How to Identify Indian Companies With Strong Capital-Expenditure Plans

The most reliable way to find Indian companies investing for growth is to test the entire capital-expenditure (capex) chain, not to rank companies by one large rupee figure. Compare actual spending with prior years, examine forward guidance and named projects, separate maintenance from growth investment, check how the work is funded, verify construction and commissioning milestones, and then test whether earlier projects produced capacity, revenue and cash flow. A big announcement without project detail, approvals or funding capacity is weak evidence.

What a strong capex plan actually is

Capex is money spent to buy, build or materially improve long-lived assets. For an industrial company that can mean a plant, furnace, refinery unit, mine, pipeline, warehouse or power system. For a services or technology business it may include data-centre equipment, network infrastructure, software development capitalised under accounting rules, or specialised machinery.

A strong plan has four linked characteristics:

  • It is incremental and economically useful. Spending is above normal maintenance and is aimed at additional capacity, lower unit costs, better logistics, a new product, or a strategic transition.
  • It is specific. Management identifies the location, asset, capacity, budget, approval status and expected commissioning window.
  • It is financeable. Operating cash flow, cash on hand and committed funding can support the programme without pushing leverage or refinancing risk beyond the company’s tolerance.
  • It is executable and measurable. Land, permits, orders, construction, commissioning, utilisation and returns can be checked over time.

These tests prevent a common mistake: treating a headline “investment plan” as if it were money already spent. A board approval, an announced memorandum and a commissioned asset are three different stages.

Put India’s capex cycle in context

Company plans sit inside a wider investment cycle. The Ministry of Statistics and Programme Implementation (MoSPI) reported provisional aggregate capex on new assets of ₹11,43,879 crore for 2025–26 from surveyed enterprises. Its survey recorded ₹9,55,281 crore of reported capex intentions for 2026–27. These are survey totals, not a forecast of every Indian company’s spending, and the figures can change as projects are delayed, resized or cancelled.

In the 2026 survey, 4,203 of 5,366 enterprises (78.3%) said they had capex plans for the following year. A fixed panel of 3,819 enterprises showed only a 1.9% increase in aggregate unweighted capex from 2024–25 actuals to 2026–27 intentions. MoSPI also says enterprises generally report future estimates conservatively. That caution makes the numbers useful as an indicator of intent, but not as proof that the full amount will be spent.

Funding conditions matter as much as intent. MoSPI reported that 65.35% of private-sector capex in 2025–26 was financed by internal accruals. Companies able to fund projects from operating cash flow are less exposed to interest-rate and refinancing shocks, although internal funding alone does not guarantee that the projects will earn attractive returns.

Public investment can create demand for equipment, construction, steel, cement, logistics and engineering services. The Union Budget for FY2026–27 proposed ₹12.2 lakh crore of public capital expenditure. Government comparisons separately show capital outlay rising 4.2 times, from ₹2.63 lakh crore in FY2018 to ₹11.21 lakh crore in FY2026 budget estimates. The Index of Industrial Production recorded 8.1% year-on-year growth in capital goods in December 2025. Treat those figures as sector context: a public-spending tailwind can improve order books, but an individual company still has to commission assets and earn a return.

Step 1: Measure actual capex before reading the promise

Start with the cash-flow statement and the property, plant and equipment (PPE) note in the annual report. Record at least five years of cash paid for purchases of PPE and intangible assets, additions to gross block, depreciation and, where disclosed, capital work in progress (CWIP). Then compare the latest year with the company’s own history.

Check What to calculate Why it matters
Scale Latest capex in rupees and as a percentage of sales A large absolute number may be small for a very large company; the sales ratio supplies context.
Trajectory Three- to five-year trend and year-on-year change A single spike can be a one-off project, acquisition or maintenance cycle.
Reinvestment Capex compared with depreciation Spending close to depreciation may only replace worn assets; spending well above it may indicate expansion, but the asset mix must be checked.
Cash conversion Operating cash flow less capex (free cash flow) Persistent negative free cash flow raises the funding and execution burden.
Completion CWIP and assets commissioned versus prior years Rising CWIP without commissioning can signal delays or cost overruns.

Use the company’s definition consistently. Some management presentations quote “capex” including acquisitions, leases or capitalised exploration, while the cash-flow statement may show only cash paid for property and equipment. Reconcile the presentation number to audited statements before comparing companies.

Step 2: Turn forward guidance into a testable plan

Read the annual report, results presentation and earnings-call transcript for the next year’s amount. Write down whether the figure is a target, a range, a board approval, a committed order or an estimate. A range such as ₹22,000–24,000 crore contains uncertainty that a single point estimate hides.

For each project, capture six fields:

  1. Asset and location: for example, a named steel expansion at a specified plant.
  2. Capacity or productivity outcome: tonnes per year, barrels per day, megawatts, kilometres of pipeline, or a quantified cost saving.
  3. Total project cost and spend to date: distinguish the current-year instalment from the full budget.
  4. Approval and permitting status: board, environmental, land, financing and statutory approvals should be identified separately.
  5. Construction and commissioning date: look for a target quarter or financial year, not just “in progress.”
  6. Commercial objective: expected utilisation, margin, return, strategic customer or supply-chain benefit.

Guidance becomes more credible when the current-year spend is tied to equipment orders, civil-work progress and a commissioning schedule. “We will invest heavily in the next three years” is not equivalent to a funded project with a purchase order and a disclosed completion date.

Step 3: Identify what the money buys

Classify every major project. The classification determines how to judge its risk and payoff.

Maintenance and compliance

Turnarounds, safety upgrades, replacement equipment and pollution-control systems protect existing output. They may be essential but generally do not add much capacity. Compare them with depreciation and historical maintenance spending instead of calling them growth capex.

Capacity expansion

New lines, furnaces, mines, refineries or plants can increase sales, but only if demand, raw materials, utilities and logistics are available. Check investment cost per unit of added capacity and the expected ramp-up period.

Downstream and value-added projects

Processing, finishing and specialty products can improve margins and reduce exposure to commodity prices. Verify customer qualification, product mix, utilisation assumptions and the timing of commercial production.

Logistics and bottleneck removal

Pipelines, ports, rail links, warehouses and distribution systems may raise throughput or reduce delivered cost. The benefit can appear in working capital and service reliability rather than a simple capacity number.

Digital, energy-transition and new-business assets

Data systems, renewable power, batteries, biofuels, hydrogen and carbon-related facilities can support long-term strategy. Their economics often depend on technology costs, policy, offtake agreements and learning curves, so require a sensitivity analysis rather than accepting a headline growth rate.

Step 4: Test funding, leverage and liquidity

Map the project budget to its funding sources. Internal accruals and cash balances reduce dependence on markets; debt can accelerate expansion but adds fixed obligations; equity avoids interest but dilutes shareholders; joint ventures share capital needs and returns. The right mix depends on the stability of cash flow and the volatility of the company’s industry.

Use these checks:

  • Compare net debt/EBITDA before and after the planned programme.
  • Review interest coverage, debt maturities, committed undrawn facilities and covenant headroom.
  • Check whether working-capital needs will rise while projects are built.
  • Stress-test cash flow for lower commodity prices, slower utilisation, higher interest rates and a six- to twelve-month delay.
  • Look for asset sales, equity issuance or refinancing assumptions that are not yet committed.

Leverage is a company-specific risk. For example, a capital-intensive utility with contracted cash flow may tolerate more debt than a cyclical producer facing volatile prices. Do not treat a low leverage ratio as proof of a good project; it only indicates greater financial capacity to absorb execution risk.

Step 5: Verify execution instead of accepting the announcement

Track the project through a milestone log after every results release:

  1. Board approval and disclosed budget.
  2. Land acquisition, environmental clearance and other permits.
  3. Engineering, procurement and construction contracts.
  4. Equipment orders, advances paid and civil-work progress.
  5. Capitalised spend and movement in CWIP.
  6. Mechanical completion, trial runs and commercial commissioning.
  7. Utilisation, yield, revenue, margin and operating cash flow after ramp-up.

A project that remains in CWIP for years deserves a different valuation from one producing saleable output. Compare the original budget and date with every revision. Delays, scope changes and cost escalation are not automatically failures, but management should explain them and quantify the effect on returns and funding.

Step 6: Calculate the economic payoff

Ask what must happen for the investment to create value. The answer should include expected output, selling price or tariff, operating cost, tax, working capital, useful life and residual value. Use a range of utilisation and price assumptions rather than one optimistic case.

Useful indicators include return on capital employed after the asset reaches normal utilisation, incremental EBITDA per rupee invested, payback period and free cash flow after maintenance capex. Compare the return with the company’s cost of capital and with returns from its existing businesses. A project that expands revenue but earns below the cost of capital can destroy value even when the plant is fully utilised.

Current Indian examples to use as a screening worksheet

The following disclosures illustrate how to apply the framework. They are examples for analysis, not recommendations or rankings.

Company Recent actual capex Forward plan Disclosed projects or allocation Financial facts to test
Reliance Industries ₹1,44,271 crore in FY2026; ₹6,48,428 crore over the five years through FY2026 Continuing investment; no single consolidated forward figure stated here 3-million-tonne PTA facility, carbon-fibre capacity and the Jamnagar green-energy manufacturing complex Commissioning, cash generation, leverage and returns by segment
Adani Portfolio ₹1,52,967 crore in FY2026 Portfolio said nearly 80% of the annual amount went to core infrastructure Infrastructure-led programme; each asset must be checked separately Net debt/EBITDA of 3.3× in FY2026 versus a 3.5× guided level; liquidity and debt service
IndianOil ₹32,405 crore in FY2025–26 ₹32,700 crore target for FY2026–27 Refineries 46.8%, marketing 34.4%, then petrochemicals and pipelines; smaller allocations to gas, R&D, exploration and joint ventures, plus city gas, renewables, biofuels and hydrogen-related work Maintenance versus growth mix and returns under changing refining and transition conditions
Tata Steel ₹14,559 crore in FY2025–26 Approximately ₹20,000 crore in FY2026–27; over 60% allocated to India and largely supported by internal accruals Kalinganagar, Gamharia, Ludhiana EAF and NINL Net debt/EBITDA about 2.3× at March 31, 2026; steel demand, cost per tonne and cash conversion
JSW Steel ₹15,595 crore in FY2025–26 ₹22,000–24,000 crore expected in FY2026–27 ₹1,26,161 crore approved four-to-five-year pipeline; ₹31,600 crore 5-MTPA Paradip project and ₹26,000 crore 5-MTPA Vijayanagar expansion Commissioning dates, investment cost per tonne, raw-material security, downstream value addition and funding

How to read Reliance Industries’ disclosure

The FY2026 figure of ₹1,44,271 crore and the five-year total of ₹6,48,428 crore show scale, but scale is not the conclusion. Break the amount into the PTA facility, carbon-fibre capacity, the Jamnagar green-energy manufacturing complex and other segments. For each, ask when commissioning occurs, what cash flow it should add and whether the segment’s returns justify the capital. A conglomerate-wide number can conceal projects with very different risk and maturity.

How to read Adani Portfolio’s disclosure

Adani Portfolio reported ₹1,52,967 crore of FY2026 capex and described it as the highest annual capex by an Indian corporate, with nearly 80% directed to core infrastructure. The relevant follow-up is asset-level: identify the project, debt structure, operating start date, contracted or merchant revenue and expected cash flow. Net debt/EBITDA was 3.3×, below the 3.5× guided level, but the ratio should be tested against interest rates, refinancing dates and the cash flow of newly commissioned assets.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to read IndianOil’s allocation

IndianOil’s ₹32,405 crore in FY2025–26 and ₹32,700 crore FY2026–27 target are close in size, so the composition matters more than the headline change. Refineries and marketing account for 46.8% and 34.4%, respectively. Petrochemicals, pipelines, gas, research, exploration and joint ventures make up the remainder, alongside projects in city gas, renewables, biofuels and hydrogen-related areas. Separate sustaining refinery work from projects intended to add capacity or create new earnings streams, then model refining margins and transition-policy changes.

How to read Tata Steel’s disclosure

Tata Steel spent ₹14,559 crore in FY2025–26, with 60–70% allocated to India, and outlined approximately ₹20,000 crore for FY2026–27, with over 60% in India and largely supported by internal accruals. Kalinganagar, Gamharia, Ludhiana EAF and NINL provide named assets to investigate. Its net debt/EBITDA was about 2.3× at March 31, 2026. The key operating checks are steel demand, raw-material availability, cost per tonne, commissioning timing and whether incremental tonnes convert into cash at a reasonable margin.

How to read JSW Steel’s pipeline

JSW Steel reported ₹15,595 crore of FY2025–26 capex and expected ₹22,000–24,000 crore in FY2026–27, within an approved four-to-five-year pipeline of ₹1,26,161 crore. The Paradip project is described as a ₹31,600 crore, 5-MTPA development; the Vijayanagar expansion as ₹26,000 crore for 5 MTPA. Test each project’s land and permit status, construction progress, cost per tonne, raw-material security and downstream product mix. A large approved pipeline is not the same as a committed cash outflow or commissioned capacity.

What to inspect in an annual report

Use a repeatable reading order so promotional language does not dominate your judgment.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Management discussion and analysis: copy every capex figure, project name, capacity, schedule and stated return assumption.
  2. Cash-flow statement: reconcile purchases of PPE and intangibles with the capex number in presentations.
  3. PPE and CWIP notes: examine additions, disposals, depreciation, ageing of CWIP, foreign-exchange effects and assets not yet ready for use.
  4. Borrowings and liquidity notes: list maturities, interest rates, secured debt, guarantees, covenant tests and undrawn facilities.
  5. Segment information: determine which business receives the capital and whether its historical margins and returns justify expansion.
  6. Contingent liabilities and commitments: look for purchase obligations, guarantees, environmental claims and contractual penalties.
  7. Related-party and joint-venture disclosures: identify projects whose funding or returns depend on another group entity.
  8. Subsequent events and later results: check whether management revised cost, timing, scope or financing after year-end.

Keep a spreadsheet with the original guidance, actual spend, revised guidance, commissioning date and first full-year operating result. That record lets you measure management’s forecasting and execution track record rather than relying on the latest presentation.

Warning signs and how to investigate them

  • Large round numbers with no asset list: require project-level budgets and locations.
  • Capex repeatedly deferred: compare the original schedule, current CWIP and reasons for delay.
  • Debt rising faster than operating cash flow: stress-test interest, refinancing and covenant headroom.
  • Capex rising while depreciation and utilisation remain flat: determine whether spending is maintenance, idle capacity or an unfinished project.
  • Frequent scope changes or cost revisions: recalculate the investment cost per unit of capacity and expected return.
  • New ventures without customers or permits: treat technology and policy assumptions as unresolved rather than as booked earnings.
  • Conglomerate totals masking weak segments: analyse each subsidiary, asset and funding structure separately.

When a company misses a milestone, do not discard the analysis automatically. Record the new cost and date, ask whether the economic case survives, and compare the revised plan with the company’s cash resources and debt capacity.

A practical scoring sheet

For a consistent shortlist, score each company from zero to two on eight dimensions: scale and trajectory, purpose, project specificity, funding quality, balance-sheet tolerance, execution evidence, economic payoff and historical delivery. A zero means the information is absent or adverse, one means mixed, and two means clearly supported. Keep the score beside the underlying figures and dates; a high score based on stale guidance should be reduced at the next results release.

Do not add the scores into a pretend precision ranking. Use them to identify which questions remain unanswered. A company with moderate capex but named, funded, high-return projects may be more investable than one with a larger but vague programme.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Refresh the analysis after every reporting cycle

Capex plans change with commodity prices, exchange rates, approvals, financing conditions and project delays. Update actual cash paid, CWIP, debt, utilisation and management guidance after each quarterly result and annual report. Mark every forecast as a forecast until the asset is commissioned and its operating cash flow is visible.

The durable test is simple: money should lead to a specified asset, the asset should be completed with funding the balance sheet can bear, and the completed asset should earn an acceptable return. That chain—not the biggest announcement—identifies Indian companies whose capex is most likely to create long-term value.
