How to Help Researchers in Exile Continue Their Academic Careers

The most reliable way to continue an academic career after fleeing a country is to combine a safety plan with a host university or research institute and a funded, sponsored or fee-waived placement. Start with Scholars at Risk for urgent placement and referrals; assess Cara for UK PhD, visiting-fellowship and postdoctoral routes; approach a German host for the Philipp Schwartz Initiative; and compare IIE-SRF, PAUSE and relevant national programmes. Availability, eligibility, host capacity, visa rules and deadlines change, so verify every requirement with the programme and proposed host before applying.

Start with safety, then build an academic route

Academic planning cannot substitute for immediate protection. If detention, violence or forced return is a current risk, use trusted legal, humanitarian or consular support in your location and communicate through secure channels. Do not send sensitive evidence through an unprotected account or disclose a host’s identity without consent.

Once immediate safety is addressed, treat a host institution as the operational centre of your plan. Most refuge fellowships are not stand-alone grants that a researcher can spend anywhere. A department, laboratory, library or research centre usually has to sponsor the placement, provide a supervisor and handle at least part of the employment, visa or facilities process.

What to prepare before contacting programmes

  • A one-page risk statement explaining who threatens you, what happened, why return is unsafe and what protection is needed.
  • An academic CV listing employment dates, degrees, publications, grants, teaching, supervision, methods and languages.
  • Degree certificates, publication links or PDFs, employment proof and two or three references. Explain career gaps caused by displacement rather than leaving them unexplained.
  • A two-page research or teaching plan that a host can start with limited lead time.
  • A list of five to ten plausible supervisors or departments, matched to your methods, facilities and language needs.

Keep encrypted copies in secure cloud storage and with a trusted contact. Use a separate, secure address for risk documents if your usual account could be monitored.

Which programme fits your situation?

The routes below differ in who applies, the career stage they target and how directly they respond to immediate danger. A programme’s inclusion here does not mean that its current call is open or that it accepts every nationality or discipline.

Route Typical applicant and purpose Application pattern Placement profile
Scholars at Risk (SAR) Threatened scholars with a substantial, recent higher-education employment and publication record; generally the most immediate and severe threats receive priority. Contact SAR with a concise risk account, CV, publications and possible hosts. SAR provides placement and referral support rather than emergency evacuation. Short-term or temporary research and teaching positions through a global university network; career and advisory support may accompany the placement.
Cara Fellowship Programme Academics from any country and field facing imminent imprisonment, injury or death, normally with at least six months in a paid lecturer or researcher post and either a master’s degree or an internationally peer-reviewed publication; English competence is required. Apply through Cara’s process with risk evidence, records and a realistic qualification or research plan. UK PhD or visiting-fellowship research placements; some fellows move toward postdoctoral or later permanent academic work.
Philipp Schwartz Initiative Researchers who have completed a PhD or equivalent and need refuge at a German university or research institute. There is no direct individual application. A German host contacts and nominates the researcher under the current call. Host-based research placement in Germany; the host manages the nomination and proposed project.
IIE Scholar Rescue Fund (IIE-SRF) Established scholars whose lives and work are threatened. Confirm the current application window, host expectations and country restrictions with IIE-SRF. Temporary refuge at universities, colleges or research centres anywhere in the world, subject to an appropriate host.
PAUSE and national programmes Researchers whose profile, nationality or host-country connection matches a particular call. Rules vary: some routes involve an institution, while others allow a direct expression of interest. Check each live call. Country-specific academic refuge. Examples include PAUSE in France, the Hilde Domin Programme in Germany, Students-at-Risk in Norway, a Sweden-supported Afghanistan researcher effort, Swiss National Science Foundation fellowships and Canadian initiatives.

Scholars at Risk: a placement and referral channel

Scholars at Risk works with a global network of higher-education institutions to arrange temporary research and teaching positions for threatened scholars. It also offers advisory, referral and career support. In the 2024–2025 academic year, SAR reported assistance to more than 400 scholars and 215 academic positions for scholars and practitioners from 20 countries. Its Free to Think 2025 reporting separately describes more than 160 temporary positions in the year covered.

SAR is not an emergency evacuation service and does not provide general scholarships or other funding for people seeking to continue studies. Its assistance guidance explicitly says it “does not offer emergency evacuation support, nor scholarships or other funding for those seeking to continue studies.” Treat it as a route to an institutional placement, referral or advice, not as a promise of cash support or relocation.

How to approach SAR

  1. Write a factual, concise account of the threat. Include dates, actors, consequences and why a temporary academic placement reduces risk.
  2. Attach an academic CV and publication record, using secure file sharing where possible.
  3. List institutions or departments whose work matches yours. SAR can assess referrals more effectively when you identify realistic hosts.
  4. State your immediate need: research, teaching, access to equipment, a safe place to finish a dissertation or a bridge to another position.
  5. Ask what documentation is safe to transmit and what support SAR can realistically provide in your case.

Cara: UK PhD, visiting and postdoctoral pathways

Cara’s Fellowship Programme works with a network of 135 universities and research institutes. It says it can help academics from any country and field who face imminent imprisonment, injury or death, placing them in temporary refuge until they may return. Its stated eligibility includes risk evidence, at least six months in a paid lecturer or researcher post, and either a minimum master’s degree or at least one publication in an internationally peer-reviewed journal. Support is contingent on English competence.

Cara placements can be PhD or visiting-fellowship research positions. Cara also notes that some fellows use the placement to seek postdoctoral work or a later full-time teaching or research post. In practical terms, explain which outcome you need: admission to a doctorate, protected time to complete an existing project, or a postdoctoral bridge. A host must be able to supervise the proposed work and meet any university admission or employment rules.

Make a Cara application easy to assess

  • Separate the risk narrative from the academic case so reviewers can find both quickly.
  • Give a realistic timeline for a PhD, visiting project or postdoctoral search; do not present a temporary placement as guaranteed permanent employment.
  • Explain gaps, interrupted experiments, lost equipment or inaccessible archives caused by displacement.
  • Identify UK departments whose methods and facilities fit your project, and explain what you would contribute to them.
  • Confirm language, degree-equivalence and document-translation requirements before submission.

Philipp Schwartz Initiative: secure a German host first

The Philipp Schwartz Initiative supports placements at German universities and research institutes for academics who have completed a PhD or equivalent. An individual researcher cannot apply directly. You must first find a prospective German host; that institution applies on your behalf under the current call.

A host-first sequence

  1. Search German departments, institutes and research groups whose current work matches your project.
  2. Email a potential supervisor with a short introduction, a two-page concept, your CV, evidence of risk and a proposed start window.
  3. Ask whether the institution is eligible and willing to nominate a researcher under the live Philipp Schwartz call.
  4. Discuss supervision, workspace, data access, salary or stipend, insurance, visa support and family needs before the nomination is prepared.
  5. Check the Alexander von Humboldt Foundation’s current call directly. Do not rely on an old deadline, funding amount or renewal assumption.

A strong academic match does not by itself create eligibility. The institution must be able and willing to sponsor the nomination, and immigration and employment authorities may impose separate requirements.

IIE-SRF, PAUSE and national options

IIE Scholar Rescue Fund

Cara describes the Institute of International Education’s Scholar Rescue Fund as a fellowship route for established scholars whose lives and work are threatened. It enables temporary refuge at universities, colleges and research centres anywhere in the world. Approach it as an international host-and-fellowship option: confirm the current application window, eligible countries, host expectations and the evidence required for an established scholar.

PAUSE in France

PAUSE is hosted by the Collège de France and supported in part by France’s Ministry for Higher Education and Research. Calls and eligibility can be time-specific. Determine whether the current round requires a French institutional sponsor, what disciplines are covered and how the host will handle salary, facilities, insurance and immigration.

Other country programmes

Scholars at Risk identifies the Hilde Domin Programme in Germany, Students-at-Risk in Norway, a Sweden-supported effort for researchers from Afghanistan, Swiss National Science Foundation fellowships and Canadian initiatives as examples of national support. These routes may be restricted by nationality, career stage, residence, field or nomination method. Read the live call rather than treating an older programme description as a standing entitlement.

Find and persuade a host institution

A host does more than provide a letter. It may need to nominate you, employ you, obtain immigration documentation, provide laboratory or library access, insure you and support dependants. Make those obligations visible early.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a targeted host list

  1. Start with five to ten departments or institutes, not a mass mailing list.
  2. Match each host to one specific method, facility, archive, language or supervisor.
  3. Check whether the group has hosted international researchers and whether it can provide a desk, laboratory, library access or teaching role.
  4. Record the contact, fit, nomination requirement, likely start date, funding questions and follow-up date in a tracker.

Use a short first email

In the subject line, identify the threatened-scholar placement and your field. In the body, state your current location only if safe, summarize the risk in two or three sentences, describe the project, explain why the department fits and ask whether the recipient can discuss hosting or nominate you for a named programme. Attach a focused CV and concept note; offer sensitive evidence through a safer channel.

Ask what the host can actually fund

  • Salary, stipend or fee waiver, and whether the amount is monthly or one-time.
  • Laboratory, equipment, library, archive and computing access.
  • Visa or residence-permit documentation and an institutional contact for immigration questions.
  • Health insurance, liability coverage and occupational safety requirements.
  • Relocation, housing, travel and support for a spouse, children or other dependants.
  • Renewal terms, reporting duties and what happens when the placement ends.

Application package: a practical checklist

Prepare one master folder, then tailor copies for each programme. Keep a record of what is safe to disclose and to whom.

Visa, money and family questions to settle early

A fellowship offer is not automatically a visa, salary or family relocation package. Ask the host which entity pays you, whether the arrangement is employment or a grant, and which costs are excluded. Clarify whether the programme pays the scholar directly or transfers funds through the host.

Request written answers on residence status, health insurance, tax treatment, travel, housing, dependants, school access and emergency support. If documents are unavailable because they were left behind, ask whether certified translations, sworn statements or alternative evidence are accepted. Never assume that a programme’s country-level eligibility resolves your individual immigration case.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Track applications and avoid preventable delays

Create a simple table with these columns: programme, country, direct or host-nominated application, career stage, degree requirement, risk threshold, language requirement, host identified, documents complete, deadline, expected decision date, placement length, renewal terms and family-cost responsibility.

Set reminders to recheck each programme’s live page before sending documents. A call can close, change its nationality list or run out of host capacity even when an older description remains online. Keep one version-controlled CV and project plan, but tailor the risk statement and host case to each route.

Common failure modes and how to fix them

Confusing rescue with academic placement

SAR and similar routes may help arrange a position, but they are not emergency evacuation services. If you face imminent physical danger, pursue protection assistance separately and say clearly what is urgent.

Applying without a host where a host is mandatory

The Philipp Schwartz Initiative requires a German host nomination. A strong direct application cannot replace that step. Contact departments first and ask about their ability to nominate under the current call.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Sending an unfocused application package

A long biography can hide the decision points. Use a one-page risk statement, a concise CV and a two-page project plan, then provide supporting evidence in an organised folder.

Overlooking career stage

Some routes favour established scholars with substantial employment and publications; Cara’s stated criteria also recognise a qualifying master’s degree or a peer-reviewed publication. Match the route to your record instead of applying to every programme indiscriminately.

Assuming temporary refuge equals permanent employment

A PhD, visiting fellowship or temporary research post can create time and safety, but renewal and later employment require a separate decision. Ask the host about progression opportunities without presenting them as guaranteed.

Continue your career during the placement

  • Agree on concrete outputs—articles, datasets, a dissertation chapter, a grant proposal or a course—within the first month.
  • Join the host’s seminars and research networks while protecting confidential information about your case.
  • Keep affiliations and publication metadata accurate; ask the host how to list your temporary status safely.
  • Maintain references from both your previous institution and the new host where doing so does not expose anyone to risk.
  • Use the placement to learn local research ethics, data-protection, authorship and employment rules.
  • Six to nine months before the end date, discuss renewal, a postdoctoral application, a teaching post or a return plan if conditions permit.

A decision framework for choosing your next step

  1. Immediate danger: prioritise routes that can respond to threatened scholars and ask whether a host can act quickly. Do not wait for an academic application if physical safety is unresolved.
  2. Career stage: doctoral candidates, postdoctoral researchers and established faculty may fit different calls. Check degree, employment and publication thresholds.
  3. Application control: choose a direct route only when the programme permits it; otherwise spend your effort finding a host who can nominate you.
  4. Host-country practicality: compare language, visa processing, family access, research facilities and the host’s ability to provide a contract or stipend.
  5. Duration: decide whether you need a short bridge, a multi-year PhD or time to rebuild a research programme. Ask about renewal before accepting.
  6. Total support: calculate salary or stipend, fees, insurance, travel, housing and family costs rather than comparing headline fellowship amounts.
  7. Next career step: favour hosts that can offer supervision, publications, teaching, networking and credible references after the placement.

The practical sequence is therefore: secure immediate safety, prepare a concise evidence package, identify a realistic host, select the route whose eligibility and nomination rules fit, and verify the current call before submitting. That approach gives a displaced researcher the best chance of protecting both life and a continuing academic career.
