You can report suspicious online activity without proving it was caused by AI. A strange voice, image, account, or message is a warning sign—not proof that it was AI-generated or that an autonomous agent was behind it. Record what happened, verify the sender through a trusted channel, and report the behavior to the relevant platform or U.S. authorities.
What “rogue AI agent” means—and what you can establish
“Rogue AI agent” is not a standardized category in the official guidance discussed here. The FBI has documented scams that use AI-generated voices or videos, fraudulent profiles, spoofed websites, and follow-up messages. That does not provide a general way to determine whether a particular account or action was performed autonomously by AI rather than by a person, a conventional bot, or other software.
The FBI warns that AI-generated content can be difficult to identify. Describe observable conduct—such as impersonation, threats, requests for money, or suspicious links—as fact. If you suspect AI was involved, label that as a suspicion rather than a confirmed finding.
Recognize warning signs and verify safely
Check for discrepancies
Look for mismatches in the sender’s email address, phone number, username, name, claimed affiliation, spelling, or web address. A message may also seem out of character or arrive in an unusual context. These are reasons to pause and verify; none is a reliable AI detector on its own.

Treat media clues as clues, not proof
The FBI has pointed to possible irregularities such as distorted visual details, inaccurate shadows, watermarks, unnatural movements, lag during a voice call, or a mismatch between someone’s tone and word choice. Such features may warrant caution, but they do not establish that content is AI-generated. Plausible-looking media does not establish that a contact is genuine, either.
Verify through a separate, trusted route
- Do not use contact details or links in the suspicious message as your only way to check its sender. Find a previously confirmed phone number, website, or other contact route for the person or organization and ask whether the communication is genuine.
- Until you have verified the sender, do not click links, download apps, open attachments, provide sensitive information, or share authentication codes.
- If a message claims to come from IC3, type ic3.gov into your browser yourself. The FBI says IC3 does not contact people through social media or messaging apps and does not recover funds that way.
What to record before you report
Make a factual record of what you saw and how the interaction unfolded. The FBI’s electronic tip guidance identifies online identifiers that can help, while its IC3 impersonation-scam notice asks for details about contact, requests, disclosures, and transactions.

- Identify the account and content: note the website or post URL, platform or app, username or profile name, and the date and time of the post or interaction.
- Describe the contact: record how it began, what the sender claimed, what they asked you to do, and any contact details they used, such as a website, email address, or phone number.
- Note what you shared: if you provided personal information or authentication details, record what was disclosed and when.
- Record any financial activity: note the date, amount, payment type, accounts, receiving institution, and any cryptocurrency addresses involved.
- Keep available records: save messages, screenshots, URLs, receipts, and other relevant material without editing the originals.
These records can help explain what happened, but screenshots alone do not authenticate an account or identify its operator. The FBI guidance cited here does not establish a universal forensic procedure for preserving online evidence.
Choose the right reporting route
For a U.S. report, the route depends on whether the problem is a platform violation, cyber-enabled crime or fraud, or consumer impersonation. More than one route may fit the same incident.

Report the content to the platform
Use the service’s safety or support channel to report the specific account, page, advertisement, or message. Include the relevant identifiers and describe what the account did, rather than asserting that an AI agent operated it. Procedures and menu labels differ by service.
Report U.S. cyber-enabled crime or fraud to IC3
Submit a complaint at ic3.gov. The FBI’s tip page directs cyber-enabled crime to IC3; its general tip form is for other federal crimes or terrorism tips. If there is immediate danger or a threat to life, the FBI says to call 911 rather than submit that form.

Do not follow links from an unsolicited person claiming to represent the FBI or IC3. The FBI says IC3 will not contact people directly by phone, email, social media, messaging apps, online chat, or public forums, and will not ask for payment to recover money. Enter the official address yourself and check that it ends in .gov.
Report consumer fraud or impersonation to the FTC
For a government or business impersonation scam or other consumer fraud, the FTC directs consumers to ReportFraud.ftc.gov. Its Government and Business Impersonation Rule took effect in April 2024. The rule prohibits material false claims of government or business identity or affiliation in or affecting commerce; whether it applies depends on the facts and law. A suspicious or automated account is not automatically a violation.

In September 2026, the FTC announced that it was seeking public comment on whether to update the rule or take other action concerning platform ad optimization and impersonation scams. That announcement was a proposed rulemaking and request for comment, not a new final duty for platforms.

FTC figures underscore the scale of impersonation scams, not the prevalence of autonomous AI agents. The FTC reported more than 1 million consumer reports about imposter scams in 2025 and nearly $3.5 billion in reported consumer losses to those scams. It also said nearly 30% of consumers who reported losing money to scammers in 2025 were first contacted on social media, where reported losses reached $2.1 billion. These figures cover scams generally and do not measure how many involved AI.
If you are outside the United States
The IC3 and FTC routes described above are U.S.-specific. If you are elsewhere, use your country’s cybercrime, consumer-protection, and emergency reporting authorities, and report the account through the relevant platform. Reporting channels and applicable laws vary by location.
