with the game, scene, resolution, and hardware.

Diagnose the bottleneck before changing quality

Performance tuning works only when it addresses the part of the system that is holding back frame delivery. Play the area that produces the worst hitching or lowest frame rate while watching CPU and GPU utilization with your operating system’s performance overlay, the game’s overlay, or a hardware-monitoring utility. Record the average FPS and, if available, the one-percent-low or frame-time graph.

When the GPU is busy

High, sustained GPU utilization while the frame rate is below your target indicates that the graphics processor is doing most of the work. In that case, test the game’s super-resolution option first, then selectively lower GPU-heavy settings such as shadows, reflections, global illumination, foliage, and ray tracing. Keep the output resolution native while you make these tests so you are changing internal rendering quality rather than the size of the image sent to the display.

When the CPU is busy and the GPU is not

If one or more CPU threads are heavily loaded while GPU utilization is comparatively low, reducing texture quality or other GPU-only options may produce little or no improvement. Obsidian Entertainment’s performance guidance for The Outer Worlds 2 specifically suggests testing CPU-heavy ray tracing and crowd density in this situation. Crowd simulation, world streaming, physics, and draw-call preparation can remain CPU limits even when the GPU has unused capacity. The exact setting names differ by game, so use the frame-time response from your own test rather than assuming every “CPU” label is equivalent.

A title-specific example, not a universal threshold

NVIDIA’s guide for Control describes a CPU bottleneck at about 80 FPS at 1920×1080 in its tested scenario. That number belongs to that game, resolution, hardware, and scene; it is not a general CPU limit for all PCs. Use it as a reminder that changing resolution cannot overcome a CPU-bound scene.

Use the game’s built-in upscaler first

Modern super-resolution renders frames at a lower internal resolution and reconstructs them to your chosen output resolution. Because fewer pixels are shaded, the GPU has less work while the monitor can remain at its native resolution. Obsidian’s official guidance puts this ahead of lowering the display resolution directly. Its explanation is concise: “Fewer pixels drawn means less work for your graphics card, so dropping resolution can give FPS boosts with a small hit to image sharpness.” An integrated upscaler usually preserves menus, field-of-view behavior, and game-specific motion data better than a generic driver filter.

  1. Open the game’s Graphics, Display, or Video menu.
  2. Leave Output resolution at the monitor’s native setting.
  3. Enable the supported super-resolution option, such as the title’s integrated FSR, DLSS, or XeSS implementation.
  4. Begin with a quality-oriented preset. Walk, pan the camera, and inspect foliage, thin geometry, text, reflections, and distant detail.
  5. Move one preset toward performance only if the measured frame rate still misses your target. Check motion for shimmer, ghosting, crawling edges, and unstable detail after each change.

Upscaling is not a guaranteed visual match for native rendering. A preset that looks clean in a static screenshot may show temporal artifacts during camera movement, and a preset that works well at 4K can look too soft at 1080p. Judge the image while playing, not only in a paused menu.

XeSS preset guidance

Intel’s XeSS Super Resolution Developer Guide 2.0 labels modes from Native Anti-Aliasing and Ultra Quality through Balanced, Performance, and Ultra Performance. The guide’s preset table recommends Performance for 1440p and above and lists Ultra Performance for 1440p and above when an implementation needs the most aggressive performance target. Its resolution-specific default guidance recommends Balanced at 1080p and lower, and Performance at 1440p and higher. These are developer recommendations for building a game menu, not guaranteed results for every player. Use the mode as a starting point, then verify sharpness, artifacts, and frame time in your title.

When a driver-level upscaler is appropriate

A driver-level spatial upscaler can help when a game has no suitable integrated option. AMD Radeon Super Resolution (RSR) is intended for compatible systems and games and is configured through AMD Software: Adrenalin Edition. AMD’s support article, updated June 25, 2025, uses Adrenalin 25.6.1 with an RX 9070 as an example; that example is version- and hardware-specific, so check the current compatibility requirements shown in the software for your system.

AMD recommends using a game’s integrated FSR instead of RSR when the title supports it because game-specific integration can provide better optimizations. Do not enable both paths at once. Choose the integrated method, or use RSR only when the game lacks an appropriate in-game implementation and your hardware meets AMD’s requirements.

Lower expensive settings selectively

Do not switch every option to Low. That makes it impossible to tell which change helped and can remove image quality that had little effect on performance. Change one option, replay the same demanding scene, and keep the change only if the frame-time improvement is worth the visible difference.

Setting to test What to inspect while comparing Why the result varies
Shadows Shadow-map detail, contact shadows, and flicker around characters or foliage Some engines render many cascades or high-resolution maps; others use inexpensive approximations.
Reflections Water, wet roads, glass, polished floors, and moving objects reflected in them Screen-space, ray-traced, and hybrid reflection systems have different costs and failure artifacts.
Global illumination Indirect light in interiors, color bounce, and scene brightness transitions Real-time lighting methods can shift work between the GPU and CPU and may scale differently by scene.
Foliage Grass density, tree draw distance, wind animation, and alpha-tested leaves Dense vegetation can increase shading, overdraw, geometry, and draw-call preparation.
Ray tracing Reflections, shadows, ambient occlusion, and the frame-time graph with the feature on and off Ray-tracing cost depends strongly on rays, scene geometry, denoising, and hardware. In some areas, a game’s ray-traced path can even improve performance, so measure instead of assuming.

Ray tracing deserves an on/off test

Ray tracing is often expensive, but its impact is not constant. Test the same scene with the feature enabled and disabled, then compare both frame rate and the lighting or reflection details you care about. In a CPU-limited scene, Obsidian specifically lists CPU-heavy ray tracing as a setting worth testing; in a GPU-limited scene, the same option may be a major graphics workload. A single global rule such as “always disable ray tracing” can therefore produce the wrong result.

Textures are usually a later compromise

Texture quality primarily consumes video memory and affects surface detail. If your GPU has sufficient VRAM and the problem is shader or geometry work, lowering textures may reduce visual quality without materially raising FPS. Test it only after the options that your utilization data identifies as expensive, and watch for texture-streaming stutter or missing detail rather than assuming a higher average FPS means a better experience.

Choose a target and use a frame-rate cap intelligently

There is no benefit to rendering 180 FPS if your display refreshes at 120 Hz and the extra frames increase heat, fan noise, or power draw. Set a cap near the refresh rate or the frame rate your system can sustain consistently. A stable 90 FPS can feel better than a fluctuating 120 FPS that repeatedly falls to 55.

AMD’s driver guidance says a frame-rate target can reduce power use, heat, and fan noise in supported cases. Its frame-rate-targeting feature has specific API, display, and hardware conditions, so availability and behavior depend on the game and system. A cap is a ceiling, not a performance boost: if the PC can reach only 55 FPS, setting a 90-FPS cap will not raise it.

Prefer an in-game limiter when one is available because it is tied to that title’s presentation timing. If you use a driver limiter, verify that it applies to the game’s rendering API and display mode. After applying a cap, check frame-time consistency, input responsiveness, and whether synchronization settings introduce additional latency.

Keep driver defaults unless a measured change helps

AMD states that, for most users, default driver settings provide the best mix of visual quality and FPS. That is a useful baseline when you are troubleshooting: reset custom overrides, then make only the game-level change you intend to evaluate. Driver-level antialiasing overrides can conflict with an engine’s own temporal or super-resolution pipeline, while shader-cache behavior can affect compilation stutter and disk use. Do not stack several global overrides while trying to identify a bottleneck.

If a driver feature changes image quality, capture a short repeatable run with it disabled and enabled. Keep the version number and profile setting in your notes; a driver update can change compatibility or performance, and a setting that helped one API may not affect another.

A repeatable tuning procedure

The following process keeps visual quality decisions tied to measured results instead of guesses.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Pick a representative test scene. Use the area where you normally miss your target: a busy city, a combat encounter, a large outdoor view, or a repeatable built-in benchmark. Avoid comparing a quiet corridor with a crowded battle.
  2. Record a baseline. Note output resolution, upscaler mode, graphics preset, ray-tracing state, cap, average FPS, low-percentile FPS if available, and visible issues such as shimmer or stutter.
  3. Observe utilization. Watch GPU load, CPU load by core or thread, VRAM use, system memory, and frame time during the same run. A low GPU load with one saturated CPU thread points away from GPU-only reductions.
  4. Enable the integrated upscaler. Keep output resolution native, choose a quality mode, and repeat the run. Inspect fine detail during movement.
  5. Test one expensive setting. Change shadows, reflections, global illumination, foliage, or ray tracing—one at a time—and repeat the identical scene.
  6. Compare the trade-off. Keep a change only when the frame-time improvement is visible in your measurements and the image remains acceptable at normal viewing distance.
  7. Set the cap last. Once the workload is understood, cap at a sustainable target to prevent needless rendering and reduce fluctuations.
  8. Recheck other scenes. A setting that helps an outdoor area may do little in an interior, and a CPU-bound crowd scene may respond differently from a GPU-heavy effect sequence.
  9. Restore defaults when needed. If a change causes worse frame pacing, artifacts, crashes, or no meaningful gain, undo it before testing the next variable.

Use a simple comparison log

Run Single change Average FPS Frame-time or low-FPS observation Visible result
Baseline None Record your measurement Record your measurement Describe sharpness, shimmer, ghosting, and pop-in
1 Integrated upscaler quality mode Record your measurement Record your measurement Inspect fine detail in motion
2 One targeted setting Record your measurement Record your measurement Compare the affected objects
3 Second targeted setting Record your measurement Record your measurement Confirm the gain survives another scene

The table is a worksheet, not a promise of a particular gain. Your own scene and hardware supply the values that matter.

Understand vendor-reported upscaling results

NVIDIA’s Control graphics guide reports DLSS frame-rate increases of “as much as 89%” in a higher-fidelity mode and “up to 197%” in lower-resolution performance modes under its described heavy-GPU-load conditions. Those are vendor-reported results for that title and test setup, not typical or guaranteed gains. They also do not describe a CPU-bound scene, where rendering fewer pixels may leave the limiting processor unchanged.

Use such figures to understand why upscaling can be powerful under a GPU bottleneck, not as a forecast for your PC. Measure the frame rate, frame pacing, and image quality in the game you actually play.

Fix common visual and performance problems

The image looks soft

  • Move up one quality preset rather than lowering output resolution.
  • Check whether the game has a separate sharpening control, and change it modestly while watching for halos.
  • Verify that the output resolution is still native and that a driver scaler has not been applied on top of the in-game upscaler.

Motion shows ghosting or shimmering

  • Compare the next higher upscaler preset; temporal artifacts often reduce when more internal pixels are rendered.
  • Inspect foliage, thin wires, fences, and specular highlights while panning the camera.
  • Test the integrated upscaler against the driver-level alternative, but do not run both simultaneously.

FPS is unchanged after lowering graphics quality

  • Recheck CPU and GPU utilization during the exact scene.
  • If the CPU is limiting, test crowd density, simulation distance, streaming, or CPU-heavy ray-tracing paths where the game exposes them.
  • Confirm that the setting actually changed; some games require restarting the scene or applying a separate preset.
  • Do not expect a resolution reduction to fix a CPU bottleneck.

Average FPS rises but the game still feels uneven

  • Look at frame time or one-percent lows, not only the average.
  • Use a sustainable cap and retest in the same demanding scene.
  • Check for shader compilation, asset streaming, background tasks, or thermal throttling; a graphics slider cannot correct every source of hitching.

When an upgrade is justified

Settings changes are the right first response because they cost nothing and reveal the limiting component. Consider a GPU upgrade only when repeated testing shows a sustained GPU bottleneck at your chosen output resolution and target frame rate, and when the budget, power supply, case clearance, games, and desired visual features support that decision. A CPU upgrade is the relevant direction when one or more CPU threads remain saturated while the GPU is underused in the scenes that matter to you.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not buy a component based on a single vendor percentage or on a different game’s benchmark. Resolution, ray-tracing use, engine behavior, memory capacity, and the refresh rate you are targeting all change the value of an upgrade. A monitor, peripheral, repair utility, or manual is not required for the tuning workflow itself.

A practical decision order

  1. Measure the demanding scene and identify the likely CPU or GPU limit.
  2. Keep native output resolution and enable the game’s integrated upscaler.
  3. Choose the highest quality preset that meets your frame-rate target without objectionable motion artifacts.
  4. Lower one expensive setting—shadows, reflections, global illumination, foliage, or ray tracing—only when the test shows a worthwhile gain.
  5. Use a driver-level upscaler only when an appropriate in-game option is unavailable, following its current compatibility requirements.
  6. Apply a sustainable frame-rate cap after the workload is tuned.
  7. Retest another demanding scene and undo any setting that harms image quality more than it improves frame pacing.

Frequently Asked Questions

Will lowering resolution always increase FPS?

No. It mainly reduces GPU work. If the scene is CPU-bound, as indicated by high CPU use and comparatively low GPU use, lowering resolution or GPU-only quality may change little.

Should I use a game upscaler or Radeon Super Resolution?

Use the game’s integrated option when it supports one. AMD recommends integrated FSR over Radeon Super Resolution in supported titles because game-specific integration can be better optimized. Use the driver-level option when an appropriate in-game implementation is absent and your system meets its requirements.

Is a frame-rate cap a performance boost?

No. A cap limits rendering above your chosen ceiling. In supported cases it can reduce power, heat, and fan noise, but it cannot raise a system that cannot reach the cap.
