Review an Azure VM when its size family is approaching retirement, its Marketplace image is deprecated, its operating system is out of support, Azure Advisor flags a lifecycle or reliability change, Azure Migrate reports readiness problems, or its generation prevents the security features you now require. These are investigation signals, not automatic orders to replace a production server. Confirm the workload’s dependencies, target capabilities, regional capacity, downtime tolerance and rollback plan before changing it.
The reliable approach is to inventory each VM, verify Microsoft’s current lifecycle notices for the exact family and image, assess the guest OS and workload, then compare a resize or upgrade with a parallel redeployment. A VM can continue running while its image or size is becoming unsuitable, so waiting for an outage is an unnecessarily risky detection method.

What makes an Azure VM a migration candidate?
No single portal warning proves that a VM must be replaced. A lifecycle status, image notice, OS-support problem or Advisor recommendation identifies a condition that needs an engineering decision. The decision depends on what the VM runs, which features it needs, whether an equivalent target is available in its region and how safely the application can be moved.
Use the strongest signals first. A size family marked Retired is an urgent infrastructure problem; an image with a future enforcement date creates a deployment deadline; a conditionally ready assessment identifies support or compatibility work; and a Generation 1 design can block Trusted Launch even when the server otherwise operates normally.

1. Build an inventory before judging the VM
Collect the facts for every candidate in a worksheet or configuration database. Do not infer them from a VM’s display name. Record the exact values shown for the resource and its dependencies.
| Inventory item | What to capture | Why it changes the decision |
|---|---|---|
| Compute identity | Subscription, resource group, VM name, size family and series, region, availability configuration and scale-set membership | Lifecycle announcements, capacity and replacement SKUs are family- and region-specific. |
| Guest operating system | Publisher, edition, release, build, architecture and support status | An old release can boot but still be outside Azure or vendor support. |
| Marketplace image | Offer, publisher, plan, version and whether the VM was created from a custom image | Image deprecation applies to particular offers, plans and versions, not to every image with a similar name. |
| Generation and security type | Generation 1 or 2, BIOS/UEFI mode, security type, Secure Boot and vTPM state, encryption configuration | These values determine eligibility for Trusted Launch and some newer target designs. |
| Storage | OS and data-disk types, sizes, caching, encryption and performance requirements | A compute replacement that preserves an unsuitable disk can leave the original reliability or performance problem intact. |
| Workload role | Application or service, CPU and memory pattern, I/O profile, network dependencies, licensing and maintenance window | The least expensive supported VM is not necessarily compatible with the workload. |
| Dependencies | Databases, file shares, identity services, monitoring and backup agents, load balancers, private endpoints and external systems | A VM migration can fail because of an overlooked dependency rather than because the target VM cannot start. |
Capture a point-in-time snapshot of this information and the date it was collected. Azure offers, image versions, regional capacity and lifecycle notices change; a decision made from an old inventory can be wrong even when the workload itself has not changed.
2. Check the exact size-family lifecycle
Microsoft’s VM lifecycle overview defines four stages: Current, Extended, End of Life and Retired. Current and Extended families are considered modern and fully supported. End of Life means retirement has been announced and modernization should be planned. Retired means the series is no longer available to create, resize into or run; remaining VMs in that series are deallocated and lose their SLA and support.
Recommended Free Tools
| Lifecycle stage | Operational meaning | Action for the owner |
|---|---|---|
| Current | Modern, supported family | Keep it if the workload, cost and performance remain appropriate; continue normal capacity and architecture reviews. |
| Extended | Still modern and fully supported, but later in its lifecycle | It is not an emergency. Check the published family page and include a future target in normal refresh planning. |
| End of Life | Retirement has been announced | Read the family-specific retirement notice, identify a supported replacement in the required region and test the migration before the deadline. |
| Retired | The series cannot be created, selected for resize or run; remaining instances are deallocated | Treat affected resources as urgent. Locate every instance, preserve data and follow the retirement migration guidance immediately. |
Check the lifecycle page for the specific family and series; stages do not change for every Azure VM at the same time. A capacity restriction is not itself a retirement announcement. A family can have a temporary or regional capacity restriction and also have a separate, formally announced retirement date, so verify both notices rather than treating one as proof of the other.
For each End of Life or Retired resource, write down the announced date, the recommended replacement families, supported regions, required features and any effect on disks, networking or availability. If the notice names a replacement that is unavailable in your region, open a design issue early instead of waiting for capacity to appear.

3. Investigate Marketplace image deprecation
Image publishers can deprecate Marketplace images because of security concerns, end of life or a newer supported release. The individual deprecation notice and Azure Advisor identify the affected resources, the enforcement date and the recommended replacement. Notifications typically arrive 90–180 days before enforcement, according to Microsoft’s deprecated-image FAQ, but that is a usual lead time rather than a guarantee; timing varies by publisher.
| When | What happens | What you should do |
|---|---|---|
| Before enforcement | The notice is active and the image is approaching its deadline. During the grace period, new VMs and Virtual Machine Scale Set instances can still be created from the image. | Identify every VM and scale set using the offer, plan and version. Test the named replacement and schedule deployment before the deadline. |
| On or after enforcement | New deployments and scale-outs from the deprecated image are blocked. Existing VMs continue running according to the FAQ. | Do not mistake continued operation for continued support. Redeploy or reimage from a supported source and update automation so a scale-out does not fail. |
Match the notice to the exact image identifiers in your inventory. Two images can share a product label while differing in publisher, plan or version. Also inspect templates, scripts and scale-set models: a running VM may be safe today while the next recovery or scale-out attempt still references the deprecated image.

4. Verify operating-system support and Azure Migrate readiness
Assess the discovered operating-system version rather than relying on the fact that the VM starts. Azure Migrate assessments report readiness, target sizing, cost details and migration guidance. A result of Conditionally ready can mean that the VM may start in Azure but will not have full Azure support without remediation; an old Windows Server release is one example.
Microsoft’s planning guidance identifies end-of-support Windows Server 2008 and Windows Server 2008 R2 as prioritization signals. Treat those releases as examples of why OS lifecycle matters, not as a substitute for checking the exact edition and release in your estate. Confirm the current support status for the version under review, then read every remediation item in the assessment.
How to interpret an assessment
- Ready: The discovered configuration meets the assessment’s stated prerequisites for the selected Azure target. Validate application behavior and performance anyway.
- Conditionally ready: The VM may require a specified OS, driver, agent, disk, boot or configuration change. Resolve each condition and reassess rather than treating the label as approval for production cutover.
- Not ready: A blocking requirement is known. Determine whether an in-place change, application upgrade or parallel rebuild is feasible.
- Target sizing and cost: Use the assessment’s observed CPU, memory, disk and network information as a starting point. Verify that the observation window represents peak and batch periods, not only an idle day.
Azure Migrate is an aid to prioritization, not a workload test. Its target SKU and cost output cannot prove that a database’s latency, a licensing rule, a backup agent or a clustered application will work after the move.

5. Use Azure Advisor as a resource-specific signal
Review active Azure Advisor recommendations for the VM, its disks, agents and size family. Reliability recommendations can include moving a Standard HDD OS disk to Standard SSD or Premium SSD and migrating a retiring family to current alternatives. These recommendations are tied to particular resources and announcements.
Open the recommendation’s scope, affected resource IDs, rationale and linked guidance. Confirm that the recommendation still applies: a VM may have been resized, a disk may have been replaced or the workload may have moved since the alert was generated. Record the recommendation date and the change it proposes, then test the effect on boot time, I/O latency, cost and backup behavior.
Advisor should complement, not replace, the lifecycle page and Azure Migrate assessment. An Advisor recommendation can identify a reliability improvement without establishing that the application can tolerate a migration window; a lifecycle page can establish a retirement deadline without selecting the right application architecture.
6. Check generation and security constraints
Generation is a design constraint that is easy to miss during replacement planning. Generation 1 VMs use BIOS and MBR and do not support Secure Boot or vTPM by design. The cited Azure Migrate Trusted Launch path does not migrate a Generation 1 VM directly to Trusted Launch.
A target that uses Trusted Launch generally requires Generation 2 eligibility, signed boot components, a supported operating system and a compatible VM size. Review encryption, OS, drivers and agents at the same time. A Generation 1 VM is not automatically obsolete; it becomes a migration concern when your security baseline, target size or compliance requirement depends on features it cannot provide.

Questions to answer before choosing a secure target
- Is the guest OS supported on Generation 2 and on the intended target size?
- Can the bootloader, disk partitioning and signed drivers meet the target’s requirements?
- Do encryption keys, agents, backup software and monitoring extensions support the new generation and security type?
- Does the application depend on a device, driver or BIOS behavior that will change after conversion?
- Is an in-place conversion supported for this exact configuration, or is a parallel redeployment safer?
7. Compare replacement paths against the workload
There is no universal winner between resizing or upgrading an existing VM and deploying a new instance in parallel. Compare both paths using the same evidence and document why one is safer.
| Decision axis | In-place resize or upgrade | Parallel redeployment or migration |
|---|---|---|
| Downtime | Often shorter, but a restart and rollback window are still required. | Can keep the current VM serving while the target is built and tested; final cutover still needs a controlled window. |
| Configuration fidelity | Preserves the existing OS, disks and installed software, including unwanted drift. | Creates an opportunity to rebuild cleanly, but every required setting and dependency must be recreated or migrated. |
| Generation and security | May not remove Generation 1 or other boot constraints. | Usually offers a clearer route to Generation 2, Trusted Launch and a current image, subject to compatibility. |
| Performance validation | Changes can be isolated to a size or disk and measured quickly. | Enables side-by-side load and failover testing, but requires representative data and traffic. |
| Rollback | Revert options depend on the original size, capacity and disk changes. | Keep the original instance intact until acceptance criteria pass; define how DNS, routing, identity and data writes will be reversed. |
| Cost and licensing | May avoid duplicate infrastructure, but the new SKU or disk can cost more. | Temporarily runs two environments and may require new licenses, yet can reduce long-term support debt. |
| Regional availability | Depends on whether the region can allocate the requested SKU. | Must reserve capacity for the target while maintaining the source and any high-availability pair. |
Base the comparison on observed CPU, memory, disk and network behavior, required VM features, operating-system support, region, capacity, availability, licensing, estimated cost and recovery options. Azure Migrate supplies useful assessment outputs, but it does not prescribe one universally best path.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.8. Follow a repeatable identification workflow
Use this sequence for each VM and retain the evidence with the change record.
- Collect the inventory. Record the compute, image, OS, generation, disks, role and dependencies listed earlier. Include the collection date and the owner who can approve downtime.
- Match the size family. Look up the exact family lifecycle stage and any separate capacity restriction. If it is End of Life or Retired, record the deadline and replacement guidance.
- Match the image. Compare publisher, offer, plan and version with active Marketplace notices. Note the enforcement date and whether templates or scale sets still reference the image.
- Assess the OS. Confirm support status for the exact release and inspect Azure Migrate remediation, readiness, target sizing and cost results.
- Review Advisor. Validate the affected resource and determine whether the recommendation concerns compute, disks, agents or a retirement announcement.
- Check generation and security. Decide whether Generation 1, BIOS/MBR, missing Secure Boot or missing vTPM conflicts with the desired target or security baseline.
- Define acceptance criteria. Specify performance, application health, data consistency, backup, monitoring, security and rollback tests before selecting a target.
- Compare paths. Evaluate resize or upgrade against parallel redeployment using the same workload, cost, capacity and downtime assumptions.
- Assign a priority and owner. Put the deadline, dependencies, test environment and decision date in the change record; an unowned warning is not a migration plan.
9. Prioritize the estate by operational risk
| Priority | Typical evidence | Planning response |
|---|---|---|
| Immediate | Family is Retired; remaining instances are deallocated or a production recovery path is blocked. | Locate all affected resources, protect data, secure a supported target and execute the retirement guidance with incident-level attention. |
| High | End of Life date is approaching, image enforcement is near, or the VM is conditionally ready with a blocking remediation. | Freeze nonessential changes, test the replacement and schedule cutover before the published deadline. |
| Planned | Family is Extended, image has a distant deadline, or Advisor identifies a disk or reliability improvement. | Bundle the work with a maintenance cycle, capacity reservation and application release. |
| Architectural | Generation 1 or another constraint prevents the desired security posture, even without a retirement notice. | Open a modernization project, evaluate conversion versus rebuild and avoid forcing an unsupported in-place change. |
Priority should reflect both deadline and blast radius. A nonproduction VM with a near image deadline may be easier to test than a production database with no announced retirement, but the database’s dependency and rollback risk can still make it the larger project.
10. Plan the migration or replacement safely
Microsoft’s v6/v7 modernization guidance favors deploying new instances in parallel and migrating or reinstalling the application and data when that approach reduces compatibility risk. Use it as a pattern, not a mandate.
Best Value
- Design the target. Select a supported family, size, disk type, generation, security type, OS image, region and availability arrangement. Confirm capacity before the maintenance window.
- Build without touching production. Apply network rules, identity, encryption, monitoring, backup, agents and configuration management. Keep image and template references current.
- Move or install the workload. Use the application’s supported data-replication, backup/restore or package-deployment method. Preserve permissions, secrets, certificates and scheduled jobs.
- Test realistically. Exercise startup, normal traffic, peak CPU and memory, disk latency, network paths, backups, restores, monitoring alerts, patching and failover. Include the integrations listed in the inventory.
- Run a rehearsed cutover. Define who stops writes, performs the final data sync, changes routing or DNS, validates health and authorizes continuation. Measure elapsed time against the approved window.
- Keep rollback possible. Do not decommission the source until acceptance criteria pass and the retention period ends. Document how to reverse routing and protect writes if the target fails.
- Close the lifecycle debt. Remove deprecated image references from templates, update runbooks and monitoring, and record the new family, image, generation and support dates.
11. Validate the target before declaring success
- Support: The target family, OS release, image and security configuration are currently supported in the chosen region.
- Capacity: Allocation succeeds for the target size and for any paired or scale-out instances needed by the service.
- Performance: CPU, memory, storage latency and network throughput meet workload-specific thresholds during representative load.
- Application: Services start in the correct order; databases, queues, file shares, identity and external APIs work; scheduled tasks run once and with the expected permissions.
- Data protection: Backups complete, a restore has been tested and encryption keys remain usable.
- Operations: Monitoring, patching, vulnerability scanning, logging and alert routing identify the new instance rather than the retired one.
- Security: Secure Boot, vTPM, encryption and least-privilege settings match the approved baseline where the target supports them.
- Recovery: The team can recreate or restore the target from documented artifacts without relying on the deprecated image or retired family.
12. Common misreadings and how to avoid them
“The VM still runs, so the image is safe.”
Existing VMs can continue running after Marketplace image enforcement while new deployments and scale-outs are blocked. Test recovery and scale-out paths, not only the current instance.
“A capacity restriction means the family is retired.”
Capacity and lifecycle announcements are different signals. Check the family’s formal stage and retirement date separately.
“Conditionally ready means migration is approved.”
It means the assessment found conditions that must be addressed. Resolve the listed OS, driver, agent or configuration requirements and reassess.
Free tools Windows power users keep installed
One-click scans. No signup required.
“Generation 1 proves the VM must be discarded.”
Generation 1 limits Secure Boot, vTPM and some Trusted Launch paths, but the correct response may be supported conversion, a parallel rebuild or a documented decision to retain the current design.
“The cheapest replacement SKU is the right one.”
Cost is only one axis. A target that lacks regional capacity, required disks, network performance, security features, licensing compatibility or an acceptable rollback path is not a safe replacement.
13. Keep a decision record for every candidate
For each VM, retain a short record containing the inventory date, lifecycle stage and notice date, image enforcement date, OS support result, Azure Migrate assessment version and findings, Advisor recommendation, generation and security constraints, candidate targets, chosen migration path, acceptance criteria, owner and rollback deadline. This makes a future audit or incident response possible without rediscovering why the decision was made.
A VM is ready to remain in service when its family and image are supported, its OS is within support, its security and generation meet requirements, Advisor issues are understood, and workload tests show that its current target remains appropriate. When one of those conditions fails, the record should show a tested, supported replacement path rather than an assumption that the VM will keep working.
