Why construction–IT communication breaks down
Construction work is time-sensitive and physical: crews move through locations, shifts change, subcontractors join and leave, and a blocked device or connection can stop a task. IT work is usually organized around services, security controls, change windows, procurement and support queues. Each group can be working responsibly while still missing the information the other needs.

Typical failures include a superintendent calling an individual technician who lacks approval authority, an IT team receiving “the drawings are not syncing” without a device or project identifier, or a project team distributing several conflicting versions of a plan. Notifications can become so frequent that a critical change is overlooked. The answer is not simply more messages. It is a shared method for deciding what must be communicated, to whom, when, and in what format.

How can construction and IT teams work better together?
Use a lightweight governance model with five connected parts:
- Shared goals: define what the project must achieve for safety, quality, schedule, field productivity and information security.
- Named ownership: identify who submits, prioritizes, approves, executes and communicates each type of technology decision.
- Regular touchpoints: combine a short operational issue meeting with reviews at planning, procurement, rollout and handover milestones.
- Usable information: keep current drawings, requests, decisions, approvals and status in an agreed location with version and access rules.
- Feedback and measures: track whether requests reach an owner quickly, are resolved at the right priority and are understood by the people who use the result.
These practices align with the May 27, 2026 framework announced jointly by the American Institute of Architects and the Associated General Contractors of America. The framework calls for early shared goals, clear communication protocols and responsibilities, contractor involvement during design, proactive risk and change management, digital coordination, and shared measures such as quality, safety and schedule. AIA CEO and Executive Vice President Carole Wedge summarized the intent: “Architects and contractors perform best when aligned early on shared goals, clear roles, and open communication.” The same logic applies when construction operations and enterprise IT must deliver a project together.
Start with a joint kickoff before technology decisions are fixed
Hold a facilitated session when the project scope and delivery approach are still changeable. Include the construction lead, field representatives from the relevant shifts or trades, project manager, IT service owner, security representative and procurement or finance contact when purchases are likely. For a large program, include the person responsible for information management or building information modeling (BIM).

What each participant should bring
- Construction: work phases, locations, shift patterns, crew and subcontractor counts, safety constraints, required inspections, connectivity limitations and the consequences of downtime.
- IT: supported devices and applications, identity and access rules, network coverage assumptions, security review steps, procurement lead times, support hours, maintenance windows and decommissioning requirements.
- Project management: contractual milestones, handoffs, acceptance criteria, budget boundaries, decision deadlines and dependencies on designers, owners or authorities.
Ask the group to describe a successful outcome in observable terms. For example: “Inspectors can retrieve the approved drawing set at the work face, including during a connectivity interruption, and a superseded revision cannot be mistaken for current information.” Record agreements, unresolved tradeoffs, assumptions and the person who must decide each open question. Do not allow the meeting to end with “IT will look into it” or “the field will provide details”; assign a named owner and due date.
Set a communication rhythm that matches the work
A reliable cadence prevents both silence and notification overload. Use the smallest set of meetings that keeps decisions moving.
| Touchpoint | Purpose | Typical participants | Required output |
|---|---|---|---|
| Operations/IT issue meeting | Review open incidents, requests, risks and upcoming field changes. | Construction operations lead, IT service owner, liaison and active issue owners. | Updated issue log with priority, owner, next action and due date. |
| Project milestone review | Check technology, security, procurement and support readiness before a phase changes. | Project manager, construction lead, IT, security, procurement and affected subcontractors. | Go/no-go decisions, accepted risks and communications plan. |
| Change-control review | Assess proposed changes to systems, devices, data or workflows. | Change owner, technical approver, construction representative and safety or quality representative where relevant. | Approved, rejected or deferred change with implementation and rollback details. |
| Handover review | Transfer support responsibility and confirm records are complete. | Delivery team, operations, IT support, security and information manager. | Accepted documentation, support owner, training status and residual issues. |
FHWA’s transportation systems management and operations material describes recurring IT/operations meetings and workshops as ways to build mutual understanding. One example uses a liaison meeting weekly for general issues and monthly for project work. Treat that frequency as an example, not a universal prescription: a fast-moving interior fit-out may need brief weekly reviews, while a stable site may need less frequent formal meetings and a clear on-call route.
Publish an agenda in advance and keep minutes short. Every issue should show its impact, owner, next action and date. Close an item only when the affected construction representative confirms that the workaround or fix works in the field.

Name the bridge roles and escalation path
People should not have to guess who owns a problem. Create a role map that is accessible from the project’s information hub and review it whenever staff, vendors or project phases change.
Minimum responsibilities to document
- Requestor: describes the field need, affected work and required timing.
- Construction prioritizer: explains schedule, safety and production impact when several requests compete.
- IT service owner: assigns technical work, confirms support boundaries and communicates status.
- Security approver: reviews identity, data handling, remote access and other security implications.
- Change approver: authorizes production changes and confirms rollback or contingency steps.
- Field communicator: tells crews what changed, when it takes effect and what they must do.
- After-hours contact: receives urgent calls when an outage threatens safety, security or a critical path.
- Information manager: maintains naming, versioning, permissions, retention and handover records.
Assign a construction-to-IT liaison when the project is large, geographically dispersed or technically complex. The liaison does not replace subject-matter experts; the role translates a work-phase problem into an actionable request and explains the technical decision in field language. FHWA’s IT–TSMO guidance and its e-construction guide describe liaison roles, agreed responsibilities and collaboration structures as coordination aids. Those are public-agency analogues, not measured studies of private construction contractors, so adapt the structure to your organization.
How do I get IT to understand jobsite needs?
Give IT direct, structured exposure to the work. Invite IT staff to a site walk, equipment demonstration or short crew interview before a rollout. If a visit is unsafe or impractical, provide permitted photographs, sketches, process maps or a video walkthrough. Explain how shifts, weather, protective equipment, subcontractor interfaces, sequencing and low-connectivity areas affect technology use.
During the visit, demonstrate the real task rather than only describing an application. Show where a worker stands, whether both hands are occupied, how far the nearest access point is, what information must be visible at once and what happens if a device fails. Explain the operational consequence: a delayed inspection, a missed delivery slot, duplicated measurement, unsafe rework or an idle crew. FHWA describes field observation by IT staff as a way to understand operational needs; applying that practice to contractor jobsites is a reasonable adaptation, not a construction-specific FHWA finding.

Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Ask IT to explain its constraints in equally concrete terms. A security review may require a particular identity method; procurement may have a lead time; a network change may need a maintenance window; support may cover business hours but not a night shift. When both sides can see the dependency, they can negotiate a safe workaround instead of treating a constraint as an unexplained refusal.
Turn a field problem into an IT request that can be acted on
A complete request reduces back-and-forth and helps IT set the right priority. Use a standard form, service portal or message template with these fields:
- Work phase and task: state what the crew is trying to do, such as submit an inspection record or retrieve a current detail.
- Site condition: identify project, building or zone, shift, connectivity condition and whether the issue occurs indoors, below grade or at a temporary facility.
- People affected: give the number of users and their roles, including subcontractors or inspectors.
- Technology context: provide device type, operating system, application, account, network, error message and time of occurrence when known.
- Required result and deadline: say what must work and by what date or work activity.
- Consequence: describe safety, schedule, quality, contractual or cost impact if the issue remains unresolved.
- Safe workaround: explain what is being done temporarily and its limits. Do not propose bypassing security controls.
- Follow-up contact: name someone available on the relevant shift and provide the approved contact route.
Example: “At Project North, level 3, the night-shift inspection team cannot upload photos from three managed tablets to the approved inspection application since 22:10 UTC. Eight inspectors are affected. The upload fails on the site network but succeeds on an approved connection outside the zone. The concrete-pour inspection begins at 06:00 local time; paper capture is available as a temporary record. Please assign an owner by 23:00 and advise whether the issue is network, account or application related.” This gives IT a reproducible symptom, scope, urgency and safe fallback without prescribing an untested fix.

Choose one authoritative process for project information
Agree at kickoff where current drawings, models, requests, decisions, approvals, meeting records and issue status live. The location may be a project information system, document-management environment or another controlled repository; the critical decision is that everyone knows which record is authoritative for each information type.
Define the information rules
- Access: specify roles, subcontractor access, offboarding and what can be viewed or edited from a field device.
- Naming: use consistent project, location, discipline, document type and revision identifiers.
- Versioning: show status such as draft, for review, approved or superseded, with a visible revision date and approver.
- Review and sign-off: record who reviewed a change, what was accepted and any conditions.
- Change control: link the request, impact assessment, approval, implementation, rollback plan and field communication.
- Notifications: send alerts only to people who must act or acknowledge; provide digests for informational updates.
- Offline fallback: define how crews obtain an approved offline package, how long it remains valid and how they reconcile records after reconnection.
- Retention and handover: identify which records become the owner’s operating information and who verifies completeness.
The Institution of Structural Engineers warns that indiscriminate notifications can create information overload and encourage email workarounds. Its guidance also emphasizes documented requirements, accessible current information, change management and clear role definition. National Institute of Building Sciences BIM Execution Planning guidance places information-exchange requirements, communication procedures, technology and quality control within early project planning. Massachusetts DCAMM BIM guidance similarly supports communication protocols, data standards and model-based progress meetings intended to reduce misinformation. Because the available summaries do not establish that one platform or workflow works for every project, treat these as process requirements rather than a product recommendation.
Use notification rules that protect attention
Classify updates by action, urgency and audience:
| Update class | Audience | Channel and timing |
|---|---|---|
| Emergency outage or security event | On-call IT, construction lead, safety and directly affected crews. | Approved urgent channel immediately, followed by a recorded incident. |
| Work-blocking change | People performing or supervising the affected task. | Targeted alert with effective time, required action and fallback. |
| Decision requiring approval | Named approver and accountable project roles. | Workflow task with due date; do not rely on a broadcast email. |
| Routine status | Project stakeholders who need visibility. | Weekly digest or meeting log. |
| Reference information | People who may need it later. | Repository entry with search and version metadata; no push alert unless action is required. |
Every alert should answer four questions: what changed, when it takes effect, who must act and where the authoritative record is. If a message does not require action or acknowledgment, place it in a digest or repository rather than interrupting every recipient.
Bring IT into planning, procurement and delivery
Invite IT while options are still open, not after the construction team has selected an application, device or connectivity assumption. Early participation exposes support, security, procurement, integration, training and maintenance implications. Include IT in design coordination where digital deliverables, field capture or handover data are part of the project scope.
At procurement, ask vendors and subcontractors for the information IT needs: identity model, data locations, integration interfaces, supported versions, patching responsibility, logging, export format, service hours and end-of-contract data return. Confirm who pays for temporary connectivity, replacement devices, licenses, support and decommissioning. At rollout, pilot with a representative crew and shift, including the least-connected work area. Define acceptance tests using real tasks, not only a successful login.
Recommended Free Tools
At handover, transfer approved records, configuration, asset identifiers, warranties, training evidence, unresolved risks and support contacts. Do not declare the technology complete because installation finished; completion requires an operating owner and a usable support path.
Compare implementation options by project need
Most projects need more than one mechanism. Select the minimum combination that provides both speed and control.

| Recurring meeting plus named liaison | Small or medium projects with a limited number of systems. | Fast clarification and a human bridge between field language and IT language. | Knowledge can become concentrated in one person; maintain written logs and a backup contact. |
| Project governance or advisory group | Large programs, multiple sites, complex security or many subcontractors. | Clear decision rights, risk review and cross-project consistency. | Can become slow or ceremonial unless decisions, owners and deadlines are explicit. |
| Shared digital information process | Projects with substantial drawings, models, approvals, changes or handover data. | Traceable versions, searchable records and controlled access. | Requires field access, training, metadata discipline, support and an offline plan. |
FHWA describes both informal practices, such as clarifying roles and integrating staff, and formal mechanisms, such as policies, agreements and organizational structures. Use formal controls for security, approvals and records; use the liaison and meetings for interpretation and rapid coordination.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Measure whether communication is improving
Agree on a small baseline before changing the process. These are operational indicators, not universal industry benchmarks:
- Elapsed time from request submission to assignment of an accountable owner.
- Time to resolution by agreed priority, measured from assignment rather than from an informal phone call.
- Number of repeat incidents caused by an unresolved root issue or unclear instruction.
- Requests still open at design, procurement, rollout and handover milestones.
- Change-related rework, duplicated data capture or field use of superseded information.
- Percentage of sampled users who can identify the current information source and escalation contact.
- User-reported clarity of status, required action and expected resolution time.
- Shared project outcomes such as quality, safety and schedule performance.
Review the measures monthly or at each major phase. Look for patterns by site, shift, system and request type. A falling ticket count is not automatically good: it may indicate that crews have stopped reporting problems. Pair volume measures with field interviews and a sample of closed requests to check whether the result was actually usable.
Troubleshoot common communication failures
“IT never responds.”
Check whether the request entered an approved queue, includes an impact and deadline, and has an owner. If not, the immediate fix is a single intake route and an assignment service level agreed by priority. Escalate through the named liaison or after-hours contact rather than contacting multiple individuals.
“Construction keeps changing the requirement.”
Separate a new requirement from a clarification of the original one. Record the baseline scope, the requested change, reason, safety or schedule impact, approval authority and rollback or compensation plan. Invite IT to milestone reviews so feasibility concerns surface before the design or purchase is committed.
“Everyone receives too many alerts.”
Audit recipient lists and classify messages by action. Move reference material to the authoritative repository, use digests for routine status and reserve urgent channels for incidents or changes that require immediate action. Keep the effective time and fallback in every targeted alert.
“The system works in the office but not on site.”
Reproduce the task in the actual location and shift. Capture signal conditions, device state, account, application version, environmental constraints and offline behavior. Test an approved fallback and document how records are reconciled later. Do not treat a successful office demonstration as field acceptance.
Best Value
“The project finished, but nobody knows who supports it.”
Make support ownership a handover acceptance criterion. Transfer configuration, access, documentation, training, vendor contacts, open risks and an after-hours path. Keep the construction liaison available for a defined transition period, then publish the permanent service owner.
A 30-day implementation plan
- Days 1–5 — Map the current path: list systems, recurring pain points, informal contacts, approval gates and information repositories. Identify one urgent issue to use as a test case.
- Days 6–10 — Hold the joint kickoff: agree goals, priorities, constraints, terminology, decision rights and a first version of the role map.
- Days 11–15 — Publish intake and escalation: launch the request template, priority definitions, support hours, after-hours route and issue/decision log.
- Days 16–20 — Establish the information rules: designate authoritative records, permissions, naming, revision status, notification classes and offline handling.
- Days 21–25 — Observe the work: have IT join a site walk or remote demonstration; have construction representatives review a support or security constraint.
- Days 26–30 — Pilot and inspect: run the process on one active work phase, review response and resolution measures, interview users and adjust before scaling.
Keep the first version practical. A one-page responsibility map, a complete request template, a reliable issue log and a controlled information location are more valuable than a large policy nobody follows. Expand governance when the number of sites, systems, subcontractors or security risks makes the simpler model insufficient.
Safety and accountability are the reason to be precise
Communication quality is not merely an IT convenience. The Institution of Structural Engineers uses the Hyatt Regency skywalk collapse as a historical illustration of how failures to communicate design information can have catastrophic consequences; 114 people died in that 1981 disaster. That figure concerns a specific structural-design failure, not ordinary IT coordination or a forecast of construction incidents. The applicable lesson is narrower and practical: critical requirements, changes and approvals must be explicit, accessible and acknowledged by the people responsible for acting on them.
For construction and IT, that means never burying a safety-relevant change in a long email thread, relying on an undocumented verbal approval, or assuming that a superseded file will be recognized as obsolete. Put the critical fact, effective time, owner and required action where the affected team will see it, and retain the decision record.
What good communication looks like in daily work
A foreperson can identify the right IT contact without searching old messages. An IT analyst receives enough context to reproduce the problem without interrogating the crew through several shifts. A project manager can see which decisions are waiting, who owns them and what milestone they threaten. A security reviewer understands the field workflow before rejecting an unsafe workaround. Crews receive only the alerts that change what they must do, while the complete history remains searchable for those who need it.
That outcome comes from disciplined habits: involve both groups early, maintain named ownership, observe the work, use a complete request format, control project information and inspect the results. The process should be documented lightly enough for a busy site to use and strongly enough that a personnel change or urgent outage does not erase accountability.
