Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsThe reliable way to identify future logistics skills is to start with tasks in a specific operation, not a broad job title or an automation-risk score. Map which tasks are being automated, digitised or redesigned; check the skills employers in that local market now require; assess each worker’s demonstrated capability; then fund accessible training tied to a real task or next role.
This approach distinguishes a warehouse picker working with autonomous equipment from a long-haul driver adopting new dispatch software, and it keeps evidence from the EU, UK, Saudi Arabia and United States in its proper context rather than treating any one forecast as universal.

Why a task-level assessment matters
Automation changes the content of work unevenly. Two people with the same job title may use different equipment, software, transport modes and safety procedures, so they face different learning needs. A port cargo handler, a parcel-sortation operative and a fleet dispatcher should not receive the same “future skills” checklist.

The European Commission’s transport recommendation calls for employers, workers, public authorities and social partners to assess skills gaps at the level of a sector, company, transport mode or occupation. It says: “Employers, workers, and public authorities at various levels should work together – including with the social partners – to assess and identify skills gaps and future skills needs linked to automation and digitalisation in the transport sector as a whole or in a specific company, mode of transport or occupation.” European Commission Recommendation (EU) 2024/236 was published on 16 January 2024.

That granularity also addresses a data problem. The U.S. Government Accountability Office (GAO) reports that available workforce data do not explicitly identify which individual workers are at risk from automation. A sector-wide percentage therefore cannot tell a supervisor which employee needs training next. The assessment has to connect technology changes to actual duties and local hiring requirements.
Which logistics jobs and tasks may change?
EU transport research identifies drivers, manual operators and logistics-centre staff as examples of roles likely to change. It also points to potentially greater relevance for logistics managers, terminal operators, dispatchers and specialists in artificial intelligence, digital transformation, data, security and cybersecurity. These are examples from EU analysis, not guarantees for every country, employer or facility.
| Work area | Tasks to examine | Possible capability signals | How to interpret the evidence |
|---|---|---|---|
| Warehouse and logistics-centre operations | Picking, put-away, replenishment, inventory checks, exception handling and interaction with automated storage or sorting. | Materials handling, warehouse-automation application, quality and safety, software use and troubleshooting. | Technology may remove some manual movements while increasing monitoring, coordination and exception work. |
| Driving and fleet operations | Vehicle operation, route changes, telematics, electronic records, handovers and responses to incidents. | Digital information systems, safety judgement, communication and data-informed decisions. | The EU list identifies drivers as a changing occupation; the exact mix depends on vehicle, route and employer systems. |
| Dispatch and transport control | Scheduling, load matching, customer updates, disruption management and compliance records. | Critical thinking, active learning, communication, software fluency and risk escalation. | Automation can support planning without removing human responsibility for unusual or safety-critical cases. |
| Ports and terminals | Cargo handling, equipment operation, yard planning, inspection and coordination with carriers. | Equipment and materials-handling competence, quality and safety, digital systems and teamwork. | Terminal operators are among the roles highlighted in EU material; local equipment and regulations determine the gap. |
| Management and specialist work | Process redesign, implementation governance, data use, cyber-risk controls and workforce planning. | Digital transformation, data, security, cybersecurity and leadership capabilities. | Specialist skills should not be presented as requirements for every frontline worker. |
The Commission’s recommendation cites an earlier report showing exposure to high automation risk ranging from 5.7% to 50% of low-skilled transport jobs and from 7% to 23% of middle-skilled jobs in more industrialised countries. Those wide ranges demonstrate variation between contexts; they are not the probability that a particular job will disappear. The same recommendation estimates approximately 10 million people, or 5.2% of the total workforce, worked in EU-27 transport and storage services, including postal and courier activities, in the cited 2024 context. Neither figure is a current global forecast of logistics jobs lost.
A repeatable six-step skills-gap process
1. Define the site, job family and tasks
Write a short scope statement before collecting skill names. Specify the facility or route, transport mode, job family, shift and tasks under review. Examples include warehouse picking, inventory control, transport dispatch, cargo handling and fleet operations.
Separate jobs that look similar on an organisation chart but differ in work content. A picker using a handheld scanner, a picker working with goods-to-person robots and a picker handling hazardous materials need different evidence and proficiency levels. The Saudi Logistics Services and Transportation Sector Skills Dictionary, published in 2025, illustrates this principle by mapping technical and general skills to specific sub-sectors, job families and proficiency levels. It is a Saudi national framework, not a globally binding standard.
2. Document what is changing
For every task, record whether technology is automating it, digitising it, assisting the worker or redesigning the workflow. Note the equipment or software, the expected implementation date, and which human decisions remain. Include safety checks, customer communication, exception handling and accountability; these are often missed when an assessment looks only at the routine motion being automated.

A simple change log can use four columns: current task, technology change, human responsibility after the change and evidence of the change. Evidence may include a system implementation plan, revised standard operating procedure, equipment specification, incident review or a documented pilot. The purpose is to identify the work that will actually be performed, not to label an occupation as “at risk.”
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →3. Collect local demand evidence
Compare the change log with evidence from the labour market in which the worker is employed or seeking work. Review recent employer vacancies, revised job descriptions, workforce plans, apprenticeship standards, consultations with supervisors and workers, and discussions with colleges or training providers. Record the date, location, employer type and transport mode for each signal.
The UK Department for Transport’s Future skills needs across the transport sector assessment, published 24 September 2024, calls for better sector-level workforce and skills data, more apprenticeships, collaboration between transport modes, and investment in digital and green skills. Those recommendations support collecting local evidence rather than relying on a generic international forecast.
Look for convergence. A skill is a stronger priority when it appears in multiple local vacancies, an operating plan and supervisor interviews. A single trend article or vendor claim is a prompt for investigation, not proof of demand.
4. Map each skill to a task and proficiency
Keep technical capabilities separate from general or transferable capabilities. For each task, state what “competent” performance looks like and the level required. For example, a worker may need to operate an automated picking interface, while a technician may need to configure it and a manager may need to evaluate its performance.
The Saudi dictionary defines warehouse automation application as applying computer software or automated equipment to improve warehouse efficiency. Its progression covers basic application, design or coding, implementation, evaluation and strategic development. Use that progression as a design model, while checking that terminology and levels fit the employer’s equipment and the country’s qualifications system.

A task-skill matrix makes the requirement visible:
| Task | Technical capability | General capability | Required level | Evidence of competence |
|---|---|---|---|---|
| Resolve an automated picking exception | Use the warehouse-management interface and follow recovery procedure. | Problem solving, communication and safety awareness. | Operational application | Observed resolution of a simulated or live exception without bypassing controls. |
| Check inventory after a system alert | Read system status, scan locations and reconcile records. | Attention to quality, teamwork and active learning. | Basic to operational | Accurate, documented reconciliation under normal shift conditions. |
| Plan a software or equipment rollout | Configure or coordinate implementation and interpret performance data. | Critical thinking, stakeholder communication and risk management. | Implementation or evaluation | Approved rollout plan, test results and controlled handover. |
5. Compare current capability with the future requirement
Use more than a self-rating. Practical options include a job-relevant demonstration, supervisor observation against a rubric, a structured self-assessment followed by verification, or a recognised competency framework. The cited recommendations call for worker-specific assessment but do not prescribe one universal instrument, so the method should match the task, risk and workforce.
Record evidence in a way that respects workers’ experience. A driver who has diagnosed vehicle faults, a picker who has trained colleagues on scanners, or a dispatcher who routinely handles disruptions may already possess related capabilities that a certificate alone would not show. Capture the starting point, the target level, the evidence used and any support needed to complete the assessment.
6. Prioritise gaps and connect them to action
Rank each gap using five questions:
- Operational need: Will closing it improve a task that is changing soon?
- Safety and compliance: Does the gap create a material risk or breach?
- Local demand: Do employers or workforce plans show a need?
- Feasibility: Can the worker reach the required level with available time and support?
- Existing strengths: Which knowledge and experience can shorten the path?
Offer training tied to the task or next role, then reassess the same capability. Do not treat course attendance as proof of competence. The GAO warns that workforce programs can overemphasise interviewing and resume writing instead of the skills needed to perform the next job.
Skills worth investigating
The following are investigation areas, not a universal checklist. Select only those linked to the tasks and demand evidence in scope.
Digital and information systems
A European sector analysis identifies IT and information systems as sought-after logistics capabilities. Depending on the job, this may mean accurate scanning, interpreting warehouse-management screens, using transport-management software, maintaining electronic records or escalating a data-quality problem. It does not automatically mean programming.
Automation and equipment application
Assess the level required: safe operation, routine configuration, design or coding, implementation, evaluation, or strategic development. Workers should know how to respond when an automated process stops, how to follow lockout or safety rules, and when a problem requires a technician or supervisor. The equipment’s operating manual and the employer’s procedures should define the practical standard.

Materials handling, quality and safety
The European Labour Authority’s 2025 sector analysis on warehousing and support activities for transportation lists materials handling and quality and safety at work among future needs. Map these to the loads, machinery, inspection points and incident procedures at the particular site.

The same European analysis identifies environmental knowledge, while UK transport guidance calls for investment in green as well as digital skills. A local assessment might examine energy-efficient equipment use, emissions or waste records, alternative-fuel procedures, route efficiency or environmental compliance. The relevant capability depends on the operation; avoid turning “green skills” into an undefined course requirement.
Communication, problem solving and teamwork
The Saudi dictionary includes communication, problem solving and teamwork as general skills across its logistics framework. GAO identifies active learning and critical thinking as process skills associated with in-demand work. In automated operations, these capabilities support clear handovers, safe escalation, interpretation of unfamiliar alerts and learning new procedures. Assess them through realistic scenarios and observed collaboration, not only written tests.
Specialist digital roles
EU material points to AI, digital transformation, big data, security and cybersecurity as areas that may become more relevant in transport. These are specialist pathways for some workers and teams, not baseline requirements for every warehouse operative or driver. A company should identify whether it needs an internal specialist, a supervisor with enough literacy to manage suppliers, or frontline workers who only need safe, reliable system use.

Use the same decision axes for a short course, an apprenticeship, an internal rotation or a micro-credential:
Recommended Free Tools
| Axis | Question to answer | Evidence to record |
|---|---|---|
| Task relevance | Which current or emerging task will the capability improve? | Task description, procedure, equipment or vacancy requirement. |
| Proficiency | Is the need basic use, operational application, design, evaluation or strategic leadership? | Competency rubric and observed performance standard. |
| Demand | Is the skill supported by local employer requirements or a workforce plan? | Dated vacancies, consultations and implementation documents. |
| Starting point | What related knowledge and experience does the worker already have? | Demonstration, supervisor evidence and structured self-assessment. |
| Access and usefulness | Can the worker attend and practise the skill under real constraints? | Schedule, location, language, equipment access, pay and support arrangements. |
| Transferability | Could the capability apply to an adjacent role or transport mode? | Specific overlapping tasks; do not assume a direct occupational transfer. |
A practical prioritisation meeting can classify each gap as immediate, planned or monitor. “Immediate” means a safety-critical or near-term operational requirement with a clear learning route. “Planned” means demand is credible but implementation or scheduling is later. “Monitor” means evidence is weak or the technology decision is unresolved. Revisit the classification when equipment, procedures or local vacancies change.
Best Value
Make training accessible and connected to work
The Commission recommends worker-specific upskilling and reskilling and says employers should make relevant measures, including micro-credentials, accessible to their workforce. Training should include practice on the software, equipment or decisions the worker will actually use, followed by feedback and a reassessment.
Access is part of skill policy, not an administrative detail. GAO documents barriers such as childcare and recommends improving programme accessibility and working with other workforce stakeholders. Check shift patterns, transport, digital access, language, disability accommodation, paid release time and childcare before selecting a programme. A technically relevant course that a night-shift worker cannot attend is not an effective intervention.
Employers and training providers can share anonymised task profiles, equipment requirements and competency rubrics. Workforce planners can use those profiles to align public funding and apprenticeships with documented demand. Workers should receive a clear explanation of the target task, the evidence used to identify the gap and how the training supports a current or plausible next role; training is not a guarantee of promotion or employment.
Use geography and source limits correctly
European Union evidence
The Commission recommendation addresses EU transport occupations and policy. Its workforce and automation-exposure figures should be quoted with their EU or cross-country qualifications. The European Labour Authority analysis synthesises evidence about European warehousing and transport-support activities; it is useful for themes such as materials handling, quality, safety and environmental knowledge, but it does not replace a local assessment.
United States evidence
GAO’s report, Workforce Automation: Insights into Skills and Training Programs for Impacted Workers, published 14 June 2022, concerns US automation and workforce training broadly, not logistics-specific forecasts. Use it for the limitations of worker-risk data, the value of in-demand skill content and accessibility, and the warning against substituting resume workshops for job competence.
Saudi Arabia evidence
The Saudi skills dictionary is a detailed official national framework from 2025. Its sub-sector, job-family and proficiency mapping can help an employer design a matrix, but Saudi terminology, qualifications and labour-market demand should not be assumed to apply elsewhere.
United Kingdom evidence
The UK Department for Transport assessment is UK-specific. Its calls for stronger workforce data, apprenticeships, cross-modal collaboration and green and digital investment are useful planning prompts; they are not a forecast for every country.
Company trend evidence
In a 24 September 2026 announcement, DHL said its trend research sees technology increasingly augmenting logistics workers and that employers will need investment in skills, training and employee experience. That is the company’s research position, not proof that augmentation will dominate every operation or preserve every job. Test the claim against the tasks, technology and demand evidence in your own setting.
Common mistakes and how to correct them
- Using one risk score for everyone: Replace it with a task inventory and local evidence.
- Assuming every worker needs coding or AI: Match the proficiency to the actual equipment and responsibility.
- Reading a job title as a forecast: Examine procedures, systems, safety duties and employer demand.
- Counting course enrolment as capability: Require a demonstration or observed performance tied to the task.
- Ignoring transferable experience: Document what workers already do well before prescribing training.
- Choosing inaccessible delivery: Plan for shifts, childcare, transport, disability, language and equipment access.
- Confusing a broad trend with a local vacancy: Date and record the employer, location and transport mode behind each demand signal.
- Focusing on interviews and resumes alone: Include the technical, safety, problem-solving and teamwork skills needed on the job.
- Promising a guaranteed transition: Present training as a way to build demonstrated capability, while recognising that hiring and technology decisions remain uncertain.
Checklists for each audience
For logistics workers
- List the tasks in your shift that software or equipment is changing.
- Ask what proficiency the next role actually requires.
- Document examples of safe troubleshooting, training others, data use and disruption handling.
- Compare training against local vacancies and equipment, not just its title.
- Ask about paid time, childcare, transport and practice access before enrolling.
For employers
- Publish task-level competency expectations for each changed workflow.
- Involve workers, supervisors and social partners in the assessment.
- Use demonstrations and observations alongside self-assessment.
- Link micro-credentials or apprenticeships to equipment, procedures and measurable performance.
- Review the matrix after implementation, incidents, procedure changes and hiring cycles.
For workforce planners and training providers
- Combine employer requirements, operational plans, worker consultation and workforce data.
- Report geography, transport mode, occupation, date and proficiency with each demand signal.
- Design modular learning that can fit shifts and provide practical equipment access.
- Measure completion and demonstrated capability separately.
- Keep forecasts qualified; a national or international estimate cannot identify an individual worker’s need.
What a good result looks like
A defensible assessment ends with a documented chain: a named task is changing; local evidence shows the future requirement; the worker’s current capability has been observed; the gap is prioritised for operational and safety reasons; and an accessible learning route leads back to a reassessment. The process can be repeated as technology, procedures and labour-market demand evolve.
